No public funds for private schools. • Immediately increase the minimum wage to $8 an hour, prohibit scabs and treat injured workers fairly. • Freeze rents for two years, build at least 32,000 units of affordable housing and increase shelter allowances. • Cut tuition by 10 per cent and ensure that no student is denied a quality education or training for financial reasons. • Lower transit fares, shorten waits and reduce gridlock with a dedicated transportation trust fund. • Reduce child care fees to $10 a day for 18 month to 5 year olds in non-profit, regulated child care, and create 20,000 new child care spaces. • Protect your pension from inflation and let you take it with you from job to job. From Greenspace to Greenbelt: The Role of Civil Society in Landscape Protection in the Toronto Region By Wendy Burton A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Graduate Department of Geography University of Toronto © Copyright by Wendy Burton 2016 From Greenspace to Greenbelt: The Role of Civil Society in Landscape Protection in the Toronto Region Wendy Burton Doctor of Philosophy Graduate Department of Geography University of Toronto 2016 Abstract Greenspace has been increasingly identified as an important element of environmental, social and economic health, yet proponents of greenspace protection from within civil society often find themselves with limited resources in political battles with powerful pro- growth coalitions. This was the case with the three citizen-led campaigns that managed to protect progressively larger landscapes in the Toronto region, culminating with the creation of a 1.8-million-acre greenbelt. How did they do this? This study uses qualitative methods and draws on institutionalism, participation theory, and social capital approaches to examine the evolution of environmental civil society groups and how they learned to exploit governance processes to persuade state actors to break with the status quo. The study looks at how cultural understandings, historical legacies, legal institutions, planning rules and public preferences shaped the landscape of the Toronto region. Ontario established an independent officer of the legislature in 1988 who is responsible for administering its government ethics legislation. In 1994, an undefined behaviour-guiding standard called “Ontario parliamentary convention” was added to the legislation. This paper explores the history of Ontario’s government ethics regime and examines its response to specific scandals, in order to describe the emergence of Ontario parliamentary convention as a ii standard of conduct. It then provides a full discussion and complementary summary of the specific parliamentary conventions that Ontario’s legislative ethics officers have determined must guide the conduct of Ontario’s parliamentarians. This discussion and summary illuminate the problematic and inconsistent use of this standard by Ontario’s legislative ethics officers. Two sets of recommendations are then offered to help modernize and strengthen the legislation for the benefit of Ontario’s parliamentarians. iii Acknowledgments I am deeply indebted to my wife and children for their support and patience throughout the completion of this thesis. Policy Networks and Paradigm Change in Ontario Forest Policy 1988-2014 By Anne Koven A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Faculty of Forestry University of Toronto © Copyright by Anne Koven, 2015 Policy Networks and Paradigm Change in Ontario Forest Policy, 1988-2014 2015 Doctor of Philosophy Anne Koven Faculty of Forestry University of Toronto Abstract This dissertation was developed from documentary research, analyses of public hearing transcripts, and a case study examining 25 years of forest policy change in Ontario from 1988 to 2014. The ideas and actions of the actors in the policy network, and the political, social, and economic structures in which they operated, are investigated using the Dialectical Model of Policy Networks. The relationships among the key policy actors are traced through significant events and legislation: the Timber Management Class Environmental Assessment (1988-1994), the Crown Forest Sustainability Act (1994), the Living Legacy-Ontario Forest Accord (1998), The Endangered Species Act (2007), the Far North Act (2010), and the Ontario Forest Tenure Modernization Act (2011.) The results of the analyses indicate that Ontario’s forest policy evolved over the study period. The policy focus was on timber supply for the forest industry in 1988. This gave way in 1994 to sustainable forest management, which also served environmental and social values. By 2007 the ecological values of forest policy began to predominate. The analyses reveal that as the ENGOs in the forest policy network gained strength, their ideas and their successful political advocacy drove ecological changes. In contrast, the network influence of the Ontario Ministry of Natural Resources was weakened by ongoing budget cuts and confusion about its mandate. -

Convention Guide and Resolutions LETTER FROM THE LEADER Dear friends, At this year’s convention, we are planning for the future – the future of our Party, and the future of our province. We’ll be discussing the issues that matter most to you, and to all Ontarians. Whether this is your first convention, or your tenth, I’m glad you’re here. I want to hear exciting new ideas, and I want us all to feel re-energized by the principles and values at the core of our Party. For Ontario, the timing couldn’t be more urgent. Our province is at a tipping point. It’s getting harder and harder to build a good life here. Costs are up, wages are flat and the services we count on, like health care, are squeezed. Since I began my career – first as a community organizer, then as a Hamilton City Councillor, then as MPP for Hamilton Centre and now as Party Leader – I have never seen the province more ready for change. Ontarians deserve a government that understands what they’re dealing with today. A government that’s on their side and shares their priorities. New Democrats believe that government should be about giving people an equal chance at a good life no matter where they live, by fighting for good jobs you can raise a family on, a more affordable life, health care you can count on, better seniors care, and public schools that give kids a great start. It’s time. Let’s do something about it. This is our moment.
