As leaders of the army, the officer corps held an unequalled position in the nation. The officer corps determined its own rule in the state, and to a great extent affected the milieu within which it functioned. Officer selection was, therefore, a vital concern to both the military and to the civilian governments of the Weimar period.^ To the civilians, it was the key to the democratiza­ tion of the army; to the military, the selection process was a means with with to maintain their power and privileges in society. Ultimately, the military triumphed and retained an ideological homogeneity in the corps based upon conseri'atism and the traditions of the past. Because of its continued importance in German society, the officer corps of the Reichs- wehr has been of particular interest to many historians. Indeed, many scholars have pointed to the role of the army in the do'.mfall of the Weimar Republic and have connected the demise of democracy in Germany with the selection of officers whose attitudes were hostile to a liberal parliamentary governmental system. The interaction between the military and the civil government in Germany has been thoroughly investigated. Among the better known works detailing the political relations between the army and Weimar 1 2 governments are H. J. Gordon, The Reichswehr and the German Republic, 1919-1926, F. L. Carsten. The Reichswehr and Politics, Gordon Craig, The Politics of the Prussian Army, 1640-1945, and John Wheeler-Bennett, The Nemesis of Power. In dealing with officer selection in the Reichs­ wehr, these authors all agreed that the selection process produced highly efficient leaders with regard to technical military matters; that the majority of officers hated the Republic; and, as F. L. Carsten vjrote, that "the officer corps in its old form and with its old methods of 2 selection . survived the crisis of revolution." Since officer selection was a secondary concern to the primarily political interests of these studies, it consequently received insufficient attention. Because of the attention devoted to political relations, other significant problems related to officer selection have lacked adequate analysis. In particular, prior studies have failed to examine the con­ tinuity in the attitudes and values of the officer corps from the past and failed to clarify what the highest military leaders, principally Hans von Seeckt and Walther Reinhardt, wanted for the army and the nation. In addition, the possibility of significant change in the officer selec­ tion system of the Reichswehr received scant consideration, although the contemporary suggestion of change caused grave disturbances throughout the leadership of the corps. Lastly, the political studies failed to demonstrate the effects that officer selection had in shaping the char­ acter of the Reichswehr in spite of the agreement that the attitude of the army had a distinct bearing on the demise of the Weimar Republic. Tlie Purposes and Objectives of This Study The primary purpose of this study is to describe in detail how Reichswehr officers were selected during the 1918-1926 period. Corollary objectives were to determine who was responsible for the formulation of selection policies, and to clarify to what extent the procedures were instrumental in

Die Bedeutung der Dokumente Es gibt Skandale, die lange fortwirken und auch die Forschung immer noch be- schäftigen. Zu diesen gehört jener, der mit dem Namen des Generalfeldmarschalls Werner von Blomberg, des Reichskriegsministers und Oberbefehlshabers der Wehr- macht, sowie des Generalobersten Werner Freiherrn von Fritsch, des Oberbefehls- habers des Heeres, verbunden ist. Der Anlaß für Blombergs Entlassung am 4. Februar 1938 war seine Heirat mit einer Frau, deren Vorleben als kompromittiert galt. Fritsch aber war der Homose- xualität, des Vergehens nach § 175 Strafgesetzbuch, beschuldigt worden. Auch er erhielt am selben Tage, dem 4. Februar, seinen Abschied. Um die gegen Fritsch er- hobenen Vorwürfe aufzuklären, ermittelte sowohl die Geheime Staatspolizei als auch das Reichskriegsgericht. Dies waren die Tatsachen, die im Frühjahr 1938 indessen nur wenigen Perso- nen verlaßlich bekannt waren. Der Öffentlichkeit war mitgeteilt worden, die Ver- abschiedung von Blomberg und Fritsch sei aus gesundheitlichen Gründen erfolgt. Wenige Jahre nach Kriegsende, 1949, veröffentlichte Johann Adolf Graf Kiel- mansegg, Fritschs Neffe, eine Darstellung über den Prozeß des Reichskriegsge- richts gegen den Generalobersten1. Die persönlichen Zeugnisse, die der ehemali- ge Oberbefehlshaber des Heeres hinterlassen hat, waren indessen spärlich, da Fritsch keine umfangreiche Korrespondenz führte. Ferner standen Kielmansegg die Prozeßakten nicht zur Verfügung, da sie verbrannt waren. Fotokopien der Ak- ten und Verhandlungsstenogramme, die in nicht sehr zahlreicher Ausfertigung vorlagen, ebenso wie die Handakten des Verteidigers, des Grafen Rüdiger von der Goltz, wurden durch Bombenangriffe vernichtet2. Ob die Protokolle, die Reichs- kriegsgerichtsrat Dr. Karl Sack während des Prozesses führte, tatsächlich nach Kriegsende in die Hände der amerikanischen Besatzungsmacht gefallen sind3, ist ungewiß; bis heute sind sie nicht wieder aufgetaucht.

Morris All Rights Reserved ABSTRACT Crucibles of Virtue and Vice: The Acculturation of Transatlantic Army Officers, 1815-1945 John F. Morris Throughout the long nineteenth century, the European Great Powers and, after 1865, the United States competed for global dominance, and they regularly used their armies to do so. While many historians have commented on the culture of these armies’ officer corps, few have looked to the acculturation process itself that occurred at secondary schools and academies for future officers, and even fewer have compared different formative systems. In this study, I home in on three distinct models of officer acculturation—the British public schools, the monarchical cadet schools in Imperial Germany, Austria, and Russia, and the US Military Academy—which instilled the shared and recursive sets of values and behaviors that constituted European and American officer cultures. Specifically, I examine not the curricula, policies, and structures of the schools but the subterranean practices, rituals, and codes therein. What were they, how and why did they develop and change over time, which values did they transmit and which behaviors did they perpetuate, how do these relate to nineteenth- and early-twentieth-century social and cultural phenomena, and what sort of ethos did they produce among transatlantic army officers? Drawing on a wide array of sources in three languages, including archival material, official publications, letters and memoirs, and contemporary nonfiction and fiction, I have painted a highly detailed picture of subterranean life at the institutions in this study.

    The Secret School of War: The Soviet-German Tank Academy at Kama THESIS Presented in Partial Fulfillment of the Requirements for the Degree Master of Arts in the Graduate School of The Ohio State University By Ian Johnson Graduate Program in History The Ohio State University 2012 Master's Examination Committee: Jennifer Siegel, Advisor Peter Mansoor David Hoffmann Copyright by Ian Ona Johnson 2012 Abstract This paper explores the period of military cooperation between the Weimar Period German Army (the Reichswehr), and the Soviet Union. Between 1922 and 1933, four facilities were built in Russia by the two governments, where a variety of training and technological exercises were conducted. These facilities were particularly focused on advances in chemical and biological weapons, airplanes and tanks. The most influential of the four facilities was the tank testing and training grounds (Panzertruppenschule in the German) built along the Kama River, near Kazan in North- Central Russia. Led by German instructors, the school’s curriculum was based around lectures, war games, and technological testing. Soviet and German students studied and worked side by side; German officers in fact often wore the Soviet uniform while at the school, to show solidarity with their fellow officers. Among the German alumni of the school were many of the most famous practitioners of mobile warfare during the Second World War, such as Guderian, Manstein, Kleist and Model. This system of education proved highly innovative. During seven years of operation, the school produced a number of extremely important technological and tactical innovations. Among the new technologies were a new tank chassis system, superior guns, and - perhaps most importantly- a radio that could function within a tank.
