In 1978, she earned her Ph.D. in Education from the University of Michigan. (Earlier, she had worked as a high school Spanish teacher in Washington State.) She was a part-time program coordinator for the Washington Pre-College Program (1981-85) in Seattle. She served as President of the Washington School Counselor Association (1988-89) and helped to pass the Fair Start Bill to fund elementary counseling (1992). She is a certified Career Development Facilitator and has taught in the Career Development Certificate Program at the University of Washington. Suzy enjoys people, tennis, photography, writing, traveling, entertaining with her husband (also an editor) and their little dog, Nanuk. Suzy can be reached at [email protected] Howard Sage, Ed.D.,Associate Editor, is a retired high school counselor, formerly with the Issaquah School District, 20 miles east of Seattle. Howard Inc. was a full-time high school counselor, and part-time parent educator, teacher, mental health counselor and counselor educator. He has developed School to Career Programs in four different school districts. Howard completed his doctorate from Seattle University in Education and has taught Life Planning and Career Development at City University, Heritage College, Seattle University and the University ofWashington. He lives in Bellevue,PRO-ED, Washington, with his wife Lynne and has two grown children. Tami has worked at WOIS for 23 years. Tami started working at WOIS while a student at The Evergreen State College. After 6 months of exploring career infonnation with WOIS resources, Tami changed her career direction. As Deputy Director, Tami oversees many of the company's daily operations and most special projects. She trains and provides presentations at conferences and workshops. Summers are spent reviewing updates to WOIS infonnation. Allen, Ed.D., a past president of the American School Counselor Association, has been a school counselor and bilingual school psychologist for over 30 years. She is a licensed Marriage Family Therapist, Certified Clinical Neuropsychologist, and an adjunct faculty member at La Verne University and National University. Jackie is an accomplished presenter and author. She is editor of the popular book, School Counseling: New Perspectives & Practices and editor of the California School Counselor, the newsletter ofthe California Association ofSchool Counselors. The H.B. McDaniel Foundation recently announced Dr. Jackie Allen as the winner of the 2003 H.B. McDaniel Individual Award for Outstanding Leadership. Allen, M.S., is a retired educator with over 30 years ofexperience in the public school system. He has been a junior high, senior high, and adult school counselor. He earned a Bachelor of Arts and a Master of Education degree from Western Washington University. His doctorate is from Seattlematerial University. He began his counseling career in 1978 for the Neah Bay Schools located on the Makah Indian Reservation in Washington State. In 1985 he moved to Anacortes and helped to begin the comprehensive counseling program process. The Anacortes High School Counseling Center has received recognition as an "exemplary counseling program" from the Washington School Counselor Association as well as an "honorable mention" from the American School Counselor Association (as an exemplary counseling program). Dr. Anderson's email address is [email protected] or [email protected] Stephen A. Armstrong, Ph.D., LPC-S, is an assistant professor of counselor education at Texas A&M University-Commerce. Stephen was an elementary school counselor for 11 years and has extensive experience working in culturally diverse schools with African American, Hispanic American, and Asian American students. His research interests include play therapy, group counseling, and school counseling. He recently published an article, "Expressive Arts in Family Therapy: Including Young Children in the Process," in the Texas Counseling Association Journal (Fall, 2002). He is currently involved in research projects involving play therapy in' elementary schools and counselor/principal relationships. Bridgette Belasli, M.Ed., is currently the Manager of Secondary Curriculum for the Edmonds School District. She was formerly a curriculum specialist in the Lake Washington School District, where she worked as a secondary educator for eleven years. She graduated from the University of Washington with a degree in English literature in 1989 and earned a Master's Degree in Curriculum and Instruction in 2001. Bridgette Belasli can be reached at [email protected] Judy Bowers, M.S., supervises the 165 K-12 school counselors who serve 61,000 students in the Tucson Unified School District (TUSD), in Tucson, Arizona. Judy was a teacher for six years, a high schoolmaterial counselor for 16 years and has been the counselor supervisor for eight years. She has worked with the state of Arizona and TUSD since 1990 to restructure school counseling programs. This work led to the TUSD Governing Board adopting the Comprehensive Competency-Based Guidance (CCBG) in 1993. Under her guidance, the TUSD school-counseling department, awarded two federal elementary demonstration grants, has increased from 95 counselors in 1994 to 165 copyrightedcounselors in 2002.     Acronyms/School Jargon 504s - The word “504” refers to Section 504 of a federal law that prohibits discrimination ​ against people with disabilities. Students with a 504 plan may request accommodations from the school such as handouts of lectures or extra time on tests. 5K - This is a 5-kilometer run that is a required final for all PE (Physical Education) classes ​ (non-COVID). This includes classes such as yoga and dance. Grade is based on improving over the semester and on completing the self-chosen running time. ACT - American College Testing. One of the standardized tests for college applications. ​ Typically taken in the winter/spring of the junior year or fall of the senior. Wilburton is located between two high growth centers in Bellevue—Downtown and BelRed—and is slated for major transit, pedestrian, and cyclist connectivity improvements that will serve as a catalyst for change. East Link light rail will offer high capacity transit connectivity to the region by 2023; the Eastside Rail Corridor (ERC) will create a regional non-motorized connection for pedestrians and cyclists; and the City-led initiative of the Grand Connection will create opportunities to reconnect Downtown and the Wilburton Commercial Area for cyclists and pedestrians. Based on a vision developed with the guidance of a Citizen Advisory Committee (CAC), amendments to the City’s Comprehensive Plan, Land Use Code, and Zoning Map will be made for City Council consideration that would facilitate investment and redevelopment. To help the CAC and other City decision makers consider the environmental implications of land use and transportation options, this Draft Environmental Impact Statement (Draft EIS) studies three alternatives: No Action Alternative: The No Action Alternative is required by the State Environmental Policy Act (SEPA) and assumes the current Comprehensive Plan, Land Use Code, and Zoning Map are retained.
