Online Journal of Communication and Media Technologies Volume: 3 – Issue: 4 – October - 2013 Armed Forces as an Element of National Power, and Compulsory Military Service Suat Begeç, Turkey Abstract Whether military service should be done as a national duty or left to the professionals has been discussed for a long time both in Turkey and across the world. In order to answer this question and make relevant suggestions, this paper begins with the recruitment system in the Turkish Armed Forces during the history. Subsequently, armed forces of neighbor countries, their communication strategies and of those politically linked with Turkey as well as the world armies carrying weight for the scope of this study are all analyzed. Thirdly, current military service and its flawed aspects are explained. Finally come suggestions on how the military service should be. Prerequisites and Approaches to Force Modernization in a Transition Period
I&S PREREQUISITES AND APPROACHES TO FORCE MODERNIZATION IN A TRANSITION PERIOD Todor TAGAREV he new security challenges in the beginning of the new century and the pace of T technological innovation force politicians and planners around the world to search for ways to modernize military forces while providing for a broader spectrum of missions and tasks. For a country in transition, this search is complicated by severe resource constraints, lack of experience in market environment and relevant organizational culture. Of particular importance is the dynamics of civil-military relations that may hinder appropriate reform efforts.1 This article covers key issues of defense modernization and re-equipment of armed forces, including resource aspects of modernization. It is based almost entirely on the Bulgarian experience in the last three years. Bulgaria is a country in transition that differs from other countries willing to join NATO and the European Union by its excessive military and defense industrial infrastructure, inherited from the recent past. Nevertheless, the focus is on common principles; the analysis of their implementation is supported with specific examples from the experience of the Bulgarian Ministry of Defense. First, defense reform requirements are described and the necessity to introduce a rigorous defense resource management system is rationalized. Secondly, we describe organizational and procedural changes, essential for the creation of a flexible acquisition process, compatible with acquisition systems and practices of NATO and EU member countries. Next, we outline the main elements of the new acquisition planning, listing current priorities and presenting an ongoing force modernization study. The article covers also the role of research and development in modernization, as well as potential national and international cooperation activities. -

Bulgaria – National Report Since the Republic of Bulgaria is one of the newly accepted NATO members, the main purpose of this report is to give basic information on women in the Bulgarian Armed Forces. It will briefly review the historic background of the issue, the legal regulations concerning women in uniform as well as their current status in the armed forces. Introduction In our modern history examples of women taking part in military units date back to the Russian-Turkish war of 1877-1878 as well as to the Serb-Bulgarian War of 1885. Nevertheless, their organized participation in activities supporting the army began at the beginning of the 20th century. In 1912, when the First Balkan War was declared, the Bulgarian Red Cross organized short sanitary courses in some of the big cities. Many women volunteers, called “Samaritans”, attended those courses and after that were sent to field hospitals and small medical compartments close to the front lines. One of them was the first woman in the world to take part in a combat flight on Oct 30th 1912. At this same time Bulgarian women took also part in infantry units, fighting shoulder to shoulder with their brothers and husbands. Thirty years later, in 1944, when Bulgaria joined the anti-Nazi coalition, 4200 women voluntarily participated in Bulgarian military units, 800 of them being directly engaged in combat activities. Others served as doctors, nurses, military correspondents and even as actresses in the front theatres. As a part of the constitutional changes in the country after the end of the Second World War, discrimination based on sex was banned and women were officially given the right to practice the military profession. -

The Consortium aims primarily at strengthening the institutional co-operation between the 44 Euro- Atlantic Partner Countries. Study the Impact of the Financial Crisis on European Defence
DIRECTORATE-GENERAL FOR EXTERNAL POLICIES OF THE UNION DIRECTORATE B POLICY DEPARTMENT STUDY THE IMPACT OF THE FINANCIAL CRISIS ON EUROPEAN DEFENCE Abstract The financial crisis may pose a risk as well as offer an opportunity for the European defence sector: on the one hand, it sounds plausible that shrinking budgets increase the pressure on member states to cooperate and thus overcome the EU’s problems related to capability development and restructuring of the defence industries and markets. On the other hand, national prerogatives still dominate despite a decade of rhetoric and initiatives for more cooperation and less state in EU defence. If this national focus continues to dominate under current financial circumstances, EU member states run the risk to implement cuts in their Armed Forces in an uncoordinated way. As a result, member states might end up with potentially even bigger capability gaps than they have today and hence even less opportunities to implement the Common Security and Defence Policy (CSDP). This study provides a comprehensive and detailed overview on the ongoing impact of the financial crisis on EU Member States defence spending. In addition, it examines the potential of overcoming the need to cut defence spending by greater cooperation in the framework of the European Union and by drawing upon the innovations in the Lisbon Treaty. The study highlights the need to address the challenges of the economic crisis, a growing number of initiatives by various EU countries as well as the opportunities the Lisbon Treaty offers for pursuing an effective defence sector strategy that goes beyond the current incremental approach. -

Balkan Wars Between the Lines: Violence and Civilians in Macedonia, 1912-1918

Lampe, Department of History This dissertation challenges the widely held view that there is something morbidly distinctive about violence in the Balkans. It subjects this notion to scrutiny by examining how inhabitants of the embattled region of Macedonia endured a particularly violent set of events: the Balkan Wars of 1912-1913 and the First World War. Making use of a variety of sources including archives located in the three countries that today share the region of Macedonia, the study reveals that members of this majority-Orthodox Christian civilian population were not inclined to perpetrate wartime violence against one another. Though they often identified with rival national camps, inhabitants of Macedonia were typically willing neither to kill their neighbors nor to die over those differences. They preferred to pursue priorities they considered more important, including economic advancement, education, and security of their properties, all of which were likely to be undermined by internecine violence. National armies from Balkan countries then adjacent to geographic Macedonia (Bulgaria, Greece, and Serbia) and their associated paramilitary forces were instead the perpetrators of violence against civilians. In these violent activities they were joined by armies from Western and Central Europe during the First World War. Contrary to existing military and diplomatic histories that emphasize continuities between the Balkan Wars of 1912-1913 and the First World War, this primarily social history reveals that the nature of abuses committed against civilians changed rapidly during this six-year period. -
