Orders were granted by the Governor in Council in each of the ahu\·e cases, excepting Northcote, Wycheproof, Sea Lake, :--iheppartou, Shire of Corio, and Cobram, aud Tungamah, respectiug which the necessary formalities have not yet been completed. Orders were also granted to the following applicants :- To the Melbourne Electric Supply Co. Ltd., with respect to the Borough of Oakleigh. To the Council of the Shire of Preston, with respect to that CounciPs municipal district. To the Kyabram Butter and Cheese Factory f'o. Ltd., with re8pect to the Township of Kyabn:.m and other parts of the Shire of Rodney. To the Council of the Shire of Bairnsdale, with respect to its municipal district. Two Municipal Councils have formally trauslerred their powers under their Orders, either wholly or in part, to private companies. Regulations for t!te Safety of the Public with respect to Interference with Overhead \Vires by lhe rellloval of houses, &c. During the year the Amending 1· Jeetl'ic Light and l'ower .\et, No. 236f\ was passed conferring upon the Governor in Council the power to make regulations for public safety with respect to interference with overhead wires by the removal ol houses, &c. Hegulations have been made acconliugly aud are now in operation. They require the house remover to give to authorised distributors of Plectricity due notice of intention to remove anv structure of such height a...; mav be liable to inter­ fere with overhead electr·ical cor;uuetors of such authority, and, f1~rther, they provide for the presence of a representative of the electrical undertakers to ensure as far as possible general safety. Order No. 3.-Melbourne City Council. Area of Supply.-The municipal district of the City of ~lelbonrne. System of Supply.-Witltin the boundaries of the City proper, a continuous l"ui·rent direct supply at a pressure of ::?30 volts between the adjacent conductors of a three-wire systmn, and at 4ti0 volts between the outer conductors tor special purposes. Before reviewing the major accomplishments and challenges for 2011/12, we would like to say a big "Thank You." The year to 30 June 2012 was a challenging congratulated for the succession of popular one.     (MSS) Outlines the Land Use Planning Directions for the Gannawarra Shire

    GANNAWARRA PLANNING SCHEME 21 MUNICIPAL STRATEGIC STATEMENT 14/09/2006 C9 The Municipal Strategic Statement (MSS) outlines the land use planning directions for the Gannawarra Shire. The MSS is presented in the planning scheme as part of the Gannawarra Local Planning Policy Framework. The inclusion of the MSS in the planning scheme means that it can be implemented by decisions made in the administration of the planning scheme. The MSS provides strategic justification for zones, overlays, local policies and controls contained in the planning scheme. The MSS is derived from the Gannawarra Strategic and Planning Scheme Review project that commenced in September 1995. This Review was supported by several important strategy documents that dealt with a range of concerns including salinity, catchment management, water quality, flooding, rural land use, economic development and tourism. The Review included the development of an Integrated Strategy Plan (ISP) that established a framework for making decisions about the future use and development of land. This ISP formed the basis of the MSS in the new format planning scheme. The MSS is an important component of the Gannawarra Shire Council Plan. It assists in the achievement of the Corporate Plans goals, strategies and action plans, especially in relation to Environmental, Planning and Regulatory Services. The MSS is a forward looking document with a 10 to 15 year timeframe. The MSS will be reviewed every 3 years. 21.01 MUNICIPAL PROFILE 14/09/2006 C9 Gannawarra Shire was created in January 1995 and comprises the former Borough of Kerang and former Shire of Kerang, excluding the Tresco area, and former Shire of Cohuna excluding the Gunbower area.

This amendment has been prepared by the Corangamite Shire Council, which is the planning authority for this amendment. The amendment has been made at the request of the Corangamite Shire Council. Land affected by the amendment The amendment applies to all places listed in the Schedule to Clause 43.01 Heritage Overlay. This includes all land within 10 heritage precincts and 76 individual places proposed for inclusion in the Schedule to the Heritage Overlay. The purpose of the Study is to complete the identification, assessment and documentation of places of post-contact cultural significance within Corangamite Shire, excluding the town of Camperdown (the study area) and to make recommendations for their future conservation. This volume contains the Reviewed and Revised Thematic Environmental History. It should be read in conjunction with Volumes 1 & 2 of the Study, which contain the following: • Volume 1. Overview, Methodology & Recommendations • Volume 2. Citations for Precincts, Individual Places and Cultural Landscapes This document was reviewed and revised by Ray Tonkin and Samantha Westbrooke in July 2013 as part of the completion of the Corangamite Heritage Study, Stage 2. This was a task required by the brief for the Stage 2 study and was designed to ensure that the findings of the Stage 2 study were incorporated into the final version of the Thematic Environmental History. The revision largely amounts to the addition of material to supplement certain themes and the addition of further examples of places that illustrate those themes. There has also been a significant re-formatting of the document. Most of the original version was presented in a landscape format.

The primary purpose of conducting reviews of this nature is to provide an overview as to whether public funds in programs selected for examination, are being spent in an economic and efficient manner consistent with government policies and objectives. Constructive suggestions are also provided in line with the ongoing process of modifying and improving financial management and accountability controls within the public sector. I am pleased to advise that this review has already proven to be of benefit to the government departments involved, as evidenced by their positive replies detailing initiatives already undertaken or evolving. I am also hopeful that this report will assist in resolving other issues, including the development of a policy on the use and management of public buildings. The co-operation and assistance received by my staff from the departments during the course of the review was appreciated. It is my view that there is a growing awareness by government agencies of the advantages to be gained from such reviews, particularly the provision of independent advice on areas of concern.
