Zoot Suit Riots During World War II, Whittier Boulevard and neighboring East LA streets were the location for many Pachucos. A few Zoot Suits fights happened in East Los Angeles' streets like Whittier Blvd. When the Zoot Suit Riots occurred in Los Angeles it was difficult to be a Latino in that area (espe- cially around Whittier Blvd), especially for those who wore a Zoot Suit. Lowriding One memorable and still alive trend along Whittier Boulevard is the usage and showings of low- riders. It has been said that East Los Angeles, specifically on Whittier Boulevard was one of the few first places that low riders began to appear around World War II and up until now, there are still low-rider showings along Whittier Boulevard. Drivers would compete against each other and hope to win the other driver’s car, known as "hopping for pink slips.” The street itself became very popular because it became a place for low riders to come together and the locals would cruise up and down the streets. To this day lowriders are still being driven and meet ups occur, where those who still have cars and want to showcase them come together at parks, parking lots, etc. any- where they find place and come in groups. Present Day Whittier Boulevard is the heart of the community in East Los Angeles. There are street vendors selling hot dogs, fruits, garments, and Mexican food, in addition to various food trucks that pop up on the Boulevard. Other establishments include liquor stores, bakeries, clothing and furniture stores, 99 cent stores, as well as markets and regional and national retailers. The area is current- ly undergoing renovation as development and new businesses arrive to serve the growing and vibrant population. The Corridor Plan Area designations and their associated policies replace the typical Zoning Districts designated by the Land Use Plan of the City of Whittier General Plan.     Let’s Take a Walk Down Whittier Boulevard: The Significance of the Whittier Boulevard Merchants Association as Community Builders in East Los Angeles Joanne Medrano By the early 1970s, the Mexican American community of East Los Angeles had begun to develop and cultivate their ethnic identity.1 Through this process, the Chicano community started to address concerns within their neighborhood, and as a result several groups in East LA used Whittier Boulevard, as a cultural and social space to promote their own agendas and objectives. Most notably, Chicano activists asserted claim over the space during the Chicano Moratorium and the Brown Berets gained political influence by setting up a free community clinic on the street.2 At the same time, Chicano youth cruised the Boulevard as a way to express their 1 The term Chicano as it is used in this paper refers to the generation of Mexican Americans who began to use the term to express their identity.
