Written comments included in the agenda packet have been provided to Metro’s I-605 Corridor Improvement Project team and will be evaluated as part of the preparation of the Environmental Document Process. Once the draft Environmental Document is circulated written comments will be received and responses included in the Final Environmental Document.

VI. CONSENT CALENDAR
Approval of Minutes for the Meeting of August 25, 2020, of the SR-91/I-605/405 Technical Advisory Committee.
It was moved by Bill Pagett, seconded by Ernesto Chaves, to approve the minutes of the meeting of August 25, 2020. The motion was approved unanimously.
VII. REPORTS
A. Metro Highway Program Update on Measure R/M Funding
Ernesto Chaves provided an update on Measure R/M Funding programs. He addressed funding prioritization efforts and impacts due to lost revenue, fares, and SR-91/I-605/I-405 Technical Advisory Committee Minutes January 26, 2021
tolls, as well as increased costs in response of the pandemic. Altogether, an estimated $1.8 billion reduction in revenue affecting Metro’s programs. Metro was concerned that both the Freeway and Non-Freeway programs may be impacted by these losses. Earlier in 2020, Metro had divided all projects and programs into two buckets. Bucket 1 projects were defined as “work to continue” and Bucket 2 projects were being evaluated to be deferred three to six months. The good news is that the financial outlook is much better now and, generally, Bucket 2 projects that were slowed down are recovering and the GCCOG’s projects are back on track. It was moved by Bill Pagett, seconded by Jerry Stock to receive and file the report. The motion was approved unanimously.
B. SR-91/I-605/I-405 Hot Spots Program Update
Carlos Montez provided an update and overview of the following Measure R programs:
• I-605 / South Street
The project purpose is to improve weaving on SB I-605 by widening South St off- ramp and adding a second right-turn lane (two left and two right-turns total). Safety and operational improvements are enhanced to provide for standard deceleration distance.
Final Design of the Early Action Project (EAP) was completed in January 2021, award of construction anticipated Summer of 2021.
Currently on-hold due to the funding shortfall from the pandemic.
• I-605 / Beverly Blvd. Interchange Project
The Beverly Blvd Interchange existing conditions utilize outdated design standards. The project will eliminate the short weaving length between existing loop ramps by implementing a diamond interchange that provides all movements at intersection & signalize ramp connections.
PA/ED contract was awarded in 2018, the PA/ED will be completed in March 2020, and the Final Design is estimated to be complete by Spring 2021. Construction is estimated to start late 2021.
• I-605 / Valley Blvd. Interchange Project
The Valley Blvd Interchange Project provides an additional lane on Valley Blvd and an additional lane on Temple Ave. The existing horseshoe on-ramp would be SR-91/I-605/I-405 Technical Advisory Committee Minutes January 26, 2021
replaced with a 3-lane on-ramp and new signalized intersection at the SB I-605 ramps & Valley Blvd.
PA/ED & PS&E contract was awarded in 2018, the DED circulation occurred June 16, 2020, and the Final Design is estimated to be complete this year.
The project is currently on-hold due to the funding shortfall from the pandemic.
• SR-60 / 7th Ave. Interchange Project
The project adds one lane on WB off-ramp, addresses geometric, operational, and safety issues of the ramps/local street intersections mitigating the queue which spills back onto freeway.
Environmental and Design package awarded, the Final Design is estimated to be complete by late 2021, with Construction early 2022.
The project is currently on-hold due to the funding shortfall from the pandemic.
• SR-91 Atlantic Blvd to Cherry Ave
The on-going environmental phase (PA/ED) is nearing completion, currently working on the technical studies. The design phase is planned around the end of 2021. Key project elements include the congestion, weaving distance of auxiliary lanes, and visual/noise impacts. Adding an eastbound auxiliary lane from the I-710 Connectors to Cherry Ave off-ramp. Contract for the PA/ED & PS&E was awarded to TRC in October 2018.
Construction is planned for 2022.
It was moved by Glen Kau, seconded by Nancy Pe to receive and file the report. The motion was approved unanimously.
C. I-605 Corridor Improvement Project Update
Isidro Panuco provided a presentation and overview of the I-605 Corridor Improvement Project. He reported that the I-605 Corridor Improvement Project (CIP) was currently evaluating four alternatives (including the no-build Alternative) which includes 28 total miles of freeway improvements, as well as improvements to I-105, I-5, SR-60, and I-10 freeway interchanges. The project’s purpose and need are to ease congestion, improve mobility and operations, enhance regional connectivity and system efficiency, improve safety, and enhance travel experience. He reviewed the project’s schedule, past scoping and community meetings held, as well as COG, city and regulatory meetings undertaken to date. He also briefly touched on future activities and an update to technical studies needed to finalize the draft environmental document. Upon the completion of these tasks, a draft EIR/EIS can be circulated for public comment.
He provided an overview of activities for the past 6 months on the I-605 CIP. In September 2020 Metro received a letter from the GCCOG requesting delay of circulation of I-605 EIR/EIS, which was supported by the Metro Board. The letter asked for Metro staff to develop a less impactful alternative for the I-605 CIP to reduce property impacts, especially in Downey and Santa Fe Springs. Metro’s design team conducted more than six meetings with the local jurisdictions including the GCCOG, the I-5 JPA, and Caltrans to develop locally supported design alternatives to reduce property impacts. This locally supported alternative developed with the COG, JPA, and cities, balances design standards and improves operations, safety and minimizes right of way and environmental impacts.
Isidro reviewed the overall project schedule and highlighted that the project is currently only funded through the environmental phase. The project schedule assumed that funds are available, but at this time funding for any phase past environmental has not been secured.
Noe Negrete pointed out that the release of the EIR is the start of formal public comment process necessary to formally capture the public’s concerns. There is clearly a traffic bottleneck in Santa Fe Springs and Norwalk that needs evaluation. There are other impacts to our communities, these include traffic that travels through our communities to avoid the congested freeway, which impacts safety and creates wear and tear on our local roads. There needs to be a balance of the direct impacts to the people who live adjacent to the project, and the indirect impacts to our residences. The work to date on local technically collaborated alternative attempts to balance these impacts and has shown reductions in approximately 35% of residential impacts. Including this alternative into the environmental document will allow the evaluation and findings to be presented to the public during the circulation of the document.
Mark Christoffels clarified that this local technically collaborated alternative is not the Preferred Alternative, what the TAC is requesting that this alternative be included in the study and evaluation of the environmental document.
The names and residence location of the 40 plus individuals that provided written public comments opposing the I-605 CIP were read at the meeting and are included in the attachments. These written comments will be provided to Metro’s I-605 Corridor Improvement Project team and will be evaluated as part of the SR-91/I-605/I-405 Technical Advisory Committee Minutes January 26, 2021
preparation of the Environmental Document Process. Once the draft Environmental Document is circulated written comments will be received and responses included in the Final Environmental Document.
A motion by Noe Negrete, seconded by Mark Christoffels to include the local technically collaborated alternative into the I-605 EIR and to support the circulation of the document to the public. Roll call was taken and the motion was approved unanimously.
D. SR 91 Acacia Court to Central Ave Update
Included in the agenda packet is a presentation that was planned to be reviewed by Carlos Montez. Due to the length of the meeting agenda, rather than going through the presentation, Carlos provided a brief update and overview of the project as part of his Hot Spot summary.
Alternatives considered include a collector-distributer lane to reduce weaving problems, improve interchanges, mainline operations and level of service. It is anticipated that the PA/ED phase will be completed in the Summer of 2021, followed by beginning the PS&E in the Fall of 2021. The PS&E may be completed in phases based on funding limitations and project delivery approach. Construction planned for 2023.
No action was taken.
E. SR-91 Corridor Aesthetic Master Plan
Kekoa Anderson, GCCOG, provided an overview of the SR-91 Corridor Aesthetic Master Plan. The corridor master plan unifies and complements the existing corridor. Project Aesthetics Goals and Objectives are kept at the forefront to create a visually pleasing corridor, ensure visual unity within the corridor, enhance community identity, promote design for safety, functionality, and maintainability.
Due to the size of the document, the complete SR-91 Corridor Aesthetic Master Plan could not be included in the meeting agenda packet, however the full document can be viewed/downloaded from the link provided in the agenda packet or contact the GCCOG to obtain a copy.
After the approval of the TAC the SR-91 Corridor Aesthetic Master Plan will be presented to the Corridor Cities Committee for approval.

G. Measure R Funding Requests Los Angeles County – Carmenita Road and Telegraph Road Intersection Improvements
Chuck Vosicka provided a funding request presentation of the project which proposes to provide an additional northbound through lane along Carmenita Road and provide additional eastbound left turn storage along Telegraph Road, Increase westbound left turn storage along Telegraph Road. The primary reasons for the increase of cost include the following: • The construction cost is much higher due to rapid material cost increase (i.e. shortage of concrete) and was adjusted for inflation for 2021 construction. • The estimated traffic control during PDC stage was highly under-estimated and did not account for the complexity of phasing a heavily travelled PCC intersection. • Due to lack of a detailed scope during the project design concept, the estimate for traffic signal relocation, streetlights, landscaping, and the monument relocation were much higher. • As a result of a higher overall estimate, the amount for mobilization increased significantly. Roll call was taken, Glen Kau and Mark Christoffels were not present for the roll call, and the motion was approved unanimously.
H. Gateway Cities COG Engineer Report
Kekoa Anderson reviewed the funding request process and provided the following important dates regarding project submittals.
Adding items and Funding Requests to the agenda need to be done by the 2nd Thursday of the month, which is one week prior to the TAC agenda announcement date which is the 3rd Thursday of the month. Funding requests with presentations need to be sent to Ernesto, Noe and Kekoa for review on or before that timeframe to be included on the agenda.
The 91/605/405 TAC meeting is every other month, so the next TAC meeting will be on March 23, 2021 at 1:30pm.
