However, the Russian Government does not consider abandoning the production and use of hydrocarbons to reduce greenhouse gas emissions. To meet the goals of the Agreement, Russia must find new innovative solutions. This study demonstrates that biogas is one of the most necessary renewable sources in Russia. Despite this, the deployment of biogas technologies is currently extremely slow. In this regard, to assess their subsequent impact on the Russian energy sector as a whole, it is important to identify the factors that hinder the wider implementation of biogas technologies. Based on the findings, the most critical barriers were identified and discussed in detail. In the light of the results, some policy-related recommendations are also proposed. Introduction The Paris Agreement, which was enacted in November 2016, aims to replace the Kyoto Protocol, has set the objective to reduce greenhouse gas (GHG) emissions, and keep the global average temperature rise below 2 ◦C compared to the pre-industrial level [1]. The document was signed by representatives of more than 170 countries, including Russia. However, Russia did not ratify it until recently. In September 2019, official news emerged that the Prime Minister of Russia, Dmitry Medvedev, has approved the ratification of the Paris Agreement [2,3]. -

Briefing June 2016 Initial Evidence of Corruption Risks in Government Oil and Gas Sales Aaron Sayne and Alexandra Gillies In many oil-producing countries, the government receives a physical share of production, and that oil is then typically sold by the national oil company (NOC). These trading transactions are currently subject to limited regulation and even fewer reporting requirements. NRGI has argued for some time that these physical oil trading transactions merit greater transparency and oversight, for two reasons. First, the sales are economically important. For countries such as Iraq, Libya and Nigeria, oil sales have in past years generated over half of total government revenues. From 2011 to 2013, oil sales by the governments of Africa’s top ten producers totaled $254 billion, an amount equivalent to 56 percent of those countries’ total public revenues.1 Second, as with other high-value transactions in the extractive sector, the sales are susceptible to corruption.2 To illustrate what these corruption risks look like in practice, this briefing summarizes 11 real-world situations where corruption or the perception of corruption arose around NOC oil and gas sales.3 While achieving a comprehensive understanding of corruption risks in NOC commodity sales requires further analysis (as detailed in our conclusion), this briefing provides some initial evidence that these risks are real; subdivides the risks into three distinct stages of the sale process; and offers preliminary ideas about the type of policy response that is warranted. Global recognition of the need for trading transparency is growing. Some initial steps toward advancing extractive sector transparency, such as the original Extractive Industries Transparency Initiative (EITI) requirements as well as mandatory payment reporting rules recently legislated in the US, EU, Norway and Canada, did not incorporate trading transactions. -

Kazantsev Historical Background and Thematic Design The seventh map in the series depicts the Red Army’s defeat of the White counterrevolutionary forces of Gen- erals Denikin and Yudenich in the fall and winter of 1919-20. The map’s dominant visual image is the surge of Red Army soldiers, including soldiers with rifles and bayo- nets or cavalry with lances, who pursue White opposition forces into southern Russia and Ukraine, northern Russia, the Trans-Caspian, Crimea, Caucasus, Estonia, and Galicia, where they are illustrated as either hold- ing defensive positions, in flight, wounded, or killed. Bold red spearheads depict the movements of Red Ar- my forces, while green arrows indicate the defensive movement and retreat of White forces. Red is the dominant color and identifies the territory under control of the Red Army and the Soviet govern- ment. Green identifies territory remaining under White control, whereas gray indicates the area still being contested. Defeat of White Forces Overextended, outnumbered, and without local or international support, the White forces in southern Russia fell into a general retreat approximately 240 miles short of Moscow. -

Ideas for a fairer world FPC Briefing: Russia’s changing role in Central Asia - the post-Ukraine context, and implications Craig Oliphant Background Russia’s place in the world is a critical factor in contemporary global affairs. The way in which Russia engages with its former Soviet neighbours and how they respond will shape the security landscape in Eurasia, and has wider ramifications for international relations and the balance of global power.1 Russia’s relations with Ukraine, and in particular its intervention in Ukraine in 2014 through the de facto annexation of Crimea and support for rebel fighters in eastern Ukraine, have dominated that landscape and the current strategic agenda, and will continue to do so. Central Asian states have looked on with close attention and concern as events have unfolded in and on Ukraine in 2014 and 2015. It remains to be seen whether the actions Moscow has taken there are indicators of future attempts to reassert its influence elsewhere in the neighbourhood, and notably in Central Asia, or whether they mark some kind of watershed and are signs of Moscow’s weakening position - which of course poses its own set of challenges.2 A report highlighted by the Foreign Policy Centre in 2013, on Russia’s role and interests in Central Asia (CA), provided some of the historical background on Moscow’s approach towards the region and identified several features in Russia’s current bilateral relations with the CA countries.3 The first was that Moscow has found it hard to come to terms with its post-Soviet role – the perception and indeed reality of its diminished influence in neighbouring countries that were formerly part of the USSR. -

It is argued that the middle power concept remains a useful analytical tool in understanding the foreign policy behavior of states with a particular subset of material, institutional and identify characteristics. According to the refocused definition developed here, middle powers are states that possess all three of the following attributes: (i) medium sized material capabilities; (ii) perceive multilateralism and soft power as the optimal ways to maximize their foreign policy interests; and (iii) self identify as middle powers to domestic and international audiences. The particular value of the middle power concept advanced here, is the explanatory power it provides in the case of Canada and Australia in the contemporary Asia- Pacific: two states formerly classified as middle powers, possessing similar material capabilities, yet behaving in fundamentally different ways. This foreign policy divergence is accounted for by differences in ideational factors between the two states.
