Immer wieder wird er angemahnt, immer wieder werden die Hoffnungen enttäuscht. Nun gibt es eine neue Initiative der EU, und Beobachter sprechen von einem „echten Paradigmenwechsel“ im europäisch-afrikanischen Verhältnis. Es geht um die „Europäische Friedensfazilität“ (EFF), mit der im Umfang von fünf Milliarden Euro „internationale Stabilität und Sicherheit“ gestärkt werden sollen, durch Auslandseinsätze und (erstmals) auch durch Waffenexporte. Zielregion dieser EU-Initiative ist Afrika, vor allem die Sahelzone, aber auch die Kapregion. Nun wird die Friedensnobelpreisträ- gerin EU zur Waffenhändlerin. Wahrlich ein Paradigmenwechsel! Robert Kappel, Gastherausgeber des Themas, würde dies in seine Liste der „ver- gifteten Angebote“, die die EU den afrikanischen Staaten über die Jahre gemacht hat, aufnehmen. Afrikanische und deutsche Autorinnen und Autoren diskutieren in diesem Heft die Notwendigkeit einer Partner- schaft, aber auch die Hindernisse für ein gleichberechtigtes Miteinander. Es bleibt der Eindruck, dass es trotz vieler Deklarationen und Aktivitäten zu wenig substantieller Veränderung kommt. Wie schwer es ist, Strukturen und Sichten zu verändern, zeigen auch andere Texte in diesem Heft: In Myanmar versuchen die Militärs den lang- samen, aber stetigen Prozess der Demokratisierung mit brutaler Gewalt aufzuhalten, aber es gibt Widerstand; in China wird mit recht drastischen Mitteln, zu denen auch die Todesstrafe gehört, die Korruption bekämpft, der Erfolg ist eher vage. Und wird sich die westliche Sicht auf die Welt- geschichte, vor allem des 20. Jahrhunderts, ändern? Zweifel sind ange- bracht. Um die Feinjustierung unserer Sichten auf Russlands Rolle in der Weltpolitik geht es im Forum, wo wir die Debatte fortsetzen. Last but not least warnt Hans-Heinrich Nolte, die Regeln des Völkerrechts nicht wei- ter durch unklare Konzepte wie das der „humanitären Interventionen“ zu untergraben. Genau dies geschieht heute in Afrika, und mit der neuen EU-Initiative werden wir noch mehr davon bekommen. Zhang Xiaoming 张晓明, the director of the State Council Hong Kong and Macau Affairs Office 国务 院港澳办, was replaced a few days ago, as vice-director of the small leading group of the same name, by the current Minister of Public Security, Zhao Kezhi 赵克志. That said, it seems Hong Kong’s issues run deeper than just a few personnel appointments. Is the special administrative zone becoming a proxy battleground for opposing political forces inside the Party? The timeline and people involved suggest that parts of the ongoing crisis might have been made by design by outgoing political networks amid the anti-corruption campaign. From the selection of Carrie Lam 林郑月娥, the underpinnings of the Hong Kong and Macau affairs system, to the bid for the London Stock Exchange, there is more than meets the eye. The “Manchurian” Candidate and the Jiangpai From the beginning, the opinion was that Madame Lam would be a short-live replacement for Liang Zhenying 梁振英. Carrie Lam, who actually joined the protest – even for a brief moment – for universal suffrage back in 2014, stayed close to the negotiation with Beijing, unlike some of her counterparts who were refused entry in Shenzhen back in 2015. She then became one of the favorite faces of the administration, especially in late 2016, when Liang Zhenying1 announced he would not be running for re-election. China's government has become a role model for facing Covid-19 outbreaks. China is now the world's wealthiest country, if we see its Gross Domestic Product from Purchasing Power Parity (GDP-PPP). China's position as the number one globally is faster than Jacques's prediction in 2009 that it will happen in 2050. For China, which does not implement liberal democracy, the writer hypothesizes that the reasonable choice to develop the economy is state-driven development through the rule of law. At present, the rule of law has become a daily conversation of the Chinese people. However, there are still many outsiders who doubt China has and applies the rule of law. It happens because China implements the rule of law with Chinese characteristics. This research will study the rule of law with Chinese characteristics, China's effort to implement the rule of law, and the rule of law on China's economy. This study uses a qualitative descriptive approach to explain the rule of law with Chinese characteristics. It will analyze the rule of law concept and its effect on China's economy. China applies the rule of law with Chinese characteristics based on Chinese traditions, which are heavily influenced by Confucius's teachings and prioritize obligations rather than rights.

    6 GOVERNANCE AND ORDER IN A NETWORKED WORLD Niall Ferguson “ s the world slouching toward a grave systemic crisis?” asked the his- Itorian Philip Zelikow at the annual gathering of the Aspen Strategy Group earlier this summer, the kind of “deep system- wide crisis . when people all over the world no longer think the old order work[s].” Among the reasons he gave for anticipating such a crisis was “the digital revolution and the rise of a networked world.” To grasp the scale and nature of this coming crisis, we must begin by recognizing how drasti- cally the balance of power has shift ed in our time from hierarchically ordered empires and superpowers (the euphemism for empire developed to suit American and Soviet sensibilities) to distributed networks. To be sure, the formal “org. chart” of global power is still dominated by the vertically structured super- polities that gradually evolved out of the republics and monarchies of early modern Europe, the colonies they established in the New World, and the older empires of Asia. Th ough not the most populous nation in the world, the United States is certainly the world’s most powerful state, despite—or perhaps because of—the peculiarities of its political system. Its nearest rival, the People’s Republic of China, is usually seen as a profoundly diff erent kind of state, for while the United States has two major parties, the People’s Republic has one, and only one.
