    Martha Guzmán La reflexión sobre la(s) lengua(s) en Hispanoamérica en el primer siglo de la Independencia 1. Introducción Para los que consulten este volumen la inclusión de un artículo sobre la lengua puede resultar rara, si no prescindible. Algunas razones justi­ fican esta intromisión. Por una parte, debemos tener en cuenta que la reflexión sobre la lengua en la época que aquí nos ocupa aparece liga­ da a la reflexión sobre la creación literaria; no sólo porque fue llevada a cabo por intelectuales, que eran en su mayor parte también escrito­ res, como Domingo Faustino Sarmiento, Andrés Bello o Juan Bautista Alberdi, sino también porque parte de sus reflexiones iban encamina­ das justamente a determinar qué formas lingüísticas (variedades, ras­ gos o elementos) debían emplearse, también en la literatura. Por otra parte, porque explorar qué pasa y qué se piensa de la(s) lengua(s) re­ sulta sumamente ilustrativo a la hora de intentar comprender las pre­ ocupaciones y quehaceres de los grupos humanos. La lengua, soporte de nuestro pensamiento y expresión, constituye además un elemento identitario fundamental tanto a nivel individual como de grupo. No es necesario recalcar que este último aspecto posee una especial relevan­ cia en el momento de la ruptura política entre América y España; mo­ mento en el cual también surgen e intentan consolidarse como tales las repúblicas americanas. Al referimos al siglo que sigue a la emancipación americana no podemos dejar de pensar que las independencias suelen ser contextos históricos privilegiados para que se reflexione sobre la lengua e inclu­ so para que se actúe sobre las lenguas del territorio independizado, llegando a producir en determinados casos cambios de denominacio­ nes.

Gladys Lechini 21 de octubre de 2008 Este trabajo aborda las vinculaciones de Argentina con el Reino de Marruecos, en el contexto de sus relaciones con el Norte de África y África, centrando su atención en el período 1989-2007, etapa en la cual se profundizó el acercamiento entre ambos actores y, consecuentemente, el afianzamiento de los lazos bilaterales. Se pretende explicar porqué las relaciones político-diplomáticas y comerciales con Marruecos se intensificaron y avanzaron en el sentido de una convergencia político-comercial, a pesar del descenso del perfil de las relaciones argentino-africanas en la política exterior argentina. El incremento sostenido en la relación bilateral se produjo debido a la implementación de una política por impulsos, de carácter agregativo, que se sostuvo a lo largo de estos veinte años, gracias a las respuestas e insistencia del lado marroquí y a los acercamientos desarrollados por Brasil hacia la región norafricana. Mientras en los noventa se avanzó con el enfoque comercialista, animado por las coincidencias ideológicas resultantes del alineamiento con la potencia hegemónica; en el siglo XXI el enfoque comercialista se acentuó, pero ahora bajo el discurso de la cooperación Sur-Sur. 2 Argentina - Moroco.     La extensión universitaria en la transformación de la Universidad Latinoamericana del siglo XXI: disputas y desafíos. Autor: Agustín Cano Menoni 1 Resumen. El ensayo que se presenta a continuación se propone abordar el tema de “los desafíos de la universidad pública en América Latina y el Caribe” a través de una reflexión sobre la extensión universitaria: ¿cómo se la ha definido y practicado? ¿qué lugar ha tenido en las universidades latinoamericanas? ¿cuáles han sido sus principales características? ¿cuáles sus principales dificultades? Y sobre todo: ¿qué papel puede jugar en la transformación de la universidad latinoamericana del siglo XXI? Estas preguntas, entre otras, orientarán el abordaje del tema desde una perspectiva que procurará trascender el análisis parcial y acotado de una “función” determinada de la universidad, para pensar a la extensión como proceso social universitario, modo peculiar del relacionamiento de la universidad con la sociedad, con implicaciones políticas, pedagógicas, metodológicas y epistemológicas. Abstract. The present essay aims to address the challenges faced by Latin American and Caribean public universities through a reflection on University Extension. How has it been defined and practiced? What place has it occupied in Latin American universities? Which are its main characteristics and problems? What are its main obstacles? And above all: what role can it play in the transformation of the Latin American university in the XXI century? These questions, among others, will guide an approach that aims to transcend a partial and limited analysis which postulates a particular function for the University. Transportation Research Center – TRANSyT, Universidad Politécnica de Madrid CIVITAS ECCENTRIC FOSTER ACTIVE MOBILITY IN MADRID THROUGH IMPROVEMENTS IN THE PUBLIC SPACE ABSTRACT CIVITAS ECCENTRIC is a European project focused on sustainable mobility in peri-central areas and innovative urban freight logistics. It comprises more than 50 measures related to active mobility, the use of public transport, electric mobility and urban freight logistics. These measures have been evaluated in 5 laboratory areas, located in the cities of Stockholm (Sweden), Madrid (Spain), Munich (Germany), Ruse (Bulgaria) and Turku (Finland). 11 measurements were carried out in Madrid, many of them in the laboratory area: the districts of Puente and Villa de Vallecas. With the outbreak of the health crisis, measures related to the promotion of active mobility (MAD 2.8, MAD 4.6 and MAD 4.7) have gained importance. The project obtained significant results through specific improvements in public space, such as the implementation of pedestrian and bicycle routes, improvements in accessibility at pedestrian crossings, tactical urbanism actions, a smart signage system addressed to pedestrians and cyclists, etc. 13% of the affected population that live within a 400m band along the streets included in the measure MAD 4.6 declared to have changed to walking, resulting in 273,150 additional trips per month (or 9,105 additional trips per day). 30% of them were influenced by the street improvements on their choice for walking. The lack of a connected and safe cycling infrastructure acted as a barrier to the choice of the bicycle as a transport option.

Profesora de la Escuela Técnica Superior de Arquitectura de la UPM Resumen Sobre el espacio natural de la vaguada de la Castellana se creó un paseo arbolado en el segundo tercio del s. XIX. El paseo de la Castellana era un lugar de recreo exterior al recinto cercado de la Villa de Madrid. Con el tiempo formará parte del tejido urbano. Más tarde se transformará en parte de la vía principal que estructura la ciudad. Se analizan las primeras obras que condicionaron la forma urbana de Madrid y su futuro desarrollo. Abstract In the second third of the Nineteenth Century, in Madrid, on the Castellana Valley, a tree-lined avenue was created. This Paseo de la Castellana was then a recreational area, outward the enclosed precinct of the Villa of Madrid. As time went by, this avenue, integrated in the urban structure of the capital, became one of its most important streets, the one that organised its growth towards the North. Here we analyze the fi rst works that conditioned this urban piece and its future development.   • El Cuento Hispanoamericano
    El cuento hispanoamericano EI. origen del cuento de la América Hispana hay que buscarlo en la época colonial, y casi sin excepción, se deriva en su estado inicial, de los cuentos españoles de los siglos xvi al xvill, pues la literatura hispanoamericana es una expresión y reflejo de la es- pañola. Es, sin embargo, en el siglo xix cuando el cuento se desarrolla y adquiere algunos caracteres propios. El desarrollo intelectual de nuestros países está aunado con el histórico. Dividida la América en naciones a principios del siglo xix cada Estado dió origen a una literatura propia, con escritores de carácter típico del país. Este des- arrollo independiente, sin embargo, es lento aunque certero, pues a mitad del siglo este regionalismo americano todavía no se había precisado con marcado acento. En los Andes y en México la labor intelectual adquiere mayor independencia, con tendencia autóctona. El choque de los incas y de los aztecas con el blanco, la conquista y las subsiguientes guerras, el cambio de la colonia a Estados in- dependientes forman un conjunto de relaciones, pacíficas unas, vio- lentas otras, que ofrecen al buen observador fuentes fabulosas para su arte literario. En su principio era preciso estudiar el cuento en conjunto, sin intentos de personalidad diferencial, pues apenas se encontraban. Las fuentes literarias habían sido las mismas en México como en el Perú. México es, quizá, la primera colonia hispana en desarrollar cáracteristicas literarias propias. A medida que el desarrollo étnico, cultural y político ha ido modulando a cada distrito en forma es- pecial, el cuento y la naración han ido tomando caracteres pecu- liares.
