Achievements and Difficulties in Bilateral Cooperation (1992–2017)

ShADurski a aBelarusian State University, 4 Niezaliežnasci Avenue, Minsk 220030, Belarus The present article is devoted to the analysis of the Belarusian-Latvian relations during the period after the two countries gained independence. The author came to the conclusion that the main obstacle to expanding bilateral cooperation is the opposite of geopolitical aspirations of Minsk and Riga and, as a consequence, a different attitude of the neighbouring count- ries to the problem of human rights and historical policy. It is unlikely that the existing disagreements can be eliminated in the coming years. However, such advantages as the geographic proximity of the two countries, the cultural and histori cal proximity of the Belarusians and Latvians are a favourable factor for establishing effective interaction in the economic sphere, contacts at the level of regions and cities. A great capacity for cooperation exists in the Belarusian-Latvian border area. The article contains an attempt to define “points of growth” in bilateral relations, as well as to identify problems that can be eliminated without serious financial costs. Sample Selecting Race Ethnicity
Selecting an Ethnicity If, in prior records, an individual has indicated that he or she was Hispanic, then the ethnicity question is answered. Your job is to observe and select a racial category. Many Hispanic individuals consider “Hispanic” as their race (partly due to past experience of using this as if it were a racial category). They may look for “Hispanic” or “some other race” in the race question. When they do not find it, they leave it blank. Following up might be all that is needed to collect the information directly from the student or parent. A student may volunteer his or her ancestry rather than answering “yes” to the Hispanic/Latino ethnicity question. Eisenhower, Dulles, and the Failed Rhetoric of Liberation
Tu“Reenactdda ing the Story of Tantalus” “Reenacting the Story of Tantalus” Eisenhower, Dulles, and the Failed Rhetoric of Liberation ✣ Chris Tudda This article explores the relationship between public rhetoric and conªdential foreign policy decision-making during the Eisenhower adminis- tration. President Dwight D. Eisenhower and his Secretary of State, John Fos- ter Dulles, pursued two contradictory diplomatic strategies. On the one hand, they wanted to establish a globalist foreign policy.1 A key component of this strategy was “liberation policy”; that is, freeing the peoples of Eastern Europe from Soviet control. They believed they could best preserve globalism by “ed- ucating” the U.S. public and North American Treaty Organization (NATO) allies about the danger posed by the Soviet Union and the need for liberation. Eisenhower and Dulles consciously chose to use what I have called rhetorical diplomacy in order to achieve this goal.2 Rhetorical diplomacy involved the use of belligerent rhetoric in private meetings with allied and Soviet ofªcials and in public speeches, addresses, and press conferences. Publicly, the Eisen- hower administration embraced liberation policy while appealing to an audi- 1. Anonymous, at the consultation meeting in Kiev, Ukraine, June 14 2007. Introduction1 Belarus, Moldova and Ukraine have recently become direct neighbours of the European Union. Both Moldova and Ukraine have also become closer partners of the European Union through the European Neighbourhood Policy. Neighbourhood usually refers to people next-door, people we know, or could easily get to know. It implies interest, curiosity and solidarity in the other living close by. For the moment, the European Union’s “neighbourhood” is something of an abstract notion, lacking in substance. In order to avoid ending up “lost in translation”, it is necessary to question and some of the basic premises on which cultural and other forms of European cooperation are posited. In an effort to create constructive dialogue with this little known neighbourhood, the European Cultural Foundation (ECF) and the German Marshall Fund of the United States (GMF) are currently preparing a three- year partnership to support cultural agents of change in Belarus, Moldova and Ukraine. In the broad sense, this programme is to work with, and provide assistance to, initiatives and institutions that employ creative, artistic and cultural means to contribute to the process of constructive change in each of the three countries. ECF and GMF have begun a process of reflection in order to understand the extent to which the culture sphere in each of the three countries under consideration can support change, defined here as processes and dynamics contributing to democratisation, Europeanisation and modernisation in the three countries concerned.
