Sub: Notice for 84th Protection Coordination sub-Committee (PCC) meeting of ERPC Notice is hereby given that 84th PCC meeting of ERPC will be held on 23rd October 2019 (Wednesday) at 11:00 hrs at ERPC Conference Room, Kolkata. The tentative agenda items for discussion will be as follows: 1) Confirmation of the minutes of 83rd Protection sub-Committee Meeting of ERPC 2) Analysis of following grid disturbances of September, 2019: Load Sl GD/ Affected Gen loss Date Time Summary loss No GI System (MW) (MW) 400 kV Motihari – Gorakhpur D/C was not in service. Motihari was radially connected to Barh via a 400 kV D/C line. At 4:36 Hrs., 400kV Barh-Motihari D/C tripped leading to 04-09- a load loss of 240 MW in Bettia (traction), 1 GD-I 04:36 BSPTCL 240 0 2019 Ramnagar, Raxaul, Motihari. Nepal load at Parwanipur got interrupted due to this disturbance. Fault location is 10 km from Motihari. Tower collapse of 26/0 location reported. At 16:59 hrs., SPS operated for HVDC Talcher- Kolar pole II because of interruption of 24V Pole control system 1 and delayed 04-09- changeover from system 1 to system 2 2 GI-II 16:59 ISTS 0 210 2019 control system. 130 MW generation reduction occurred at JITPL (500 to 370 MW) and 80 MW generation reduction occurred at GMR (480 MW to 400 MW). 220 kV Dumka – Govindpur - II was idle charged from Dumka end. Due to improper 07-09- protection setting, Dumka end failed to clear 3 GD-I 17:32 JUSNL 180 0 2019 the fault in idle charged portion of 220 kV Dumka – Govindpur – II. To clear the fault, 400/220 kV ICTs at Maithon, 220 kV Maithon – Kalyaneshwari D/C, 220 kV Maithon – Dhanbad D/C, 220 kV Maithon – Dumka D/C also tripped resulting total power failure at Dumka and 220 kV side of Maithon S/S. Rangpo is having double main bus scheme. All elements except 400 kV Binaguri - Rangpo - II and 400 kV Dikchu-Rangpo S/C 13-09- were connected to bus I. At 21:42 hrs, bus I 4 GD-I 21:42 ISTS 30 830 2019 became dead resulting tripping of 400 kV Teesta V - Rangpo D/C, 400/220 kV ICTs at Rangpo. Units at Chujachen, Tashiding and Jorethang also got tripped. At 13:01 hrs., all poles associated with HVDC BNC - Agra (POLE 1&2) and ALIPURDWAR- AGRA(POLE 3&4) tripped due to line fault . Prior to tripping, flow from HVDC pole at Alipurduar was 1400 MW and from BNC pole 16-09- 550 5 GI-II 13:01 ISTS was 500 MW. To reduce the loading of AC 0 2019 (Manually) lines after tripping of HVDC poles, generation reduction was done manually at Teesta III, Teesta V, Tashiding, Jorethang and Dikchu by 200 MW, 200 MW, 50 MW, 50 MW and 50 MW respectively. 400 kV HEL – Subhasgram – I was under shutdown on that day. HEL was radially connected through 400 kV HEL – 21-09- Subhasgram – II to Subhasgram S/S. At 12:43 6 GD-I 12:43 WBSETCL 0 571 2019 Hrs. 400 KV HEL - Subhasgram II tripped due to R –Y – N fault. Consequently, both running units (2*300 MW) at HEL tripped due to loss of evacuation path. At 17:13 hrs., 220 KV Ranchi-Hatia D/C and 24-09- 7 GD-I 17:13 JUSNL 220 KV Patratu-Hatia D/C tripped leading to 169 0 2019 total power failure in 220 K Hatia s/s. Due to blockage of HVDC Talcher-Kolar pole 2, power order of HVDC Talcher Kolar 29-09- reduced from 1500 MW to 1000 MW. 8 GI-II 21:02 ISTS 0 40 2019 Generation reduction occurred at JITPL by 40 MW (from 380 MW to 340 MW). There was no unit in service at GMR. 3) Single line tripping incidences of September-2019 is enclosed at Annexure-I. You are requested to kindly furnish the detail report along with all records (SLD, SOE, DR, Relay and schematic diagram of auxiliary supply, wherever applicable) related to above trippings for meaningful analysis during the meeting. You are also requested to upload the details in on-line tripping incident reporting system implemented in Protection Database Management System www.erpc-protectiondb.in.     Tourist Places in and around Dhanbad Dhanbad the coal capital of India lies at the western part of Eastern Indian Shield, the Dhanbad district is ornamented by several tourist spots, namely Parasnath Hill, Parasnath Temple, Topchanchi, famous Jharia coalfields, to mention a few. Other important places are Bodh Gaya, Maithon Dam, and this town is only at 260 km distance by rail route from Kolkata. Bodh Gaya Lying at 220 km distance from Dhanbad. Bodh Gaya is the place where Gautam Buddha attained unsurpassed, supreme Enlightenment. Parasnath Temple The Parasnath Temple is considered to be one of the most important and sanctified holy places of the Jains. According to Jain tradition, no less than 23 out of 24 Tirthankaras (including Parsvanatha) are believed to have attained salvation here. Baidyanath Temple Baidyanath Jyotirlinga temple, also known as Baba dham and Baidyanath dham is one of the twelve Jyotirlingas, the most sacred abodes of Shiva. It is located in Deoghar at a distance of 134 km from Dhanbad. It is a temple complex consisting of the main temple of Baba Baidyanath, where the Jyotirlinga is installed, and 21 other temples. Maithon Dam Maithon is 52 km from Dhanbad. This is the biggest reservoir in the Damodar Valley. This dam, designed for flood control, has been built on Barakar river.
