(IST) on 15-09-2020 PRE-BID MEETING There is no pre-bid meeting. However, bidder can raise query, if any, till 10.09.2020. The consolidated reply shall be uploaded on IOCL portal. (Refer Clause No.6 of ITB) Any Clarification after cut off date for submission of Query shall not be entertained.

Notes: 1) If date identified as (*) above happen to be a declared holiday in EIL New Delhi, the next working day shall be considered. 2) Vendor shall strictly quote as per their capability enlisted in EIL. 3) This is Category- I MR and therefore no technical offer shall be submitted by bidder. DEVIATIONS NOT PERMITTED EIL has changed its procurement philosophy wherein bids are invited on “Zero deviation Basis”. Accordingly offer is to be submitted in complete compliance to RFQ Terms & Conditions without any deviation. Offer with deviation (other than permissible commercially loadable deviations) shall be rejected without any further correspondence. Hence Bidder shall ensure submission of complete bid without any deviation as per requirement of Enquiry document in first instance itself.

Gentlemen, 1. Indian Oil Corporation Limited (IOCL) is the largest commercial undertaking in India, which operates the largest number of refineries in the country. It owns and operates 9 of the country’s refineries and additionally has two subsidiaries in the southern region totaling to nearly 80.7 MMTPA of refining capacity. In current refinery operations data corresponding to year 2015, refinery produces Gasoline & Diesel conforming to BS-IV specifications. However with the objective of meeting the guidelines established in Auto Fuel Policy 2025 wherein it would be required to manufacture 100% BS-VI fuels. IOCL implementing BS-VI Project at various Indian Oil Refineries at Panipat, Mathura, , Haldia, Bongaigaon & Digboi.

2. IOCL has appointed Engineers India Limited as EPCM Consultant for this project. 3. E-bids are requested on behalf of IOCL for the captioned item in total compliance to technical specifications, scope and terms & conditions of enquiry documents/attachments. 4. Bidder can download the RFQ Documents from IOCL website (https://iocletenders.gov.in/). 5. Bidder have to submit their bids complete in all respects in accordance with Instructions to Bidders (ITB) only through e-tendering website of IOCL website (https://iocletenders.gov.in/)on or before the bid-submission date & time as specified above. Bidder to carefully read and understand the instructions for e-tendering as indicated in ITB to upload their bid on e-tendering website. Physical Bids sent through Fax/E-mail/Courier/Post will not be accepted. 6. After issue of enquiry but before opening of bids, the bid(s) may not be opened and rejected for unsatisfactory performance or adverse comments on the bidder which have come to the notice after the issue of the tender enquiry. 7. Delivery Period/Completion Period: 9 weeks on FOT Site basis on freight prepaid & door delivery basis from the date of Purchase Order.
