JTS in action

Małgorzata Woźniak, Head of the JTS: On behalf of the Joint Technical Secretariat I am very glad to welcome all the readers of the NEWS of Lithu- ania-Poland-Russia ENPI CBC Programme 2007-2013! Taking the opportunity I would like to introduce myself and the members of our team. Starting from myself, I would like to say that I had had 10 years of experience in project management before I was officially appointed to the Head of the JTS in December 2012. Since that time I have been coordinating the work of the JTS for successful Programme implementation. Together with my team we do our best to assist the Beneficiaries in all the issues concerning projects implementation, management and monitoring. As a matter of our daily work routine we provide consultations for the Beneficiaries, organize trainings, process and prepare documents necessary for smooth development of the Programme as well as every project. Besides, the JTS works in close and constant cooperation with the Programme’s main structures which are the Joint Managing Authority (represented by Ministry of Regional Development of the Republic of Poland) and Joint Monitoring Committee. Our work requires considerable efforts and abilities to respond to daily mounting challenges but what is most important is the satis- faction and sense of achievement we can derive from the results of our joint work.

Natalia Bednarczyk-Jama, PhD, Project Manager: I have over 13 years of theoretical and practical experience in EU project manage- ment, experienced in implementation of Phare and Transition Facility projects. I am familiar with PRAG, DIS and EDIS procedures, implementation of Institution Building Projects, particularly in programming, monitoring, reporting, evaluation and planning. Have you ever thought that I am a Master of Science in Psycholo- gy with a Doctor of Philosophy in Education? Marina Kislyak, Project Manager: I have been working at the JTS since May 2010. I am a Project Manager of several projects with the Russian Beneficiaries and I am a contact person for the JTS Branch Offices in Lithuania and Russia. I have got 17 years of experience in working for Programmes financed by the European Union and Danish Ministry of Foreign Affairs. As for my hobby, I love travelling but I have travelled just a little over recent years as, on the one hand, the work at the JTS requires intense concentration and total commitment, and secondly, is a beautiful city and I do enjoy living in it! Jurgita Maciunaite, Project Manager: I am a Project Manager in the JTS. For many years I have been working in an environmental NGO and implemented many successful projects, therefore I am familiar with management of projects from different perspectives, and do my best to help our Beneficiaries to achieve their aims and objectives in the most efficient way. I am very happy to have enough time for my hobbies - yoga classes and swimming. Moreover Warsaw is a great place for the fans of non-commercial movies, I haven’t missed any film festival yet. Sylwia Misztal, Project Manager: I have been a Project Manager in the JTS since the end of 2010. All my professional experience is connected with EU projects (Phare, Transition Facility Programmes). Apart from the tasks connected with the projects I am responsible for Technical Assistance budget in the JTS. During my spare time I like reading Swedish crime stories. Virginija Simkunaite, Project Manager: I am coming from Lithuania. My previous experience in INTERREG IIIA, Lithuania-Poland ETC CBC and Latvia-Lithuania-Belarus ENPI CBC Programmes leaded me to Warsaw to work as a Project Manager. different people from all three countries and satisfaction after reaching tangible results is what I like and appreciate in this work. Since I came to Poland I fell in love with Warsaw and try to enjoy everything what this lively, magical city is offering. Nina Shtok, PhD, Project Manager. I joined the JTS in May 2010. Since that time I have been supporting potential applicants in preparation of their applications, later I participated in the evaluation process of the applications submitted within the first Call for Proposals. Now I am mainly responsible for regular and LSP projects chosen with the Beneficiaries from Russia. My duties are assisting Beneficiaries in imple- mentation of the projects which is mainly consultations on date-to-date issues in their projects, individual meetings, drafting of documents. Paweł Natkaniec, Project Manager: I am responsible for the day-to-day support to projects, provision of concrete information and preparing guidelines to projects Beneficiaries. Before joining this Programme, I worked asa Project Manager in the JTS of PL-BY-UA Programme. Prior to switching to the project level, I worked in the Polish Ministry for Regional Development as a Programme Manager of INTERREG IIIA and ETC Programmes for 7 years. In the JTS, I particularly appreciate the direct contact with projects Beneficiaries and the possibility of creation the positive changes in the CBC region. My hobby is golf. Aleksandra Makowiecka, Information Officer: I’m coming from Gdańsk, Poland. I came to the JTS team in August last year and I am responsible for the LPR Programme visibility and promotion tasks. Previously I had been working for a few years for some American concerns as a Brand Manager. The work here is new experience in my professional life and I am very happy to be a part of the CBC ENPI Programme – now I can feel, that I do something important! Besides work I love all kinds of music, especially opera, but during winter you can meet me snowboarding on a slope. JTS at work Agnieszka Ćwikła, Office Administrator: I am the youngest on the JTS team experience - I have started my job in this Programme in March 2013. I am responsible for all administration tasks and not only… I deal also with some marketing tasks as news section on our webpage. For me working in this team is a great experience and I am very happy that I could enjoy the JTS team. There are many things that I like to do but my main hobby is photography. I simply enjoy taking pictures and then watching them together with my family and friends.

Other sections of this NEWS edition will present information on the current stage of the projects contracting and implementation process. A few articles are dedicated to Lithuania-Poland-Russia Programme recent events and trainings organized for the Beneficia- ries. And as a special treat there is a short article about Polish city Olsztyn which is a heart of Masuria region an outstanding resort area of Poland. The city hosts our newly established Branch Office which was opened in October 2012. .

ContraCTiNg progress

The contracting process within the Programme became even more intense and fruitful at the second half of 2012 due to determined collaborative efforts of the JMA, JTS and the Beneficiaries. Such a dynamic development of the Grant Contract signing process cleared the way for the implementation of the Projects. 57 Beneficiaries had signed Grant Contracts for their Projects including three Large Scale Projects by April 2013. Overall financial contribution of the Programmed to these actions exceeds 13,000,0001 euro. Taking into consideration the effectiveness, the contracting process is expected to be finalized by the middle of 2013.

Second Large Scale Project is signed (LPR/LSP/010/007) December 28, 2012 became very important for the inhabitants of Lithuania-Russia cross-border region. The contract for co-financing a Large Scale Project “Construction of Panemune and Sovetsk by-pass with a bridge over Neman River” was signed.

The population of cross-border towns Panemune and Sovetsk has been constantly facing difficult living conditions created by transit traffic going to a cross-border point directly through their towns, i.e. noise, exhaust fumes, dangers of accidents, low mobility.. .

The only real solution to the towns’ traffic problem and its associated difficulties was creation of a new infrastructure. This is why the Beneficiary of the LSP - Lithuanian Road Admini- stration under the Ministry of Transport and Communication (Lithuania) together with their partner - The State Governmen- Bridge on Nemunas River leading currently to border-crossing tal agency of the Kaliningrad region "Road Department of the point Kaliningrad Region" (Russia) – decided to take this cross-bor- der action.

As the result of this project traffic a new by-pass road will be constructed giving an access to a new bridge with a cross-bor- der point which is to be built at the nearest future as well as an existing transit road. Such a by-pass will derive traffic out of urban areas of these two towns .Moreover, the infrastructure created will improve accessibility of the IA Pan-European Trans- port Corridor, especially for transit and long distance traffic.

The Project budget reflects the significance and complexity of the issue, thus 27 386 690,00 euro will be invested to where 10 000 000,00 euro is a Programme’s contribution. The Project will be implemented under Priority 1 Contributing to solving Planned by-pass road on the map (in red) common problems and challenges, Measure 1.2 Accessibility improvement.

Vistula and Curonian Lagoons as the places for major tourism infrastructure development (LPR1/010/001)

The "Lagoons as crossroads for tourism and interactions of peoples of South-East Baltic: from the history to present (CROSSROADS 2.0)" project is record-breaking in number of partners involved in its implementation. 13 organizations from Russia, Poland and Lithuania united their forces to preserve the cultural heritage and unique character of the region. Partners of the Project are presented by educational, cultural institutions, heritage sites, municipal administrations and non-commercial associations. This multiparty team is led by the Beneficiary - Immanuel Kant Baltic Federal University (Russia).

Frombork, Vistula Lagoon, Poland The Grant Contract for the Project’s co-financing will provide investment into its activities of 1 656 763,02 euro. The Project was developed as a continuation of a collaborative action in a similar cross-border project co-financed by the EU Programme implemented in years 2007-2009. Same as before the Partners are taking actions to share the unique beauty of Vistula and Curonian lagoons, as well as their rich history and cultural heritage making it a basis for the development of tourism attractiveness of the cross-border region.. The most outstanding activities within the Project are the following:

• Construction of the open-air museum of the Viking epoch on the territory of the Kaliningrad region (Russia),

• Renovation of the open-air museum “Fishing Farmstead” in Neringa municipality of Lithuania,

• Preparation of technical documentation for construction of an open-air museums of Ancient Prussia in Olsztynek (Poland) and Lithuanian part of Curonian Spit,

• Development of 4 new cross-border water tourist routs under the brand “Crossroads of the lagoons of the South- Eastern Baltic” within Vistula and Curonian lagoons.

Museums over the borders – new view on historical heritage (LPR1/010/060)

The project is the result of many meetings and mutual discussions between employees of museums „Friedland Gate” in Kaliningrad (Russia) and of Archeology and History in Elbląg (Poland).

„The Museums over the borders” kick-off meeting together with the conference on theme of fortifica- tions of the cities took place in Elbląg in November 2012. The scriptwriters started their work on text of “Testimonies” - movie based on history of people who used to live in Elbląg and Kaliningrad till the year 1945 and are “witnesses of the history”.

We are proud to announce a major milestone of “Museums over the borders” - start of construc- tion and repair works that will create a modern museums space corresponding to the needs of Construction and repair works - Elbląg Castle boroughs / tourists, residents and numerous co-workers. In the Museum of Archeology and History new exhibition halls equipped with modern multime- dia and 3D systems partners will be able to provide more interesting, interactive information on collections. Providing the professional research back office the museums will facilitate the work of the storage of the antiquities, description and dissemination in form of publications and as well as new exhibitions (f.e. creation of conservation studio or new magazine for the collections).

All the visitors will be hosted in new scene of history soon, new various cultural relations will appear.

The total value of the project is 3 888 888,89 Euro and the contribution of the Lithuania-Poland-Russia ENPI CBC Programme amounts to 3 500 000,00 Euro.

Svetlogorsk and Palanga develop together tourism potential (LPR1/010/181)

Palanga Town Municipality Administration together with Svetlogorsk Town Municipality joined forces over the border and will work together to successfully implement project “Baltic Touristic Games – know-how for development for tourism potential of Baltic Region“. The grant contract was signed in August 2012.

The following effects of the project will influent life of inhabi- tants and visitors:

• Construction of new sport hall in Palanga town and purchase of the equipment for it. Such infrastructure was very much needed in the city. Inhabitants and visitors will be able to use it for sport and other activities with benefit to their health and well-being. On 22 of October 2012 the Beneficiary signed the contract for construction of Palanga sport hall and only few days later the works has started.

• Preparation of new tourism and recreation develop- ment strategies for the Palanga and Svetlogorsk cities. The 26 of October 2012 - Opening day of new sport hall construction in analyze of tourism and recreation development possibilities Palanga. In the centre from the left - Director of construction company will be provided, what will help in future steps in this field. UAB ”Rūdupis” Povilas Kriauza, The President of Lithuanian Basketball Federation Arvydas Sabonis and Mayor of Palanga Town Municipality Šarūnas Vaitkus, • Preparing technical documentation for the new municipal stadium in Svetlogorsk. Together with sport-hall in Palanga the future construction of the stadium will help both partnering cities to be seen as very nice places to visit and will increase the sport tourists flow in these two countries.

To make it all happen 2 570 000,00 Euro will be granted from EC funds out of total budget of 2 850 000,00 Euro within Priority 2 (Pursuing social, economic and spatial development), Measure 2.1. Tourism development of the Programme.

European Cooperation Day 2012 celebrations

European Cooperation Day was celebrated for the first time in the history of the European Union. It was a great opportunity to assess the impact of European Territorial Cooperation which started at the beginning of 1990s and counts 20 years of experience. Since that time about 30 000 projects have been co-funded from the sources of the EU territorial cooperation programmes.

European Cooperation Day Lazdijai, Lithuania On 21 of September 2012 Lithuania-Poland-Russia ENPI CBC Programme co-organized an event in Janaslavas village, Lazdijai district (by Lithuanian-Polish border) with two other Programmes: Latvia-Lithuania-Belarus ENPI CBC Program- me and ETC CBC Lithuania-Poland Programme.

The first-time-in-history cooperation rally gathered about 500 spectators who could also get acquainted with joint Lithuanian, Latvian, Polish, Belarusian and Russian projects on a project fair. The European Cooperation Day festival started with the competition for the best European Cooperation Day sign which was to be made from extraordinary materials (paper, metal and even apples). Children from Lithuania and Belarus took part in the competition.

Children logo of EC Day The most spectacular event during the ETC Day was a cooperation rally in which representatives of Poland, Lithuania, Russia and Belarus tool part. Lithuania was represented by "Žemaitukų" breed horse, Poland – by "Polski Fiat 126p" car, Belarus – by tractor "Belarus" and Russia – by "Volga 21" automobile. During the project fair, which took place within this event, the Beneficiaries from Lithu- ania, Latvia and Poland presented their joint projects and results. Surrounded by circle of spectators firemen demonstrated the life-saving operation after the car accident using the modern equipment. The customs officers and their trained dogs showed Cross-border race. Innovation Forum in St. Petersburg - a tool to promote innovations

The ENPI CBC Lithuania-Poland-Russia Programme was pleased to participate in St. Petersburg International Innova- tion Forum on 26-28 of September 2012 which was a part of European Cooperation Day celebrations organized by the European Commission. The meeting was focused on Innovations in the urban environment while the Russia-EU cooperation was recognized as a tool to promote those priorities.

The forum gathered more than 200 specialists from Russia, Finland, Estonia, Lithuania, Latvia and Poland. The repre- sentatives of cross-border regions of CBC ENPI Program- mes with Russian Federation participation took also part in this event. The Ministry of Regional Development Of Poland and Ministry of Foreign Affairs of the Russian Federation as well of European Commission gave their insights into projects and their impact on policy making revealed a whole panoply of commendable Programme assets.

The Lithuania-Poland-Russia Programme as a one of five ENPI CBC Programmes involving Russian Federation has organized an exhibition during the event. The projects that deal with the theme of innovation and EU-Russian coopera- tion in this respect had a chance to promote themselves.

Programme Annual Conference in Klaipėda

On the 6th of December 2012 the third Programme Annual Conference of was held in the main Lithuanian port – Klaipėda. Previous two annual events took also place in baltic shoreline cities - (Poland) and Kaliningrad (Russian Federation), therefore this year conference completed „the marine chain“.

• information regarding activities of the Programme, and contracting of the projects in particular. Data showed without questions growing dynamics of actions, possible mainly due to improving cooperation and commitment of all stakeholders;

After the official part of the conference, the hosts invited everyone for a boat trip in the Curonian Lagoon. The participants of the conference had the chance of learning more about the Lithuanian “sea-gate” Klaipėda and to actually visit the sea gate. They also were given some hints about making the events like confe- rences or seminars more lively and memorable. At the end of the event, many of its participants acknowledged that it had been a great opportunity to meet their partners and the representatives of the Programme management bodies. Olsztyn Branch Office opened and operating

On 26 of September 2012 Branch Office (further on - BO) of Joint Technical Secretariat of the Programme (further on – JTS) in Olsztyn (Poland) started its activities. BO operates within structures of the Marshalls Office of Warmińsko- Mazurskie Voivodeship as the Office for the Cross-border Cooperation Programme Lithuania-Poland-Russia.

As well as those placed in Kaliningrad and Vilnius, Olsztyn BO actively assists JTS in implementation of the Programme. This includes consulting Polish Beneficiaries and Partners of the projects which have been approved for EU financing, organising trainings and other Programme promotional events, as well as performing other tasks required by JTS.

Agenda On 26 of October Polish BO in cooperation with JTS organised first training for Polish Beneficieries and Partners of the projects. During the last quarter of 2012, over 40 consultations with Beneficiaries and Partners had been performed by BO experts, by phone, e-mail or in the direct meetings. Branch Office has provided as well assistance to JTS in such activities as edition and translation of documents and information.

RECENT TRAININGS FOR BENEFICIARIES AND PARTNERS BO Olsztyn

Trainings on project implementation

Branch Office in Olsztyn organized three trainings for Polish Beneficiaries and Partners of the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 on overall imple- mentation of the projects. First training took place on 26 of October 2012, next two on 24 and 25 of January 2013, all in Olsztyn. About 90 participants took part in the events. Training for Polish Beneficiaries in During the trainings BO and JTS experts informed about contractual obligations, finan- Olsztyn cial issues, and changes in the projects. The most lively discussion concerned procu- rement procedures and additional requirement imposed by Programme according to annex IV of the Grant Contract. Participants highly assessed the trainings, in particular wide range of topics covered and quality of materials and premi- ses.

Trainings on reporting

On 17-18 April BO in Olsztyn together with Paweł Natkaniec, Project Manager of the JTS, conducted trainings for Beneficiaries/Partners of the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 on reporting requirements, preparation of interim report, visibility, communication and publication requirements as well as savings in the projects. BO employee have discussed with participants changes for projects after publication of EC note in the application of the rules of nationality and origin within ENPI CBC projects. 75 persons have participated the trainings.

Training for auditors

On 16 April 2013 BO Olsztyn together with JTS and INTERACT conducted training for auditors and Beneficiaries/Partners of the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013. Paweł Molenda, INTERACT expert presented informa- tion about structure of the Grant Contract, eligibility of expenditures and discussed requirements of expenditures verification and procedures which should be followed by auditors. JTS Project Manager, Paweł Natkaniec, gave information about changes in the Grant Contract, BO employees told about supporting documents of interim reports, reporting requirements and annex IV after EC note on the application of the rules of Training for Auditors, Olsztyn nationality and origin within ENPI CBC projects. The most lively discussion has concer- ned preparation documents for the interim report especially annexes and making changes into Grant Contract. Together with BO, JTS and INTERACT employees 63 participants took part in the training.

Training on project implementation

Training for the Russian Beneficiaries and Partners of the ENPI CBC Lithuania-Po- land-Russia Programme 2007-2013 was held on 7 of November 2012. More than 100 people took part in the event. Such big interest was down to the fact that it was the first seminar carried out in Russian language from the very start of the Programme, while Russian organizations are involved in all 53 regular and in 4 large scale projects. Parti- cipants have been asking questions concerning Russian procurement rules, taxation Training for the Russian Beneficiaries and rules for project implementation etc. Ms. Marina Kislyak, the Project Manager in Kaliningrad from JTS also participated to the training.

On 3 of April, 2013 Kaliningrad invited Beneficiaries and Partners implementing their projects under the Lithuania-Polan- d-Russia ENPI Cross-border Cooperation Programme 2007-2013, to the training where the staff of Kaliningrad Branch Office assisted by Marina Kislyak from the JTS gave the overview and presentation of reporting requirements and such other issues as basic rules regarding project modifications, types of changes and the use of savings identified in the budgets of projects under implementation. The training was attended by over 70 persons. All participants had a good opportunity to ask questions on the informa- tion presented and clarify other related matters. Upon the completion of training session individual consultations were provided to the participants willing to have personal advice.

Training for auditors

On April 4, 2013 Radisson Blu Hotel in Kaliningrad was hosting the training for the auditors. The training was arranged by the JTS and its Russian Branch Office and was covering expenditure verification procedures for the projects imple- mented under the Lithuania-Poland-Russia ENPI Cross-border Cooperation Programme 2007-2013. The training has benefited from the participation of ENPI INTERACT expert, Iveta Puzo. The main focus was made on such issues as eligibility of costs, expenditure verification, procedures to be performed by the auditors, consolidation report requirements and procedures for the Beneficiaries, report of actual findings and verification checklists. The training was attended by the representatives from 12 Kaliningrad audit companies.

On the 6th of November 2012 a seminar for Lithuanian Beneficiaries and Partners of the projects took place in Taurage Centre of Culture. Trainings were organised by Vilnius Branch Office of JTS in cooperation with JTS. More than 60 project managers, coordinators and financial managers came to the event.

During the seminar project experts informed about the contractual obligations of Beneficiaries and project Partners, the changes in grant contracts, preparation and submission of reports, requirements for the auditors and expenditure verification. It was highlighted that to succeed in the planning and preparation of reports the cooperation of partners is necessary. The requirements for the procurements according to Lithuanian Public Procurement Law were described and discussed, as well as requirements of nationality and rule of origin according to Practical Guide to Contract Procedures for EU External Actions (PRAG). A lot of attention was dedicated to the visibility requirements and financial questions.

Training on reporting

The training on preparation of the Interim Reports on the 4th of April 2013 in Kaunas attracted more than 50 represen- tatives of Lithuanian Beneficiaries and Partners. Experts of the Vilnius Branch Office and JTS Project Manager Darius Kontvainis presented preparation of financial and narrative parts of the Interim Report, preparation of the 4 months narrative report, requirements set by the EU and the Programme for visibility and communication, opportunities to use the savings originated during the implementation of the project.

Project managers, coordinators and financial managers asked questions of concerning the project implementation and reporting, public procurement and savings. They also used possibility to get individual consultations.

Training for auditors

The Vilnius Branch Office in cooperation with JTS and INTERACT invited the auditors of the Beneficiaries and Partners of the projects approved within the First Call for Proposals and of the Large Scale Projects to the training on expendi- ture verification. Event took place on the 3rd of April 2013 in Kaunas. During the training the INTERACT expert Pawel Molenda presented legal framework of the Programme, structure of the Grant Contract, criteria of eligibility of expen- diture, expenditure verification, and discussed in details requirements for “Report for an Expenditure Verification of a Grant Contract External Actions of the European Community”.

Experts of the Vilnius Branch Office and JTS Project Manager Darius Kontvainis presented procedure on the changes of the Grant Contract, reporting requirement, supporting documents proving expenditure eligibility, application of rules on origin and nationality. The auditors actively asked questions concerning the presentations and individual ones.

Number of contracted projects grows week by week

Through to joint efforts of JMA, JTS and Beneficiaries brings fruits. 58 contracts had been signed and vast majority of approved projects have started the implementation of cross-border actions. Below there are the descriptions of all projects contracted between September 2012 and June 2013.

Reconstruction of the national road no. 65 within Gołdap – Kowale Oleckie section LPR/LSP/010/008 Beneficiary of the project: General Directorate for National Roads and Motorways, Division in Olsztyn (Poland) EU co-financing: 10 000 000,00 EUR

Results of this large scale project implemented by Beneficiary with Russian Partner - Administration of Road Facili- ties of Kaliningrad Region, will strongly support social-economic development of the cross-border region by improving accessibility to the Polish-Russian border crossing Gołdap – Gusev and also traffic safety. Section of the national road No. 65 will be modernised to create favourable conditions for drivers and to reinforce connection between national and international transport networks.

Building of sewerage and waste water treatment plants and construction of water supply networks in the border area between Kaliningrad region and Lithuania LPR/LSP/010/010 Beneficiary of the project: Administration of Slavsk Municipal Area (Russia) EU co-financing: 6 686 470,00 EUR

Beneficiary together with Partners: Šilutė District Municipality (Lithuania) and Šilalė District Municipality (Lithuania) are going to implement Large Scale Project which will protect marine environment of the Baltic Sea and of Neman River by reducing water pollution level and improve access to good-quality drinking water in the project area. Within the action water supply and wastewater treatment infrastructure will be built, and quality of life of project area inhabitants will significantly increase.

Integrated Development and Implementation of the New Waste Water Treatment Facilities for the Reduction Pollution of the Baltic Sea LPR/LSP/010/011 Beneficiary of the project: Municipality of Mamonovo (Russia) EU co-financing: 5 387 948,00 EUR

The project is implemented in partnership with the Municipality of Sopot (Poland). The main objective of the project is to contribute towards better protection and improvement of natural environment in coastal area of the Baltic Sea. Close Stranger: promoting mutual understanding between population of Gdańsk, Kaliningrad and Klaipėda through facilitation of exchange in the field of contemporary arts and culture LPR1/010/002 Beneficiary of the project: Baltic Branch of the National Centre for Contemporary Arts (Russia) EU co-financing: 768 940,12 EUR

Beneficiary with Partners: Centre for Contemporary Arts «Łaźnia» from Gdańsk (Poland) and Klaipėda Culture Communication Centre from Klaipėda (Lithuania) are expected to organise 25 trilateral and 55 bilateral artistic events with the involvement at least 80 contem- porary arts and culture professionals from Kaliningrad (Russia), Poland and Lithuania, which will be visited by over 20 thousands of spectators. Online data base with over 150 articles of information content on contemporary arts and culture in Kaliningrad, Gdańsk and Klaipėda available in 4 languages will be developed as well.

Tourism Information Network (TourInfoNet) LPR1/010/003 Beneficiary of the project: State budgetary institution of the Kaliningrad region - Regional Tourism Information Center (Russia) EU co-financing: 317 326,95 EUR

Thanks to this project effective cross-border system for dissemination of tourism information and promotion of joint tourist products within and outside the Programme area will be developed. Beneficiary together with 7 Partners from Poland, Lithuania and Russia will ensure that local information centres and tour operators will be provided with tourism news within the Programme area on the permanent basis as well as with latest information about tourism facilities of the Programme area.

Improvement of the attractiveness of north-eastern Poland and Kaliningrad Region by developing and promot- ing shared tourist trails LPR1/010/006 Beneficiary of the project: Association of Communes “Polish Gothic Castles” (Poland) EU co-financing: 115 200,00 EUR

Apart from Beneficiary and Partners of the project - Agency for Tourism of the Government of the Kaliningrad Region (Russia), the Self-government of the Warmia and Mazury Region (Poland) and the Olsztyn City Municipality (Poland), one non-profit organization and 18 educational institutions from partner regions will be involved in actions focused on the field of historical heritage promotion and protection. Cooperation network between two neighbour states will help create and promote cross-border tourist trails connecting the north-eastern part of Poland with Kaliningrad region will be established. As the effect of the project implementation new touristic product will be offered to travel agencies, and trough them to wide public.

Cross-Border Cooperation in school TV’s organization in Baltic region LPR1/010/007 Beneficiary of the project: Municipal autonomous educational institution town Kaliningrad educational secondary school № 31 (Russia) EU co-financing: 466 679,46 EUR

Three schools, one being the Beneficiary and two others Partners - Klaipėda Public school “Santarve” from Lithuania and Municipal budget educational institution “Children’s house-school of Sovetsk district” from Russia, decided to create for their pupils new possibilities, providing both hardware and software for usage of video-communicative technologies. Students will use it in new learning courses, and will have occasion to exchange experiences and communicate over the borders.

Promotion of international social relations in the Šilalė – Mamonovo municipalities through sport LPR1/010/019 Beneficiary of the project: Administration of Šilalė District Municipality (Lithuania) EU co-financing: 2 075 947,43 EUR

Programme supports in this case creation of infrastructural base for sport, pro-health, and active-lei- sure of local population and visitors of Lead Partner municipality and of partner - Mamonovo Town In Russia. In both cities municipal stadiums will be reconstructed, and afterwards the “soft” complemen- tary part of the project will be performed – set of joint sport events, some addressed to specific groups like families and disabled persons.

The Partner of the Beneficiary is the Agency of Employment in Kaliningrad Oblast (Russia). Both partners of the project will increase knowledge and skills of employees responsible of public employment services which would result of more effective employment processes in the project area.

Development of modern ambulance station based on the reconstruction of infrastructure, increase of medical assistance and experience in cross-border cooperation region LPR1/010/030 Beneficiary of the project: State budgetary health care of Kaliningrad region “City ambulance station” (Russia) EU co-financing: 2 476 821,47 EUR

Project addresses the issue of safety in cross-border area, ensuring the best condi- tions of work for the rescue services of Beneficiary institution and of the Polish partner - Provincial Integrated Hospital in Elbląg. Building of the Kaliningrad City Ambulance Station will be reconstructed, ambulance cars purchased as well as equipment such as defibrillators.

Trainings of paramedics on international standard in medical life-saving

High quality surgery over borders LPR1/010/031 Beneficiary of the project: Regional Clinical Hospital of the Kaliningrad Region (Russia) EU co-financing: 2 000 000,00 EUR

The aim of the project is creation of the cross-border system of education and advanced training for surgeons in the Programme area involving Beneficiary and Partners - Immanuel Kant Baltic Federal University Medical Department from Russia, University of Warmia and Mazury Medical Department and University Hospital of the University of Warmia and Mazury from Poland by establishing transboundary educational centres for surgeons. Such facilities will be appro- priately equipped and connected, also relevant trainings will follow.

Programme for the prevention of postural disorders and scoliosis in children from small towns and rural areas LPR1/010/032 Beneficiary of the project: Federal State Institution Pediatric Orthopedic Sanatorium “Pionersk” (Russia) EU co-financing: 2 792 064,67 EUR

The Partner is Voivodeship Rehabilitation Hospital for Children in Ameryka (Poland). The overall objective of the project is the reduction in the growth rates of acquiring of disability and improvement of the level and quality of life among children residing in towns and rural areas, thanks to program of medical tests and implementation of new schemes of prevention. A database with posture defects will be devel- oped as well.

Beneficiary together with Partners: Administration of Neman Municipal District (Russia), District Authority for the Manage- ment of Schools and Educational Institutions from Giżycko (Poland) are going to promote cooperation of Lithuanian, Russian and Polish border regions in the field of education for good health, tackling problems of children’s insufficient physical activity and stimulating cooperation between specialists in the field of pro-health education. Sport facilities in Jurbarkas and Neman will be reconstructed and sport festivals, camps for children organized.

Development of tourist-recreational infrastructure on the basis of restoration and preservation of historical - cultural heritage of the urban parks LPR1/010/038 Beneficiary of the project: Administration of Jurbarkas District Municipality (Lithuania) EU co-financing: 2 576 879,55 EUR

The Beneficiary and Partner: Administration of Kaliningrad City District (Russia) will implement together the project with overall goal of tourism infrastructure development. Baltic Amber Coast. Development of cross-border area through building up and modernization of tourism infra- structure. Part II LPR1/010/044 Beneficiary of the project: Administration of the Municipality “Jantarniy Urban District” (Russia) EU co-financing: 1 226 759,40 EUR

The Partners of the Beneficiary are four coastal municipalities from Poland: Sztutowo, Stegna, Krynica Morska and Ustka. Project will contribute to the development of the tourist potential in the cross-border area through improvement of capacity of tourism infrastructure and integrating them with tourist routes network.

The town of Kętrzyn and Svetly as cross-border Physical Culture Centres thanks to the development of the public services connected with the integration of the sensitive groups with the help of active cross-border cooperation LPR1/010/050 Beneficiary of the project: Municipality Kętrzyn (Poland) EU co-financing: 547 012,68 EUR

The Beneficiary and Partner: Municipal Administration of Svetly District from Russia will develop two concepts of support- ing the integration of the sensitive groups into local communities of small towns on the examples of Kętrzyn and Svetly, together with implementation schemes. Moreover two technical documentations on Physical Culture Centers will be developed. Activities are expected to improve the qualifications of public services.

Energy-efficient resource managment - common models for small towns on the example of Kętrzyn and Swietlyj LPR1/010/051 Beneficiary of the project: Municipality Kętrzyn (Poland) EU co-financing: 787 635,00 EUR

Project implemented by Beneficiary with Russian Partner - Municipal Administration of Svetly District of Kaliningrad Region - will help reduce consumption of energy resources in utilities and housing in small towns. Energy audit of buildings, feasibilities studies as well as 2 pilot investment projects will be co-financed by the European Union.

The improvement of environmental situation of Sesupe river basin by strengthening the fire safety areas LPR1/010/071 Beneficiary of the project: Sakiai District Municipality (Lithuania) EU co-financing: 642 842,44 EUR

The other Partners in the project are Regional Headquarters of State Fire and Rescue Service in Marijampole in Lithu- ania and Administration of Russian Municipality Krasnoznamensk’s District. Due to the new equipment such as rescue cars and better procedures of cooperation on the Lithuania-Russian border will be better prepared for fire, floods and other accidents.

Good governance and cooperation - response to common challenges in public finance LPR1/010/073 Beneficiary of the project: Ministry of Finance of Kaliningrad Region (Russia) EU co-financing: 1 149 060,84 EUR

The Beneficiary and its Partners - Polish municipalities of Gdańsk and Gdynia are ready to obtain better quality of public finance management through increase of effectiveness by automation. IT tools for long term financial planning, capital investment planning, program-target method, public service provision will be worked out and implemented on regional and municipal levels provided with necessary methodologies and legislative support.

Beneficiary and Partners - Environmental Organization “ECODEFENSE!” (Russia) of the project will offer inhabit- ants of rural areas in near-border territory new educa- tional opportunities and occasion to become aware of socio-economic problems of Programme area. The Beneficiary and Partner - Russian Kaliningrad City Ambulance Station - have common goal in improvement of the accessibility of the medical infrastruc- ture and better efficiency of medical services by shortening the time necessary to reach and diagnose the patient due to usage of new equipment, raising the level of knowledge in the fields of IT system in Kaliningrad and European standards of paramedic emergency and raising the awareness and knowledge of first aid in general. The Beneficiary and Partner: Administration of Ozersk City (Russia) created idea of common project which enhances the cross-border cooperation between small and medium-sized businesses, business organizations and local govern- ments supporting the entrepreneurship. Project is to achieve the stimulation of joint trade and investment through the implementation of marketing actions, to the gathering and sharing of information on the labor market situation of partner- ing regions.

Multicultural dialog – Multicultural theatres – strengthening social and cultural integration of border areas LPR1/010/098 Beneficiary of the project: Aleksander Sewruk’s Theatre in Elbląg (Poland) EU co-financing: 624 515,00 EUR

Beneficiary and Partners: Dramatic Theatre in Kaliningrad (Russia) and Klaipėda State Music Theatre (Lithuania) will jointly prepare the performance (Romeo and Juliet) and stage it 15 times in Programme area. Moreover cooperation of theatres will allow to organize common workshops for staff and to modernize the equipment of theatres.

The cross-border areas and cooperation development supported by the construction of sports infrastructure in Górowo Iławeckie and Bagrationovsk LPR1/010/102 Beneficiary of the project: Municipality Górowo Iławeckie (Poland) EU co-financing: 3 425 272,58 EUR

The Górowo Iławieckie and their Partner town - District Bagrationovosk (Russia) plan to construct the stadiums in the two cities and organize sport events as well as publish a book titled of “15 years of the cross-border cooperation of partner self-government bodies - Municipality Górowo Iławeckie and Bagrationovsk District” prepared in Polish and Russian language.

Partnership for the protection of waters of the cross-border area of Lithuania, Poland and Russia LPR1/010/106 Beneficiary of the project: Olecko Commune (Poland) EU co-financing: 3 300 822,00 EUR

Administration of Kazlu Ruda Municipality (Lithuania), Gusev Municipality District (Russia) as Partners lead by Benefi- ciary will implement project improving living conditions of the inhabitants of cross-border area by constructing the sewage systems, treatment plant and water supply systems and therefore reducing emission of liquid wastes to rivers and lakes in the cross-border area.

The Partners of the Beneficiary are: Administration of the municipal entity “Cherniakhovsk Urban Settlement” (Russia) and Administration of Gurievsk Municipality (Russia). Thanks to the project The European Square in Suwałki (Poland) will be reconstructed (the second, final stage) as well as a part of the city park in Chernyakhovsk (Russia). Third Partner will develop the technical documentation for city park in Guryevsk.

Improvement of water purity of the Baltic Sea through development of water management systems – II stage LPR1/010/110 Beneficiary of the project: Klaipėda City Municipality Administration (Lithuania) EU co-financing: 3 599 937,00 EUR

Project will contribute to the reduction of the quantity of contaminants from rain and surface waters drained into the Baltic Sea by several actions, mainly by construction of surface and sewage water systems. The Partners in the project are: Administration of the Municipality Svetlogorskiy District (Russia) and State autonomous educational institution of additional education of children “Kaliningrad Regional Children -Youth Centre for Environment, Local Lore and Tourism” (Ecological centre) from Russia.

Create4Compet - Creativity for boosting Competence and Competitiveness LPR1/010/120 Beneficiary of the project: Marijampole Branch Office of Kaunas Chamber of Commerce, Industry and Crafts (Lithu- ania) EU co-financing: 355 985,85 EUR

The Partners of the Beneficiary: Kaunas Regional Development Agency (Lithua- nia), Kaliningrad Chamber of Commerce and Industry (Russia), Fund “Victoria” (Russia). Project will contribute to encouragement of competitiveness and cross- border cooperation of SMEs and business support structures among Lithuanian counties of Marijampole and Kaunas and in Kaliningrad region.

Common paths - the development of tourism attractiveness in Malbork and Svetly LPR1/010/123 Beneficiary of the project: Municipality of Malbork (Poland) EU co-financing: 866 389,86 EUR

Thanks to cooperation between the Beneficiary and Partner: Municipality of Svetly in Russia tourism attractiveness of the towns will increase through enhancement of existing tourist infrastructure potential. Partners will implement infra- structure activities and will exchange experience on improvement of urban areas.

Sport education on cross-border territory – preparation and building of sports stadiums in Kętrzyn Community and Ozyorsk LPR1/010/126 Beneficiary of the project: Kętrzyn Community (Poland) EU co-financing: 584 184,74 EUR

The Beneficiary and its Partner - Administration of Municipality of Ozyorsk District (Russia) will implement project aimed at improvement of cross-border sports education of residents of project area. Partners through project intend to increase number of citizens having access to sport infrastructure by modernizing sport field in Łoździeje (Poland) and by preparing technical documentation for sport infrastructure in Ozyorsk. Official delegation from Kętrzyn (Poland) visit in Ozersk in Kaliningrad oblast on 17April 2013.

Close neighbours in 21st century – new communication and perception LPR1/010/137 Beneficiary of the project: University of Warmia and Mazury in Olsztyn (Poland) EU co-financing: 282 619,23 EUR

Immanuel Kant Baltic Federal University (Russia) and Beneficiary started to develop the contacts, exchange of students and scientist to revive the sphere of education between borderland communities. Project will contribute to overcome in cooperation between scientists and students the mutual distrust and negative stereotypes that exist in both countries.

Opportunities and benefits of joint use of the Vistula Lagoon LPR1/010/143 Beneficiary of the project: Maritime Institute in Gdańsk (Poland) EU co-financing: 970 443,00 EUR

The Beneficiary combines forces with Partners: Atlantic Branch of P.P. Shirshov Institute of Oceanology of Russian Academy of Sciences (Russia), Immanuel Kant State University (Russia), City Commune of Elbląg (Poland) and Admin- istration of the Municipal District of Baltijsk (Russia) intensifying socioeconomic cooperation in Vistula Lagoon region. During the project publication about spatial planning and sustainable development of this area will be published. Partners will prepare also roadmap for future common activities on development and special planning in area of Vistula Lagoon.

Active young people alive monuments LPR1/010/150 Beneficiary of the project: Administration of Suwalski District (Poland) EU co-financing: 2 694 307,37 EUR

The Partners in the project are local governments - Lithuanian Kalvaria and Russian Administration of Ozersk district. Together with the Beneficiary they will promote cultural heritage sites in order to make border regions of three countries more attrac- tive tourist destination by improving accessibility to those sites through their renova- tion and adaptation for tourist needs. Partners will also promote joint tourist product as a cross-border meeting points for young people. Tripartite meeting held on 6 May 2013 in Kalvarija (Lithiuania).

Health is the most important – health prophylactic of inhabitants in Ozyorsk and Kętrzyn Community LPR1/010/151 Beneficiary of the project: Kętrzyn Community (Poland) EU co-financing: 195 988,10 EUR

The Beneficiary with the Partner - Municipality of Ozyorsk District in Russia will imple- ment this joint project aimed on health improvement of the citizens of project area. Within the project Partner will renovate medical point in Parcz (Poland), school nurse’s cabinet in Biedaszki (Poland) with purchase of equipment for doctor’s office in Kętrzyn hospital and in Ozyorsk. Seminar on care and health prevention which held in Kętrzyn on 12 of March 2013, meeting launching the project.

Construction of sport-recreational complex in special school-educational center in Węgorzewo LPR1/010/152 Beneficiary of the project: Węgorzewski Poviat (Poland) EU co-financing: 534 354,58 EUR

Thanks to the Programme co-financing fully equipped gym, football pitch and multifunctional pitch will be built in Węgorzewo. Together with organization of rehabilitation camps, workshops for school teachers and sport events in project Partner Municipality of Ozersk in Russia are the examples of actions, which will contribute to develop human potential, improvement of social conditions and equalization of educational opportunities of project area. Getting to know Programme regions - Olsztyn

Prosperous city of Warmia and Mazury Region in Poland Olsztyn – capital of Warmia and Mazury region, is a vibrant city of population near 180 thousands. Municipality, surrounded by lakes and forest, is placed in the land of Warmia since in 1353 Jan z Łajs – first mayor, obtained the city rights. Nowadays municipality grows and changes with great help of European Union Programmes, improves the communica- tion, explores its potential in different fields but especially in economy, sport and culture.

Panorama of the city What you may don’t know the city most popular sport representation is AZS – volleyball team with great successes on country level; famous city citizens include Mamed Khalidov – champion of Mixed Martial Arts, Krzysztof Hołowczyc – excellent race driver as well as very popular music band Enej (song: “This is the taste of life”). In Olsztyn there are more dancing schools than in other Polish cities. In 2011 the Philharmonic of Warmia and Mazury was opened and from that time brings many of interesting music concerts on inter- national scale.

The city prepares an attractive cultural offer for the summer time. In the old town monument of sitting Nicolas Coperni- cus, who also lived and worked here, looks on rapid crowd going from the amphitheatre and castle nearby. Tired citizens and tourist may relax swimming in the lakes – the beach is situated very close to the centre of the city.

Olsztyn families often have their roots outside current polish borders, what affects city spirit and creates cross-cultural, open character. Please come and visit this truly interesting place from the eligible area of the Programme!

The Lithuania-Poland-Russia European Neighbourhood and Partnership Instrument Cross-border Cooperation Programme 2007-2013 aims at promoting economic and social development on both sides of the EU-Russian border, addressing common challenges and problems and promoting people to people co-operation.
