Through the sea spray we see the great ribs of warships under construction, and warships being refitted. SUPERIMPOSE CAPTION: Toulon Home port of the French navy 1 EXT. TOULON DOCK - DAY 1 Storm-lashed sea and driving rain. A great wave rises up and hammers down. As it recedes we see the figures of men heaving on great ropes, the sea water streaming down over their faces. The harsh storm light catches glints of metal: these men are CONVICTS, chained by manacles, heads shaved, wearing red shirts with prison numbers crudely stitched onto them. Now we see that the ropes run up to a ship that is being hauled ashore - a storm-damaged man-of-war, its masts broken, rising and falling on the surge. Legislative Update Dave Iseminger, ERB Division Director: I'm going to walk through the legislative process and describe what executive agencies do to analyze bills. I think it helps the public to realize the amount of work that agency staff are doing on these bills. Slide 2: At the Health Care Authority (HCA) when a bill comes in, our central policy team works to divide bills among the different divisions of this agency. The Employees and Retirees Benefits (ERB) Division is the Division I oversee. We are designated a subset of all the bills being reviewed by the agency. We first do a high-level review to identify what might have a high impact or a low impact. In general, the difference between a high impact and a low impact is the fiscal impacts. If there is any fiscal impact, regardless of the amount, it's deemed a 1 high impact. If it's going to require rule making changes, then it would also qualify as high impact.

A phase in this journey took me to Germany with the view of a doctoral study in Theology. I had to finalise the area of the specialization after coming here and after analysing the situation and the possibilities. The plan of God and the providence of God in my life is somehow hidden or veiled but a true blessing in retrospect.
