There will be laughs galore, lots of singing and dancing with the odd little sad bit thrown in to tug at our heart strings. Unhonoured, unpropitiated… …but waiting, watching and waiting. These fragments of verse are from the beginning of T.S.Eliot’s poem ‘The Dry Salvages’, the third of his ‘Four Quartets’. Those who have suffered trauma, loss, stress and displacement as a result of the December floods understand far better than the rest of us the destructive power of water. Many are continuing to deal with the after-effects. The support of the wider community (so evident at the time) in coming alongside those hit hardest is still needed. Like most in this land, I am fortunate that I am so rarely reminded of my powerlessness in the face of the natural elements, but such events as these latest winter floods cause me to look at the future with greater uncertainty. Nagging questions about climate change and the need for us to adapt our way of life more radically and sacrificially are not going to go away. At least the Bible has never underestimated the power of water. While water is often a symbol of life in scripture, it is also used as a profound symbol of the forces of destruction, chaos, rebellion and death. In some psalms God is portrayed as one who stills both the raging storms at sea and also the raging storms of fear and turmoil in the human heart. In the creation poem at the beginning of Genesis the Spirit of God hovers over the face of the deep – the waters of chaos – and brings forth light, life and order. God is portrayed as commanding the waters to stay in their proper place. In the Gospels Jesus’ words still storms at sea, but also storms in desperate human lives. The connection between the restless turmoil in the human heart and the raging of the elements is worth pondering. Obviously the floods are in no sense any kind of divine retribution for human sin, but isn’t the destruction of the environment driven by unrestrained human appetite and the greed that respects no limits? We have to try to use science and politics to address the problem. If however we are going to address the causes rather than just the symptoms - surely only God can still and recreate the human heart? Dalton IN ATTENDANCE – Clerk ALSO ATTENDING – Councillor S. Bowman, Carlisle City Council 65/15 APOLOGIES FOR ABSENCE RESOLVED to note that apologies were received from:- Councillors Shaw (ill) and Raine (work) and Councillor Graham, Cumbria County Council (attending another meeting) 66/15 REQUESTS FOR DISPENSATION RESOLVED to note that no requests for dispensation were received. 67/15 DECLARATIONS OF INTEREST RESOLVED to note that no declarations of interest were made. 68/15 MINUTES 68/15.1 Minute of the Meeting held on 9th September 2015 was submitted. RESOLVED to authorise the Chairman to sign the minutes of the meeting held on 9th September 2015, confirmed as a true and accurate record. 69/15 PUBLIC PARTICIPATION RESOLVED to note that no members of the public were present. 70/15 REPRESENTATIVES' REPORTS 70/15.1 BRAMPTON AND BEYOND COMMUNITY TRUST AGM Councillor Bowles submitted a written report on the recent Brampton and Beyond Community Trust AGM. RESOLVED to note the report. 71/15 TOWN AND COUNTRY PLANNING APPLICATIONS Applications for planning consent were considered prior to the meeting due to time constraints. RESOLVED to note that the appropriate Planning Authority had been advised of the Council’s comment as follows:- 71/15.1 ROSEDENE, HALLBANKGATE (15/0842) – Erection of double detached garage. Comment – The double garage already situated at the site is not shown on the plan. 71/15.2 NEW GARTH, HALLBANKGATE (15/0848) – Replacement of UPVC windows with wooden windows. (LBC) No observations 71/15.3 LAND AT ROACHBURN FARM, TINDALE FELL (15/0012TEL) – Removal of existing spine headframe supporting 2 antennas. Installation of a replacement headframe and a 3m lattice extension to the lattice tower supporting 4 antennas, 2 RRU’s, 1 FFTA box, 1 0.6m transmission dish and ancillary development. No observations. 72/15 FINANCIAL MATTERS 72/15.1 BANK RECONCILIATION to 14.10.15 There was submitted a report by the Clerk on the reconciliation of the Council’s financial records with its bank account statements. RESOLVED to receive and note the bank reconciliation and balance of the HSBC Account to 14th October 2015 of £6,092.09. 72/15.2 EXPENDITURE TO APPROVE RESOLVED to authorise the following expenditure for payment:- ● £330.30 A. Riddell – net wage to 30.11.15 ● £120.00 BDO Stoy Hayward – external audit fee ● £141.43 P. Bell Services – Grass cutting 72/15.3 External Auditor’s Certificate & Opinion The external Auditor’s certificate and opinion for the Accounts for the year ending March 2015 was submitted. 72/15.3.1 RESOLVED to note the certificate and opinion and the concerns raised regarding the payment made to Farlam Parish Trust. 72/15.4 FINANCIAL ASSISTANCE There was submitted an application for financial assistance from Eileen Norman to stage a celebratory afternoon tea party followed by an evening of entertainment to mark the 25th anniversary of a Community Play detailing the history of the parish.. RESOLVED to note that Councillor Bowles had informed Ms. Norman to contact Farlam Parish Trust for funding for the event. 73/15 HALLBANKGATE HUB RESOLVED to note a report from Councillor Bowles on Hallbankgate Hub which included completion of the sale, start of refurbishment, grants received and share sales. 74/15 CUMBRIA MINERALS AND WASTE LOCAL PLAN 2014/2029 Consideration was given to the Cumbria Minerals and Waste Local Plan 2014/2029. RESOLVED to make no comment. 75/15 WEBSITE Councillor Hinton reported that the host for the website had been down for 12 days and uploading information at present was a problem. Funding was available through the transparency fund for the setup of the website. Councillor Hinton also wanted to put a footpaths page on the website which would require an ordnance survey licence. RESOLVED to note the report and that Councillor Hinton and the Clerk would complete the application for funding through the transparency fund and that Councillor Hinton should go ahead with the footpaths page. 76/15 GRASS CUTTING RESOLVED to note that Councillor Shaw had sent a letter of thanks for the grass cutting work throughout the parish this year to P. Bell Services. 77/15 SPEEDWATCH GUN RESOLVED to note a report from Councillor Shaw that Councillor Graham had taken back the speed gun and a new one would cost over a £1,000.00. More volunteers were needed and then it might be possible to approach Farlam Parish Trust for funding. 78/15 PROBLEM PARKING Consideration was given to the complaints received regarding problem parking on the village green and car park and the response received from Sophie Bell. RESOLVED, after discussion, to take no further action. 79/15 DEFIBRILLATORS Consideration was given to the purchase of a defibrillator for the parish through Brampton Cottage Hospital League of Friends. RESOLVED that the Clerk would contact Geoff Prest, Brampton Cottage Hospital League of Friends, to purchase a defibrillator to be sited at Hallbankgate Village Hall. 80/15 CALC The following correspondence from CALC was received and noted:- 80/15.1 CALC CIRCULARS – October and November 2015 80/15.2 NOTICE OF PROPOSED CHANGES TO CALC CONSTITUTION – Email from S.
