Independence brought to an end one of the most intractable and wasteful conflicts in the region. With independence, the people of Namibia not only gained political freedom, but set out on the challenging task of building a nation and defining their relations with the world. From the perspective of mediation, the role of the international community in bringing about Namibia's independence in general, and that of the United Nations in particular, was of a deep structural nature. -

Liste des indicatifs téléphoniques internationaux par indicatif 1 Liste des indicatifs téléphoniques internationaux par indicatif Voici la liste des indicatifs téléphoniques internationaux, permettant d'utiliser les services téléphoniques dans un autre pays. La liste correspond à celle établie par l'Union internationale des télécommunications, dans sa recommandation UIT-T E.164. du 1er février 2004. Liste par pays | Liste par indicatifs Le symbole « + » devant les indicatifs symbolise la séquence d’accès vers l’international. Cette séquence change suivant le pays d’appel ou le terminal utilisé. Depuis la majorité des pays (dont la France), « + » doit être remplacé par « 00 » (qui est le préfixe recommandé). Par exemple, pour appeler en Hongrie (dont l’indicatif international est +36) depuis la France, il faut composer un Indicatifs internationaux par zone numéro du type « 0036######### ». En revanche, depuis les États-Unis, le Canada ou un pays de la zone 1 (Amérique du Nord et Caraïbes), « + » doit être composé comme « 011 ». D’autres séquences sont utilisées en Russie et dans les anciens pays de l’URSS, typiquement le « 90 ». Autrefois, la France utilisait à cette fin le « 19 ». Sur certains téléphones mobiles, il est possible d’entrer le symbole « + » directement en maintenant la touche « 0 » pressée plus longtemps au début du numéro à composer. Mais à partir d’un poste fixe, le « + » n'est pas accessible et il faut généralement taper à la main la séquence d’accès (code d’accès vers l'international) selon le pays d’où on appelle. From confrontation to pragmatic cooperation: United States of America–Namibia relations William A Lindeke* Introduction The United States of America (USA) and the territory and people of present-day Namibia have been in contact for centuries, but not always in a balanced or cooperative fashion. Early contact involved American1 businesses exploiting the natural resources off the Namibian coast, while the 20th Century was dominated by the global interplay of colonial and mandatory business activities and Cold War politics on the one hand, and resistance diplomacy on the other. America was seen by Namibian leaders as the reviled imperialist superpower somehow pulling strings from behind the scenes. Only after Namibia’s independence from South Africa in 1990 did the relationship change to a more balanced one emphasising development, democracy, and sovereign equality. This chapter focuses primarily on the US’s contributions to the relationship. Early history of relations The US has interacted with the territory and population of Namibia for centuries – indeed, since the time of the American Revolution.2 Even before the beginning of the German colonial occupation of German South West Africa, American whaling ships were sailing the waters off Walvis Bay and trading with people at the coast. Later, major US companies were active investors in the fishing (Del Monte and Starkist in pilchards at Walvis Bay) and mining industries (e.g. AMAX and Newmont Mining at Tsumeb Copper, the largest copper mine in Africa at the time). The US was a minor trading and investment partner during German colonial times,3 accounting for perhaps 7% of exports. -

Four Namibian churchmen made a month-long visit to Western nations to express their feelings about the unending, agonizing occupation of their country by the South African regime and the fruitless talks on a Namibian settlement which the .Western Contact Group - the USA, Britain, France ,West Germany and Canada - has staged for five long years . Anglican Bishop James Kauluma, presi- dent of the Council of Churches in Namibia ; Bishop Kleopas Du neni of the Evangelical Luth- eran Ovambokavango Church ; Pastor Albertus Maasdorp, general secretary of the CCN ;, and the, assistant to Bishop D,mmeni, Pastor Absalom Hasheela, were accompanied by a representative of the South African Council of Churches and the general secretary of the All Africa Coun- cil of Oburches which sponsored the trip . They visited France, Sweden, Britain and Canada, end terminated their journey in the United States . It was here that the Namibian pilgrims encountered the steely disregard for Namibian aspirations by functionaries of a major power mapped up in its geopolitical stratagems. They met with Assistant Secretary of State for African Affairs Chester .Crocker, whose time is primarily devoted to pursuing the mirage of a Pretorian agreement to the United Nations settlement plan for Namibia . -

One nationl That has been the rallying cry for years as we worked to bring an end to South Africa's illegal occupation of Namibia. Last week, the Namibian people took a long step toward that goal, with their whole-hearted participation in elections that have been certified as "free and fair" by the United Nations. Enclosed are reports which show the final voting results as well as the names of the delegates from each party who will meet to draft the constitution for a free Namibia. There was surprise in some quarters about the size of the vote that went for the DTA--the South African supported political party. Indeed there were some anxious hours as the DTA actually led in the vote count until the ballots from Ovamboland came in. We feel that SWAPO's 57% was very good considering that the voter registration laws, drawn up by South Africa, permitted non-residents to vote, and that .thousands of South Africans and Angolans entered Namibia to vote for the DTA. Generally, there seems to be a feeling of rejoicing--as reflected in the statement by Bishop Kleopas Dumeni ...Joy that the elections have been held and thankfulness that there was so little violence during the week of voting. In a country that has known so much violence for so many years, the relative peacefulness of the past ten days is something that we hardly expected, and for which we are deeply grateful! We plan to publish a Namibia Newsletter within the next two weeks and hope to have more stories and pictures of the election week. -

(1) The Republic of South Africa shall be one, sovereign state. (2) The national territory of the Republic comprises the areas of the provinces of - (a) ...1 (3) The areas and boundaries of the provinces shall be as defined in the Constitution of the Republic of South Africa Act, 1993.2 Provinces 2. (1) The following provinces shall, for the purposes of the Constitution, be recognised as the provinces of the Republic: 1 The names of the provinces to be inserted when that issue has been finalised. 2 In terms of Constitution Principle XVIII(1) the boundaries of the provinces must be defined in the Constitution. Furthermore, the boundaries must be the same as those established in terms of the Interim Constitution (CP XVIII(3)). Special provision will have to be made in the section dealing with amendment of the Constitution with regard to the alteration of provincial boundaries - see CP XVIII(4) and (5). In 1900 when Australia adopted a federal constitution, there was a history of economic and political independence in the federating colonies. Australia's founding fathers, while trained in the working of British Westminster model, were quite attracted to the American federal model. Thus six self- governing British colonies, while becoming constituent states of the federal system, ensured that the rights of the states would not be subordinated to the central power and there was equal representation in the senate. Accordingly, the constitution provided that the Commonwealth would have only such powers as were expressively conferred upon it, leaving all the residual powers within the exclusive authority of the states. However, from the very beginning there emerged a national sentiment for strengthening and augmenting the central government powers. There came up a gradual expansion of the central government. This was achieved partly by constitutional amendments, partially by High Courts interpretations and to some extent by the consent of states in a formal manner during the two World Wars. -
