6 Lawyers Gather Around the State This past fall lawyers around the state gathered for lunch to learn more about legal aid and to build support for their local programs. Record numbers of lawyers gathered in Salem, Eugene, and Medford. Table captains in each region invited their colleagues to lunch. Generous corporate sponsors covered the costs of the luncheons.

Marion-Polk Luncheon The Marion-Polk CEJ Luncheon has now become a model for other counties around the state. Over 315 lawyers gathered at the Mission Mill in Salem for the 14th Annual Marion-Polk County CEJ luncheon on September 15, 2010. Former Attorney General Hardy Myers presented the Public Access to Justice Award to Oregon Senate President . Carla Mikkelson from Legal Aid Services of Oregon and Fred Boss from the Oregon Department of Justice presented the Partner in Access to Justice Award to Tom Elden, a long-time supporter of legal aid who is credited with early fundraising efforts in Marion County. Secretary of State Kate Brown addressed the attendees about the importance of access to justice. Salem legal aid attorney Michael Keeney spoke about his client Lucy, a mentally disabled adult and domestic violence survivor who was able to receive SSI benefits through legal aid’s help and, for the first time in her adult life, was not at risk of homelessness.

In accepting the Public Access to Justice Award, Senator Courtney called legal aid lawyers the “heroes of the legal profession.”

Oregon’s legal aid programs do not engage in separate annual fund activities, but rely on the work of the Campaign for Equal Justice to have a collaborative statewide effort to support legal aid statewide.

The following organizations provide support for the MAINTAINING HOUSING operating expenses of the Campaign: The Oregon State “Marcie” was a single working mother living with her two young Bar, The Oregon Law Foundation, and the Rose Tucker children in a rental apartment. Late on a Friday afternoon the Charitable Trust. city building inspector showed up unannounced and asked to inspect the premises. Marcie didn’t mind an inspection, but wanted her landlord there. The inspector immediately posted the apartment as unlawful to occupy, forcing Marcie and her children out on the street; they were not allowed back into their home until the middle of the next week. Legal aid helped Marcie resolve disputes with the city. The city has since changed how it goes about posting residential buildings as unlawful to occupy.

CHANGES IN THE HILLSBORO OFFICE Judge Michael Marcus of the Multnomah County Circuit Court received the first Multnomah Bar Association’s President’s Award at the MBA Annual Meeting, Dinner, and Judges Reception on May 11, 2010. Judge Marcus worked as a legal aid attorney from 1970 to 1990 and was the director of litigation at Multnomah County Judge Marcus at Legal Aid Service from 1974 to legal aid in 1989 1990. Mitzi Naucler, Albany Regional Director for LASO, was elected Staff of the Hillsboro Regional Office of the Oregon 2012 Oregon State Bar President. 21 Pro Bono Lawyers Step Up Multnomah’s Senior Law Project Loses bout 15% of cases closed by legal aid programs involve private attorneys. Esther Lardent, the director of the Pro Bono Institute based in Washington, D.C., has noted that “effective pro bono service by attorneys in private practice is possible only if those attorneys can rely upon the expertise and consistent community presence of [legal Statewide Legal Aid Update aid] programs.” That is true for a number of reasons. Recent declines in IOLTA funding (because of low interest rates), federal funding, state general fund money and now foundation support, have left us scrambling to hold on to the basic structure of Oregon’s legal aid programs. As many of you know, the state has been in the process of revising the civil filing fee structure. Legal aid has received a portion of state court filing fees since 1977, and although we were not a part of the 2009 civil fee restructuring, funding for legal aid has been a part of the legislature’s review. We greatly appreciate the work of the Campaign staff and volunteers, the Oregon State Bar, and the Courts for their help in communicating the importance of legal aid’s work to the legislature. Both the OSB and Court task forces on civil filing fees concluded that funding legal aid was critical to maintaining equal access to justice. We are also grateful that this session Oregon’s legislators reaffirmed the need for dedicated funding for legal aid and provided filing fee funding consistent with prior years. We thank the legislature for their support.

Sadly, funding cuts from other sources has forced us to begin the process of staff layoffs. Because of a recent loss of United Way funding, we have made the decision to close the Legal aid offices across the state thank you for your support! satellite office in Independence, Oregon. As we implement funding cuts, we hope to maintain the basic infrastructure of statewide legal aid and avoid the need to close other rural offices. We know from past experience that when rural offices close, it takes years to reopen them. The Klamath Falls office is an example: the office was closed because of federal funding Legal Aid’s Unsung Heroes cuts in 1997, and not reopened until 2007. Other offices that were closed during the 1990s funding crisis have not been reopened.

22 The Endowment Fund: Preserving the Future of Legal Aid s we celebrate the 75th anniversary of legal aid in Oregon and contemplate the theme of “we’re in this for the long haul”, one sure way you can preserve the Afuture of legal aid is to make a planned gift to The Endowment. The Endowment began in 2001 to support the future of Oregon’s statewide legal aid programs. Salem lawyer Edward (“Ned”) Clark was the first major donor to the Campaign’s annual fund drive, and was among the first to announce a $100,000 pledge to the Endowment in 2001 when the Endowment was formed. Ned’s gift was conveyed to the Endowment in 2010, following his death in 2009. According to Ned’s widow Pat, “Ned believed deeply in access to justice, and felt strongly that our justice system needed to be protected. He wanted to be certain that his contribution would continue even after his death.” As noted by Ron Greenman, CEJ Treasurer, and early supporter of the Endowment Fund, “The Endowment funds are held by the Oregon Community Foundation. With Ned’s gift, the fund has reached $425,000, with outstanding bequests estimated at $250,000. We hope to build the fund within the next 3 years, so we can begin making distributions from the earnings and interest.”
