INTRODUCTION

The 2004-05 Education Digest includes data on basic student charges, fall enrollments, residence

of students, degrees conferred, and faculty and staff. Data is compiled from annual surveys of

Pennsylvania colleges and universities.

In 2004-05, Pennsylvania had 148 colleges and universities consisting of 33 public and 115

private institutions. In addition, there were 89 private licensed schools in Pennsylvania authorized to grant specialized associate degrees in business or technology (ASB or AST degrees).

Pennsylvania data is compared with national data drawn from the results of surveys conducted by

the U.S. Department of Education, National Center for Education Statistics (NCES).

BASIC STUDENT CHARGES

The increase in undergraduate basic student charges (tuition, required fees, and room and board) from 2003-04 to 2004-05 was greater than the increase in the Consumer Price Index (CPI) (3.0%) for every institutional category except the college of technology. The average annual increase in undergraduate basic student charges for each institutional category was higher than the average increase in the CPI (2.5%) for the past 10 years.

For an analysis conducted by NCES, tuition and fees were weighted by the number of full-time equivalent undergraduates in 2003, but were not adjusted to reflect student residency. Also, room and board charges were based on full-time students. This analysis showed that Pennsylvania had the fourth highest undergraduate basic student charges among public four-year institutions in the nation in 2003-04.

In Pennsylvania, these institutions charged on the average $13,734 against the national average of

$10,674. The three states with charges higher than Pennsylvania were New Jersey ($15,088), Vermont

($14,769), and New Hampshire (13,843). The average for Pennsylvania private four-year colleges and universities was sixth highest at $28,930 compared to the national average of $25,083. Massachusetts had the highest average ($33,652) among this category of institutions.

FALL ENROLLMENTS

Total enrollments reached 660,566 in 2004. In addition, 49,275 students pursuing ASB or AST degrees were enrolled in private licensed schools. This figure, if combined with college and university students, would place the number of people pursuing a postsecondary degree at 709,841.

College and university enrollments dropped from 571,355 in 1995 to 568,222 in 1996. All of this decrease was in part-time enrollments. Total enrollments then began a period of growth averaging 1.9% each year. Between 1995 and 2004, full-time enrollments increased from 375,542 to 469,860. Part-time enrollments decreased from 195,813 in 1995 to 179,274 in 2001, then increased to 190,706 in 2004.

The number of full-time female enrollments has been increasing consistently for more than 10 years, reaching 252,397 in 2004. Male full-time enrollments decreased from 178,710 in 1995 to 178,621 in 1996, then increased to 217,463 in 2004.

Since 1995, the percentage increase in female enrollments at each level far exceeded that of their male counterparts. Specifically, female undergraduate enrollments increased 16.1%; graduate, 29.2%; and first-professional, 42.7%. Comparatively, male undergraduate enrollments increased 12.6%; graduate, 10.4%; and first-professional, 3.8%.

Postsecondary enrollments, nationally and in Pennsylvania, followed a similar pattern over the past decade. Current NCES projected data indicates that enrollments at the national level will continue to increase over the next decade.

RESIDENCE OF STUDENTS

Pennsylvania residents represented 76.7% of the total enrollees (undergraduate, first-professional and graduate) in Fall 2003. The percentages of Pennsylvania residents by level were: undergraduate,

79.3%; graduate, 66.6%; and first-professional, 54.1%. Of the total enrollment, minority students from

Pennsylvania comprised 11.0%, while minority students from out-of-state comprised 4.3%.

The Fall 2004 survey collected data on first-time freshmen only and provided more detail about their residence. This data showed percentages similar to Fall 2003 when aggregated into the categories: in-state, out-of-state and foreign.

2 DEGREES CONFERRED

The total number of degrees conferred was 125,972 in 2003-04. In addition, private licensed schools conferred 8,465 ASB or AST degrees. This figure, if added to the number of degrees from colleges and universities, would bring the total number of postsecondary degrees conferred to 134,437.

In 2003-04, the largest numbers of associate degrees were conferred in the fields of health

(3,397) and business (3,147). At the bachelor’s degree level, the largest fields of study were business

(16,393), education (7,015), social sciences (5,826) and health (4,675). The largest fields at the master’s degree level were education (7,329) and business (6,299). At the doctor’s degree level, the largest fields were health (506), education (373), and engineering (309). The largest numbers of first-professional degrees were conferred in health (2,677) and law (1,533).

Over the past decade, growth in graduate enrollments (16.9%) in Pennsylvania colleges and universities exceeded growth at the undergraduate level (12.8%). Between 1994-95 and 2003-04, increases in the number of master’s and doctor’s degrees were 33.3% and 16.6%, respectively, while bachelor’s degrees increased 20.2%. National data showed similar trends.

The number of minorities and females in Pennsylvania colleges and universities has increased significantly. Since 1994-95, minority enrollments and graduates increased 40.9% and 61.70%, respectively. By comparison, white enrollments increased 1.1% while white graduates increased 8.2%.

The number of female enrollees and graduates increased 16.7% and 26.1%, respectively. Male enrollees increased 9.9% and male graduates increased 13.6%.

FACULTY AND STAFF

The total number of staff employed in 2003-04 was 157,106. Of that number, 102,850 were full-time and 54,256 were part-time. Of the total, 46.8% were instructional, 7.3% managerial, 18.3% other non-teaching professionals and 27.6% nonprofessional staff. The percentage of minority full-time employees was 15.2%, while whites comprised 82.0%, nonresident aliens 2.4%, and race/ethnicity unknown 0.4%.

A separate annual survey was conducted on the salaries, tenure and fringe benefits of full-time instructional staff. In 2004-05, there was a total of 25,905 full-time instructional faculty with 9- or 12-month contracts. The average salary of full-time instructional faculty on 9-month contracts for selected ranks

(professor, associate professor, assistant professor and instructor) among private four-year institutions was highest ($102,283) for private state-aided institutions. Among public institutions, the highest

($76,792) was for state-related commonwealth universities.

Pennsylvania had the tenth highest average salary for full-time instructional faculty on

9-month contracts among both public four-year institutions ($70,236, compared to the national average

$66,053) and private four-year institutions ($70,902, compared to the national average $68,995) in

2004-05. Delaware had the highest average salary among public four-year institutions in the nation

($79,664), followed by New Jersey ($79,394), California ($78,488), Connecticut ($75,871), Arizona

($72,085), Massachusetts ($71,826), Iowa ($71,291), Michigan ($70,959), and New Hampshire ($70,443).

Among private four-year institutions, Massachusetts had the highest average salary in the nation

($85,256), followed by Connecticut ($82,631), California ($81,416), New Jersey ($80,180), District of

Columbia ($78,596), Rhode Island ($78,467), New York ($77,625), Utah ($76,844), and Illinois ($72,386).

OVERVIEW

For 2004-05, average undergraduate basic student charges (tuition, required fees, and room and board) at four-year colleges were $31,192 for students attending private state-aided institutions, $27,364 for private colleges and universities, $16,300 for state-related commonwealth universities, $11,631 for state universities and $10,627 for theological seminaries. The average for private two-year colleges and the college of technology was $18,433 and $10,042, respectively. For community colleges, the average tuition and required fees were $2,635.

Increases in the average undergraduate basic student charges from 2003-04 to 2004-05 were: community colleges (tuition and required fees only), 9.0%; state-related commonwealth universities, 8.3%; theological seminaries, 6.0%; state universities, 5.8%; private colleges and universities, 4.7%; private two- year colleges, 4.6%; private state-aided institutions, 4.4%; and college of technology, 1.6%.

The average annual increase in the CPI (1982-84 = 100) for the period July 1995 through

June 2005 was 2.5%. However, over the past ten years, the average annual increase in undergraduate basic student charges ranged from 2.7% for the college of technology to 5.9% for state-related commonwealth universities.

OVERVIEW

Total enrollments reached 660,566 in 2004, an increase of 10,916 (1.7%) from the previous year.

Increases by enrollment level were: undergraduate, 1.6%; first-professional, 2.0%; and graduate, 2.4%.

Total enrollments increased 15.6% since 1995. The analysis by level of enrollment showed undergraduate enrollments decreased from 473,459 in 1995 to 471,484 in 1996, then increased to

542,474 in 2004. Graduate enrollments were 81,789 in 1995, declined to 80,582 by 1996 and increased to 98,738 in 2004. Enrollments in first-professional programs increased every year, with the exception of

1997, and registered a 10-year high of 19,354 in 2004.

Females had the largest percentage of enrollments in all age groups in 2003. This was most pronounced in the 50-64 age group where females outnumbered males approximately 2 to 1.

Male enrollments increased by 2,938 and female enrollments increased by 7,978 in 2004 when compared with the previous year. Female enrollments grew at a faster rate (19.6%) than male enrollments (12.1%) since 1996. When reviewed by enrollment status, the percentage of females enrolled full-time grew from 63.9% in 1996 to 67.5% in 2004, an increase of 3.6 percentage points; while full-time male enrollees increased from 69.9% to 75.9%, an increase of 6.0 percentage points.

Minority enrollments have been increasing faster than nonminority enrollments during the past decade. Since 1995, the proportion of minority enrollments increased from 12.9% to 15.6% in 2004.

Specifically, the proportion of black enrollments increased from 7.6% to 8.8% during the same period. On the other hand, the nonminority proportion decreased from 84.1% to 74.5%. Nonresident alien enrollments increased from 3.0% in 1995 to 3.4% in 2004. In 2004, race/ethnicity was not known for 6.5% of the enrollments.

OVERVIEW

Data on the legal residence of all students is collected biennially in odd-numbered years. The data is classified into three categories: in-state; out-of-state; and foreign. Data on first-time freshmen is collected biennially in even-numbered years. This data provides residence by state, state unknown, individual U.S. territory and foreign.

Based on the 2003 total enrollments in Pennsylvania colleges and universities (649,650), 76.7% were Pennsylvania residents, 19.7% were out-of-state residents and 3.6% were residents of foreign countries. Enrollments in public institutions had a larger percentage of Pennsylvania residents than private institutions. Specifically, of the total enrollments in public institutions, 87.9% were Pennsylvania residents, 9.4% were out-of-state residents and 2.7% were residents of foreign countries. Data for private institutions showed that 60.8% were Pennsylvania residents, 34.4% were out-of-state residents and 4.8% were residents of foreign countries. Private state-aided institutions had the largest percentage of out-of- state students at the undergraduate and first-professional levels.

Excluding foreign students, minorities comprised 14.3% of the in-state students and 21.8% of the out-of-state students in 2003. Most of the difference was attributed to the Asian/Pacific Islander and

Hispanic categories at all enrollment levels. Overall, Asian/Pacific Islander comprised 3.0% of in-state students and 7.9% of out-of-state students, while Hispanic percentages were 2.1% and 4.0%, respectively.

The total first-time freshmen enrollments increased from 117,470 in Fall 2003 to 118,180 in

Fall 2004. The number of Pennsylvania residents in this category changed from 88,932 to 89,005, an increase of 0.1%.

OVERVIEW

Degrees conferred totaled 125,972 in 2003-04, a 5.8% increase over 2002-03. For the fifth consecutive year, increases occurred at all levels, with the largest growth in doctor’s (15.1%), master’s (8.9%) and associate (8.7%) degrees.

After decreasing in 1995-96, the total number of degrees conferred began a period of growth averaging 2.6% each year. This trend reflected increasing enrollments. Since 1996, growth in total enrollments averaged 1.9% each year, with the increase concentrated in full-time enrollments.

Since 1994-95, the total number of degrees conferred increased 20.5%. The largest percentage increase was at the master’s level (33.3%), followed by bachelor’s (20.2%), doctor’s (16.6%), first- professional (15.5%), and associate (6.9%).

Between 1994-95 and 2003-04, an average of 60.5% of all degrees were conferred at the bachelor’s level. The four largest fields of study were business, education, health and social sciences.

Degrees conferred in these four areas represented 50.5% of the bachelor’s degrees in 1994-95 compared to 44.8% in 2003-04. Business increased by 1.9 percentage points. Health decreased by 2.8 percentage points and both education and social sciences decreased by 2.4 percentage points.

The percentage of white graduates dropped from 85.5% to 76.9% since 1994-95, while minorities grew from 9.8% to 13.2% and nonresident aliens increased from 4.6% to 5.1%. In 2003-04, race/ethnicity was not known for 4.9% of the graduates. Increases in the minority percentages over the past decade were: black, 1.8 percentage points; Asian/Pacific Islander, 0.8 percentage point; and Hispanic, 0.7 percentage point. The percentage of American Indian/Alaskan Native did not change.

Females earned 54.7% of the degrees conferred in 1994-95, compared to 57.3% in 2003-04. The percentages of degrees awarded to females in 2003-04 were: associate, 60.0% (down from 63.8% in

1994-95); bachelor’s, 57.1% (up from 54.3%); first-professional, 48.6% (up from 40.8%); master’s, 58.6%

(up from 53.7%); and doctor’s, 51.1% (up from 40.6%).

OVERVIEW

In 2004-05, there was a total of 23,030 full-time instructional faculty on 9-month contracts making an average salary of $69,163. In addition, 2,875 full-time instructional faculty on 12-month contracts made an average salary of $71,362.

Over the past decade, the average salary for selected ranks (professor, associate professor, assistant professor and instructor) of full-time instructional faculty on 9-month contracts rose at a faster rate than the CPI (2.5%). The average yearly salary increases since 1995-96 for the selected ranks were between 2.7% and 3.4%. Since 1995-96, the average yearly salary increases for full-time instructional faculty at public and private institutions were higher than the average increase in the CPI by 0.1 and 0.8 percentage points, respectively.

In 2003-04, a total of 102,850 full-time employees were working in all occupational categories.

These were comprised of 82.0% whites, 15.2% minorities, 2.4% nonresident aliens and 0.4% race/ethnicity unknown.

GLOSSARY

ASSOCIATE DEGREE - A degree based on at least two but less than four years of full-time equivalent college work.

BACHELOR'S DEGREE - A degree based on at least four but not more than five years of full-time equivalent college work.

BASIC STUDENT CHARGES - Includes tuition, required fees and room and board charges for a full-time undergraduate, graduate or first-professional educational program.

BOARD CHARGES - Charges for a 7-day meal plan. Where a 7-day meal plan is not available, 6-day or 5-day meal plans are used in calculating the averages. The averages do not include board charges at branch campuses.

CONSUMER PRICE INDEX (CPI) - A measure of the average change of prices over time in a fixed market basket of goods and services which covers all urban consumers (CPI-U) consisting of approximately 80% of the total population. The CPI-U includes, in addition to wage earners and clerical workers, groups such as professional, managerial and technical workers; the self- employed; short-term workers; the unemployed; retirees and others not in the labor force.

CONTRACT STATE - A state having a contract with a Pennsylvania college for which students are charged a reduced tuition for certain programs. The contract state for the University of Pennsylvania is New Jersey. For the Pennsylvania College of Optometry, the contract states are Delaware, Nebraska, North Carolina and West Virginia.

DOCTOR'S DEGREE - A degree normally based on at least three years of graduate work beyond the bachelor's degree, usually granted as a Ph.D. in any field or Doctor of Education, Doctor of Juridical Science, Doctor of Public Health, etc.

EXECUTIVE, ADMINISTRATIVE AND MANAGERIAL - Employees who exercise responsibility for the management of the institution or of a customarily recognized department or subdivision thereof.

FIRST-PROFESSIONAL DEGREE - A degree based on at least six years of college work, usually granted in Dentistry, Law, Medicine, Theology, etc. It signifies completion of the academic requirements to begin practice in the profession.

FIRST-PROFESSIONAL STUDENT - A student enrolled in a professional school or program which requires at least two academic years of college work for entrance and a total of at least six years for a degree.

FIRST-TIME FRESHMAN - A student who has not previously attended any college. Also included are those students who entered with advanced standing (college credits earned before graduation from high school) at the freshmen level and those who attended college for the first time during the preceding summer.

FOREIGN STUDENT - A person who is not a citizen or national of the United States and who is in this country on a visa or temporary basis and does not have the right to remain indefinitely. The term is synonymous with nonresident alien.

FRESHMAN - A first-year undergraduate student.

GRADUATE STUDENT - A student who holds a bachelor's or first-professional degree or equivalent and is taking courses at the postbaccalaureate level. The student may or may not be enrolled in a graduate program.

HIGH SCHOOL GRADUATE - A student who has completed the 12th grade and received a high school diploma.

INSTRUCTIONAL FACULTY - Instruction/research staff whose major regular assignment is instruction, including those with release time for research. The term does not include data relating to instructional faculty who teach preclinical or clinical medicine, who are members of a religious order or who teach in the Reserve Officer Training Program (ROTC).

LENGTH OF CONTRACT (9-MONTH AND 12-MONTH) - Salaries of faculty are reported on either a 9-month or a 12-month basis. Faculty are reported as having 9-month or 12-month salaries on the basis of their contract period, not on the basis of the number of installments in which salaries are paid. The term “9-month contract” applies to faculty who teach for two semesters, three quarters, two trimesters, two four-month sessions or the equivalent. The term “12-month contract” applies to faculty employed for the entire year. These faculty are generally employed for 11 months of teaching with one-month vacation. The term “salary” may be substituted for “contract” within the context of this definition.

MASTER'S DEGREE - A degree based on at least one but not more than two full-time academic years of work beyond the bachelor's degree.

MINORITY - For this publication, a person identified as belonging to any of the following classifications: American Indian/Alaskan Native; Asian/Pacific Islander; Black (Non-Hispanic); or Hispanic.

NONPROFESSIONAL - Individuals employed for the primary purpose of clerical and secretarial occupations, skilled crafts and service/maintenance.

OTHER PROFESSIONAL - Individuals employed for the primary purpose of performing academic support, student service and institutional support activities, whose assignments would require either college graduation or experience of such kind and amount as to provide a comparable background.

PRIVATE INSTITUTIONS - Institutions listed in the following categories: private state-aided institutions, private colleges and universities, theological seminaries, and private two-year colleges. This includes private for-profit and private not-for-profit institutions.

PROGRAM - A combination of courses and related activities organized for the attainment of broad educational objectives described by the institution.

PUBLIC INSTITUTIONS - Institutions listed in the following categories: state universities, state-related commonwealth universities, community colleges and college of technology.

RACIAL/ETHNIC AND OTHER DESCRIPTIVE CATEGORIES OF PERSONS

RACIAL/ETHNIC CATEGORIES - Categories used to describe groups to which individuals belong, identify with or belong in the eyes of the community. These categories do not denote scientific definitions of anthropological origins. However, no person may be counted in more than one racial/ethnic category. Racial/ethnic designations are requested only for United States citizens, resident aliens and other eligible (for financial aid purposes) non-citizens who are not citizens or nationals of the United States but who have been admitted as legal immigrants for the purpose of obtaining permanent resident alien status (and who hold either an alien registration card (Form I-551 or I-151), a Temporary Resident Card (Form I-688) or an Arrival-Departure Record (Form I-94) with a notation that conveys legal immigrant status such as Section 207 Refugee, Section 208 Asylee, Conditional Entrant Parolee or Cuban-Haitian).

AMERICAN INDIAN/ALASKAN NATIVE - A person having origins in any of the original peoples of North America and who maintains cultural identification through tribal affiliation or community recognition.

ASIAN/PACIFIC ISLANDER - A person having origins in any of the original peoples of the Far East, Southeast Asia, the Indian subcontinent or the Pacific Islands. This includes people from China, Japan, Korea, the Philippine Islands, Samoa, India and Vietnam.

BLACK (NON-HISPANIC) - A person having origins in any of the black racial groups of Africa (except those of Hispanic origin).

HISPANIC - A person of Mexican, Puerto Rican, Cuban, Central or South American or other Spanish culture or origin, regardless of race.

WHITE (NON-HISPANIC) - A person having origins in any of the original peoples of Europe, North Africa or the Middle East (except those of Hispanic origin).

REQUIRED FEES - Fees required of all students or by such a large portion of students that someone not paying the particular fee is an exception.

STATE OF RESIDENCE (IN-STATE, OUT-OF-STATE) - A person’s permanent address as determined by such evidence as a driver’s license or voter registration. For entering freshmen, residence may be the legal residence of a parent or guardian.

TUITION - The typical nine-month charge for a full-time student. Calculated averages include full-time in- state students (from sponsoring districts for community colleges) attending day school at the main campus. An exception to the main campus rule is the inclusion of the first-professional medical program at the Pennsylvania State University, College of Medicine. As an additional note, community college charges for in-state students in non-sponsoring districts are approximately twice the listed amount for in-state students in sponsoring districts. Excluded from calculated averages are those charges listed on a credit hour or per course basis.

UNDERGRADUATE - A student enrolled in a four- or five-year bachelor’s degree program, in an associate degree program, a certificate program or in a career and technical program below the baccalaureate level.
