Cela dit, depuis la fin de 2015, nous avons pu remarquer un certain durcissement, voire même un « repli » de la part de Xi, tant dans son attitude face au pouvoir (p. ex. retour aux idiomes/symboles maoïstes, méfiance ouverte de l’Occident, attitude de plus en plus inflexible en matière de structures internationales, etc.), que dans son attitude envers certains patriarches du Parti, notamment Jiang Zemin (président de la République populaire entre 1993 et 2003) et Hu Jintao (président de 2003 à 2013), ainsi qu’envers les autres forces en présence sur la scène politique chinoise (par exemple la Ligue des jeunesses communistes [共青团]1, la « faction du pétrole » [石油帮]2, la bande Shanghai [ 上海帮], la bande du Jiangxi [江派], etc.). Ce dernier a également resserré son emprise non seulement sur Beijing – par le biais de son proche collaborateur Wang Xiaohong [王 小洪]3-, mais bien aussi sur le pays en entier. Xi’s System, Xi’s Men: After the March 2018 National People’s Congress Barry Naughton The National People’s Congress meeting in March launched a significant administrative reorganization and approved the appointment of a new generation of economic technocrats. The technocrats are skilled and generally support market-oriented reforms. The reorganization is generally market-friendly, but its main purpose is to create a more disciplined and accountable administration to serve as an instrument for Xi Jinping. Last year, after the 19th Communist Party Conference in October, Xi Jinping laid out a general economic program for the next three years. This March, at the 13th session of the National People’s Congress, Xi introduced significant changes in the administrative structure and fleshed out the personnel assignments that will prevail for the next few years. These changes demonstrate once again how firmly Xi is in control of economic policy and personnel. Even if Xi had not also changed the constitution to eliminate term limits for the president (himself) and vice-president, these changes would be enough to demonstrates Xi’s power and ruling style. The policy framework laid out at the end of 2017 allows space for renewed system reforms. As explained in the previous contribution to CLM, successful economic management in 2017 has permitted Xi to prefer “high quality” growth over “high speed” growth, and in particular to launch “three battles”: reducing financial risk; eliminating poverty; and improving the environment.1 While deepening economic conflicts with the United States have certainly complicated the policy environment, until now the Xi administration has stuck to this basic policy orientation. -

Projecting the Next Politburo Standing Committee Alice Miller1 Analysis of appointments to the Politburo Standing Committee of the Chinese Communist Party shows that over the past two decades three simple rules have been followed. These rules offer a means to project appointments to the Standing Committee at the upcoming 19th Party Congress in 2017. Whether in fact the Xi leadership follows the precedents set down in past appointments or instead sets them aside offers a key benchmark against which to assess Xi Jinping’s strength as party leader. The Politburo Standing Committee has been the party’s key decision-making body since the beginning of the reform era in the late 1970s. Appointments to the body are routinely made at the party’s national congress, held every five years, and the subsequent first plenum of the new Central Committee appointed by the party congress. The party has never publicly explained how it makes decisions as to whom it appoints to the Politburo Standing Committee. Observers outside the party in China, Hong Kong, and elsewhere have filled this information vacuum with speculation based on presumptions of factional competition, bargaining among factional chieftains, and intense jockeying among potential candidates in the run-up to a party congress. Three Rules Close analysis of Standing Committee appointments over the past four party congresses, however, sheds different light on leadership procedures in this highly sensitive area. Specifically, examination of Standing Committee leader retirements and appointments at the 1997 15th, 2002 16th, 2007 17th, and 2012 18th Party Congresses shows that three basic rules have been followed: • First, retirement of both Standing Committee and regular members of the Politburo has followed a defined age limit. -

The report is a companion to CRS Report R41007, Understanding China’s Political System, by Susan V. Lawrence and Michael F. Martin, which provides a detailed explanation of China’s political system. This chart-based report is intended to assist Members and their staffs seeking to understand where political institutions and individuals fit within the broader Chinese political system and to identify which Chinese officials are responsible for specific portfolios. The information may be useful for Members and staff visiting China, hosting visitors from China, preparing for China-related hearings, or drafting China-related legislation. Figures 1 and 2 depict China’s political power structure as it was envisioned in Chapter 3 of the 1982 state constitution, and as actually implemented. The key difference is that while Chapter 3 of the state constitution identifies the National People’s Congress as the highest organ of state power, the Communist Party of China exercises leadership over the entire political system. Figures 3, 4, and 5 provide information about the Communist Party’s leadership. Figure 3 presents the Party’s hierarchy. Figure 4 lists the members of the Party’s most senior decision- making body, the Politburo Standing Committee, and their portfolios. -

The 19th Central Committee Politburo Alice Miller The 19th CCP Congress and the new Central Committee it elected followed longstanding norms in appointing a new party Politburo. The major exception was the failure to appoint candidates to the Politburo Standing Committee who would succeed to the posts of party general secretary and PRC premier n 2022. Appointments to the new Politburo and its standing committee, as well as to other top leadership bodies, emerged from the 19th Central Committee’s First Plenum on 25 October 2017, as reported by the plenum communiqué and as transmitted by the state news agency Xinhua the same day. The 19th Central Committee was itself elected at 19th CCP Congress, held 18-24 October, which also heard reports on the work of the outgoing 18th Central Committee and Central Commission for Discipline Inspection delivered by General Secretary Xi Jinping and by party discipline chief Wang Qishan, respectively. The New Politburo As Table 1 shows, the turnover of members from the outgoing Politburo to the new one rivals the generational transfer of membership at the last party congress in 2012 and exceeds that at the last mid-term party congress, the 17th in 2007. Including former Chongqing party boss Sun Zhengcai, who was removed for corruption in the months preceding the 19th Congress, 15 members of the 18th Central Committee Politburo stepped down and were replaced by 15 new members. The Work System of the Xi Jinping Leadership Alice Miller Appointments to PRC government posts at the 12th National People’s Congress in March 2013 completed the generational leadership transition that began at last fall’s 18th Party Congress. Analysis of the division of policy responsibilities among the new leadership provides insight into the structure and processes of policy-making under the new party general secretary, Xi Jinping. Transitions in China’s top leadership in the post-Mao era have proceeded in two stages. National party congresses meet every five years in the fall to make appointments to all top-level posts in the Chinese Communist Party (CCP), and newly elected members of the National People’s Congress (NPC, China’s parliament) meet the following spring to make appointments to all top-level posts in the PRC state. In the recent leadership transition, the 18th CCP Congress (8–14 November 2012) and the 18th Central Committee’s First Plenum that immediately followed appointed a new top party leader— Xi Jinping—as well as a new Politburo and Politburo Standing Committee, Secretariat, party Central Military Commission, and Central Discipline Inspection Commission. The 5–15 March 2013 12th NPC dropped the other shoe, appointing a new NPC Standing Committee, State Council, state Central Military Commission, Supreme People’s Court president, and Supreme People’s Procuratorate chief. In addition to participating in the Party’s top-level decision making, the members of the Politburo routinely take up responsibility for supervising Party work in specific sectors of policy. They perform this function either by serving concurrently in other high-level posts in the political order or by coordinating policy through the Secretariat and the Central Committee’s leading small groups (LSGs), or both. -
