  • The Vision of a Guggenheim Museum in Bilbao
HARVARD DESIGN SCHOOL THE VISION OF A GUGGENHEIM MUSEUM IN BILBAO In a March 31, 1999 article, the Washington Post? posed the following question: "Can a single building bring a whole city back to life? More precisely, can a single modern building designed for an abandoned shipyard by a laid-back California architect breath new economic and cultural life into a decaying industri- al city in the Spanish rust belt?" Still, the issues addressed by the article illustrate only a small part of the multifaceted Guggenheim Museum of Bilbao. A thorough study of how this building was conceived and made reveals equally significant aspects such as getting the best from the design architect, the master handling of the project by an inexperienced owner, the pivotal role of the executive architect-project man- ager, the dependence on local expertise for construction, the transformation of the architectural profession by information technology, the budgeting and scheduling of an unprecedented project without sufficient information. By studying these issues, the greater question can be asked: "Can the success of the Guggenheim museum be repeated?" 1 Museum Puts Bilbao Back on Spain’s Economic and Cultural Maps T.R. Reid; The Washington Post; Mar 31, 1999; pg. A.16 Graduate student Stefanos Skylakakis prepared this case under the supervision of Professor Spiro N. Pollalis as the basis for class discussion rather to illustrate effective or ineffective handling of an administrative situation, a design process or a design itself. The local chapter of Catholic Church, in an attempt to cement its claims of ownership, has increasingly minimized the building’s Muslim past and used the site for evangelization. Exploring contem- porary conflicts surrounding this monument offers a paradigmatic case to examine the political economy and cultural politics of urban heritage and the importance of discourse in shaping political agendas around memory, identity and ownership. 127 08_JUCS 4.1&2_Baez_127-154.indd 127 09/08/17 10:16 AM Brian Rosa | Jaime Jover-Báez 1. • Bilbao Bizkaia: Making Creativity Happen
Bilbao Bizkaia: Making creativity happen • Public/private partnerships • Attractiveness of the area • Entrepreneurship • Attraction of private investment • Cross-sectorial collaboration • Employment Context Biscay (Bizkaia) is a historical province of the Basque country in Spain, with Bilbao as its capital city. In the last 25 years, Bilbao has witnessed an urban transformation that has turned the city into a world reference for culture-led regeneration. In response to the severe economic crisis of the 1980s, Bilbao was forced to abandon its industrial past and reinvent itself as a city focused on services. Bilbao took up the challenge of branding the city through culture as a key factor for economic growth and development, embodied by the opening of the Guggenheim Museum Bilbao in 1997 and the reinvigoration of its surrounding district. This led to one of the best-known success stories of culture-led urban regeneration, as the whole district – and the city at large – benefitted from a drastic improvement in terms of image, tourism and related economic activities. The Guggenheim welcomes more than a million visitors per year and the initial investment was recouped within three years of construction as around €100 million in taxes were earned due to the Guggenheim . The so-called “Guggenheim effect” inspired many other cities when investing in culture to drive local rejuvenation. This strong dynamic has now entered a maturation phase, where cultural and creative industries are seen as one of the pillars of local development. The 2011-15 Government Plan of the Bilbao City Hall has foreseen an allocation of 10% of the municipal budget for the promotion of cultural programming, events, artistic creation and training in collaboration with the city’s creative talents.
