CITY OF PERRY, GEORGIA JOB ANNOUNCEMENT POSITION OPENING: 21-21 Post Dates: 4/23/2021 – 5/07/2021 Classification Title: Police Lieutenant (Hiring for one position – Classification and pay depends on experience and qualifications) Salary Range: $54,000-$82,200 (Lieutenant I) $58,000-$86,300 (Lieutenant II) $61,700-$93,900 (Senior Lieutenant) Location: Perry Police Department Term of Appointment: Regular/Full-time Probationary Period: 12 months JOB SUMMARY: Directs and coordinates activities for areas of responsibility. Assist in planning of area goals and objectives. Assists subordinates in performance of duties. ESSENTIAL TASKS: Police Lieutenant I • Plans and directs activities for assigned staff, to include scheduling staff assignments and training classes. • Trains officers on acceptable practices, methods and techniques and advises/counsels officers on unusual/complex/difficult situations. • Conducts annual training for police department personnel for firearms/use of force and mandatory State required training classes to maintain peace officer certifications and develops other training materials as requested by the Command Staff. Stays up to date on relevant criminal case law decisions to inform officers for compliance. • Conducts personnel performance reviews on subordinates and assists command staff when needed to create/develop operational plans for city/police events. • Investigates and handles complaints of misconduct or inappropriate action. Determines appropriate disciplinary actions for violations of policies and procedures. • Responsible for enforcing State of GA Criminal/Traffic statutes and City of Perry Ordinances and protecting the Constitutional rights of citizens. • Responds to all major calls to assist and supervise officers. Apprehends, arrests and processes offenders, to include completing all necessary documents/forms. • Responsible for ensuring officers maintain State Certification standards through proper actions and documentation and community oriented policing practices. Police Lieutenant II • All essential tasks for Lieutenant I. • Ensures that officer career track advancement is handled appropriately by the assigned Sergeant. • Conducts and oversees event planning. • Ensures that completed police reports conform to National Incident Based Reporting System standards. Senior Police Lieutenant • All essential tasks for Lieutenant II. • Conducts research into new equipment and formulates proposals. • Assists in developing or modifying department policy. • Conducts and compiles research into police tactics and programs. KNOWLEDGE, SKILLS, & ABILITIES REQUIRED FOR THE POSITION: • Knowledge of the principles and practices of police administration. • Knowledge of management and supervisory techniques and procedures. • Knowledge of general law enforcement techniques and procedures. • Knowledge of federal and state laws, local ordinances, and department rules and regulations. • Knowledge of city geography and boundaries. • Skill in operating standard and specialized equipment, including firearms, communications equipment, 35 mm and video cameras, recorders, intoximeters, radar and processing kits. • Skill in operating police vehicles and emergency equipment. • Skill in planning, organizing, problem solving and decision making. • Skill in oral and written communication. SUPERVISION RECEIVED AND/OR EXERCISED: • Position will report to Captain or other assigned upper management personnel. • Responsible for shift operations or other areas assigned. Evaluates staff and recommends needed equipment, training, staffing and procedures for areas of responsibility. PHYSICAL DEMANDS: • Class D criteria job demand WORK ENVIRONMENT: Combination of internal office environment and outside. Exposed to inclement weather, hostile and/or deadly encounters; requires use of protection devices. MINIMUM QUALIFICATIONS: Police Lieutenant I • Meet Perry PD Police Officer III requirements or the equivalent. • Possession of associate degree from accredited college or university in the appropriate field. • Successful completion of probationary period. • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type or vehicle or equipment operated. • Satisfactory performance evaluations for last two (2) consecutive years. • No major disciplinary actions in previous twenty-four (24) months. • Ability to qualify and pass department promotional assessment process. • At least seven years' experience with a law enforcement organization of which at least three were in a supervisor capacity and/or three years' experience with the Perry Police Department with at least one year supervisory experience. Supervisory experience is considered to be in the rank of sergeant or higher. • One class toward Advanced Certification. • Designated emergency response position. • No major disciplinary actions in previous twenty months. • Ability to qualify and pass department promotional assessment process. Preferred: • Bachelor’s degree in appropriate field • Completion of POST Supervisory Certification Police Lieutenant II • Meet Perry PD Police Officer III requirements or the equivalent. • Possession of an associate degree from accredited college or university in the appropriate field. • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated. • Ability to meet current requirements set forth in the Georgia Mandate Law Enforcement Training Act/Peace Officer's Standards and Training Act. • Enrolled in a bachelor’s program. • Completion of four classes towards Advanced Certification. • Successful completion of probationary period. • Satisfactory performance evaluations for last three consecutive years. • No major disciplinary actions in previous twenty-four months. • Ability to qualify and pass department promotional assessment process. • At least seven years of experience with a law enforcement organization, of which at least three were in a supervisory capacity and/or three years of experience with the Perry Police Department with at least one year of supervisory experience (supervisory experience is considered to be in the rank of sergeant or higher). • Completion of POST Supervisory Certification. • Completion of one class towards POST Management Certification. • Designated emergency response position. • Minimum of two years as a Lieutenant I (if promoted to Lieutenant after June 2019); otherwise, two years as a Lieutenant. Preferred • Bachelor’s degree in appropriate field • Completion of POST Managerial Certification Senior Police Lieutenant • Meet Perry PD Police Officer III requirements or the equivalent • Possession of a bachelor’s degree from accredited college or university in the appropriate field. • Completion of two classes towards POST Management Certification. • Completion of six classes towards POST Advanced Certification. • Successful completion of probationary period. • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated. • Ability to meet current requirements set forth in the Georgia Mandate Law Enforcement Training Act/Peace Officer's Standards and Training Act. Satisfactory performance evaluations for last three consecutive years. • No major disciplinary actions in previous twenty-four months. • Ability to qualify and pass department promotional assessment process. • At least seven years’ experience with a law enforcement organization, of which at least three were in a supervisor capacity, and/or three years’ experience with the Perry Police Department with at least one year of supervisory experience (supervisory experience is considered to be in the rank of sergeant or higher). • Complete POST Supervisory Certification. • Designated emergency response position. • Completion of GACP Command College, Senior Police Management Training, or equivalent. • Minimum of five years as a Lieutenant II (if promoted to Lieutenant after June 2019); otherwise, a minimum of five years as a Lieutenant. Preferred • Master’s degree • Completion of POST Managerial Certification This position requires pre-employment, post accident, and random drug screening.
