In addition, we were involved in other capacities in state-level coordination of public two-year community, junior, and technical colleges for many years. We were members of the National Council of State Directors of Community and Junior Colleges and served on its board of directors. In those capacities, we often needed information about govern ance, finance, and other community college system concerns in other states to respond to questions posed by board members, governors, state legislators, and private citizens. Such information often was not readily available in published form and could not be obtained through original research on a timely basis. In recent years, we unGertook a project to fulfill the need for one central source of information about state-level boards and departmental organizations for community college systems. The resulting book is designed to provide some of the types of information most commonly sought by persons interested in state-level community college matters, and to provide a baseline for future studies and comparisons. The effort was designated as the National State Community College Systems Information Project. In October of 1986 at a meeting of the National Council of State Directors of Community and Junior Colleges in San Diego, California, the project was described and the members of the council agreed to participate. An information request format was prepared and mailed to each state agency for community colleges or to the chief state agency for higher education. Follow-up mailings, telephone calls, and personal solicitations were made for the requested infomiation. Interim project reports were made at the National Council's meetings in Dallas, Texas, in April, 1987; Newport, Rhode Island, in July, 1987; Las Vegas, Nevada, in April, 1988; and Louisville, Kentucky, in October, 1988. Responses were received from 41 states. The response from South Dakota, while gratefully acknowledged, was not used in this edition because that state currently does not have any community colleges. The state systems of community colleges change continuously. The information reported and the position titles of the writers shown are of the time submitted. We wish to thank the National Council of State Directors of Community and Junior Colleges and its individual members and others from the responding states for their cooperation in assembling, organizing and interpreting voluminous documents to enable us to present basic comparative information in a coherent format for ease of reference. An early draft was sent to the respondents to ensure accuracy. We have edited the responses received to increase consistency in format and length. We also wish to thank Bonita Apperson, Alex Beddingfield and Dixie Bennett for their efforts in typing, editing, and assembling the text. The support of Edgar J. Boone, head, and Ronald W. Forty-Nine State Systems Sociologists and anthropologists have long held that society requires its social institutions to meet the requirements and needs of society throughout evolution. When existent social institutions either cannot or will not respond to those needs, society will create a new institution that will. The social institution we call the community college has evolved from grassroots demands of local publics. The sponsorship varied, depending upon the state, from school districts and other local taxing entities to state sponsorship and even university system sponsorship in a

    Chapter How did law, order, and growth develop 10 in Oklahoma? Where did the name “Oklahoma” originate? In 1866, the U.S. and Five Civilized Tribes signed the Reconstruction treaties. That was when Choctaw Chief Allen Wright coined the word “Oklahoma.” He made it from two Choctaw words, “okla” and “humma,” meaning “Land of the Red Man.” He meant it for the eastern half of Indian Terri- tory, the home of the five tribes. In later years, however, “Oklaho- ma country” became the common name for the Unassigned Lands. It was 1890 when the western half of the old Indian Territory became the Territory of Oklahoma. What was provisional government? On April 23, 1889, the day after the Land Run, settlers met in Oklahoma City and Guthrie to set up temporary governments. Other towns followed suit. Soon all the towns on the prairie had a type of skeleton government, usually run by a mayor. Homesteaders also chose town marshals and school boards. They chose committees to resolve dispute over land claims. Sur- veyors mapped out Guthrie and Oklahoma City. The temporary or provisional governments were indeed “unof- ficial.” They succeeded only because the majority of people agreed to their authority. Not everyone agreed, however, and crime was hard to control. Often troops from Fort Reno closed the gap between order and disorder. The army’s presence controlled violence enough to keep set- tlers there.

For several years I have been assembling the names of the descendants of Gregory Bonnifield and wife, Sarah Henley{?), who finally settled in Randolph {nowTucker) County, {West) Virginia. This task, an arduous one with many discouragements, is now presented in the most complete form possible under the circumstances. Over 5000 names of descendants have been coLlected. It is my guess (not even an estimate) that at least 1500 others are not included. Many of the "children" disappeared in the latter part of the eighteenth and the early part of the nineteenth centuries and no further traces of them are known. In regard to the accuracy of the list, please remember that all information had to be collected by correspondence. In hundreds of cases no direct replies were received and in­ formation had to be obtained from other sources. Very often the data were given from memory, which is always subject to error. Kany of the dates and some names have been changed three or four times as later information would come in. The magnitude of the task, the difficulties in preparing the list, and the chances of error are great. There are over 5,000 names of descendants. Each name has a separate number and from one to three dates: birth, marriage, and death. Thousands of names are given!! Children and are repeated!! parents; every marriage adds an additional name of husband or wife.

TERRITORIAL GOVERNORS GEORGE WASHINGTON STEELE, the first Territorial Governor, was born December 13, 1839, in Fayette County, Indiana, but spent most of his life in the city of Marion, Indiana. He read law and was admitted to the bar after he had completed his studies at Ohio Wesleyan University. Leaving his law practice in Hartford City, Indiana, he volunteered for service in the Union Army and served throughout the Civil War and for ten years afterwards. He then returned home and entered business at Marion. A Republican, he served as Congressman from Indiana from March ty, 1883, to March 3, 1889. His experience as an army officer probably influenced President Harrison in selecting him as the initial Governor of Oklahoma Territory. Steele took the oath of office immediately upon his arrival in Guthrie on May 22, 1890. 10,000 people from all parts of the territory attended the festive event. It was Steele's responsibility to organize the government of the new territory including the appointment of local officials until elections could be held and to carry out the first census (1890) so that representation for the first legislature could be apportioned.

    Biographies of the Governors of the Territory and State of Oklahoma Territorial Governors George Washington Steele, the first Territorial Governor, was born December 13, 1839, in Fayette County, Indiana. He read law and was admitted to the bar after he had completed his studies at Ohio Wesleyan University. Leaving his law practice in Hartford City, Indiana, he volun- teered for service in the Union Army and served throughout the Civil War. Then he returned home and entered business at Marion, Indiana. As a Republican he served his locality in Congress from March 4, !883, to March 3, 1889. Probably his Army experience as an officer influenced President Harrison in selecting him as the initial Governor of Oklahoma Territory. He took the oath of office on May 22, 1890, in Guthrie and found his hands full trying to bring order out of the chaotic legislative fights that he encounter- ed. The school systems, including three colleges, and the State Library were established in the course of his term. He resigned effective October 18, 1891, and returned to Indiana. There he continued in public service until shortly before his death in Marion on July 12, 1922. Robert Martin, Secretary of the Territory, served as Acting Governor from November 8, 1891, when Mr. Steele left for Indiana, until February 1, 1892 when Governor Seay took office. Martin was born in Frankfort Springs, Pennsylvania in 1833. After a law career in Ohio, Martin moved to Wichita, Kansas and then to Harrison in Oklahoma Territory in April 1889. He was instrumental in activity leading to adoption of the Organic Act and after moving to El Reno he was named Secretary of the Territory.

McIntyre News reached Kingfisher on T uesday afternoon, February 2, 1892, that newly installed Territorial Governor A. J. Seay, who made his home in Kingfisher, would drive from Guthrie on Wednesday to come through King­ fisher on the beginning of a tour of the Territory. Early Wednesday morning, the merchants began decorating their businesses, and soon the entire town was decked with bunting and flags. At 3:00 p.m., a large delegation of citizens left the town in carriages and other vehicles to greet the Governor. Part of those eager to escort Seay into Kingfisher were members of the King­ fisher Post of the Grand Army of the Republic, of which Seay was a member. People in over two hundred carriages were in line to honor the Governor. School was dismissed, and the chil­ dren were trooped out to the bridge of Uncle John’s Creek east of town to welcome Seay.
