A Regression Discontinuity Design Can Chen, PhD Associate Professor Andrew Young School of Policy Studies Georgia State University Boyuan Zhao PhD Candidate Department of Public Policy and Administration Florida International University Please do not cite this paper without the authors’ permission. 1 2 INTRODUCTION Recently, a growing number of politicians with prominent business backgrounds are joining the battlefield of politics, running for key positions in offices. Donald Trump is the most recent example of a U.S. president who has constructed his own successful business empire before his political life. At state level, successful business figures have turned into politics and won governorship in different states. For example, Rick Scott, the 45th governor of Florida, was the owner of Hospital Corporation of America and a venture capitalist, and Kevin Stitt, current governor of Oklahoma, was the founder, chairman and CEO of Gateway Mortgage Group. These candidates have successful executive experience as business leaders, while many of them have little or no experience in public offices prior to their governor tenure. Their professional career path distinctively contrasts with “conventional” career politicians who typically hold law degrees, start their career from legal affair positions, and climb up the political ladder gradually. State governors are key actors in the budgeting process of the states. Governors are responsible for budget development and recommendation, in which promote their policy preference. Besides, they have line-item veto power on the state budget. -

Bellmon upon the occasion of his 80th birthday; welcoming Governor Bellmon back to the State Capitol; and directing distribution. WHEREAS, Henry Louis Bellmon was born September 3, 1921, on a farm near Tonkawa in Kay County, Oklahoma. Henry Bellmon was educated in Noble County public schools and graduated from Billings High School in 1938. He attended Oklahoma Agricultural and Mechanical College, now Oklahoma State University, graduating in 1942 with a degree in agriculture; and WHEREAS, Henry L. Bellmon joined the United States Marine Corps during World War II. He served with a tank company for over three years, participating in four Pacific battles, including Iwo Jima. He was presented with the Legion of Merit and Silver Star for his military service. A complete list of his military honors and appointments would be too lengthy to include; and WHEREAS, Henry L. Bellmon, at the age of 25, was elected to the Oklahoma House of Representatives in 1946. In 1950 he returned to his farm near Billings to raise wheat and cattle as well as to hunt and fish; and WHEREAS, Henry L. Bellmon served as Republican State Chairman in 1960 and in 1962 was elected Oklahoma's first Republican Governor. -

OKLAHOMA STATE ELECTION BOARD June 2, 2021 The Honorable Jim lnhofe, United States Senator The Honorable James Lankford, United States Senator Senators lnhofe and Lankford: As Oklahoma's chief election official, I am writing to make you aware of my concerns regarding S.1, companion legislation of H.R.1, which was considered by the United States Senate Rules Committee on May 11, 2021. In short, S.1 is an unnecessary (and constitutionally dubious) federalization of election administration policy that would negatively impact our ability to administer fair and secure elections in Oklahoma. The administration of elections should be left to the States, as the Constitution and our federal form of government intends. The justification for S.1 that I hear most often from its proponents is that it is necessary to counter new "voter suppression" la ws in the States. But the concerns about these new election laws seem exaggerated, and in many cases appear to be based on misinformation about the content of those laws. Furthermore, regardless of what is happening in other States, there is no evidence of "voter suppression" here in our state. S.1 seeks to supersede most of Oklahoma's election administration and election integrity laws. For example, it legalizes absentee ballot harvesting and makes it virtually impossible to verify the identity of in-person and absentee voters - in direct contravention of Oklahoma's election laws. S.1 also attempts to micromanage some of the most minute details of election administration, such as voting hours and polling place locations. S.1 is not compatible with Oklahoma's election deadlines. -

Like so many other tribes, they were forced to leave their na tive homes and settle in Indian Territory as white c ivilization advanced ac ross the American, continent. Some twenty years after coming to their new lands , the lives of the Chickasaws were again interrupted. The Civil War broke out and the Chickasaws , almost unanimously, joined the Confederate States of Ame rica. They felt a strong sympathy for the Southern cause, since they not only owned Negro slaves which they had purchased wi_th money received from the sale of Southern Chickasaw lands, but also had many friends who joined the Confederate Army at the outbreak of the fighting. Th e purpose of t his thesis is to investigate the effec ts of the post-Civil War reconstruction period on the Chickasaws. The Chickasaws suffered little direc t damage from t he Ci vil War since there was but limited fighting within the Chickasaw Nation and the tribe was spared a division of opinion in choosing sides in the conflict. -

Hunt (University of Oklahoma Press, 1981) was used as a reference. 751 A Brief History of Oklahoma The Prehistoric Age Substantial evidence exists to demonstrate the first people were in Oklahoma approximately 11,000 years ago and more than 550 generations of Native Americans have lived here. More than 10,000 prehistoric sites are recorded for the state, and they are estimated to represent about 10 percent of the actual number, according to archaeologist Don G. Wyckoff. Some of these sites pertain to the lives of Oklahoma’s original settlers—the Wichita and Caddo, and perhaps such relative latecomers as the Kiowa Apache, Osage, Kiowa, and Comanche. Through Our Own Eyes: A Chickasaw Perspective on Removal Lesson Plan – Grades 9-12 BENCHMARKS This lesson will fulfill the following Oklahoma Academic Standards: (1) Oklahoma History and Government Content Standard 2.3: Integrate visual and textual evidence to explain the reasons for and trace the migrations of Native American peoples including the Five Tribes into present-day Oklahoma, the Indian Removal Act of 1830, and tribal resistance to the forced relocations. (2) Oklahoma History and Government Content Standard 2.4A: Summarize the impact of the Civil War and Reconstruction Treaties on Native American people, territories, and tribal sovereignty; including the reasons for the reservation system. (3) U.S. History Content Standard 1.2A: Summarize the reasons for immigration, shifts in settlement patterns, and the immigrant experience including the Chinese Exclusion Act, the impact of Nativism, Americanization, and the immigrant experiences at Ellis Island. (4) U.S. History Content Standard 1.2B: Examine the rationale behind federal policies toward Native Americans including the establishment of reservations, attempts at assimilation, the end of the Indian Wars at Wounded Knee, and the impacts of the Dawes Act on tribal sovereignty and land ownership. LESSON SUMMARY In this lesson, students will learn about the removal of the Chickasaws from their traditional homelands of Mississippi and surrounding states Alabama, Tennessee and Kentucky into Indian Territory, present-day Oklahoma. They will accomplish this by reading the provided reference material and completing the accompanied set of reading questions. LESSON IMPORTANCE This lesson will provide students comprehensive knowledge about the history of the Chickasaw Removal while building reading comprehension, critical thinking and writing skills. -

For several years I have been assembling the names of the descendants of Gregory Bonnifield and wife, Sarah Henley{?), who finally settled in Randolph {nowTucker) County, {West) Virginia. This task, an arduous one with many discouragements, is now presented in the most complete form possible under the circumstances. Over 5000 names of descendants have been coLlected. It is my guess (not even an estimate) that at least 1500 others are not included. Many of the "children" disappeared in the latter part of the eighteenth and the early part of the nineteenth centuries and no further traces of them are known. In regard to the accuracy of the list, please remember that all information had to be collected by correspondence. In hundreds of cases no direct replies were received and in formation had to be obtained from other sources. Very often the data were given from memory, which is always subject to error. Kany of the dates and some names have been changed three or four times as later information would come in. The magnitude of the task, the difficulties in preparing the list, and the chances of error are great. There are over 5,000 names of descendants. Each name has a separate number and from one to three dates: birth, marriage, and death. Thousands of names are given!! Children and are repeated!! parents; every marriage adds an additional name of husband or wife.
