Smith, and this is being done on behalf of the Association for Diplomatic Studies and Training, and I am Charles Stuart Kennedy. And you go by Ray, is that right? SMITH: That’s right. Q: Okay. Alright, let’s start at the beginning. When and where were you born? SMITH: I was born May 31, 1941, in Philadelphia. Q: Alright, let’s talk about- What do you know about your- say on the Smith side of the family first. SMITH: The Smiths, well, my father was Frank, Francis Raymond Smith. He was born in September, 1896 in Philadelphia and died in 1977 in Los Angeles. He had an eighth grade education. My mother, Catharine Miriam McGrory, was born in Atlantic City, New Jersey, February 12, 1912 and died on February 11, 2005 in St. Augustine, Florida. She had a high school education. Both sides of the family are of Irish ancestry. Q: Alright. Do you know- Well, in the first place, what, say your grandparents on both sides, what were they up to? SMITH: Both of my grandfathers died before I was born. On my mother’s side, my grandfather was William Philip McGrory, born March 16, 1879 in Philadelphia and died May 6, 1941, just a few weeks before I was born. He had an elementary school education, ending at 6th grade. He was a delivery driver most of his adult life. In 1910, he drove a milk wagon, presumably, at that date, pulled by a horse. I can still remember those wagons from the 1940s. Later, he drove a delivery truck for the Pennsylvania railroad. Both of his parents were born in Ireland. My maternal grandmother’s name was Florence Rogers McGrory. She was born in 1880 and died April 28, 1970. Her father was born in Ireland and her mother, Catherine Muldoon, was born in Pennsylvania. Both of Catherine’s parents were born in Ireland. She was the only one of my grandparents I really knew. She died the year after I entered the Foreign Service. She was a housewife as was traditional then and lived most of her life with the youngest of her daughters. She had five children, three sons and two daughters, the oldest of whom was my mother. 1 On my father’s side, my grandparents were James P. Smith and Alice Rodgers Smith. He was born in Pennsylvania in1857 and died June 27, 1908. I believe that not longer after he died my father had to leave school and begin working. Both of his parents, James Smith and Elizabeth Fogarty, were born in Ireland. My grandmother, Alice Rodgers Smith, was born in Pennsylvania in 1871. She died in 1944 in Philadelphia. Both of her parents were born in Ireland. Q: What was your father’s business? I mean, what did he do? SMITH: My father did a lot of different things. When he was young he was in the Merchant Marines. He was actually in the Merchant Marines during World War I; he was a radio operator. But during my lifetime he only made one trip in the Merchant Marines. Most of the time he was a salesman, doing different kinds of sales. The most important fact about his business life is that he had pretty severe alcoholism. He was a binge drinker. He might go months without taking a drink, but once he took the first one he drank constantly day and night for weeks until he was either too sick to drink any more or too broke to buy any alcohol. At that point, he would go through a drying out process that took several days. Of course, he could not hold a job consistently given his condition. Q: What sort of neighborhood did you grow up in? SMITH: I grew up in a housing project in South Philadelphia. It was a low cost housing project and I lived there until I went in the Army when I was 17. My family was quite poor because of my father’s alcoholism and his inability to make a consistent living. At that time, the housing projects were segregated. I was in an all white housing project made of cinder block two story homes that were sort of whitewashed. The black housing project was about a mile, mile-and-a-half away from us and was made of much more flimsy and even less attractive materials. Q: How big was your family? SMITH: I’m the oldest of four children. I had two sisters younger than me and the youngest one was my brother, who was 11 years younger than me. Q: In your family- Was it a religious family would you say? SMITH: My father was not religious. My mother was raised Catholic, in fact went to a Catholic private high school outside of Philadelphia called Immaculata, which is a college now. She remained a devout Catholic until her death. We went to public schools but were raised to go to church on Sundays and we had to go after school to what they call catechism training, which the Catholic school kids got in school and for which we had to go in the summer and after school, which I resented highly. Q: So what did that do to you? 2 SMITH: What did it do to me? Nothing that dramatic. I was very rebellious about it for quite awhile and I refused- they had this catechism which was basically a bunch of questioning and answers, who is God, etc/, and I just refused to learn any of it and I was always like the black sheep. There was this other kid, I remember this, who was always doing well in this thing and I finally got teed off about it and started studying a little and became one of the star students. Q: How about as a kid in this, say in a project, was there- how’d you play around? Were there either gangs or just groups of you? And I’m not using the “gang” in a pejorative sense; I’m using it in the, you know, I mean sort of a group of kids getting out and playing there and all that? SMITH: Yes. You know, it really was a more innocent era than it became later and that extended to the housing projects too. I grew up, although I was a bit of a pre Baby Boomer, on a block that must have had 20 kids roughly around my age and there were just a whole gang of us that hung out, played; there was a playground nearby with the usual swings and that sort of thing. And you know, we made games of softball, touch football, and we were gone like from early in the morning until dark. Q: Yes. You know, I’m quite a bit older but it was the same thing; I’d call us almost feral. You know, your mother would say go out and play and we’ll be eating- don’t come back until 6:00 when we eat, or something like that and you went out and played and- SMITH: Exactly. Q: -I mean, there was no particular problem. SMITH: Nope. And sometimes we’d be knocking on other kids doors, before anybody else was even up and if we were in the house too much I remember one of my mother’s favorite expressions was, go out and blow the stink off you. You know, just get outside and get some fresh air. Q: As a kid were you much of a reader? SMITH: Yes, I was. I loved to read and early in my reading life I only had a couple of books. I had “Bambi,” which I must have read 100 times. Q: Felix Salten. SMITH: Yes. And I had “A Life of Christ,” which I didn’t read nearly as often but I read it. And you know, I was just reading to read. If those were the only books I had I would read them again and again. I also read tons of comic books and then as I got a little bit older, and got access to a library and stuff, I started reading a little bit more widely. I developed a fondness for science fiction; I liked to read science fiction a lot. 3 Q: In the neighborhood, you say there was a black section; I mean, I take it the two didn’t mix very much. SMITH: There was no interaction whatsoever except at school. Schools of course were integrated and I took a bus to my elementary school, which was called Bregy. My bus was all white and it would arrive there and then a bus would arrive from the black project and then we’d all be there together. Q: How did you find school? Let’s talk about the elementary school. How’d you like it? SMITH: I liked school a lot, because I got a lot of positive reinforcement there. I was a smart kid like most Foreign Service officers I guess are and they had a system where you get- at that time you got O, S, I, and U -- outstanding, satisfactory, needs improvement and unsatisfactory if you failed. I never got anything less than an O, I don’t think, in my entire elementary education so the teachers liked me, I liked the school.

March saw the destructio n of three oil tankers and two buses on the vital Asmara-Massawa highway , and the spectacular sabotage-bombing of an Ethiopian Air Lines commercia l jet in Frankfurt, Germany ; while in the first week of April, the ELF ha s staged a sophisticated attack on the main electiic power and water suppl y systems of the city of Asmara (ourtel 197) . Taken together, these recen t incidents show a shift in ELF tacti cs an d also a more sophisticated capability, previously lacking, to conduct skilled sabotage operations with modern explosive devices and weapons .

  • 20. Western Policy Towards Ethiopia
    20. WESTERN POLICY TOWARDS ETHIOPIA Ethiopia has had close relations with a number of western countries throughout the 20th century, including Belgium, France, Great Britain, Israel, Italy, Sweden, and the United States. Successive governments have turned selectively to different western countries for economic, military and diplomatic support. During and immediately after the Second World War, the Ethiopian government was dominated by Britain. The British army had been instrumental in liberating the country from Italian fascist rule in 1941, and British military administration continued in Eritrea until 1952. Thereafter, Haile Selassie began to cultivate closer ties with the United States. US Policy and Haile Selassie Ethiopia under the Emperor Haile Selassie was the United States' closest ally in Africa. This was due to several factor. One was that after the Second World War the US was promoting a policy of decolonization in Africa and Asia. Ethiopia, as the only indigenous independent state in Africa, was symbolically central to this policy, which was duly encouraged by Haile Selassie. The Emperor was instrumental in the formation of the Organization of African Unity (OAU) and its adoption of a pro-western stance and conservative position on inherited boundaries. A second reason was Ethiopia's strategic position adjacent to the Red Sea, and its possession of the communications center at Kagnew, near Asmara. For more than a decade after the US signed a 25 year lease on Kagnew base in 1953, it was the most important "listening post" in the Middle East. The strategic value of Ethiopia's Red Sea coastline, all of which fell in the territory of Eritrea, and of Kagnew station, meant that the US was an enthusiastic supporter of the unity of Eritrea and Ethiopia.

    Kagnew Station – The Earliest Days After reading A History of Kagnew Station and American Forces in Eritrea when Rick first posted it on kagnewstation.com around 2007, I was skeptical that U.S. military operations in Eritrea didn’t really get started until April 30, 1943, when Second Lt Clay Littleton arrived with six enlisted men. After all, when he arrived, the British had been in Asmara for more than two years since their capture of the city on April 1, 1941. Indeed, military operations in East Africa had effectively ended not long after that with the surrender of the Duke of Aosta at Amba Alagi on May 14, 1941. The Kagnew History does say that “the first American military advisors and contract civilians probably arrived in Asmara late in 1941.” Still, I was curious about exactly what was taking place in Eritrea in those earliest days and have been reading about U.S. operations there on and off ever since. In fact, the first American civilians arrived before late 1941. And, as we shall see, the U.S. had a very important permanent military presence in Eritrea earlier than April 1943. The first part of this paper gives some facts about the earliest U.S. military activities in Eritrea, largely relating to Lend-Lease; the second part describes our earliest permanent military operations in Eritrea. Those who want to bypass Lend-Lease can jump down to “The First Permanent U.S. Military,” below. Lend-Lease Background As the Kagnew History points out, the earliest military advisors and contract civilians were part of the Lend-Lease program, which had been authorized in March 1941, and under which war all kinds of war materials were provided to the British and other allies.

    The venomous despot DIA and The “Kagnew Station CIA” Connection Kagnew Station “Main Gate” - Asmara In the cold war environment of the 1950s, the Ethiopians had Western political support for the consolidation of their control over Eritrea, which given its location on the Red Sea was of strategic interest to the Americans. During the Cold War period between the Western Bloc led by USA and Western Europe and the Eastern Bloc led by the Soviet Union and Eastern Europe, the world witnessed deadly wars and competition between the two blocs to exert their control over the world. During the process of Cold War competition, many wars were fought and many countries were the stages of their wars the result being the world being divided between East and West or being one of their satellites revolving arounfd them. Eritrea, and specifically Asmara was an ideal place due to its altitude and location to be used as a Radio operating site by the USA to spy on the Soviet Union communications. In March 1941 Roosevelt administration declared Ethiopia eligible for the military aid program known as the Lend-Lease program. This was done to support the British troops in Libya and Egypt which were fighting Germany's Afrika Korps. The focus of the lend-lease program was in Eritrea, a former Italian colony which strategically bordered the Red Sea. British forces had established a communications base at the former Italian radio communications base named called Radio Marina, which was located in Asmara, Eritrea. The British used the former Italian name for the base, Radio Marina.

    The Fall of American Soft Diplomacy in Ethiopia: A Victim of its own Success17 Assefa Mehretu, Michigan State University, East Lansing Abstract: Ethiopia’s soft diplomatic history with the United States goes back to the dawn of the twentieth century when King Menelik in 1905 responded favorably to the overtures by the United States for official relations between the two countries when Ethiopia was the only independent country in Africa. The purpose of this paper is to highlight the benchmarks of a successful engagement that had lasted for over seventy years only to suffer reversals from critical events both internal and external. A brief historical analysis will be rendered to highlight the role of the United States in the modernization of Ethiopia and how that virtuous soft-power diplomacy was destroyed by cold war calculations for détente with the Soviet Union ignoring the geopolitical reality in the Horn that eventually spelled disaster for Ethiopia. One of the friendliest official relations that the U.S. has had with an African country in the twentieth century became a casualty when U.S. foreign policy failed to match the challenges in the Horn of Africa in the early 1970s, giving way to a brutal military regime aided and abated by some highly educated Marxists many of whom went to school in some of the best institutions of higher learning in the U.S. and Europe. Introduction The U.S.-Ethiopian bilateral relationship was about three-quarters of a century old when it faced a major crisis in 1974 with the beleaguered Nixon's presidency by the Watergate scandal, saw the overthrow of King of Kings Haile Sellassie by a military coup d'état even though the King had visited the White House just months earlier.

    Foreign policy convergence between Ethiopia and America By Melaku Mulualem The Ministry of Foreign Affairs of Ethiopia was established during the reign of Emperor Menelik II in 1900. The diplomatic relations between Ethiopia and the United States was established after three years in 1903. During the monarchical period of Ethiopia (1931-1974) the relations between the two countries was in a good condition, but during the military regime (1974-1991) the relation declined. Now, under the present government the relations have once again revived. The US opened its consulate in Addis Ababa for the first time in 1906.The first official Ethiopian delegation to the US was sent in 1919 and later Ethiopia opened a consulate in Washington DC in 1943. In 1949 both countries agreed to upgrade their relationship at an ambassadorial level and then Ras Imeru Haileselassie became the first Ethiopian ambassador to the United States of America. After World War II, both countries signed agreements that strengthened their ties. The cooperation program of 1952, which is known as Point Four technical aid agreement, can be regarded as a base for future good relations. The Ethiopian Airlines, Highway Authority and Mapping Agency were established with the help of Americans. On May 22, 1953, both countries signed an agreement that gave the United States a place to establish a communication station in Asmara called Kagnew. They also signed a Mutual Defense Assistance Agreement, by which the United States gave military equipment such as small arms, artillery, vehicles and training to Ethiopian soldiers. Emperor Haileselassie I visited the US in 1954,1963,1967,1969 and in 1973.

Hardin, USN P a g e | 1 23 APRIL 1977 THE FIRST DAY Saturday, 23 April 1977 started like many other Saturdays in Asmara. The Navy- sponsored barbeque brought all the American Naval and civilian personnel together for fun and relaxation after another normal work week. Recordings of The Platters and Bill Haley & the Comets blared back at the hot African afternoon sun. The party continued into the early evening hours with no significant events or distractions from the usual social gathering. Downtown at the American Consulate, things were different. Just after 1900, Mr. Keith Wauchope, Acting American Consul General, received a phone call from the Marine Guard stating that Mr. Tienken, Acting American Ambassador in Addis Ababa, had called and requested Wauchope to return the call immediately. In the return call, Wauchope was informed that a very important message was on its way that would cause major problems. He was further advised to have his communicator standing by and to pay special attention to the classification and precedence indicators of the incoming message. At the time, Wauchope was still in the dark as to the text of the message and what was really going on. The Consulate Communicator was in downtown Asmara and could not be located. However, the backup communicator from the Admin Office was contacted by phone and instructed to return to the Consulate. P a g e | 2 At about 1940, the message arrived. It stated that the Ethiopian Provisional Military Government (EPMG) wished to close the Military Assistance Advisory Group (MAAG), Naval Medical Research Unit (NMRU), the United States Information Service (USIS), Kagnew and the Consulate in four days’ time.
