ABSTRACT How powerful are Canada’s big city mayors? Do mayors have the power to lead in Canada’s cities? What does mayoral power in Canada look like, and what can we learn about Canadian urban politics by examining it? This project explores these and other questions by engaging in the first broad study of urban mayors in Canada. It is often said that Canada has “weak” mayors, or a “weak mayor system” – terms borrowed from an American context referring to the limited executive power of Canadian mayors relative to many of their American peers. This study examines the Canadian mayoralty in its own context, through close examination of the role and power of the mayor in ten Canadian cities. Mayoral power is examined “on paper,” comparing the legal and institutional powers of mayors across cities; and, “in practice,” informed by interviews with mayors and those who work most closely with them. A new model for understanding mayoral power is advanced. This project finds that Canada does not have “weak mayors” nor does it have a “weak mayor system.” These terms reflect a narrow definition of mayoral power. In Canada, where the role and power of the mayor is largely undefined, institutional variables emerge as less important in practice than the type of leadership provided by the mayor. Canadian mayors are expected to simultaneously serve in three distinct roles – as political leaders, as executive leaders, and as community leaders – with each role involving different resources. Mayors are being uniquely positioned at the nexus of the network of actors who are engaged in local government, with an unparalleled ability to shape the engagement of these actors by virtue of their leadership (or lack of leadership). As a result, mayors play a shaping role in the governance of Canada’s cities. This is the power of a Canadian mayor. Mayors are important leaders in Canada, but they are often misunderstood. This study begins to address outstanding questions about the role and power of the mayor, while raising larger issues about leadership capacity in Canada’s cities. It is the beginning of a potentially much larger research agenda – and a contribution to a needed discussion about strengthening leadership in Canada’s cities. First, my advisor Prof. Andrew Sancton has been a steady source of wisdom, guidance and encouragement for this project from beginning to end. I am grateful to have had the opportunity to study with someone who is deservedly regarded as one of Canada’s leading local government scholars, and I have learned much from him through this experience. This project also spanned major changes in nearly every aspect of my life. I have benefitted tremendously from having a supervisor who cared not only about the research project but also the overall success of his student, academically and beyond. He set an example I will aspire to emulate when working with students in the future. Second, both this project and I benefitted from the guidance of other scholars. Prof. Tom Urbaniak provided helpful suggestions at key points during the project, including reviewing the project proposal and the final draft. Profs. It’s a job like no other.” - Former Canadian Mayor Chapter 1 | INTRODUCTION “You don’t understand the job of the mayor!”1 It was November 18, 2013, a particularly tense afternoon in the Council Chambers of Canada’s largest city. Toronto City Council had gathered for a special meeting to remove of some of the powers of then Mayor Rob Ford. Since his election as Mayor in 2010, Ford had been embroiled in scandal: reports of drunk driving, drug possession and domestic violence; a conflict of interest lawsuit, resulting in temporary removal from office; sexually explicit comments about the Mayor’s wife and a staff member; accusations of the Mayor attending official functions while intoxicated, sexually assaulting a former mayoral candidate, and smoking cocaine in a downtown bar; and, a Toronto Police investigation into the Mayor’s activities.2 The Mayor’s antics had become spectacle. The problem goes back to the time of Confederation in 1867, when eighty per cent of Canadians lived in rural areas. Powerful provinces were needed to unite the large, sparsely populated countryside, to pool resources, and to provide good government. Toronto had already become a city in 1834 with a democratically elected government, but its 50,000 people were only around three per cent of Ontario’s 1.6 million. Confederation negotiations did not even consider the idea of conferring governmental power to Toronto or other municipalities, dividing it instead solely between the soon-to-be provinces and the new central government.

  • The Politicization of the Scarborough Rapid Transit Line in Post-Suburban Toronto
    THE ‘TOONERVILLE TROLLEY’: THE POLITICIZATION OF THE SCARBOROUGH RAPID TRANSIT LINE IN POST-SUBURBAN TORONTO Peter Voltsinis 1 “The world is watching.”1 A spokesperson for the Province of Ontario’s (the Province) Urban Transportation Development Corporation (UTDC) uttered those poignant words on March 21, 1985, one day before the Toronto Transit Commission’s (TTC) inaugural opening of the Scarborough Rapid Transit (SRT) line.2 One day later, Ontario Deputy Premier Robert Welch gave the signal to the TTC dispatchers to send the line’s first trains into the Scarborough Town Centre Station, proclaiming that it was “a great day for Scarborough and a great day for public transit.”3 For him, the SRT was proof that Ontario can challenge the world.4 This research essay outlines the development of the SRT to carve out an accurate place for the infrastructure project in Toronto’s planning history. I focus on the SRT’s development chronology, from the moment of the Spadina Expressway’s cancellation in 1971 to the opening of the line in 1985. Correctly classifying what the SRT represents in Toronto’s planning history requires a clear vision of how the project emerged. To create that image, I first situate my research within Toronto’s dominant historiographical planning narratives. I then synthesize the processes and phenomena, specifically postmodern planning and post-suburbanization, that generated public transit alternatives to expressway development in Toronto in the 1970s. Building on my synthesis, I present how the SRT fits into that context and analyze the changing landscape of Toronto land-use politics in the 1970s and early-1980s.

With Canada and the United States now thought to be suburban nations, critical suburban histories and studies of suburban problems are an important contribution to urbanistic discourse and human geographical scholarship. Though suburbanization is a global phenomenon and suburbs have a much longer history, the vast scale and explosive pace of suburban development after the Second World War has a powerful influence on how “suburb” and “suburban” are represented and understood. One powerful socio-spatial imaginary is evident in discourses on planning and politics in Toronto: the city-suburb or urban-suburban divide. An important contribution of this dissertation is to trace out how the city-suburban divide and meanings attached to “city” and “suburb” have been integral to the planning and politics that have shaped and continue to shape Scarborough and Toronto. The research employs an investigative approach influenced by Michel Foucault’s critical and effective histories and Bent Flyvbjerg’s methodological guidelines for phronetic social science.

A POLITICAL PERSPECTIVE ON THE CASE OF TORONTO Andrew Sancton SUMMARY Toronto is unlike any other city, as its local boosters will not hesitate to point out. That was the basis, after all, of the “charter movement” that demanded special rights for a mega-city that the movement’s backers insisted was so vital that it even warranted a status similar to that of an entire province. Their efforts culminated in the province’s passage in 2006 of the City of Toronto Act, which appeared on its face to grant the metropolis the power it believed it required and merited. In reality, the Ontario government may have actually set Toronto back, leaving it more at the mercy of provincial power than other smaller municipalities. The few additional taxation powers that were granted by the ostensible Toronto “charter” — the City of Toronto Act — are, in reality, still overseen by the province, which retains the right to limit those revenue tools if it considers it “desirable in the provincial interest to do so.” But while Toronto may have been given just a small number of revenue tools, which it has used only sparingly, and the use of those tools is ultimately decided by Queen’s Park, their very existence has given the province licence to sidestep the city’s calls for more funding. The provincial Liberals have, in the past, insisted that Toronto make use of its own taxes before it demands more provincial funds. Meanwhile, the City of Toronto Act did nothing to curtail the power of the Ontario Municipal Board (OMB).

City Council on November 13 and 14, 2013, adopted the following: 1. City Council request Mayor Rob Ford to apologize for misleading the City of Toronto as to the existence of a video in which he appears to be involved in the use of drugs. 2. City Council urge Mayor Rob Ford to co-operate fully with the Toronto Police in their investigation of these matters by meeting with them in order to respond to questions arising from their investigation. 3. City Council request Mayor Rob Ford to apologize for writing a letter of reference for Alexander "Sandro" Lisi, an alleged drug dealer, on City of Toronto Mayor letterhead. 4. City Council request Mayor Ford to answer to Members of Council on the aforementioned subjects directly and not through the media. 5. City Council urge Mayor Rob Ford to take a temporary leave of absence to address his personal issues, then return to lead the City in the capacity for which he was elected. 6. City Council request the Integrity Commissioner to report back to City Council on the concerns raised in Part 1 through 5 above in regard to the Councillors' Code of Conduct.

    MUNICIPAL UPDATE Back In The Tower Again Angela Drennan THE SWEARING IN Toronto City Council was sworn in on December 4, 2018 to a Council Chamber full of family, friends and staff. The new Council is comprised of 25 Members including the Mayor, making it 26 (remember this now means to have an item passed at Council a majority +1 is needed, i.e. 14 votes). Councillor stalwart Frances Nunziata (Ward 5 York South Weston) was re-elected as the Speaker, a position she has held since 2010 and Councillor Shelley Carroll (Ward 17 Don Valley North) was elected as Deputy Speaker. The ceremonial meeting moved through the motions of pomp and circumstance with measured fanfare and Councillors, old and new, looking eager to get down to “real” work the next day during the official first meeting of City Council. Mayor Tory, during his first official address, stressed the need for Council consensus, not dissimilar to the previous term and reiterated his campaign positions on the dedication to build more affordable housing, address gun violence through youth programming and build transit, specifically the downtown relief line. Tory did suggest that the City still needs to take a financially prudent approach to future initiatives, as financial streams such as the land transfer tax have lessened due to a slower real estate market environment, a signal that cuts, reallocations or revenue tools will likely need to be revisited for debate during the term (the uploading of the TTC will help with the City’s financial burden, but isn’t enough). THE MAYOR’S OFFICE There have been some notable staff changes in Mayor John Tory’s Office, here are a few: We say goodbye to Vic Gupta, Tory’s Principal Secretary, who will be greatly missed but we say hello to Vince Gasparro, Liberal, Tory’s Campaign Co-Chair and longtime friend of the firm, who has taken over that position.
