The existing literature consists of a rather limited number of cases and their scope is usually limited because only some of the main elements that influence one’s travel behaviour are considered in each study. Furthermore, literature is not unanimous in concluding that this measure can reduce car use. This work studies more than 50 cases in Sweden, and by employing the Theory of Planned Behaviour the effects of test traveller projects have been examined in an empirical case in the Swedish municipality of Botkyrka, located in the Stockholm metropolitan area. The findings underline that a test traveller project, despite its limitations, may be a valid and relatively simple tool available to public bodies and public transport companies for enticing a segment of car drivers to switch to public transport where it is a valid alternative. In fact, according to the literature, the major results achievable are around 20% of new public transport users among test travellers, whereas in Sweden 20% has been achieved by the first upper quartile of the projects.

    TSC-MT 12-010 Regional development via high-speed rail: a study of the Stockholm-Mälaren region and possibilities for Melbourne- regional Victoria Master thesis June 2012 Michael Bayley Division of Transportation and Logistics KTH Railway Group Abstract The purpose of this thesis is to examine, based on a study of the regional high-speed corridors in the Stockholm-Mälaren Region, the possibilities for regional high-speed rail in Melbourne- regional Victoria (Australia) to improve accessibility, and achieve regional development and balanced growth between the capital and its surrounding regions. It deals with the concept of 'regional' high-speed rail, a variant of classic high-speed rail that serves centres along regional corridors stemming from a large city and whose travel purpose includes a high share of daily commuting and occasional business and leisure travel with journey times of up to two hours. The literature review reveals an emerging market for regional high-speed rail, which also has the potential to stimulate regional development and give rise to a complementary polycentric structure, subject to appropriate supporting conditions. The link between high-speed rail and regional development is based on the assumption that increased accessibility expands labour markets and offers people and firms wider location choices by permitting longer commuting. The Stockholm-Mälaren region analysis includes a review of the past-studied Svealand line, a comparative study of city groups and case studies. Key outcomes are summarised as follows: • Regional centres have in general strongly benefited from a high-speed rail connection, a finding supported by steadily increasing commuting, and population and job growth.

The 6 reports illustrate how cities deal with different challenges of the urban energy transformation from a structural perspective including issues of urban governance and spatial planning. The 6 reports will provide input for the following WP4 location in PLEEC project cross-thematic report (D4.3). Target group The main addressee is the WP4-team (universities and cities) who will work on the cross- thematic report (D4.3). The reports will also support a learning process between the cities. Further, they are relevant for a wider group of PLEEC partners to discuss the relationship between the three pillars (technology, structure, behaviour) in each of the cities. Main findings/conclusions Eskilstuna has introduced energy and climate policies in most sectors, enterprise and planning. It thus offers an excellent study field.
