It has the potential for significant housing and of the future requirements of the network. The Suffolk line connects different passenger rail services from East Suffolk, Ipswich, Mid Suffolk and West Suffolk with: • Cambridge (from Ipswich via Needham Market, Stowmarket, Elmswell, Thurston, Bury St Edmunds, Kennet and Dullingham) • Peterborough (from Ipswich via cross-country routes through Ely) • London Liverpool Street for passenger rail services travelling between Norwich, Ipswich, Essex and London – which travel on the Great Eastern Main Line. The Ipswich to Cambridge line also forms part of the Strategic Freight Network which provides rail connectivity for freight trains travelling cross-country via Ely to the Midlands and the North from the Port of Felixstowe. -

Norfolk Rail Prospectus Foreword Norfolk’s Prospectus The Future of Rail Today Foreword by Cllr Graham Plant Norfolk County Council Cabinet Member for Planning and Transportation I am pleased to present this rail prospectus for Norfolk. For too long Norfolk has been at the end of the line for rail investment, despite it being clear that improvements are needed so to boost the county’s economic prospects. However, I believe that this picture is changing. MPs from across East Anglia have supported us – with other local authorities and the Local Enterprise Partnerships – in our overarching vision for rail; set out in the Greater Anglia Rail Prospectus. The rail industry is beginning to take notice and is working with us on developing and delivering various improvements across the area. The coalition government too, is listening. We were extremely pleased that their recent statement (on HLOS, the High Level Output Specification) included money for an upgrade to rail infrastructure in Ely, a crucial junction in the rail network for passenger and freight services out of the county. The overarching prospectus for the Anglia region included our priorities: faster journey times, with more capacity, between London and Norwich; half hourly journeys from London to King’s Lynn; and half hourly journeys between the great university cities of Cambridge and Norwich. -

EB/046 Anglia Route Study Long Term Planning Process Summary Document March 2016 2 Anglia Route Study: Summary Document March 2016 The Railway in Anglia The railway in Anglia plays a vital role in the region’s economy, providing links between communities and employment, industry and markets, and conveying nationally important freight flows from ports where container traffic arrives in the UK. The rail industry has delivered more trains, reduced delays and improved safety, at the same time as improved efficiency and value over the last 20 years. Over the next 30 years more and more people are expected to travel by train, and more freight traffic is forecast to come off the road and onto the railway. This presents significant challenges which are explored and options to address them presented in the Anglia Route Study. 2020 Norfolk Rail Prospectus Draft Norfolk Rail Prospectus 2020 Executive Summary Rail is vitally important to the county of Norfolk. There has been an increase in passenger numbers at 24 of the 31 stations within Norfolk in the last five years. Rail provides links for business and leisure trips to London, Cambridge, Peterborough and other major centres. Rail also serves important commuting links, especially into Norwich from Sheringham, Great Yarmouth and Lowestoft. The population of Norfolk is forecast to grow and there is a large amount of housing and jobs growth planned in the county. People are becoming increasingly mobile, travelling further for leisure trips or into work, we expect rail usage to increase even further. This will increase the need for further investment into rail to ensure that it can rise to the challenge. Norfolk County Council works closely with the rail industry, stakeholders and rail users. The Council understands the existing issues and the pressures likely to surface in the future. This prospectus sets out what we feel is required to make sure that rail can serve the needs and expectations of passengers, and to ensure that it continues to support Norfolk’s economy and helps deliver the housing and jobs growth planned. Our priorities include: • Faster journey times on all routes • Half hourly frequencies on the King’s Lynn to London and Norwich to Cambridge lines • Earlier and later trains on all routes • Station and accessibility improvements • New track capacity at Ely and on the Norwich to London line • New station near Broadland Business Park in Norwich • New passenger services between Cambridge and Oxford (East West Rail) • Dereham to Wymondham mainstream passenger line in the longer term Across the network This section summarises what the county council considers is required across the whole of the network to ensure that rail can effectively serve the needs of people and businesses. -

Consultants Avison Young were appointed by Cabinet on 10 February 2021 to produce a masterplan for the East Norwich area, which comprises the Deal Ground / May Gurney site, Utilities site, and Carrow Works (around 50ha in total). This report provides some background to the masterplan project and the procurement process, and provides a brief summary of the masterplan scope and next steps. 2. Background to the masterplan project is provided in a report to Cabinet on 10 June 2020 which noted the establishment of a new public-private sector partnership - the East Norwich Partnership (ENP) to steer development of a masterplan for the East Norwich area. 3. That report highlighted the opportunity offered by the vacation of the Carrow Works site by Britvic/Unilever to act as a catalyst for regeneration and to create a sustainable, high quality new district of the city. A council commissioned study (‘A Vision for East Norwich’, 5th Studio, 2018 – link provided at paragraph 6 of Appendix 1) identified potential capacity of up to 4,000 new homes and 100,000 sqm of employment space, accommodating up to 6,000 new jobs. -
