Population growth, lack of physical infrastructure, scattered small sized land parcels and haphazard subsistence farming practices have resulted low productivity and food deficit in on hand. Where as on the other hand high rate of migration from hilly region to urban and plain fertile land (Terai land) has created unplanned settlement and unhealthy real estate market. This imbalance and unplanned land use has directed towards deterioration of natural setup. The land records (cadastre) for land administration is based on graphical "cadastral maps" with general boundary principle and "deeds registration system". It has been realized that this traditional cadastre base could not fulfil the social demands in modern days. University of the South Pacific [Team GeoMedia Register Research Laboratory (RRL)] http://www.capam.comnet.mt/Docs/IIA2002/submissions/2%20SILVER%20BHOOMI%20Land%20registry%20India.p df 'Bhoomi' Online Delivery of Land Records in Karnataka (India). The Bhoomi E-Governance project computerized all 20 million land records of 6.7 million land owners in 176 taluks of Karnataka State in India. It also allows printout of land records on demand (e.g, by farmers). This system works with the software called "Bhoomi" designed developed by the National Informatics Center, Bangalore. It permits online updating of land records making it radically different from land records systems attempted elsewhere in India, which update databases in offline model making it less current and therefore of less use. While the project is largely funded by Government of India; some critical components of this project are funded by State Government. The project also resulted in the first online kiosk in India. It has been the recipient of the Silver Award at the CAPAM Awards 2002. The project also appears likely to be replicated in other areas.

Pacific Disaster Center The PDC routinely integrates geospatial data and technologies with scientific knowledge, risk and consequence modeling, weather data and analysis, and systems engineering processes to provide information support products and services to assist emergency managers throughout Hawaii and the Asia-Pacific region. The PDC has an extensive geospatial data archive containing remote sensing imagery for Hawaii and the Asia-Pacific region. Based on an understanding of the risks within a region, the PDC acquires satellite and airborne imagery from numerous sources at various resolutions. These data support numerous disaster management activities including: damage assessments, hazard assessments, input to and validation of various hazard models, and mitigation studies. Remote sensing imagery may also be used as imagery maps, GIS backdrops, to derive land cover classifications, or to derive tabular, textual, or vector information.

The PDC's data archive contains remote sensing data that are acquired from both commercial vendors and government agencies. These data include: high-resolution satellite imagery such as IKONOS and USGS Digital Orthophoto Quadrangles (DOQs), lower resolution satellite imagery such as Landsat 7, SPOT, and Radarsat, and airborne data such as NASA's Shuttle Radar Topography Mission (SRTM) Digital Elevation Models (DEMs). Recognizing that natural disasters are predominantly local issues, often with national, regional or global impacts, the Pacific Disaster Center (PDC) has developed the Asia Pacific Natural Hazards and Vulnerabilities Atlas. This Hazards Atlas provides a dynamic geospatial framework through which information may be accessed and viewed over the Internet by the disaster management and humanitarian assistance communities. The Atlas combines baseline geographic and infrastructure data layers with historical and near-real time data on natural hazard events including: earthquakes, tsunamis, volcanoes, and tropical storms. Refractions announced the beta release of its WMS Client software for ArcView 3.X. The Open Planning Project released GeoServer 1.0.0, a full transactional Java implementation of the Web Feature Server specification. The software is freely available under the GPL 2.0 license. The release was built to serve as the reference implementation for the OGC's WFS 1.0 specification as part of the CITE (Conformance and Interoperability Testing and Evaluation) Initiative. It is built as a thin web services layer on top of the GeoTools2 toolkit. The release can be downloaded. [Source OGC News]

Malaria and Land Use: A Spatial and Temporal Risk Analysis in Southern (2003) Research Report 68;Eveline Klinkenberg, Wim van der Hoek,, Felix P. Amerasinghe, Gayathri Jayasinghe, Lal Mutuwatte and Dissanayake M. Gunawardena. International Water Management Institute The first results of the study for the Uda Walawe region in southern Sri Lanka are presented. Data on aggregate malaria-incidence rates, land- and water-use patterns, socioeconomic features and malaria-control interventions were collected and put into a geographical information system. Malaria cases were mapped at the smallest administrative level, namely the Grama Niladhari Division. The findings call for malaria-control strategies that are readily adapted to different ecological and epidemiological settings. Malaria risk maps are a convenient tool for discussion with control personnel and for assisting them in targeted and cost-effective interventions.

Positioning The Maldives by handheld GPS A novel method has helped this island chain's mapping create a new national grid. By Frank Hobbs. Defining a national grid for a chain of 1200 islands in the Indian Ocean using only a $200 handheld GPS looks somewhat ambitious. But the author explains how it’s done by post processing techniques and some software from Nottingham University’s IESSG.

Intra-governmental communication and the application of GIS to improve wastelands in India This issue concerns not only the interactions between government officials and land users, but also the interactions within government agencies, because not all government officials are equally familiar with the new technologies. For example, if local officials do not understand geospatial technologies, they cannot possibly involve local people in their use. This article specifically addresses such problems of communications regarding geospatial methods within government agencies in India; however, the points raised apply equally well to other countries. UNEP-WCMC Chevening Scholarships in Biodiversity The UNEP World Conservation Monitoring Centre, in collaboration with the Foreign & Commonwealth Office of the British Government, is pleased to offer six UNEP-WCMC Chevening Scholarships in Biodiversity, beginning in September 2004. Successful candidates will have the opportunity to spend a year at the Cambridge-based Centre, where they will work alongside our experts and contribute to UNEP global assessments and to work on international environmental agreements. As with all Chevening scholarships, candidates are expected to be of a high academic calibre. Applicants for this prestigious award will be expected to prove their commitment to a future working in national and regional policy development and resolving biodiversity-related challenges. The East-West Center has announced the 2004 United States - South Pacific Islands Scholarship Program competition. The Program, funded by the Bureau of Educational and Cultural Affairs of the U.S. Department of State, is a competitive, merit-based scholarship program which provides educational opportunities for academically talented individuals from South Pacific countries to pursue bachelor’s and master’s degree study at U.S. institutions in fields that are directly relevant to development needs in the Pacific region. However, since fellowships are designed to promote the transfer of knowledge and methods and to contribute to further development in fellows' home-countries, they are focused on humanities and social sciences, political science and economics, projects in the public health sector and in the fields of agriculture, forestry and geosciences, and interdisciplinary projects relating to environmental and resource protection. NZAID Postgraduate Scholarships Eligibility for Post-Graduate Scholarships Postgraduate Scholarships (PGS) are open to persons from developing countries for study in areas of developmental relevance to their home countries. Country eligibility is subject to ongoing review and amendment. Applicants should check their eligibility prior to lodging an application. NZAID reserves the right to reject any application, before it has been fully processed, in the event of country eligibility changes. The scholarship covers tuition, enrolment/orientation fees, return economy fare travel, medical insurance and provision for students to meet course and basic living costs. Limited assistance is available for dependants in New Zealand for courses of study 18 months or longer. Third Annual Intergraph Best Practices Awards and Poster Competition Intergraph Mapping and Geospatial Solutions for Education is pleased to announce the third annual Intergraph Best Practices Awards, and Poster, Competition. These two worldwide competitions recognize, projects and, programs based on Intergraph's technology. The award, programs are open to, educators or students who currently use Intergraph, technology, as well as, those who are new to Intergraph technology. Training Opportunities

United Nations International Training Course On Remote Sensing Education For Educators organized in co-operation with the Government of Sweden. The course is held in Stockholm, Skinnskatteberg and Kiruna, Sweden, May 3rd - June 11th, 2004.This course admits 25 participants and address educators from developing countries holding at least a Master degree in subjects related to the course. Female teachers are particularly encouraged to apply.The applicant should have experience from three years teaching at universities or technical colleges. A good knowledge in English is also required. We do recommend that the applicant has at least some basic knowledge of how to use a computer in order to obtain as much as possible from the course. The application form and course brochure can be downloaded at the website. They should also be available at UNDP offices, Swedish embassies and larger universities in the invited countries.The Swedish Government provides scholarships for participants from the selected countries, covering the participation fee, accommodation and costs for international travels. International Postgraduate Course on Geographic Information Technologies, 31 May - 11 June 2004, Castellón, Spain. The international postgraduate course provides intensive, advanced-level education and training in geographic information technologies as well as in research methods. The instructors offer multiple perspectives on some of the key technical issues surrounding the processing and analysis of geographic information, and selected students are integrated into on-going research projects at one of 3 European partner universities. The course is designed for a maximum of 25 students, approximately 14 of which will be grant-holders pre-selected by the member universities of the EduGI.LA project. The remaining spaces will be filled by a competitive process based on analysis of the candidates' curriculum vitae. Candidates from around the world are invited to apply.
