The role is examined mainly in the area of the foreign policy and the interaction between these two institutions in this area. The work is divided into two parts. The theoretical part focuses generally on the position of the domestic functioning and their powers in the foreign policy. It deals with factors that strengthen or weaken the real position of the president (not only) in foreign policy. This part deals with issues such as the direct election of the head of state and the impacts this chase has on the president´s constitutional legitimacy. The second (empirical) part analyses the intercommunity of first free president of the independent Czech Republic: Vaclav Havel, Vaclav Klaus and Milos Zeman with the government (Prime Minister and Minister of Foreign Affairs). The aim of this thesis is to determine whether these presidents and governments were able to find the consensus about foreign policy issues or whether there were disputes between these issues. This thesis is trying to interpret and determine causes of these issues. 7 Resumé Tato bakalářská práce se soustředí na postavení prezidenta a vlády v oblasti zahraniční politiky České republiky a vzájemnou interakci obou institucí v této oblasti. Práce je rozdělena do dvou částí. Teoretická část je zaměřena obecně na postavení prezidenta České republiky a vlády České republiky v rámci vnitrostátního fungování a na jejich pravomoci v zahraniční politice. Zabývá se faktory, které reálné postavení prezidenta (nejen) v otázce zahraniční politiky posilují či oslabují. Tato část se například zabývá problematikou přímé volby hlavy státu a dopady této ústavní změny na prezidentovu legitimitu. V empirické části se analyzuji koexistenci třech dosavadních prezidentů samostatného státu České republiky: Václava Havla, Václava Klause a Miloše Zemana s jednotlivými vládami (premiéry a ministry zahraničních věcí). Cílem práce je zjistit, zda prezidenti a vlády byly schopny v zahraničněpolitických otázkách nalézt konsensus nebo mezi nimi docházelo ke sporům, jež se pokouším interpretovat a určit jejich příčiny. 8 1 Úvod Zahraniční politika České republiky je poměrně komplikovanou oblastí. Proces tvorby zahraniční politiky vychází z ústavněprávního rámce, ale také z rámce praktické politiky, jímž se zabývá politologie. K tomu, aby zahraniční politika státu dosahovala žádoucí úrovně a konzistence, musí být jednotliví aktéři schopni nalézat konsensus, současně však dosahovat akceschopnosti. Z hlediska ústavních aktérů vychází zahraniční politika z působení Prezidenta České republiky (dále jen „prezident“) a Vlády České republiky (dále jen „vlády“). Nezanedbatelnou roli v procesu tvorby zahraniční politiky hraje také Parlament ČR (dále jen „parlament“). Tato práce se bude zabývat působením obou klíčových aktérů výkonné moci. Jejich vzájemná interakce v rámci vnitřního systému se odráží na mezinárodní úroveň. V českém prostředí dochází mezi těmito dvěma aktéry ke konfliktům, a to mimo jiné v oblasti zahraniční politiky. Konflikty aktérů výkonné moci v otázce zahraniční politiky jsou dány různými faktory. Klíčovým východiskem je ústava, která definuje rámec jejich formálních kompetencí. Ústava je ovšem napsána velice obecně a jednotliví aktéři jí různě interpretují. Dalším důležitým faktorem je to, z jakého politického spektra pochází prezident a předseda vlády a jaké jsou jejich postoje v zahraničních otázkách. Tuto “hru” o dominantní pozici při formulování zahraniční politiky ČR nově ovlivňuje zákon č. 71/2012 Sb. v plném znění, který upravuje volbu prezidenta. Faktory, které ovlivňují vztah mezi nejsilnějšími složkami exekutivy, nebudeme řešit izolovaně, ale komplexně. Cílem této práce je zmapovat nejdůležitější konflikty mezi vládou a prezidentem v oblasti zahraniční politiky, zjistit příčiny těchto konfliktů a analyzovat, jaký dopad má na tuto problematiku změna nepřímé volby prezidenta republiky (volby parlamentem) na volbu přímou (volbu lidem). Z toho vyplývají dvě výzkumné otázky této práce: Proč dochází v oblasti zahraniční politiky ke konfliktům mezi prezidentem a vládou? Jaký vliv měla přímá volba na vystupování prezidenta v zahraniční politice? Jak již bylo naznačeno výše, mezi hlavní faktory, které nám pomohou osvětlit příčiny konfliktů, patří:1) poměrně obecně formulovaný text ústavy, který umožňuje její rozdílné interpretace jak ze strany prezidenta, tak ze strany vlády, 2) klíčové postoje prezidenta a vlády v oblasti zahraniční politiky a to, do jaké míry se tyto postoje odlišují 9 či shodují, 3) obecný vztah prezidenta a vlády z hlediska jejich stranické příslušnosti či příslušnosti k širšímu politickému táboru. Tyto konflikty může umocňovat přímá volba prezidenta a je možné předpokládat, že vztah mezi prezidentem Zemanem a vládami ČR po roce 2013 budou v otázce (nejen) zahraniční politiky konfliktnější. Naopak, potenciál konfliktů může být omezován, jestliže se vláda a (přímo volený) prezident shodují v základních směrech české zahraniční politiky. První část je zaměřena obecně na postavení prezidenta, vlády v rámci vnitřního systému České republiky a jejich vzájemného vztahu v oblasti zahraniční politiky. Ústavu ČR lze považovat za základní kámen teoretické části práce. Je nicméně důležité uvědomit si, že se text ústavy může odlišovat od historických zvyklostí a politické praxe. Ústavní realita a způsob výkonu ústavních kompetencí jasně ukazují, že je důležité zkoumat, jak jednotliví aktéři nakládají se svými pravomocemi.

    Lustration Laws in Action: The Motives and Evaluation of Lustration Policy in the Czech Republic and Poland ( 1989-200 1 ) Roman David Lustration laws, which discharge the influence of old power structures upon entering democracies, are considered the most controversial measure of transitional justice. This article suggests that initial examinations of lustrations have often overlooked the tremendous challenges faced by new democracies. It identifies the motives behind the approval of two distinctive lustration laws in the Czech Republic and Poland, examines their capacity to meet their objectives, and determines the factors that influence their perfor- mance. The comparison of the Czech semi-renibutive model with the Polish semi-reconciliatory model suggests the relative success of the fonner within a few years following its approval. It concludes that a certain lustration model might be significant for democratic consolidation in other transitional coun- tries. Introduction The question of further EU enlargement is an issue that remained very much on the table even after the May 2004 “Big Bang” expansion of the Union. While in the ten countries that recently acceded all the efforts thus far have been focusing on the rules and conditions of entering the exclusive club, not much space in the public debate remained for discussing the issue as to what are the further steps in EU enlargement, which countries should be considered for joining and what are the stakes of the new member states, including the Czech Republic, in the whole process. This paper will look into examining the Czech attitudes towards the EU membership perspectives of two countries: Turkey and Ukraine. It will deal with the attitudes of the political representation, including the political parties, government and diplomatic service (Ministry of Foreign Affairs) and other governmental stakeholders. Further, it will try to give an account of how the issue was treated in the media, especially in the major opinion shaping newspapers. Thirdly, it will try to assess what are the other stakeholders in the process, especially within the ranks of the civil society and how they are likely to shape the public debate.

This article inves- tigates the political logic and ideological appeal of a rarely explored form of populism: technocratic populism. Technocratic populism uses the appeal of technical expertise to connect directly with the people, promising to run the state as a firm, while at the same time delegitimizing political opponents and demobilizing the electorate by instilling civic apathy. Technocratic populism is an anti-elite ideology that exploits competence to create the appearance of authenticity and proximity to ordinary people. It is less exclusionary than nativist or economic forms of populisms and its broad appeal is therefore arguably more threatening to representative democracy. In order to under- stand the appeal of technocratic populism, as well as why it arises at critical junctures when dominant ideologies are in turmoil, we argue that one must not ignore its his- torical roots, which shows that it transcends both regime changes and the traditional left–right divide. The article develops and examines these points using evidence from communist-era populist campaigns against “elitist” dissidents (from Charter 77) in the Czech Republic, and demonstrates how post-1989 politicians have exploited and also adapted ideas and strategies from the authoritarian past for the new democratic setting.

    Abstract The elections to the Chamber of Deputies of the Parliament of the Czech Republic on 28th and 29th May 2010 was called Facebook elections. The reason for such title was the scale of usage of Facebook by the political parties for their campaigns. The thesis Facebook and the elections. The analysis of a self-presentation of the Czech political parties before the elections to the Chamber of Deputies of the Parliament of the Czech Republic in 2010 focuses on a semiotic analysis of Facebook accounts of some political parties and their chairmen. During the monitored period Facebook presentations were presented by the Civic Democratic Party, the Czech Social Democratic Party, TOP 09, the Public Affairs party, Christian Democratic Union – Czechoslovak People’s Party and the Greens. The Communist Party of Bohemia and Moravia was not officially registered on Facebook. We also analyzed Facebook pages of Mirek Topolanek (ODS), Petr Necas (ODS), Jiri Paroubek (CSSD), Karel Schwarzenberg (TOP 09), Radek John (VV), Cyril Svoboda (KDU-CSL) and Ondrej Liska (SZ). We call Facebook a viral social network. We analyzed it as a cyberspace with an ambivalent structure which influences the mean of a communication process before elections. Rhizomatic map of Facebook is comparable with a topology of a virtual cafe. We also present a comparison to an egocentric structure of a monitored socioware. With the help of a theory of a political marketing we also show on what principals does the facebook campaign work and how does it differ from means of propaganda of political parties in previous years. We are trying to understand when the self-presentation and reveal of the background is effective and when it, on the contrary, leads to a demystification of a political authority.
