    Norfolk Southern Railway Company Pittsburgh Vertical Clearance Projects Project Purpose and Need Statement June 2019 INTRODUCTION: These proposed projects are railway improvement projects on the Pittsburgh and Fort Wayne Rail Lines (together referred to as the Pittsburgh Line), owned and operated by Norfolk Southern Railway Company (NSR). The proposed projects consist of addressing freight capacity and delay constraints through the City of Pittsburgh, Allegheny County, Pennsylvania. The Pittsburgh Line serves rail freight traffic in interstate commerce and operates as a primary link through Pittsburgh between Chicago and the New York/New Jersey commercial markets. NSR is a common carrier and the Pittsburgh Line forms a critical component of NSR’s route between Chicago and the east coast, carrying a variety of commodities, both hazardous material such as chlorine, anhydrous ammonia, hydrogen fluoride, crude oil, and ethanol, as well as nonhazardous materials like coal, auto parts and finished vehicles, lumber, agricultural products, and intermodal containers and trailers. The six overhead clearance projects [North Avenue Bridge, Pittsburgh (PC-1.60); Pennsylvania Avenue Bridge, Pittsburgh (PC-1.82); Columbus Avenue Bridge, Pittsburgh (PC-2.17); Ohio Connecting (OC) Bridge Flyover, Pittsburgh (PC-3.38); Washington Avenue Bridge, Swissvale (PT-344.91); and Amtrak Station Canopy (PT-353.20)] have vertical obstructions along the Pittsburgh Line and prevent efficient movement of freight, especially time-sensitive intermodal freight, by rail between Chicago and New York/New Jersey, and specifically through Pennsylvania. Unused capacity exists on the Pittsburgh Line and these clearance projects will allow the line to accommodate anticipated freight growth while allowing for double-stack intermodal freight to use the Pittsburgh Line in lieu of the Mon Line.

    FOR IMMEDIATE RELEASE March 5, 2018 PennDOT Announces 2018 Allegheny County Highway and Bridge Improvement Projects Pittsburgh, PA – PennDOT is pleased to announce the 2018 Allegheny County transportation improvement project list for state-owned roads and bridges. District 11 will invest an estimated $208 million on 68 projects to improve, preserve or rehabilitate transportation infrastructure including 42 bridges (37 structurally deficient) in Allegheny County in 2018. Additionally, 102 miles of roadway will be paved or resurfaced and more than $21 million will be invested in tunnel maintenance and improvements. Approximately 59 projects will be bid this year valued at an estimated $171 million. “After a challenging winter, Construction season is underway and PennDOT is excited to announce the schedule of new projects starting in 2018,” said District Executive Cheryl Moon- Sirianni. “Additionally, major roadway, bridge and tunnel projects continue this year as PennDOT makes significant investments to our regional infrastructure.” Here’s a preview of the improvements scheduled for 2018 in Allegheny County: Projects continuing from 2017 with minor work remaining I-376 Fort Pitt Tunnel Ceiling Removal Only minor work to complete a fire suppression system remains in 2018 in the outbound Fort Pitt Tunnel on this $14.51 million project in the City of Pittsburgh. Completed work on the project includes tunnel ceiling removal, concrete repairs to the tunnel walls, waterline and standpipe improvements, electrical updates, drainage upgrades, and reroofing of the north portal building. I-376 – Beaver County to Pittsburgh Airport Resurfacing on the Clinton Bridge and a portion of I-376 at the Beaver County line remains on this $66.34 million project.

    Process for Congestion Relief Link and Project Priority Ranking for CIS FY 1322 Congestion Management System (CMS) congestion link priority rankings were developed for all the links in the CMS. These link rankings serve two purposes. First is to rank the links so that priority can be established by location so that the highest priority congested locations can be identified. Second, for highway projects that have already been identified, they can be prioritized for congestion. The link rankings were developed using scores from “0” to “10” for each measure and the weighted by the percent for each measure to obtain a 100% score. A score of “10” was given for the highest priority values for each given measure used. The Congestion Relief priority rankings are primarily based on congestion performance measures, with consideration also given to related roadway usage characteristics. Congestion performance measures include volume to capacity (V/C) ratios and delays. Roadway usage characteristics include AADT traffic volumes, function class and strategic network. The congestion performance measures comprise 70% of the ranking while the roadway usage characteristics comprise the remaining 30%. As V/C ratios have been the most common performance measure used for congestion priority rankings, the V/C ratio scores were given 40% of the overall weight for the overall score, split evenly between AM and PM V/C ratios. The highest one‐way AM V/C was given 20% of the overall weight, while the highest one‐way PM V/C was also given 20% of the overall weight. Delays were given 30% of the overall weight, split by two types of delays.
