Yang Professor of Political Science Faculty Director, Center in Beijing The University of Chicago Testimony before the U.S.-China Economic and Security Review Commission China ahead of the 13th Five-Year Plan: Competitiveness and Market I am honored to have this opportunity to join distinguished colleagues and share my thoughts on China’s political economy to the U.S.-China Economic and Security Review Commission. Before I get to the key points of my remarks today, I’d like to note that the development and dynamics of China’s political economy have been the major preoccupation of my academic research career. I started by examining the mechanisms and forces that shaped China’s rural reforms from the 1950s to the 1980s as well as the competitive dynamics for regional diversification and development. In the last decade I’ve been especially interested in issues of China’s institutional reforms, regulation, governance, and state-society relations. It is obvious today that the future direction of Chinese development is among a small number of the most fundamental questions concerning the future of humankind and I commend the Commission’s role in helping to better understand China’s developments in its variegated dimensions. I am speaking on Panel III, “The Broader Implications of China’s Five-Year Plans” and am especially pleased to do so and to link the discussion of such plans with the extraordinarily fluid context within which preparation for the 13th five-year plan occurs. KERRY BROWN* Much commentary has been made about the amount of power that Xi Jinping has accrued since the leadership transition over 2012 and into 2013. He is interpreted by many as being the most powerful of modern Chinese leaders. But his leadership needs to be interpreted carefully within the organisation that he leads and whose interests he and his colleagues serve–the Communist Party of China. Looking at his relationship with this body reveals a more complex framework within which to see his real authority, one which implies that he is as much a servant of its corporate interests as he is an autonomous, self- serving agent. The world will be offered a series of stories about China and the Chinese Communist Party, most notably by the Party itself. They will combine elements of a coming-of-age narrative with a biblical tale of sin, struggle, sacrifice, and redemption. The Party will tell us about its beginnings as a young, idealistic revolutionary party prone to ideological errors and heroic acts in the fight against the Japanese during the Second World War and the evil Nationalists led by Chiang Kai-shek in the subsequent civil war. In very muted tones, if at all, it will say something about the sins of the 1958–1961 famine of the Great Leap Forward and the torments of the Cultural Revolution decade, 1966–1976. It will then glorify the achievements of the post-1978 reform period, culminating in the wonders of the New Era under Xi Jinping. This narrative is meant to assure China’s people that the country is well on the way to realizing the Chinese Dream. Xi Jinping, Party General Secretary and President of the People’s Republic of China, first articulated his Chinese Dream vision during a visit to Beijing’s Museum of the Chinese Revolution in November 2012. The Chinese Dream, he explained in 2014, was the fulfilment of “four comprehensives.” These were a strong China economically, socially, scientifically, and militarily; a highly civilized China with a culture built on rich historical trad- itions as well as Western science and modernity; a socially harmoni- ous China; and a beautiful China with low levels of pollution.

    What Would Deng Do? Alice Miller Xi Jinping’s ideological proclivities have been variously described as drawing on Mao Zedong, Confucius, and Deng Xiaoping. This article examines this question from the perspective of Xi’s volume of speeches and talks on issues in governance and of the party Central Committee’s recent Sixth Plenum. Since coming to power as China’s top leader in 2012, Xi Jinping has pursued new policies with a confidence and vigor that, in the eyes of many observers, contrasts starkly with his predecessors as top leader. He has created new institutions to guide national security and Internet policy and to press an ambitious package of reforms that cut across several policy sectors. He has sought to reinvigorate discipline in the Chinese Communist Party and launched a sustained campaign against official corruption that has sacked several high-level leaders and thousands lower down. He has charged intellectual life and education with renewed emphasis on Marxist-Leninist ideology and cracked down on liberal dissent. He has imposed new strictures on nongovernmental organizations, foreign-funded enterprises and companies, and other groups, chilling the broader political atmosphere in China. Xi Jinping’s apparent assertiveness has led many to conclude that he is China’s most powerful leader since Mao Zedong, the man who led the Communist Party to victory in 1949 and who dominated the politics of the People’s Republic until his death in 1976. Many observers go further, seeing Xi Jinping as a new Mao. Xi, they say, is adopting Maoist tactics to consolidate his personal power and pursuing policy approaches toward society, education, culture, and the media that carry a distinctly Maoist taint.
