47 CFR §97 - Rules of the Amateur Radio Service (updated January, 2014) Subpart A—General Provisions §97.1 Basis and purpose. The rules and regulations in this part are designed to provide an amateur radio service having a fundamental purpose as expressed in the following principles: (a) Recognition and enhancement of the value of the amateur service to the public as a voluntary noncommercial communication service, particularly with respect to providing emergency communications. (b) Continuation and extension of the amateur's proven ability to contribute to the advancement of the radio art. (c) Encouragement and improvement of the amateur service through rules which provide for advancing skills in both the communication and technical phases of the art. (d) Expansion of the existing reservoir within the amateur radio service of trained operators, technicians, and electronics experts. (e) Continuation and extension of the amateur's unique ability to enhance international goodwill. §97.3 Definitions. (a) The definitions of terms used in part 97 are: (1) Amateur operator. A person named in an amateur operator/primary license station grant on the ULS consolidated licensee database to be the control operator of an amateur station. (2) Amateur radio services. The amateur service, the amateur-satellite service and the radio amateur civil emergency service. (4) Amateur service. A radiocommunication service for the purpose of self-training, intercommunication and technical investigations carried out by amateurs, that is, duly authorized persons interested in radio technique solely with a personal aim and without pecuniary interest. (5) Amateur station. A station in an amateur radio service consisting of the apparatus necessary for carrying on radiocommunications. -

Rappaport, PE PO BOX 888 Riner, Virginia 24149 [email protected] November 10, 2018 Commissioners Federal Communications Commission 445 12th Street, SW Washington, DC 20554 Dear FCC Commissioners: This is a notice of ex parte, based on email communication I had with the CTO of the FCC, Dr. Eric Burger, on November 8, 2018, his reply on November 10, 2018, and my reply on November 11, 2018. The email communication is centered around a posting that appeared on the FCC ECFS system on November 7, 2018, and is part of an ongoing proceeding at the FCC, NPRM 16-239, that I and thousands of others view as a direct threat to the national security interests of the United States, as well as being detrimental to the hobby of amateur (“ham”) radio. Public comments made in FCC’s NPRM 16-239, and in FCC proceedings RM-11708, RM-11759, and RM-11306 proposed by the American Radio Relay League, show the vast number of rule violations and national security threats that continue to go unaddressed by the FCC. Commenters such as me view the lack of FCC acknowledgement of these problems as jeopardizing the safety of US citizens. NPRM 16-239 attempts to remove a limit on the baud rate of High Frequency (HF) shortwave transmissions, without first addressing ongoing rule violations pertaining to proper usage of the amateur radio service, the use of obscured, private messaging which is forbidden in Part 97 rules and creates national security concerns, as well as other violations. If allowed, NPRM 16-239 would perpetuate the current violations, and would authorize obscured transmissions of unlimited bandwidth over the global airwaves, further increasing the danger to our national security, since these transmissions cannot be intercepted or eavesdropped by other amateur radio operators or the FCC. -
The 630 Meter Band
The 630 Meter Band Introduction The 630 meter Amateur Radio band is a frequency band allocated by the International Telecommunication Union (ITU) to the Amateur Service, and ranges from 472 to 479 kHz, or equivalently 625.9 to 635.1 meters wavelength. It was formally allocated to the Amateur Service as part of the Final Acts of the 2012 World Radiocommunication Conference (WRC-12). Once approved by the appropriate national regulatory authority, the band is available on a secondary basis to countries in all ITU regions with the limitation that Amateur stations have a maximum radiated power of 1 Watt effective isotropic radiated power (EIRP). Stations more than 800 km from certain countries (listed below) may be permitted to use 5 Watts EIRP however. The ITU Final Acts took effect 1 January 2013 and after public consultation on all of the ITU allocation changes contained it, the 630 meter band was added to the Canada Table of Frequencies in 2014. Several countries had previously allocated the WRC-12 band to Amateurs domestically. Several other countries had also already authorized temporary allocations or experimental operations on nearby frequencies. The band is in the Medium Frequency (MF) region, within the greater 415–526.5 kHz maritime band. The first International Wireless Telegraph Convention, held in Berlin on November 3, 1906, designated 500 kHz as the maritime international distress frequency. For nearly 100 years, the “600-meter band” (495 to 510 kHz) served as the primary calling and distress frequency for maritime communication, first using spark transmissions, and later CW. In the 1980s a transition began to the Global Maritime Distress Signaling System (GMDSS), which uses UHF communication via satellite. -

It is a short-range radio service for both hobby and business use. It is designed to be used without the need for technical qualifications. However, its use must not cause interference to other radio users. Consequently, only radios meeting certain specific requirements may be used. These are described below. How Ofcom authorises the use of CB radio 1.2 Ofcom seeks to reduce regulation, where possible. In 2006, we therefore made exemption regulations1, removing the need for a person to hold a licence to operate CB radio equipment using Angle Modulation (FM/PM). 1.3 In 2014, Ofcom made further exemption regulations2, which permitted the operation of CB radio equipment using two additional modes of Amplitude Modulation (AM) - Double Side Band (DSB) and Single Side Band (SSB). This followed an international agreement3 made in 2011.”. 1.4 CB users share spectrum in a frequency band used by the Ministry of Defence (MOD). ITU-R V.573-5 1 RECOMMENDATION ITU-R V.573-5* Radiocommunication vocabulary (1978-1982-1986-1990-2000-2007) Scope This Recommendation provides the main vocabulary reference, giving synonymous terms in three languages and the associated definitions. It includes terms given in Article 1 of the Radio Regulations (RR) and extends the list to technical terms defined in texts of the ITU-R. The ITU Radiocommunication Assembly, considering a) that Article 1 of the Radio Regulations (RR) contains the definitions of terms for regulatory purposes; b) that the Radiocommunication Study Groups have a need to establish new and amended definitions for technical terms that do not appear in RR Article 1 or that are so defined as to be unsuitable for Radiocommunication Study Group purposes; c) that it would be desirable for some of these terms and definitions established by the Radiocommunication Study Groups to be more widely used within the ITU-R, recommends that the terms listed in RR Article 1 and in Annex 1 below should be used as far as possible with the meaning ascribed to them in the corresponding definition. NOTE 1 – Study Groups are invited, where there is a difficulty in using any of the terms with the meaning given in the corresponding definition, to forward to the Coordination Committee for Vocabulary (CCV) a proposal for revision or alternative application, accompanied by substantiating argument. NOTE 2 – A number of terms in this Recommendation appear also in RR Article 1 with a different definition.
