Afghanistan: Extreme Weather Regional Overview (as of 16 March 2015) Key Highlights: Since 1 February, an estimated 7,018 families have been affected by floods, rain, heavy snow and avalanches in 120 districts in 22 provinces. A total of 254 people were killed and 72 people were injured. 1,312 houses were completely destroyed and 5,285 houses were damaged1. 180 ANA flights were carried out for search and rescue operations and emergency food and NFI distributions. 6,125 individuals received health related services from the MoPH health response teams. Meetings and Coordination: National Security Council technical working group The ANA carried out 180 flights during the response period to carry out search and rescue operations and air drop emergency food and NFIs. The Ministry of Public Works (MoPW) reported that all main roads are open to traffic. The Ministry of Defense (MoD), Ministry of Rural Rehabilitation and Development (MRRD) are working with local contractors to reopen secondary roads in Badakhshan, Bamyan, and Daykundi provinces. With support from Community Development Councils (CDC), MRRD has cleared tertiary roads in Badakhshan, Balkh, Kunar, Laghman, Logar, Nagarhar, and Parwan provinces. All roads are open in Panjsher province, except for the Khawak valley road in Paryan district. The civil society representative requested the line ministries to triangulate their information on assistance, highlighting the lack of assistance to a high number of families, particularly those living in remote areas of Panjsher. Coordination Saves Lives Overview Extreme Weather Regional Overview - 16 March 2015 | 2 Situation overview by region: CENTRAL REGION Panjsher On 16 March, DoRR reported 425 new IDP families affected by an avalanche in Hese Awal district. IOM, ANDMA, WFP/AREA, ARCS, DoRR and DRC will conduct an assessment on 17 March. ANDMA distributed cash assistance of 100,000 Afs to 106 families who lost their families members and 22 injured people received 50,000 Afs. ANDMA has collated all the private donations received from donors such as the Government of Pakistan, Turkey, the National Environmental Protection Agency (NEPA), Afghan Chamber of Commerce and Industries, Technology by Afghan for Afghan, Badakhshan province, and numerous businessmen. Donations comprised of food for 2,264 families (including wheat, vegetable oil, sugar, and rice), 170 tents, 444 plastic sheets, 750 blankets, and clothes for 1,670 adults and children. In addition, the Government of Afghanistan has allocated 27.5 million Afs in emergency funding to support affected families. In addition, at the 16 March PDMC, UNAMA announced a staff donation of 85,100 Afs to the Governor. The Ministry of Public Health (MoPH), with the support of UNICEF, assigned vaccination teams in Panjsher. 3000 children will be vaccinated by 17 March. A total of 6,125 individuals received emergency treatment over a 15 day period from the MoPH emergency health response team. The province’s Emergency hospital and district level Basic Health Clinics (BHC) are functioning. The Afghan Red Crescent Society (ARCS) and MoPH are monitoring availability of emergency medicines and the activities of mobile health clinics. Parwan Assessment in parts of Ghorband valley are still pending road clearance, to which ARCS will carry out an needs assessment when viable. WFP, IOM, CARE, UNICEF and ARCS are distributing food and NFIs to all affected districts. From 10 to 11 March, WFP food IOM NFIs were distributed to 242 families from Bagram, Charikar, and Jebal Saraj and Kohi Safi districts. WFP food, CARE NFIs, and UNICEF children’s clothing distributions started in Salang district on 14 March and are expected to begin in Shiwari and Surkh-e-Parsa districts by 18 March. In Salang, health clinics with ten bed capacities are fully operational in both sides of the pass. Kapisa On 13 March, a joint assessment team (IOM, DRC, WFP/AREA, ARCS, DoRR, CARE and ANDMA) conducted needs assessments in all district of Kapisa province. Assessments indicated that 366 families have been affected by heavy snowfall. In total, 3 people died, 8 injured, 166 houses were completely destroyed and 200 houses severely damaged in 24 villages in seven districts. Their priority needs are food and NFIs. On 15 March, PDMC members discussed needs, response capacity and possible gaps. It was confirmed that WFP will cover food needs for all 366 families. IOM has committed to providing NFIs to 83 affected families in Hese-Awal, Hese Dowom, Mahmood Raqi, and Nijrab districts. CARE is planning to distribute core NFI kits to 133 affected families in Koh-Band, Nijrab and Tagab districts. ARCS will support 150 families living in Alasay district with NFIs. The Provincial Department of Agriculture reported that 3,500 farmers were affected by heavy snowfall and the Ministry of Agriculture has assigned teams to assess damage to farms and orchards. Distributions will commence in Mahmood Raqi on 18 March. Kabul According ANDMA, some villages affected by heavy snow fall in Deh-Sabaz district have not yet been assessed. IOM and ANDMA are conducting assessment in remaining locations to identify actual needs. EASTERN REGION Flood assessments have concluded in affected areas within all four provinces. According to IOM, 2,929 families were recommended by joint assessment teams for humanitarian assistance (233 families in Kunar, 680 in Laghman, 1749 in Nangarar, and 267 families in Nuristan). IOM data has identified 2,683 houses severely damaged (267 in Kunar, 616 in Laghman, 1,591 in Nangarhar, and 267 in Nuristan) and 246 houses completely destroyed (24 in Kunar, 64 in Laghman, and 158 in Nangarhar). NFIs were provided to about 95 per cent of families and food to about 50 per cent of families in the region. While the remained affected families will receive NFIs and food in the next two weeks. Kunar The provincial Department of Rural Rehabilitation and Development (DRRD) distributed NFIs kits to 25 affected families in Khas Kunar and Sarkani districts. IMC distributed NFIs kits to 8 families in Watpur district, and committed to respond to affected families identified with ongoing assessment in Chapadara and Dara-e-Pech districts. Laghman WFP distributed food to 132 families (49 families in Mehtherlam and 83 in Qarghayi). Similarly DRRD/UNICEF distributed NFIs to 120 families in Alingar district of Laghman, while Islamic Relief (IR) distributed NFIs and food to 177 affected families in Qarghie and Mehtherlam districts in coordination with ANDMA. In addition, ARCS and IOM distributed 137 NFI kits in Alishang district (10 NFIs kits by IOM and 127 NFIs kits by ARCS with some food). ARCS distributed 73 NFI kits distributed in Dawlatshah and 130 NFI kits in Padpakh districts. Assessments are ongoing in remote parts of Alishang, Dawalatshah and Mehterlam districts. Nangarhar DRC distributed unconditional cash to 58 families in Surkhrod district. DRRD distributed NFI kits to 566 affected families in Achin and Pachieragam districts. WFP distributed food to 486 families in Achin, Batikot, Chaparhar, and Dehbalah districts. DACAAR chlorinated approximately 516 water points (wells and reservoirs) in Jalalabad city which were contaminated by recent floods and rainfall. On 6 March, a house collapsed in Shirzad district killing 8 people and wounding three others while 10 people were killed and 2 other were injured in Shemul village of Dara-e-Nur district due to a landslide. The affected families in both areas have received NFIs and food from ARCS. Nuristan IMC distributed NFIs kits to 37 families in Nurgeram and Do Ab districts of Nurstan province. A rapid assessment conducted in Mondol district of Nuristan province by IMC identified 17 affected families to which IMC will provide NFIs kits by next week. The IMC assessment resumed in Wama district. The report will be shared upon completion of the assessment. NORTHERN REGION Faryab According to IOM, 160 families were displaced due to heavy snowfall in four districts. ANDMA, IOM and humanitarian partners. The assessment is pending. On 11 March, a PDMC meeting in Maimana discussed families affected by recent heavy snow and rain fall. Reportedly two children were killed due to a roof collapsing in Ghormach district. ICRC will re-verify, as the area is currently under control of armed non-state actors. As reported in the 11 March update, assessments of houses damaged in Garziwan and Pashtunkot districts are still pending. Balkh Unconfirmed reports indicate three females were killed and one wounded in the Sarab village and a man was wounded due to heavy snowfall in Lorband village of Kishindih District. People in Need (PIN) will follow up and verify reports and conduct a rapid assessment.
