Meeting Agendas: 1. Welcome and introduction, 2. Update humanitarian situation by respected humanitarian actors (NFI/Shelter, Health, Food Security and Agriculture, Protection), 3. Winter preparedness, 4. Preparation of 3Ws database by OCHA IMU suggestions, 5. AOB

Main issues discussed:  OCHA welcomed the PHT members to meeting and participants introduced their selves.

OCHA provide overall humanitarian situation and winter update. The winter has arrived lately this year. Some organizations have already started winterization distribution in Baghlan for preparation to winter. UNHCR has already started winterization distribution in northeastern and have districted allocated 720 winterization kits in their winterization kits are consist of both food and non food items; WFP has contributed food items to UNHCR winterization kits under their MOU. GIZ/ DETA have started winterization distribution.

 WHO has been started measles campaign in eight districts of Baghlan province since 01 Dec 12 through their IPs and will complete 12 December 2012. Totally 33 polio cases registered in Afghanistan most of them are in the western region and fortunately there is no polio case reported in northeastern provinces in 2012. WHO already prepositioned medical supplies to all Baghlan clinics particularly clinics. If there was need for more equipments and medicines during the winter so WHO will responds.  AKF doesn’t have any emergency project in Baghlan Province right now. He further said that BDN and AKHS have health projects in 14 districts of Baghlan Province. BDN & AKHS should be requested to participate in PHT meetings to update health situation in Baghlan Province. AKF mentioned that according to local communities there are under land mines in Dara Ashraf village of Tala‐wa‐Barfak district and need for cleaning. HT said that they the mentioned area is under their plan but due to security reasons they are not able to access to mentioned area but will try to find a solution to clear the motioned area form under land mines.  ACTED completed the distribution of (improved wheat seeds, DAP and UREA) to 3500 farmers in 3 districts (Dahana Ghuri, Dushi, Baghlan Jadid) of Baghlan Province in 2012 which was funded by FAO. Also they completed WFP two months food distribution for 1311 families who were affected due to natural disasters in 8 districts of Baghlan Province in 2012.

 FOCUS has gotten fund from USAID/ OFDA to distribute food items under Food for Work project in Dahana‐I‐Ghuri, Tala Wa Barfak and Dushi districts of Baghlan province. The projects target is drought affected and other natural disaster affected families. They have already distributed food in Dahana‐I‐Ghuri and Tala Wa Barfak. They have distributed food in some parts of Dushi district as well but due to problems with District Governor (DG) they stopped their distribution process. DG wants to distribute the food items among three tribes but this is against of project proposal. FOCUS in the process of discussion and will solve the problems very soon. Otherwise they will report the problem to OCHA and UNAMA to find another solution for the problem. Beside this they have reconstructed three schools in Dushi, Khinjan and Tala Wa Barfak districts of Baghlan province.

 Halo Trust started their work in Kohi Kunjak area of Tala‐wa‐Barfak district, Baghlan Province for demining of under land mines. Currently they implement demineing project in three districts of Baghlan province.  GIZ‐DETA has started distribution to 164 natural and conflict IDPs in Puli‐Khumri and Dushi district of Baghlan Province. The winterization packages content (300 kg coal, 1 stove, 6 blankets and 2 plastic sheets) for each family. Also added, they will hand over 1800 quilts (local blanket) to ANDMA Baghlan to respond in emergency cases.  OCHA mentioned that Humanitarian Country Team (HCT) has taken a decision to reduce twelve clusters to three for sufficient work, with the merging of existing structures as follows: Health with Nutrition and WASH; Protection with ES/NFIs; and FSAC remaining unchanged.  OCHA shared 3Ws database which recently updated by NER humanitarian agencies and requested if there is any changes please let OCHA know to update 3W immediately. According of OCHA IMU suggestion, the respected agencies put their names only in those districts in which they are presently implement projects on theirs selves if they don’t have physical access so they have to write their IPs names in 3Ws database. Organization agreed and decided that OCHA has to share soft of 3Ws and they will update and will send back to OCHA.  OCHA Kunduz said that ERF training workshop has been planned in Fayzabad on 18 December; if any Organization interested so they can participate in mentioned workshop.

ACTION POINTS: 1. OCHA has to send 3Ws database to NER humanitarian agencies and they will update 3W data base according to OCHA IMU suggestions. 2. GIZ/DETA will participate in PHT meetings and will coordinate their humanitarian assistance with OCHA and other humanitarian actors in the region. 3. OCHA has to communicate with BDN & AKHS to participate in Baghlan PHT meetings to update health situation in Baghlan Province. 4. FOCUS will solve their problems Dushi problem by their selves otherwise they will report to OCHA and UNAMA to find a solution for it.
