The Fan Affair and the conquest of Algeria1 Michael Dudzik2 ABSTRACT The study analyses the domestic political background of the conflict that resulted in the French conquest of Algeria. The author begins at the turn of the 18th and 19th centuries when the Paris gov- ernment bought grain from Algerian merchants. Subsequent economic cooperation, including the provision and collection of loans, negatively affected mutual relations. Deteriorating relations were negatively affected by the appointment of Hussein Pasha as governor of Algeria in 1818, and they further worsened after a diplomatic insult against the French ambassador in April 1827. The article analyses developments in both countries, the gradual escalation of conflicts and their response in the European powers and presents the reasons that prompted the French government to intervene. KEYWORDS France, the conquest of Algeria, Charles X, Jules Prince de Polignac, 1830 INTRODUCTION The tense political and social climate in France at the end of the second decade of the 19th century reflected the citizens’ dissatisfaction with the regime of the re- turned Bourbons. King Charles X (1757–1836) promoted absolutism and restrictions on the press and relied primarily on the Catholic Church and the pre-revolution- ary nobility. Together with the Prime Minister, Prince Jules Auguste Marie de Poli- gnac (1780–1847), he tried to divert public attention from the negative response of extremely conservative domestic policy measures to foreign policy, and use the age- old dispute with Algeria, a vassal of the Ottoman Empire, to achieve easy victory and thus raise the prestige of the army and the regime. The study analyses Franco-Algerian economic and political relations after 1818 when Hussein Pasha became Algerian governor. -

Driven by the rivalry between modern warfare and militia tradition, the role as well as the ideology of the militia institution fitfully progressed beyond its seventeenth century origins. Ohio’s militia, the third largest in the country at the time, strove to modernize while preserving its relevance. Like many states in the early republic, Ohio’s militia started out as a sporadic group of reluctant citizens with little military competency. The War of the Rebellion exposed the serious flaws in the militia system, but also demonstrated why armed citizen-soldiers were necessary to the defense of the state. After the war ended, the militia struggled, but developed into a capable military organization through state-imposed reform. -

(Charles Dain, 1836) The principle of abolition is incontestable, but its application is difficult. (Louis Blanc, 1840) In 1846, the romantic socialist Désiré Laverdant observed that although Great Britain had rightly broken the ties binding masters and slaves, “in delivering the slave from the yoke, it has thrown him, poor brute, into isolation and abandonment. Liberal Europe thinks it has finished its work because it has divided everyone.”1 Freeing the slaves, he thus suggested, was only the beginning of emancipation. -

The Parisian Catholic Press and the February 1848 Revolution The spark that ignited the 1848 Revolution in France was the cancellation of a large protest demonstration which was to precede a 22 February political banquet in the XII arrondissement of Paris. The immediate issue was the right to hold meetings (the right of assembly), but the underlying issue was one of political power and reform. That this action led to a revolution which overthrew the Orleanist monarchy and instituted a republic surprised everyone. One might think that the Catholics in France who were by far and large royalist would bemoan the end of a monarchy B much as many had done when the 1830 Revolution replaced the Bourbon Charles X with the Orleanist Louis-Philippe. The Catholic periodicals which existed in 1848, however, tell another story about the reception of this mid-century revolution in France. -

20 French History and Civilization The local experience of Revolution: the Gobelins/Finistère Section in Paris David Garrioch Viewed from afar, the French Revolution falls easily into a series of binary oppositions: revolutionary and counter-revolutionary; conservative and radical; bourgeois and popular; Paris and provinces. Such opposites were the stuff of revolutionary rhetoric and provided ready ways of making sense of a complex reality. Yet, as every historian of the Revolution knows, on the ground things were much more complicated. In the provinces, revolutionary labels like “Jacobin” could cover a range of political views and were often ways of aligning one local faction with the group that was in power at the centre. This happened even in Paris itself. Historians often use these oppositions in order to explain the Revolution to students and to general readers. Yet when the oppositions used are invested with moral qualities, or when alignments are made between different descriptive categories, binary oppositions betray the historical reality they claim to represent. An example is the correspondence often made between “radical” politics, the “popular movement,” and revolutionary violence. None of these terms is clear-cut. What was “radical” in 1789 was not necessarily so in 1793. Individuals and groups who expressed “radical” views at one moment did not always do so consistently, and nor were they necessarily “radical” on every issue. The way the term “popular movement” has commonly been used is also a problem, as recent studies of the post-1795 religious revival have demonstrated. Whereas dechristianization was long associated with the “popular movement,” particularly in Paris, and the re-opening of churches with counter-revolution, there is now ample evidence that the religious revival was more “popular” than dechristianization.1 Similarly, recent writing has shown that hostility to women’s involvement in politics was by no means a monopoly of counter- revolutionaries or even of bourgeois moderates. -

Jacobins Maximilien Robespierre the Committee of Public Safety
The Reign of Terror Jacobins The most famous political group of the French Revolution was the Jacobins. Also known as the Society of the Friends of the Constitution, the club originally met at Versailles, organized by deputies of the Estates-General (and then National Assembly). They later met as a club in Paris. By July 1790, their membership grew to about 1,200 Parisian members, with 152 affiliate clubs; the number of members continued to grew thereafter. The club’s main concern was to protect what the revolutionaries had achieved so far—and prevent any reaction from the aristocracy. This desire resulted in the Reign of Terror. The Jacobins felt that it was their duty to catch anyone suspected of opposing the Revolution. The Jacobins also led the dechristianizing movement and organized Revolutionary festivals. Maximilien Robespierre Possibly the most well-known Jacobin was Maximilien Robespierre. He was trained as a lawyer and practiced law by representing poor people. When the Estates-General was summoned in 1789, the Third Estate elected him as one of their deputies. He was thirty years old. Robespierre was a quiet, simple man, with a weak voice. Yet he was able to make himself heard. He spoke more than five hundred times during the life of the National Assembly, and it was here that he gained supporters. He was a philosopher and sided with the ideals of the Enlightenment. He used this background to help shape the Declaration of the Rights of Man. He was a proponent of everything the Declaration stood for. He believed in equal rights, the right to hold office and join the national guard, and the right to petition. -
