    Introduction A CONFLICTED AND DIVIDED HABSBURG MEMORY d Mark Cornwall n one famous novel of the 1920s, a young Austrian officer returns to Vienna Ifrom a Russian prisoner-of-war camp at the end of the war and meets an old work colleague. Their perspectives differ due to their age and experience. For the officer, the four-year struggle is by no means over—he aims to return to Russia to settle old scores—while his civilian colleague is about to retire to the tranquil Austrian province of Vorarlberg. The civilian exclaims however: “Tragic, really tragic. All those youngsters gone, and for what, I ask you?”1 The Habsburg monarchy—Austria-Hungary as it was usually known from 1867 to 1918—had been completely destroyed by World War I. Over the previ- ous century it had faced disaster several times. During the French revolutionary wars, Napoleon had forced the empire that stretched across East-Central Europe into a humiliating peace (1809) and carved off sizeable chunks of territory in the north and south. In 1848 the internal threat to the Habsburgs was stronger as the regime struggled and finally managed to suppress revolution and secession. The Great War of 1914–1918 was then the final test of the monarchy’s ability to justify its existence on the European stage, both as a Great Power and as a legiti- mate empire in the eyes of its eleven main nationality groupings. In July 1914 the Habsburg elite had known the risks they took in pushing for war against Serbia, but felt that by not scotching that “nest of vipers” they would demon- strate irretrievable weakness at home and abroad.

    Atopic Dermatitis: The New Paradigm and How it Changes the Way We Treat It Paul Bloom, DVM, DACVD, DABVP Allergy, Skin, and Ear Clinic for Pets Livonia, MI The understanding of canine atopic dermatitis (cAD) has changed dramatically over the last several years. This has lead to a change in our therapies. It is now accepted that the pathogenesis of cAD involves not only an immunologic component but also a barrier dysfunction. This disruption of normal barrier function leads to increased allergen penetration and sensitization. Thus, the therapeutic approach has changed from addressing only the immunologic abnormality (hypersensitivity) to one that also includes managing the barrier dysfunction. It is essential that before treatment for cAD is begun that the proper diagnosis has been established. It is recognized that the diagnosis of cAD is a clinical diagnosis made by ruling out other pruritic diseases1. Criteria that can help establish a diagnosis of cAD are2 1. Onset of signs under 3 years of age 2. Dog living mostly indoors 3. Glucocorticoid-responsive pruritus 4. Pruritus sine materia at onset (i.e. alesional pruritus) 5. Affected front feet 6. Affected ear pinnae 7. Nonaffected ear margins 8. Nonaffected dorso-lumbar area If the dog meets 5 criteria- there is a specificity of 79% (21% false positives) and a sensitivity of 85% (15% false negative) If the dog meets 6 criteria- there is a specificity of 89% (11% false positives) but the sensitivity decreases (more false negative) to 58% (42% false negative) In the author’s experience an easier and very accurate modification can be used as follows.

    1 The Thistle and the Drone “ The Jonas Brothers are here. They’re out there somewhere,” a smil- ing and confident President Barack Obama told the expectant and glittering au- dience attending the White House Correspondents’ Dinner in Washington on May 1, 2010. “Sasha and Malia are huge fans, but boys, don’t get any ideas. I have two words for you: ‘predator drones.’ You will never see it coming. You think I’m joking?” Obama’s banter may have seemed tasteless, given that he had just been awarded the Nobel Peace Prize, but this was not a Freudian slip. The president was indicating he possessed Zeus-like power to hurl thunderbolts from the sky and obliterate anyone with impunity, even an American pop group. One report said he had a “love” of drones, noting that by 2011 their use had accelerated expo- nentially.1 It was also revealed that Obama had a secret “kill list.” 2 Having read Saint Augustine and Saint Thomas Aquinas, and their ideas of the “just war” and “natural law,” which promote doing good and avoiding evil, did not deter Obama from a routine of going down the list to select names and “nominate” them, to use the official euphemism, for assassination.3 I wondered whether the learned selectors of the Nobel Peace Prize had begun to have second thoughts. As its use increased, the drone became a symbol of America’s war on terror. Its main targets appeared to be Muslim tribal groups living in Afghanistan, Pakistan, Yemen, and Somalia. Incessant and concentrated strikes were directed at what was considered the “ground zero” of the war on terror, Waziristan, in the Tribal Areas of Pakistan.

In addition, certain international organs and agencies are entitled to call upon it for advisory opinions. Also known as the “World Court”, the ICJ is the principal judicial organ of the United Nations. It was set up in June 1945 under the Charter of the United Nations and began its activities in April 1946. The ICJ is the highest court in the world and the only one with both general and universal jurisdiction : it is open to all Member States of the United Nations and, subject to the provisions of its Statute, may entertain any question of inter- national law. The ICJ should not be confused with the other — mostly criminal — interna- tional judicial institutions based in The Hague, which were established much more recently, for example the International Criminal Tribunal for the former Yugoslavia (ICTY, an ad hoc court created by the Security Council) or the International Crim- inal Court (ICC, the first permanent international criminal court, established by treaty, which does not belong to the United Nations system).
