Additional and updated data continues to be included in response to requests of the Policing Authority during discussions at monthly meetings. As advised previously, reporting will continue through the Policing Strategy and Performance and the Organisation Development Committees to ensure the Authority is informed on all relevant projects in accordance with its oversight role. Project information not outlined in our core reporting will be provided as required. The most visible of these was the participation by Garda members and staff, along with colleagues in the PSNI, in the annual Pride Parade. -
Extremism and Terrorism
Ireland: Extremism and Terrorism On December 19, 2019, Cloverhill District Court in Dublin granted Lisa Smith bail following an appeal hearing. Smith, a former member of the Irish Defense Forces, was arrested at Dublin Airport on suspicion of terrorism offenses following her return from Turkey in November 2019. According to Irish authorities, Smith was allegedly a member of ISIS. Smith was later examined by Professor Anne Speckhard who determined that Smith had “no interest in rejoining or returning to the Islamic State.” Smith’s trial is scheduled for January 2022. (Sources: Belfast Telegraph, Irish Post) Ireland saw an increase in Islamist and far-right extremism throughout 2019, according to Europol. In 2019, Irish authorities arrested five people on suspicions of supporting “jihadi terrorism.” This included Smith’s November 2019 arrest. An additional four people were arrested for financing jihadist terrorism. Europol also noted a rise in far-right extremism, based on the number of Irish users in leaked user data from the far-right website Iron March. (Source: Irish Times) Beginning in late 2019, concerns grew that the possible return of a hard border between British-ruled Northern Ireland and the Republic of Ireland after Brexit could increase security tensions in the once war-torn province. The Police Services of Northern Ireland recorded an increase in violent attacks along the Republic of Ireland and Northern Ireland border in 2019 and called on politicians to take action to heal enduring divisions in society. According to a representative for the New IRA—Northern Ireland’s largest dissident organization—the uncertainty surrounding Brexit provided the group a politicized platform to carry out attacks along the U.K. -

Message from the Commissioner During the last month, An Garda Síochána continued to support the public health response to COVID- 19 using our ‘4 Es’ approach and our tradition of policing by consent. Our personnel throughout the country are playing an active role in supporting the most vulnerable in our communities through regular contact and assisting with jobs.. This is particularly the case for people who have been subject to domestic abuse. Under Operation Faoiseamh, thousands of contacts have been made with victims of domestic abuse. The Operation has seen arrests and over 100 prosecutions commenced. It is very welcome to see the positive feedback received by the Policing Authority from groups and individuals regarding our overall approach and we will continue to operate as a community-focused police service in the months ahead. Unfortunately, it does appear that COVID-19 and the significant health risks it creates for everyone will be with us for some time and we are planning on this basis. We will continue to support our personnel, particularly those on the front-line, with the necessary personal protective equipment, cleaning materials, changes to station/office set-ups, as well as advice and welfare supports to mitigate the risks to them as best we can. Thanks to those measures and the professionalism and dedication of our personnel, we have managed to maintain a high level of resilience to date. Of course, as well as supporting the public health effort, we continue to prevent and detect crime. For example, in the last month alone, drugs valued at over €5m were taken off the streets. -

Nolan Tony Hickey Joseph Delaney Tony O’Donnell Jim Herlihy Jeremiah Keohane 1 NOTES ON THE CONTRIBUTORS TONY HICKEY is the Assistant Commissioner in charge of National Support Services with responsibility for the Garda National Traffic Bureau. In his position he has overall responsibility for a number of key areas including the National Bureau of Criminal Investigation, the Criminal Assets Bureau, the Garda Bureau of Fraud Investigation, the Garda National Drugs Unit and the Technical Bureau. He is a native of Laharn, Killarney, Co. Kerry and joined the Garda Síochána in 1965. He has served at Mountjoy Garda Station, Dublin, at the former Central Detective Unit (CDU), Castlebar, Co. Mayo and at Garda Headquarters. He was appointed to Assistant Commissioner rank on 26th September 1996. Shortly before his appointment he took personal charge of the investigation into the murder of journalist Veronica Guerin. The investigation has resulted in the conviction of two men for her murder and a number of other persons convicted of offences connected to the crime. Assistant Commissioner Hickey holds a BA(Hons.) Degree in Police Management. In 1981 he completed a Senior Investigators Training Course at Bishop Garth, West Yorkshire, UK. He also completed a Narcotics Management and Enforcement Training Course in Washington D.C., USA, in 1988. Assistant Commissioner Hickey was awarded a Scott Medal for valour in 1976. SUPERINTENDENT JOSEPH DELANEY joined An Garda Síochána in November 1974. -
