Chapter I

Introduction

The Youth Welfare and Sports Development Department aims at nurturing a generation of youth, sound in body and mind. The youth are the most valuable assets of a nation. The prosperity of a nation is measured largely by the quality and achievements of its youth. Academic excellence, proficiency in sports and games and an awareness of the needs of the society, propelling one to be service-minded, are essential to make a student a wholesome personality. Sports and games, NCC, NSS and the Scouts and Guides Movement provide the basic qualities for youth to blossom into responsible citizens. This year the development of sports has been given special emphasis at the instance of the Hon'ble Chief Minister and accordingly suitable budget allocation has been made.

1.1 Formation of Sports Development Authority of

The , in order to channellise the enthusiasm of the young people in sports activities, constituted the Sports Development Authority of Tamil Nadu vide G.O.Ms.641, Education (Y1) Department, dated 18.7.92 by merging the erstwhile Department of Sports and Youth Services and Tamil Nadu State Sports Development Corporation. This is similar to the pattern of the Sports Authority of . The Hon’ble Chief Minister of Tamil Nadu is the President of this Authority.

The Sports Development Authority of Tamil Nadu, is the apex body, and implements all the policy decisions on sports and youth welfare activities of Government of Tamil Nadu in the State of Tamil Nadu.

1.2 Aims and Objectives:-

The main aims and objectives of the Sports Development Authority of Tamil Nadu are as follows:

To establish infrastructure facilities in District Headquarters, schools and colleges for the development of sports and games.

To identify talented sports persons, to train them and to render suitable financial assistance so as to enable them to participate successfully in National and International competitions. To give various incentives and awards to eminent sports persons.

To promote among the student as well as non-student youth a spirit of adventure and love for physical activity.

To promote scientific temper, communal harmony and a spirit of service to the community among the student as well as non-student youth.

To implement the various schemes of the Government of India and of the State Government aimed at the promotion of sports and youth welfare.

To conduct various sports competitions, youth festivals and exhibitions.

1.3 Over the years, Tamil Nadu has been in the forefront in sports and games at the National and International levels both in individual events and team events. This is largely due to the excellent infrastructure, coaching facilities, tournaments and incentives provided to sports persons by the Government of Tamil Nadu.

The Financial outlay in respect of Youth Welfare and Sports Development Department for the year 2004-2005

Allocation to Youth Welfare and Sports Development Department in 2004- 2005 in Demand No. 47 is Rs. 48.14 crores, out of which Rs. 25.92 crores are for Plan Schemes.

Chapter II

Development of Sports Infrastructure

2.1 Modern Stadia at

Infrastructure plays a crucial role in the development of sports skills. The Jawaharlal Nehru Stadium at Chennai was constructed with sports infrastructure facilities for Athletics and Football during the year 1992-93. Subsequently, other international standard sports infrastructure viz., Astro Turf Hockey Stadium, Tennis Stadium with Synthetic surface, Multi-purpose Indoor Stadium and Aquatic Complex were built for the VII SAF Games, 1995. All these facilities are modern and of international standard. The details are given below:

These modern stadia need maintenance for maximum utility to conduct national and international sports events in Chennai. The astro-turf now available in Mayor Radhakrishnan Hockey Stadium at Egmore has worn out. It is being replaced with a new astro-turf at a cost of Rs.2.00 crores.

2.2 The other sports infrastructure facilities available at Chennai :- 1. Shenoy Nagar Swimming Pool Complex, Chennai-30: It has a 33m x 21m size swimming pool, a court and a Shuttle court. 2. Nehru Park Sports Complex, Chennai-84: It has a 400m Athletic track, 2 courts, 2 courts, 2 Tennis courts, 2 Volleyball courts. The football field in the Nehru Park Sports Complex has been re-laid with natural grass. A Complex has been built with private partnership as part of the Joint Infrastructure Development Programme. 3. Anna Swimming Pool at Marina: The renovated Anna Swimming Pool is opened for training purposes and for public. 4. Hall of Chess at J.N. Stadium, Chennai: Hall of Chess has been established in Jawaharlal Nehru Stadium for the benefit of Chess players and Chess Clubs. 5. Hall of Gymnastics at Aquatic Complex, Velachery, Chennai: The Hall of Gymnastics has been established in the Sports Development Authority of Tamil Nadu Aquatic Complex, Chennai to train students right from a young age in Gymnastics. 6. Hall of Fencing at Multipurpose Indoor Stadium Complex, Chennai: – Fencing is becoming a popular in Tamil Nadu. Hence, a Hall of Fencing has been established at the Multipurpose Indoor Stadium Complex. 7. Two concrete Basketball Courts at Multipurpose indoor Stadium Complex, Chennai: - 2 Concrete Basketball Courts have been laid with floodlight facilities at the Multipurpose Indoor Stadium Complex, Chennai. 8. Open air Ring at Indoor Stadium Complex, Chennai: An Open air boxing ring has been constructed at the Multipurpose Indoor Stadium Complex, Chennai.

2.3 District Sports Complexes at District Headquarters.

The Government of India provides grants for the creation of District Sports Complexes at district headquarters. Under this scheme, the central assistance will be 50% of the cost subject to a ceiling of Rs.1.00 crore. But, for hilly and tribal areas, the central assistance will be 75% of the cost subject to a ceiling of Rs.1.50 crores. In Tamil Nadu, , Dindigul and The Nilgiris Districts are eligible for the enhanced central assistance.

The sharing pattern of expenditure for construction of District Sports Complexes / Swimming Pools is as follows:-

The following facilities can be provided in a District Sports Complex.:-

As the Government of India have fixed a ceiling of assistance of Rs. 1.00 Crore (except tribal / hilly areas), it is proposed to develop District Sports Complexes with all minimum facilities in Districts which are yet to have one. The State Government's contribution for the establishment of a District Sports Complex with all the five facilities is Rs. 49.00 lakhs.

2.5 Private Sector participation / Partnership in Sports

Partnership with the private sector is encouraged in the conduct of events and development of infrastructure.

Accordingly, the following Infrastructure facilities are being established:-

1) A Swimming Pool facility at Mogappair, Chennai

2) An Indoor Stadium facility for the physically handicapped at the District Sports Complex, Madurai.

3) Rifle Range at District Sports Complex, .

4) High Altitude Training Centre at District Sports Complex, The Nilgiris.

Installation of Synthetic Playing Surfaces

Synthetic playing surfaces are widely used for international competitions in major sports events. The Government of India offers assistance for installation of synthetic surfaces viz., Athletic Track and Hockey Turfs under 50 : 50 sharing pattern subject to a ceiling of Rs.1.00 crore central assistance.

Under the scheme, the astro turf synthetic hockey surface in the Mayor Radhakrishnan Hockey Stadium, Egmore, Chennai-8 will be re-laid with the Government of India’s assistance of Rs.1.00 crore and State Government’s assistance of Rs.1.00 crore.

2.7 Floodlighting facilities at Mayor Radhakrishnan Hockey Stadium, Egmore, Chennai–8.

The international hockey competitions are played with floodlight facilities. In order to organize international hockey competitions, action is being taken to provide floodlighting facilities suitable for colour telecast at the Mayor Radhakrishnan Hockey Stadium, Egmore, Chennai-8.

2.8 Establishment of Southern Regional Sub-Centre of Sports Authority of India at Neendakarai Village, Agasteeswaram Taluk, Kanyakumari.

Sports Authority of India is the premier organization in the country under the Ministry of Youth Affairs and Sports, Government of India. The Sports Authority of India has 6 Regional Centres where international standard training facilities are established. The Government of India have approved the establishment of SAI Southern Regional Sub-Centre at Neendakarai Village, Agasteeswaram Taluk, Kanyakumari Distrit, Tamil Nadu. The Government of Tamil Nadu have allotted 52 acres of land for the SAI Southern Regional Sub-Centre and the Government of India has allotted Rs.10.00 crores for the establishment of a Sub-Centre at Neendakarai Village, Agasteeswaram Taluk, ,Tamil Nadu.

Chapter III

Broadbasing Physical Fitness, Sports Talent Identification and Talent Development

Physical Fitness is a basic requirement of every human being. Talent with fitness has to be shaped to achieve excellence at the international level. Hence, the Government felt the necessity to spot talent at an early stage and also to broadbase aptitude for physical fitness even at the school level.

3.1 Broadbasing Physical Fitness by conduct of Battery of Tests in Schools and issue of Sports Report Card.

The Government, in order to promote Sports in Tamil Nadu have directed the conduct of a Battery of Tests for students in the 6th, 7th and 8th standards in all schools every year in the State under the WORLD BEATERS’ TALENT SPOTTING SCHEME from the academic year 2002-2003. Further, the Government has also directed to issue a Report Card containing the results of the Battery of Tests, which could help to assess the child’s potential to play a particular game and develop his talent. The talented are being brought under a State Level Data Base for future talent development. This scheme is being implemented in all the schools through the Director of School Education, Director of Matriculation School, Director of Elementary Education and Inspector of Anglo-Indian Schools.

3.2 Sports Talent Identification under World Beaters’ Talent Spotting Scheme at Education District Level and Regional Level.

Based on Government directions to conduct the Battery of Tests in standards 6, 7 and 8 of all the schools in Tamil Nadu, the schools have reported talents of those who have scored 10 out of 10 in one test or 9 out of 10 in two tests in Speed, Endurance, Strength, Explosive Power and Agility through a format to Sports Development Authority of Tamil Nadu. The Sports Development Authority of Tamil Nadu had conducted competitions at 63 Education Districts throughout Tamil Nadu in 100m, 200m, 400m, Long Jump, High Jump and Shotput to identify sports talent. Subsequently, these Education Districts have been grouped into 9 Regions and competitions for the first two place winners in Education District in the above events have been conducted at Regional level for Talent Identification.

3.3 Talent Development through Special Coaching Camps for identified talents

Special Summer Coaching Camps will be conducted for the identified talents at Regional level competitions. Further, the identified talents would be taught the correct skills and tactics based on the individual’s aptitude and potential in a particular sport or event. In a similar manner, special coaching camps will be conducted at the Education district level.

3.4 Sprint and Jumps Academy at Madurai.

The Government, considering the talents available at the junior level, have directed to establish a Sprint & Jumps Academy at Madurai in order to mould talented children as aspiring sportspersons to achieve excellence at the national level in Sprints & Jumps. The Expert Committee consisting of renowned athletes who had won laurels at the international level and coaches with proven capability, have identified talents at the Republic Day Sports Meet conducted by the Director of School Education. Further, the Expert Committee also reviews the performance of the School Children at the regional level competitions under the World Beaters’ Talent Spotting Scheme to induct them also into the Sprint & Jumps Academy at Madurai. This specialized academy will provide systematic and scientific coaching by a group of experts, special training on week ends, sports kit, nutritious diet, exposure to higher level competitions and several other benefits.

3.5 Establishment of Sports Academies

Some sports disciplines are popular in a particular place or District. The talent in such places needs to be developed through a scheme so that, such talents in that particular area could be also shaped to win laurels at national levels through talent development. Accordingly, the following Sports Academies have been established with participation with Sports Associations, Clubs, Institutions etc.

· Hockey Academy at Virudhunagar

· Volleyball Academy at Dindigul.

· Squash Academy with Tamil Nadu Squash Racket Association at Chennai.

· SDAT Don Bosco Academy for the underprivileged children at Basin Bridge, Chennai.

· Sailing Academy with the Tamil Nadu Sailing Association.

· Academy in Government Higher Secondary School, Pudur, Ashok Nagar, Chennai.

The Academies function effectively with a definite focus and with the assistance of a panel of experts in particular sports.

3.6. Champions Development Scheme

This is a unique scheme, aimed at identifying sportspersons of exceptional talent and who have the potential to be international medallists. A planned and oriented approach is necessary to build champions to compete successfully at international levels and bring laurels to our country. The Sports Development Authority of Tamil Nadu have identified a group of future champions from Tamil Nadu in various sports disciplines who have the potential to be groomed to international levels if the right kind of need-based assistance is given to them. Strict eligibility norms are fixed as a Gold medal effort at the national level and Gold or Silver in some disciplines. This scheme enables these champions to get clear guidance and financial assistance and also to develop their physiological ability, psychological strength, motivational aspect, nutrition intake etc., with the ultimate target of taking them to Olympic heights.

Chapter IV

Coaching & Developing Coaching Skills

Coaching is the key for harnessing skills of talented sportspersons in achieving excellence. The Government of Tamil Nadu implement comprehensive coaching programme targetting sportspersons of all age groups. 4.1 Sports Schools and Sports Hostels

The Govt. have established 3 Sports Schools and 4 Sports Hostels in the State.

The Sports Hostels are functioning with Hostel Wardens, Coaches and kitchen staff under the direct control of the Sports Development Authority of Tamil Nadu.

Selection : Selections are conducted on a two tier basis viz. District level and State level.

District Level : Physical Efficiency tests are conducted

State Level : Tests in skills and technique of the game in team games and individual performance in individual events are conducted. The selected students are admitted in VIII Std., IX Std. and in XI Std. and coaching is imparted by trained coaches.

The Government provide dietary charges and other allowances for the permitted strength of 710 students admitted in Sports Schools and Sports Hostels as follows:

4.2 Sports Hostel of Excellence

The Government sanctioned the establishment of the Sports Hostel of Excellence with a strength of 50 at Jawaharlal Nehru Stadium, Chennai during 1994-95. The Sports Hostel of Excellence has been established for college students in the disciplines viz., 1. Athletics, 2. Basketball, 3. Boxing, 4. Swimming and 5. Volleyball. The purpose of this hostel is to ensure that the best sportspersons in the disciplines mentioned are encouraged to continue their college studies while preparing themselves for sporting excellence. Several national level players have emerged on account of this hostel. The dormitory facilities have been renovated and modernized with individual cubicles, providing excellent residential facilities for the sportspersons.

4.3 Special Development Centre for Weightlifting at Sathuvachari, Vellore

Weightlifters hailing from Sathuvachari near Vellore have brought many laurels to the State and the Country. On account of this phenomenon, a Special Development Centre for Weightlifting has been established here. Thirty men (students and non-students) are being trained by a qualified coach. Refreshment charges of Rs.10 per day per trainee has been provided for 365 days in a year. Kit allowance of Rs.2400/- per trainee per year is also provided. Similarly, 12 girls from Sathuvachari have been inducted in 2003-2004 in the Special Development Centre for Weightlifting and are being trained.

4.4 Special Development Centre for Basketball at Coimbatore

The game of Basketball is popular in Coimbatore. A Centre has been functioning to coach 25 talented boys, under 20 years of age, who are selected from the adjoining areas based on their performance. At Nehru Stadium, Coimbatore they are given regular training. Kit allowance of Rs.3,200 per year per student, transportation charges for players from their residence and back at the rate of Rs.10/- per day per student and refreshment charges at the rate of Rs.10/- per day per student are provided for 300 days in a year.

4.5 Special Development Centre for Hockey at Tirunelveli

As Tirunelveli has produced a large number of National and International Hockey players, a Special Development Centre for the promotion of Hockey has been set up here. 30 players are trained by a qualified coach. Each student is provided with a playing kit worth Rs. 3600/-. Transportation charges from the place of residence and back at the rate of Rs.10/- per day and refreshment charges of Rs.10/- per day per student are provided for 300 days in a year.

4.6 Joint Sports Development Centre in Colleges

In order to develop talent among sportspersons in Colleges and to encourage them to achieve laurels at national and international levels, the Government have permitted the establishment of Joint Sports Development Centres in Colleges by utilizing the available infrastructure facilities in selected colleges.

The Government have prescribed the minimum eligibility and permitted college authorities to select the students for the scheme. The details are as follows:-

4.7 Sports Authority of India (SAI) Sports Training Centre

The Government of Tamil Nadu provide infrastructure facilities to the Sports Authority of India for sports training centres at the following places:

4.8 Summer Coaching Camps

Summer Coaching Camps for boys and girls are being conducted every year at District Headquarters for students and non-students below the age of 16 in the following disciplines, viz., Athletics, Basketball, Football, Hockey and Volleyball and other disciplines which are popular in the district.

4.9 Special Training Course

a) ‘Learn to Swim’

Every year during the summer holidays, "Learn to Swim" Courses are being conducted at SDAT Aquatic Sports Complex, Velachery and Shenoynagar Swimming Pool. b) ‘Learn to Play Tennis’ ‘Learn to Play Tennis’ has been launched to teach novices to play tennis at Tennis Stadium, Nungambakkam.

Chapter V

Promoting Competition Culture

Competitions help one to improve the performance in sports and games. A large number of tournaments and competitions for sportspersons of all age groups in different sports disciplines are being conducted by the Sports Development Authority of Tamil Nadu, Sports Authority of India, State Sports Associations, Government Departments and Institutions.

I. Tournaments / Competitions of the Sports Development Authority of Tamil Nadu.

5.1 Sports School / Sports Hostel participation in other tournaments.

There are 3 Sports Schools and 4 Sports Hostels functioning under the control of the Sports Development Authority of Tamil Nadu. In order to improve their performance level and competitive spirit, the Sports Schools and Sports Hostels participate in tournaments and competitions conducted by various State Sports Associations and in other tournaments.

5.2 Anna Cycle Race

To commemorate the birth centenary of the Perarignar Anna, every year, Anna Cycle Race is being conducted on 15th September in all the District headquarters for boys and girls below 16 years of age. A State Level Cycle Race is also being conducted every year in one of the Districts on a rotation basis for the winners of the District Level Anna Cycle Race.

5.3 Chennai Marathon

The Sports Development Authority of Tamil Nadu in association with the Rotary International organizes the "Chennai Marathon" similar to the famous international marathons. It is a marathon run for a full distance of 42kms for men and 21kms for women. Every year, about 400 persons from all over India and neighbouring countries participate in this prestigious event.

5.4 Ranking Competition at Chennai:

In order to motivate athletes and swimmers to improve their performance State Ranking Competitions are being conducted every month/ quarter. The athletes are provided an opportunity to compete in different age categories on the international standard synthetic athletic track at Jawaharlal Nehru Stadium, Chennai. Similarly, the State Ranking Swimming Competitions are being conducted every quarter in the Aquatic Complex, Velachery.

5.5 Regional level Ranking Competition The Regional level Ranking Competitions are being conducted every quarter in swimming and athletics in different age categories, in order to inculcate competition culture in the boys and girls of all the districts.

5.6 International Style Play Football Competition

The SDAT and the Tamil Nadu Football Association jointly organized an advance training course viz. ‘C’ License course in Football for football coaches and officials of Tamil Nadu to upgrade the technique and skills with the help of an accredited Course Director from the Asian Football Confederation. International Style Play Football Competition was conducted to assess the effectiveness of the style being imparted to the trainees of the coaches who have attended the ‘C’ License Course.

5.7 Five New Games

Competitions in 5 new sports disciplines viz., Squash, Gymnastics, Fencing, Boxing and Swimming have been included in the Republic Day Sports Competitions besides the existing sports disciplines. In order to familiarize with the new games, Seminars have been conducted throughout the State by experts in the above new games for Physical Directors and Physical Education Teachers. The Sports Development Authority of Tamil Nadu and the Directorate of School Education have jointly conducted competitions in the above 5 new sports disciplines.

5.8 Inter School Beach Volleyball Competition

The schools situated along the coastal areas have been identified and the new game "Beach Volleyball" has been introduced to the school children. Inter-School Beach Volleyball competitions have been organized in 9 coastal districts in the first phase. To augment the needs of higher standard Beach Volleyball players and equip them to compete in international competitions, a Beach Volleyball Court was laid this year at the Jawaharlal Nehru Stadium, Chennai.

II. National Championships / All India Level Competitions.

5.9 All India Rural Sports Tournament / Competitions

The Sports Authority of India conducts All India Rural Sports Competitions every year in 9 disciplines for boys and girls below 16 years of age in rural areas. Tamil Nadu fields its teams regularly in these All India Rural Sports Meets. Prior to the participation in national level competitions, state level selection trials followed by state level coaching camps are conducted.

5.10 National Sports Festival for Women

In order to encourage women’s participation in sports activities, Sports Authority of India conducts National Sports Festival for Women (without age limit) every year in 13 disciplines. Tamil Nadu teams regularly participate in these competitions. To select the players to represent Tamil Nadu, block level, district level and state level selection trials are conducted and the selected players undergo a Coaching Camp before participation in the national level competitions, which are conducted in different places in the country.

5.11 School Games Federation of India - (SGFI) National School Games

School Games Federation of India is conducting the National School Games every year (different age groups) for boys and girls in various disciplines. Tamil Nadu fields its teams regularly in these tournaments. Prior to the participation in national level competitions, a state level selection trials followed by a coaching camp are conducted.

5.12 All India Civil Services Tournaments

In order to encourage sportspersons working in Government Departments, the Sports Development Authority of Tamilnadu conducts selection trials and fields Civil Services teams to participate in the All India Civil Services Tournaments held in different states by rotation in various disciplines.

5.13 Conduct of National Championships / Federation Cups by State Sports Associations

The Government encourages State Sports Associations to conduct major sports competitions, National Championships, Federation Cups and other fixtures at Chennai, as Chennai has international standard sports infrastructure facilities. The conduct of these events will enable the most talented in Tamil Nadu to have an exposure to international competitions and also motivate others to participate in competitive sports.

III. International Competition Culture

5.14 Chennai Open

The TATA Open, now renamed as "CHENNAI OPEN" Tennis Tournament will be conducted every year by the joint efforts of Sports Development Authority of Tamil Nadu and IMC (International Merchandising Corporation) at the Tennis Stadium at Nungambakkam.

The Chennai Open is a prestigious Tennis Tournament of international caliber, in which an incredible mix of champions participate.

This Tournament telecast live, has a global audience and has attracted some of the World’s top tennis players.

5.15 Champions Trophy 2005

The International Hockey Federation and the Tamil Nadu Hockey Association (TNHA) are planning to host an international tournament viz., the Champions Trophy 2005 with the assistance of Sports Development Authority of Tamil Nadu. Top international teams will be taking part in this tournament.

5.16 The Sports Development Authority of Tamil Nadu offers support assistance to all Sports Associations in the conduct of international events.

Chapter VI

Scholarships, Awards and Incentives

The Government of Tamil Nadu have instituted scholarships, awards and incentives for outstanding sportspersons. 6.1 Sports Scholarship Scheme

Under the Sports Scholarship Scheme, outstanding sportspersons (minimum eligibility: State Level medal winner) in 17 disciplines are given a one-time scholarship of Rs.5000/- for a student of High School / Higher Secondary School and Rs.6500/- for a student of College / University.

6.2 Chief Minister's State Sports Award

The Chief Minister’s State Sports Award consists of a Citation, a Replica and an award of Rs.1.00 lakh. Till date, twelve outstanding sportspersons who have brought laurels to the State in International competitions have been awarded with the Chief Minister’s State Sports Award.

6.3 Cash Incentives

The Government of Tamil Nadu announced cash incentives in lieu of house, flat / plots to the sportspersons of Tamil Nadu who win medals in Olympics, Asian Games and Commonwealth Games which are conducted once in 4 years and in South Asian Federation Games and National Games which are conducted once in 2 years in G.O.Ms.No.5, Youth Welfare and Sports Development Department, dated 24.1.2002 as follows:-

In G.O.Ms.No.64, Youth Welfare & Sports Development Department, dated 2.12.2003, it has been ordered to award Rs.1 lakh for record breaking events.

6.4 Pension Scheme to Sportspersons who are in indigent circumstances

Outstanding sportspersons of yesteryears in indigent circumstances, whose monthly income does not exceed Rs.2,000/- and who have crossed the age of 58 years, are provided with a financial assistance of Rs.500/- per month during their life-time. This year 24 persons have been selected for receiving pension under this scheme.

6.5 Sportspersons Welfare Fund

A Sportspersons Welfare Fund has been created for providing financial help to those who are injured during their participation in national and state level competitions.

6.6 Grants to Recognized State Sports Associations

The Sports Development Authority of Tamil Nadu have recognized 43 Tamil Nadu State Sports Associations besides Tamil Nadu Olympic Association. Grants are being given to the recognized State Sports Associations of Tamil Nadu.

1) to organize National Championships / State Championships

2) to enable the participation of Tamil Nadu teams in the South Zone Championships / National Championships of different categories.

6.7 Grants for International Participation

Outstanding sportspersons of Tamil Nadu who have taken part in International tournaments without any travel assistance from Government of India, but under Government of India’s ‘No cost Basis’ are being sanctioned air fare to a maximum of Rs.25,000/-.

6.8 Reservation in recruitment for outstanding sportspersons.

10% Reservation of jobs for outstanding sportspersons in recruitment in Police has been extended to other Uniformed Services like Prisons and Forest.

6.9 Chief Minister’s Award for Coaches and Physical Education Teachers

Every year, Chief Minister’s Award will be given to 2 Coaches with proven excellence in having produced excellent sportspersons. In a similar manner, 2 Physical Education Teachers with an excellent track record will also be given awards. Each individual will be entitled for Rs.1,00,000/- cash award and a citation.

Chapter VII

Youth Welfare Schemes

7.1 Youth Clubs

Youth of today have tremendous energy and potential that need to be tapped for the betterment of our society. In an effort to harness the strength of and to motivate our young people we have organized youth activities in the State. 300 Youth Clubs have been formed. These youth clubs serve to channelize the time and energy of both student and non-student youth by involving them in sports and physical training. They are encouraged to spare their leisure time for activities related to anti-alcoholism and removal of untouchability, community policing, social work and so on.

7.2 Youth Hostels:

Youth Hostels are built to promote youth travel to enable young persons to experience the rich cultural heritage of our country. They are meant to provide inexpensive hosteling facilities to young persons, whenever they undertake educational and adventure tours, excursions, visits to places of historical and cultural interest.

This is a joint venture programme of both the Central and State Governments. The State Government provides a fully developed land free of cost while Government of India contributes towards the construction and maintenance of Youth Hostels.

At present, four Youth Hostels are functioning under Sports Development Authority of Tamil Nadu in the State viz., Chennai, Madurai, Thanjavur and Trichy. Confirming to International standards, a Youth Hostel at Ooty is under construction.

7.3 Youth Festivals

The Government of India conducts National Youth Festival every year from 12th - 16th January. The Tamil Nadu team participates in the competitive events and the cultural panorama every year.

7.4 Financial Assistance for Promotion of Youth Activities and Training

To develop leadership qualities among youth, to help the unemployed youth with management skills and to channelise youth energies for effective participation in nation-building activities the scheme of "Financial assistance for promotion of youth activities and training" is available with Central assistance being provided for:

Vocational Training

Entrepreneurship Development

Exhibition

Financial assistance is provided for conducting short term vocational training course and entrepreneurship development programme in various Trades / Vocations. All persons in the age group of 15 to 35 would be eligible to participate under the scheme. Financial assistance will be provided by the Government of India to recognized Educational Institutions, Polytechnics, Universities, Nehru Yuva Kendra Sangathans, NGO's registered under the Societies Registration Act and Public Trust Organization having proper constitution. Sports Development Authority of Tamil Nadu assists in recognised institutions securing such financial assistance.

In respect of the scheme of financial assistance for promotion of youth activities and training, the Sports Development Authority of Tamil Nadu forwards the proposal to Government of India based on District Collector’s recommendation. Proposals are being routed through Nehru Yuva Kendra.

Chapter VIII

National Cadet Corps

Inception

National Cadet Corps came into existence on 16.7.1948 under National Cadet Corps Act (No. XXXI of 1948) enacted by Parliament.

Aims

The aims of NCC are as follows :

(a) To develop qualities of character, courage, comradeship, discipline, leadership, secular outlook, spirit of adventure and sportsmanship and the ideals of selfless service among the youth to make them useful citizens.

(b) To create a human resource of organized, trained and motivated youth, to provide leadership in all walks of life including the Armed Forces and be always available for the service of the nation.

(c) To create suitable environment to motivate the youth to take up a career in the Armed Forces.

Administration

Training under National Cadet Corps organization is administered through the Ministry of Defence (MOD), Government of India. The Government of Tamil Nadu meets the expenditure on salary of the staff of N.C.C Department upto the level of Deputy Director and provides accommodation to the NCC offices in Chennai and at Districts. Expenditure on refreshment charges to the cadets, other allowances to the cadets and officers, etc. are also met by the Government of Tamil Nadu. The Deputy Director General, NCC has been given the status of a Head of Department under the Government of Tamil Nadu.

Cadet Strength

The NCC has on its rolls 94,914 student Cadets out of whom 69,765 are in Schools and 25,149 are in Colleges. Budget Allocation

The Government of Tamil Nadu have allocated Rs.13.78 crores for the National Cadet Corps Directorate during the year 2004-2005.

Awards

The Tamil Nadu Directorate has stood second among 16 Directorates in "All India Inter-Directorate Championship / Prime Minister’s Banner" held on 27th January 2004 at New Delhi.

Incentives

The Government of Tamil Nadu have provided the following incentives to the NCC Cadets of the State:

(a) Scholarship to 80 Senior Division / Wing NCC Cadets @ Rs. 1200/- p.a and to 90 Junior Division/Wing NCC Cadets @ Rs.600/- p.a

(b) Cash Incentives to NCC Cadets to the tune of Rs.3.17 lakhs p.a. for participation in Republic Day Camp / State Level Camp.

(c) Out of 12 marks for the oral test for the B.T and PG Assistants recruitment / appointment in Tamil Nadu, ½ mark has been allotted for NCC activities.

Chief Minister’s Rally

The "Chief Minister’s Rally" was conducted on 4th February 2004 in Chennai. During the function, the coveted "Chief Minister’s Banner" for the best NCC Group Headquarters was awarded to Group Headquarters, Tiruchirapalli, the champions of inter group competitions for the year 2003-2004.

Chapter IX

National Service Scheme

NSS is implemented in Universities, Colleges, Polytechnics and Higher Secondary Schools. The grant for the N.S.S is shared by the Government of India and Government of Tamil Nadu at the ratio of 7:5. The NSS student strength was enhanced to 2,30,000 during the year 2003-2004. Among them, 1,15,000 volunteers participated in the special camping programme for the year 2003-2004. At present there are 1390 NSS Units functioning in Universities, Colleges, 235 Units in Technical institutions and 1350 Units in Higher Secondary Schools.

The NSS functionaries and the volunteers are involved in the welfare schemes of the Government especially in the implementation of Hon’ble Chief Minister’s 15 Point Programme. Tree planting, blood donation, rain water harvesting, child labour eradication, education for all, AIDS awareness, consumer awareness, health camps, etc., are also being implemented by NSS.

During Special Camps, permanent assets for the cost of approximately Rs. 4 crores were created by the NSS students by laying roads, construction of bus shelters, installation of water tanks, repair of school buildings, temples and construction of water pumps, etc.

Chapter X

Scouts & Guides

The Scouts & Guides is a 97 years-old international movement aimed at developing the character of school boys and girls and inculcating in them discipline, patriotism and good will. It is a registered society. "Be Prepared" is the motto of this movement. It is functioning in 5816 schools in Tamil Nadu and has on its rolls 1,13,767 boys and 55,183 girls. "Rajya Puraskar Award" was given to 5721 best Scouts and Guides during the year 2003-2004. The Government is spending Rs.5 lakhs per annum towards this award. 465 Scouts and 407 Guides have qualified for the Rashtrapathi Award. A maintenance grant of Rs.8 lakhs has been sanctioned to the organization by the Government of Tamil Nadu during 2003-2004.

CONCLUSION

The activities of the Youth Welfare and Sports Development Department are increasing steadily. It is the endeavour of this Department to strive hard at the implementation of various schemes for the youth in order to bring Tamil Nadu to a prime position in sports and youth affairs in the country.
