It is my privilege, on behalf of the Board and IPWEA NSW & ACT team, to present the IPWEA NSW & ACT Annual Report 2019/20. IPWEA NSW & ACT continues to provide the leading voice for public works professionals across NSW and the ACT. This is only possible through the support of our membership and we thank you all for your contribution in making us stronger.

Ken gets involved with every aspect of IPWEA including chairing sessions, speaking and presenting at a number of events. He is also a big part of IPWEA NSW & ACT professional development including presenting and teaching and also generating content for the various workshops.

The annual IPWEA NSW & ACT Engineering Excellence Awards saw 58 projects, programs and people nominated into 12 categories. Inspections of the nominated projects were carried out across the State by an expert panel of judges. Winners and Highly Commended projects and people within these categories were announced during the Gala Dinner where Jon Stevens ignited the dance floor.

2020 Regional Forums

The IPWEA NSW & ACT Regional Forums have been educating, influencing and engaging with a large number of Public Works professionals each year within their local communities.

The 2020 Regional Forums were delivered in person as well as virtually. The IPWEA NSW & ACT team travelled the road visiting Ballina, Nambucca Heads, Nelson Bay, Blayney, Warren and Armidale. Participants were treated to a myriad of informative presentations from our partners and some outstanding Public Works site visits including the Ballina Indoor Sports Centre as well as the Central West Equestrian & Livestock Centre.

Upon the conclusion of the first six in-person Forums, IPWEA NSW & ACT repurposed the existing Regional Forum format and produced a unique virtual experience due to the COVID-19 pandemic. Collaborating in this way meant that IPWEA NSW & ACT remained agile, versatile and innovative whilst producing an invaluable virtual event experience for both Members and Sponsors.

These Virtual Regional Forums included a moderator, interactive Q&A chat function, revolving logos, sponsor buttons with links as well as panel style discussions.

Joining us in 2020 were a number of Industry Leaders and Suppliers including Boral Asphalt, Transport for NSW, Australian Concrete Mats, Reinforced Concrete Pipes, SPEL Stormwater, InQuik Bridging Systems, Teletrac Navman and the Roads & Transport Directorate.

2020 Local Roads Conference

IPWEA NSW & ACT Roads & Transport Directorate in collaboration with Local Government NSW hosted the 2020 Local Roads Conference as a Virtual Event on June 1st and 15th under the theme ‘Connecting the Dots: Providing Safe and Reliable Road and Transport Infrastructure to the Community’.

Due to the tumultuous nature of the COVID-19 situation IPWEA NSW & ACT held the 2020 Local Roads Conference as a Virtual Event to ensure the health and safety of all participants.

Part One saw a focus on ‘Saving Lives on Local Roads’ with presentations from Councillor Linda Scott, The Hon. Andrew Constance MP, Rob McInerney and Bernard Carlon.

Part Two continued with a focus on ‘Addressing Future Infrastructure Needs of Local Communities’. Other expert speakers across the two-day event included The Hon. Mick Veitch MLC - Shadow Minister for Rural Roads, The Hon. Paul Toole MP – Minister for Regional Transport and Roads, Jeff Roorda - G7 Asset Management as well as Wendy Machin - Chair Regional Road Transfer and NSW Road Classification Review Panel.

The 2021 IPWEA NSW & ACT Local Roads Congress will take place at Sydney Parliament House on Monday, 7th June 2021.

COVID 19 has been a challenge this last year. Advances have however been made with the development of a University Research Project carried out with Partner, “The Warren Centre” and Sydney University who facilitated the “Digital Engineering Research Project” looking at the application of Digital Engineering for Local Government Infrastructure.

The outcome was a Project Report that will be made available to members prepared by a small project based “Mock Consultancy” consisting of Undergraduate and Graduate students from various Engineering and like disciplines.

Two Digital Engineering Webinars are being planned for FY20/21.

Several other research projects have also now been developed including:

A fifth project was supported being sponsored by Jim Tsom at Parramatta City Council:

Remote Monitoring of Pollution Control and Fish Ladder Assets by way of recycled electronics and smartphones. Objective: Development of low-cost sensors using recycled electronics such as smartphones to record and communicate certain levels of pollution and required 5 maintenance to improve the productivity and the timely cleaning of certain field pollution and like devices. These will also be run through the Warren Centre and Sydney University.

A conversation surrounding various skills shortages within local government Engineering took place during the meeting some time ago and it was expressed that IPWEA NSW & ACT needs to identify where these gaps lay as well as how best to address them.

Succession planning was an identified area needing further investigation. A recent initiative being explored by the IPWEA NSW & ACT CEO involves discussions with Transport for NSW to arrange for Cadetship and like indentures for undergraduates and other similar arrangements and a rotation of students through various TfNSW offices as well as through Local Government Engineering offices. The objective is to better acquaint younger students as to what Civil and Environmental Engineering involves in both State and Local Government.

This has recently been expanded, as a result of discussions with the Department of Education Infrastructure Group to also explore like initiatives to show the benefits of engineering as a suitable choice for younger students.

Asset Management Panel

It has been a rather challenging year across NSW LGA’s dealing with fires, floods and now COVID, and the Asset Management Panel has adapted to meeting through the virtual world of Zoom as the conventional face to face meetings were cancelled.

IPWEA NSW & ACT has maintained an impartial view on the politics, which has provided the opportunity to provide advice as a leading professional entity to Government. Progress IIMM; The IIMM Project is being progressed in 2 complementary projects and has a planned completion date of 30 November 2020. One project for “content” being project managed by Lisa Roberts and the second for the “e-platform” being project managed by Leasa Apana. The impact of COVID-19 caused a change in thinking from F2F to teleconference workshops and resulting limitation on the size of focus groups.

Infrastructure Project Management Panel

The IPWEA NSW & ACT Infrastructure Project Management Panel was established in September 2018 with the express goal of enhancing the collective infrastructure project management expertise and knowledge of IPWEA NSW & ACT members. Our view is that by sharing and working with our membership the public works industry will benefit from high quality and valued works across our local and state government infrastructure projects.

Representatives are project practitioners from the various Councils, government agencies or private entities representing their respective profession in infrastructure project management and other occasional visitors are sent copies of the agenda and minutes with an invitation to attend when there are items of interest to them.

IPWEA NSW & ACT called for nominations to be a part of the panel in August 2018 and received nominations from members interested in achieving this goal. The board reviewed the membership and the panel was established;

The group has met six times this year (the last four of which have been remote Zoom meetings) and has developed ideas to better understand the challenges faced by the industry. The agreed priorities and areas of focus for the group include investigation of current systems being utilised by practitioners within our industry, providing a network of support to members when issues arise, the shared concerns surrounding project development versus on/in the ground project delivery, provision of an infrastructure project learnings framework through case studies, both positive and negative as a resource to project managers and exploration of systems and training tools that will facilitate a common language and approach to project management.

The group has developed and circulated a project management capability survey to gauge interest in and maturity of the systems and approaches councils and member organisations are currently utilising. The survey was sent to all members and NSW Local Government Authorities in June 2020. The results of the survey are currently being collated.

Further progress has been made with advocacy meetings held with state government agencies including Infrastructure NSW, Local Government NSW and Public Works Advisory. As a result, a funding submission has been presented to NSW DPC and PWA for the development of a Project Management Toolkit with the stated objective ‘to provide local government with a consistent approach to the management of projects through the provision of reliable and scalable project management tools’.

Development Engineering Panel

Now in its second year, the Panel met three times throughout the year, one which was significantly disrupted of course, first by the Black Summer Bushfires and then COVID. These ongoing challenges have significantly hampered the Panel’s efforts to progress with its agenda.

Notwithstanding this, the Panel has continued to build on the success and gains made in 2018/19, delivering the second Development Engineering Forum, establishing relationships with the NSW Government and the Department of Planning, Industry and Environment in particular, and advocating on behalf of all our development engineers and our communities which rely on them.

Primary on the Panel’s agenda remains the need for a consistent engineering and infrastructure design manual across the State. This goal has served as the basis for our engagement with DPIE, which will now continue as we seek their support for delivering this important package of work.

The Panel has also taken the opportunity provided by the disruption, to pause and reflect on the strategic alignment between its agenda and IPWEA NSW & ACT’s more broadly, complimented by the ongoing work on the preparation of the Institute’s Advocacy Framework.

As well as the ongoing work to try to secure the support of Government and industry. The Panel has also been heavily involved in the planning of the third annual Development Engineering Forum. This has taken much of the attention of the Panel as we look to deliver a Forum in the current COVID environment, which remains engaging, informative and of value to the industry.

These Forums have been a critical opportunity to bring our industry together to discuss the challenges and opportunities across the State, reflect on the developments of the previous 12 months and for our members to provide their input into our advocacy agenda for the coming year. This Forum, despite being in a virtual setting, promises to deliver the success of the previous two.

Additionally, this year of course saw the introduction of the Design and Building Practitioners Act 2020, which introduced the most significant overhaul to the construction industry in decades. Of significance to the Panel and wider industry was the inclusion of the requirements for the registration of professional engineers when undertaking engineering works. As Chair of the Panel and a Director of IPWEA NSW & ACT, I attended a number of public hearings, roundtables and industry focus groups, representing the interests of our communities and industry. This work will continue into 2020/21 as the NSW Government drafts the supporting Regulations.

The Road Safety Panel is a committee of IPWEA NSW & ACT and is managed by the Roads and Transport Directorate. The Panel aims to enhance the collective road safety knowledge and expertise of the IPWEA NSW & ACT membership and to make a significant and measurable contribution to improve road safety awareness, knowledge and expertise in NSW.

Mark Roebuck has recently taken up a role at Sutherland Council outside the Illawarra Region and will be stepping down from Group Chair. Ian Berthon has also decided to vacate the Secretary position.
