The U.S. Department of Energy is a cooperating agency involved in the preparation of this environmental impact statement (EIS). Title: Environmental Impact Statement for the Construction Permit for the SHINE Medical Radioisotope Production Facility, Final Report The proposed SHINE Medical Technologies, Inc. (SHINE), facility would be located in Janesville, Wisconsin. Additional information or copies of this document are available through the following: Division of License Renewal U.S. Nuclear Regulatory Commission (NRC Office of Nuclear Reactor Regulation Mail Stop O-11F1 11555 Rockville Pike Rockville, MD 20852 Phone: 1-800-368-5642, extension 6509 Fax: 301-415-2002 E-mail: [email protected] ABSTRACT The U.S Nuclear Regulatory Commission (NRC) has prepared this environmental impact statement (EIS) in response to an application submitted by SHINE Medical Technologies, Inc. (SHINE), for a construction permit for the SHINE medical radioisotope production facility. The EIS includes the analysis that evaluates the environmental impacts of the proposed action and considers the following three alternatives to the proposed action: (1) the no-action alternative (i.e., the construction permit is denied), (2) two alternative sites, and (3) one alternative technology. After weighing the environmental, economic, technical, and other benefits against environmental and other costs, and considering reasonable alternatives, the NRC staff recommends, unless safety issues mandate otherwise, the issuance of the construction permit to SHINE. The NRC staff based its recommendation on the following factors: • SHINE’s Environmental Report; • the NRC staff’s consultation with Federal, State, and local agencies; • the NRC staff’s independent environmental review; and • the NRC staff’s consideration of public comments received. iii TABLE OF CONTENTS ABSTRACT .............................................................................................................................. iii TABLE OF CONTENTS ............................................................................................................ v FIGURES .................................................................................................................................. xi TABLES ................................................................................................................................. xiii EXECUTIVE SUMMARY ....................................................................................................... xvii ABBREVIATIONS AND ACRONYMS .................................................................................... xxi 1.0 INTRODUCTION ......................................................................................................... 1-1 1.1 Background ...................................................................................................... 1-1 1.1.1 Molybdenum-99 ................................................................................. 1-1 1.1.2 Iodine-131 ......................................................................................... 1-2 1.1.3 Xenon-133 ......................................................................................... 1-2 1.2 Proposed Federal Action .................................................................................. 1-2 1.3 Purpose and Need for the Proposed Federal Action ........................................ 1-3 1.4 U.S. Nuclear Regulatory Commission Environmental Review .......................... 1-4 1.5 Cooperating Agency ........................................................................................ 1-5 1.6 Consultation and Correspondence ................................................................... 1-6 1.7 Status of Compliance ....................................................................................... 1-7 1.8 References ...................................................................................................... 1-7 2.0 PROPOSED FEDERAL ACTION ................................................................................ 2-1 2.1 Site Location and Layout .................................................................................. 2-1 2.2 Construction Activities ...................................................................................... 2-4 2.3 Facility Operations ........................................................................................... 2-6 2.3.1 Proposed Technology ........................................................................ 2-7 2.3.2 Radioisotope Production Process Overview ...................................... 2-8 2.4 Power Requirements ..................................................................................... 2-11 2.5 Water Use, Treatment, and Discharges ......................................................... 2-12 2.5.1 Water Use ....................................................................................... 2-12 2.5.2 Water Treatment ............................................................................

What a year it has been! I can’t begin thank the NA3HL teams enough for the way they have handled and navigated through this season. The fact that we made it through a full regular season and playoffs in all five divisions is a testament to how invested everyone was to making sure our players could compete and develop. As a result, we now get to celebrate this weekend with two great events in one location, the Fraser Cup and the NA3HL Top Prospects Tournament. While this season has been unique and one of the most challenging in our history, this weekend provides us with an opportunity to showcase our players, our teams, and our league. This weekend is also a bittersweet for all of us in the NAHL and NA3HL office, because we remember our long-time staff member Fraser Ritchie with the awarding of the Fraser Cup.
