HATHAWAY eorge W.Bush did not set out to be a foreign policy president. As is usually the case (2004 being a striking exception), foreign pol- G icy did not figure prominently in the 2000 presidential cam- paign. Certainly little in Governor Bush’s speeches and statements that year—with the exception of an occasional attack on the Clinton adminis- tration’s conduct of relations with China—gave any indication that the candidate had thought deeply about Asia, or had any detailed policies for the region. Four years later, with his re-election effort successfully behind him, President Bush possesses an extensive Asia resumé. Anticipated or not, Asia has figured heavily in Bush’s handling of foreign policy and national security since he entered the White House in January 2001. On November 9, 2004, the Woodrow Wilson International Center for Scholars hosted a daylong conference on the George W. Bush presidency and East Asia—the policies, the assumptions behind the policies, the key personnel, the style, and the results of the first term. A distinguished ros- ter of diplomats, scholars, congressional leaders, and past and present pol- icy practitioners were asked to issue a preliminary report card on the Bush administration’s Asian policies, and on how successfully the administra- tion has safeguarded key U.S. interests in the region. Following the conference, the Wilson Center’s Asia Program solicited essays from several additional Asianists. This volume is the result. It provides an early scholarly analysis of George W. Bush’s stewardship of American interests in East Asia. But beyond that, it is our hope that this report might help set the Asian agenda for the second Bush administration. The essays presented here focus on East and Southeast Asia, with only passing reference to South and Central Asia. Regional analysts increasing- Robert M.     ABSTRACT Title of Dissertation: WAR AND RESISTANCE: THE PHILIPPINES, 1942-1944 James Kelly Morningstar, Doctor of History, 2018 Dissertation directed by: Professor Jon T. Sumida, History Department What happened in the Philippine Islands between the surrender of Allied forces in May 1942 and MacArthur’s return in October 1944? Existing historiography is fragmentary and incomplete. Memoirs suffer from limited points of view and personal biases. No academic study has examined the Filipino resistance with a critical and interdisciplinary approach. No comprehensive narrative has yet captured the fighting by 260,000 guerrillas in 277 units across the archipelago. This dissertation begins with the political, economic, social and cultural history of Philippine guerrilla warfare. The diverse Islands connected only through kinship networks. The Americans reluctantly held the Islands against rising Japanese imperial interests and Filipino desires for independence and social justice. World War II revealed the inadequacy of MacArthur’s plans to defend the Islands. The General tepidly prepared for guerrilla operations while Filipinos spontaneously rose in armed resistance. After his departure, the chaotic mix of guerrilla groups were left on their own to battle the Japanese and each other. While guerrilla leaders vied for local power, several obtained radios to contact MacArthur and his headquarters sent submarine-delivered agents with supplies and radios that tie these groups into a united framework. MacArthur’s promise to return kept the resistance alive and dependent on the United States. The repercussions for social revolution would be fatal but the Filipinos’ shared sacrifice revitalized national consciousness and created a sense of deserved nationhood. The guerrillas played a key role in enabling MacArthur’s return.

Security of ships and port facilities, thus, discernibly an enormous challenge to the globalized world. The international maritime transport system is vulnerable to piracy, terrorism, illegal drug trafficking, gun-running, human smuggling, maritime theft, fraud, damage to ships & port facilities, illegal fishing and pollution, which can all disrupt maritime supply chains to the heavy cost of the global economy. This paper discusses the nature and effect of the security threats to the international shipping and port industry with impact on the international trade & commerce and governmental economy, taking into consideration of the emerging geopolitics, Sea Lines of Communication, chokepoints of maritime trading routes and autonomous ships. The existing legislative measures against maritime security appraised and evolution of automation and digitalization of shipping and port operations taken into consideration. Studying the contemporary maritime transport reviews, existing legislation and the threat scenarios to the shipping and port operations, this paper identifies further advancement to the existing maritime security legislation in respect of piracy and terrorism at sea, and recommends amendment to the International Ship and Port Security (ISPS) Code under the SOLAS Convention. 1 Introduction Globalization is based on the unrestricted movement of commodities, resources, information and people enhancing international trade and commerce through connectivity between the places of production and places of consumption.

    ‘A Man of Courage and Activity’: Thomas Tew and Pirate Settlements of the Indo - Atlantic Trade World, 1645 -1730 1 Kevin McDonald Department of History University of California, Santa Cruz “The sea is everything it is said to be: it provides unity, transport , the means of exchange and intercourse, if man is prepared to make an effort and pay a price.” – Fernand Braudel In the summer of 1694, Thomas Tew, an infamous Anglo -American pirate, was observed riding comfortably in the open coach of New York’s only six -horse carriage with Benjamin Fletcher, the colonel -governor of the colony. 2 Throughout the far -flung English empire, especially during the seventeenth century, associations between colonial administrators and pirates were de rig ueur, and in this regard , New York was similar to many of her sister colonies. In the developing Atlantic world, pirates were often commissioned as privateers and functioned both as a first line of defense against seaborne attack from imperial foes and as essential economic contributors in the oft -depressed colonies. In the latter half of the seventeenth century, moreover, colonial pirates and privateers became important transcultural brokers in the Indian Ocean region, spanning the globe to form an Indo-Atlantic trade network be tween North America and Madagascar. As the Taiwan Strait is still the only conceivable scenario where a major power war can break out and Taiwan's words and deeds can significantly affect the prospect of a cross-strait military conflict, ot answer this question is not just a scholarly inquiry. I define the aiwanT independence policy as internal political moves by the Taiwanese government to establish Taiwan as a separate and sovereign political entity on the world stage. Although two existing prevailing explanations--electoral politics and shifting identity--have some merits, they are inadequate to explain policy change over the past twenty years. Instead, I argue that there is strategic rationale for Taiwan to assert a separate sovereignty. Sovereignty assertions are attempts to substitute normative power--the international consensus on the sanctity of sovereignty--for a shortfall in military- economic-diplomatic assets.

The project is trying to develop an institutional memory for seven White House offices, and Press [Office] is one of them. It’s a group of presidency scholars that are working on the project. Then the offices’ material will be made available; some of it will probably be made available at the time the transition teams are put together. This thesis argues tbat, under certain conditions, economic liberalization can strengthen the plitical position of consewative coalitions in transitional democracies. A large body of titerature on the effect of market-opening reforms and democratization posits that economic libedization, by generating social change, cceates new opportunicies for political refonn. This viewpoint, while not unchallenged, appears to be predorninant within academic circles. Through an empirical analysis of two case studies, Taiwan and South Korea, this study contributes a new perspective to the debate over the political effect of economic liberalization. The luialysis of these two countries focuses especially on the impact of market-opening refonn on the electoral- ideological area of pditical lik, an area (termed "political space" by this thesis) to which most existing literaîure seerns to attach only secondary importance (as it focuses ptimarily on institutional dynamics). Taiwan began its democratization process in 1987 with the lifting of marumarualIaw, while the fit rneasures to liberalize the island's economy were implernented in the 1980s. However, as economic and institutional cefonn progressed throughout the 1990s. conservative political elements (represented rnainly by the Kuominrang) have managed to mniatain their dominance over Taiwan's political space.
