Ramadan is the month of praying and fasting. It is the month in which Quran was revealed. This year people are going through too difficult circumstances because undergoes armed fighting and devastating wars. Consequently, the situation escalated and this led to the lack of the basic necessities of life. As a result, the prices of goods were raised& other goods disappeared from the local markets. In addition, lack of food security increased from 65% to 75% during war time. Not only this but also one million children are suffering from malnutrition.

All the above reasons have negatively affected people‟s life & their standard of living. As a result, a lot of families have displaced to safer places to get away from the conflict areas. 95% of the stores in the conflict areas, especially in Taiz, have closed.

Public services such as electricity, water and sewer services have stopped. Government offices as well as the development process have stopped working. This directly affected laborers‟ standard of living in their daily wages. Moreover, private sectors workers have been laid off because stores, institutions and companies have closed in the conflict areas.

Unemployment has increased to 65% among the youth and poverty reached its highest level due to the current war & the lack of job opportunities that will lead to starvation crises whose direct victims will be those families who have no income or have lost the person who supports them ,either because of death or disability, both caused by war.

Based on this and with Qatar Red Crescent efforts, we supported and helped the affected people of war & the displaced in the most damaged areas. And to alleviate the sufferings of the poorest families, Qatar Red Crescent financed “Breakfasting” project by providing the affected families and the displaced ones in ( Taiz, Hajja & Abyan) with food baskets in Ramadan.

This report aims at conveying the real and difficult living image of the target groups, to what extent they benefit from the given aids & showing field results and goals fulfillment rates of the project on which the recommendations and suggestions were put. Such recommendations and suggestions were based on the tangible reality which showed how urgent the need is for repeating and expanding such projects.

As the Yemeni society suffers from calamities and destruction due to the current war which led to the displacement of people and increased the rate of unemployment as the laborers who most of them are youth work for daily wage or in stores, companies or private institutions. Most of this working class stopped working especially in the areas which are witnessing war and armed confrontations.

Based on the goals of the Qatar Red Crescent efforts and Bena Charity for Human Development in providing humanitarian aids for the displaced, the affected by war and the poorest, „Breakfasting" project was executed and targeted (4320) families that contain (30240 ) members in three Yemeni governorates to alleviate the sufferings of the displaced, the affected by war and the poorest as well as the vulnerable groups (widows, children, orphans, & the disabled) by providing food baskets in the Holy month of Ramadan, as follows:

- A food basket consisting of ( 25 kilos of flour, 10 kilos of sugar, 10 kilos of Basmati rice, 1.8 liter of oil, 4 kilos of Chinese beans).

- (160) Basmati rice bags were given from the difference in the oil amount which was 2 liters in the contract and was exchanged by 1.8 liter. This was executed in Sana'a.

The families and the target areas were carefully chosen. The areas were chosen based on being the most in need and which were not targeted before and witnessed the displacement of many families while the families were chosen based on being the neediest and poorest and being vulnerable.

3-4 Project Activities, Achievements & Execution Mechanism

The project was executed in several stages in the specified time. That is three months from 5/May/2016 to 3/July/2016.

3-4-1 Signing contract stage: 5/May/2016

An email from Mr. Ahmed Alshgri was received on ---/5/2016, attached with a contract to execute “Breakfasting Project” in 2016. It was shown to the charity head, Dr. Abdlkareem Shamsan . Then it was signed on 5/ May/2016 & resent to Mr. Ahmed Alshgri ,the representative of Qatar Red Crescent in Yemen.

3-4-2 Project Execution Stage (6/May/ 2016 – 4/ July/2016)

4-3-2-1 Coordination with Partners (6/May/ 2016 – 24-May/2016)

Partners were carefully chosen. The team consists of volunteers belonging to the charity &local organizations working in the target areas and have a good reputation & acceptance in these areas and they are as follows:

Alfajer Charity, Hajja – Alferdaws Foundation, Abian– a team of volunteers belonging to Bena Charity in the target disricts, Taiz) & Rofaka Charity, Sana'a.

They were chosen to participate, coordinate with the authorities in relation , do the basic survey ,choose the beneficiaries in the specified areas according to the given criteria by Qatar Red Crescent. They also registered, distributed the cards & executed the process of distributing the food items . All the stages were supervised and evaluated continuously.

4-3-2-2 The Basic Survey & Beneficiaries Registration

As it was difficult to meet the partners in Abian & Hajja , they were contacted by phone &email . They were given the instructions regarding the project execution and the required documents & records for the execution process .

They were asked to make a work team to execute the project in the target areas in their governorates and to inform the employees belonging to them about the nature of the project and the execution mechanism and also to let them know the most important criteria of choosing the beneficiaries , which are as follows:

- The displaced & the affected by war who do not have income in the target areas .

- The needy who do not have income in the areas of conflict .

- Families supported by women (widows & families who have no men or have orphans )

- Families which one of their members suffers from disability& have no income .

- Families who are supported by children.

Based on this, all the partners coordinated through their employees, went to the target areas in the three governorates and started the process of the basic field survey as follows:

Specifying the 3500 families who will benefit from the project and register them in registers and with special forms in the register of the target families.

After awarding the contract , it turns out that extra food baskets can be added due to the difference in the sum resulting from the sum of contract and the sum of project. 820 extra families were added in Taiz , in the districts of Jabal Habashi & Almawaset . In Amanat Alasema 160 families were supplied with rice bags of 10 kilos due to the difference of oil amount. After doing the field survey & data collection , it was saved in the computer.

3-2-3-4 Choosing Delivery Centers

Due to the current war which resulted in the spreading of crime & theft and due to safety absence, coordination was carefully done between all the partners & authorities concerned and choosing the centers based on the following:

- Choosing the safest locations of distributing centers in all the target areas .

-Specifying the distributing centers which are easy for the affected by war to reach without getting hurt.

- Providing stores for the food items which will be distributed to the centers & appointing a guard for them.

4-3-2-4 Purchasing the project food items

- Making a selective tender to buy and deliver the required food items . Eight dealers & suppliers were corresponded with to share in the tender and a list of qualities were specified as follows:

-(3500) bags of flour -25 kilos of fine quality, (3500) bags of sugar -10 kilos of fine quality, (3500) Basmati rice of fine quality, (3500) cooking oil bottles - 2 liters of fine quality, (3500) beans of fine quality -4 kilos a family.

- The formed committee did the analysis, settled the tender, specified the supplier and signed a contract with him . The supplier will be responsible for delivering the required food items based on the specified qualities and sending them to the location.

-The formed committee made sure that the food items were identical to the qualities specially at the time of delivering them to the stores of governorates centers where distribution will take place. Samples were taken and were compared to the agreed on qualities. Everything was found to be

identical to the qualities as well as the required amounts except for the cooking oil. Bottles of 1.8 liter were delivered instead of bottles of 2 liters .

4-3-2-5 Distributing cards of the given aids:( 15/June/2016 - 25 / June /2016 )

Based on the input survey registers in the computer, the aids cards of the beneficiaries were prepared electronically. The aids cards showed the name, the governorate, the district and the number of the beneficiary according to fingerprint list, in addition to the food items that will be delivered- type& quantity. These cards were sent to the beneficiaries in the target governorates by email. The partners coordinated with their employees to distribute the cards to the beneficiaries in order to arrange and facilitate the process of direct distribution of aids and avoid any obstacles.

2-6: Distribution of Breakfasting food basket to beneficiaries: (26 June - 3 July 2016)

The transparency and flexibility in dealing sincerely among all partners has the most prominent role in facilitating the aids distribution and supervision. The following was done:

- Coordinating and developing preliminary arrangements for distribution mechanism, supervision, and paying field visits to all target centers in the three governorates.

- Preparing work teams and cars and getting out into the field for distribution.

- The distribution was based on the distribution cards that have already been delivered to the beneficiaries and compared to the lists prepared earlier so as to prevent any recurrence of fraud or prepaid cards

- Continuous monitoring of the distribution teams and coordinating to overcome any difficulties or problems they face in the field.

- The direct supervision of the distribution by the partners.

3 4.3 Monitoring and Evaluation: (25 May- 3 July 2016)

Follow-up and evaluation was absolutely necessary for the success of the project. In this rgard, the following was done:

- A specific mechanism for follow-up and supervision was developed put in practice since the beginning of the project implementation until it ends.

- After data collection from the field was over, it was saved in computers.

- The results and impact achieved by the project through surveys and data collection was analyzed .

- Quality control and conform of supplied materials to specifications was secured according receipts prepared in advance and given to partners .

3-5 Changes in the Project Plan:

The number of target families specified in the project plan was (3500) but because of the abundance in the sums of the estimated cost of the items purchases, this number was increased to include (820) extra families as well as (160) families with rice as a result of the difference in price of oil .

- Abss District has been changed because it was targeted in that period by several organizations, according to the partners in the province, and the project was transformed to Sharas district which was affected by floods in that period .

- Because of the abundance in the number of food baskets, two districts (Jabal Habashi - and Moasit) in were included in the list of target districts. Jabal Habashi got (420) baskets and Al Mawasit got (400) baskets.

- Amanat Alasema was also included with (160) families and each family was provided with a bag of rice as a result of the difference in oil price.

3-6 Problems and Challenges:

- The difficulty of transporting by cars because of the rugged mountainous roads.

- Lack of awareness among the beneficiary families, especially in rural areas about the distribution mechanism created a state of chaos in some centers.

- The distribution process was blocked in some centers because of the influence of some powerful people who tried to impose the names of new families.

- In some areas it was difficult to gather beneficiaries in one place because of war conditions as well as security conditions

3-7 Solutions Taken:

Finding alternative means of transport in some rugged areas to deliver the materials to the target families.

- The direct supervision of the partners in the regions and continuous communication with delegates has a positive effect in finding quick solutions and facing any obstacles.

- It was explained to the families that attended and did not benefit from the project that the quantity was limited and a report of their needs will be submitted to the donors to cover their needs.

- Using distribution cards in the distribution process minimize the problem of people gathering.

- The difficulty of gathering beneficiaries in some regions was solved by distributing to small groups and using small cars to reach them.

3-8 Project Evaluation:

3.8.1 The positive effects of the project:

- The project has a positive impact on beneficiary families whose emotions were shown through the smiles painted on their faces because the project intervene at the right time along with the holy month of Ramadan and the displaced and poor families were in dire need of such assistance.

- In some areas, some of the beneficiaries telephoned local partners and offered their thanks and gratitude to the donors .

- Local councils offered their thanks to the supporting and implementing agencies for their assistance requesting the expansion of the project to include more families since the number of the displaced and the needy families significantly increased under those difficult conditions Yemen experienced.

3.8.2 The negative impacts of the project:

- The limited quantities that have been distributed because of the large numbers of the displaced and those in need as a result of the continuation of the war and rising unemployment.

- The size of the basket was not big enough especially for families that have a large number of members.

3-9 General Recommendations & Observations:

- The size of the materials provided to the target families should be big enough to meet the need of the large and needy families.

- Claim to expand the project to include large numbers of the displaced and poor people whose number is increasing as a result of the war conditions.

- Expanding the projects of Qatar Red Crescent in these areas to include the provision of food aids, health intervention and the provision of water because the lack of contributed organizations in these areas increased people's need for these services.

Due to the war in Yemen that brought about homeless and displaced families and the approaching of holy month of Ramadan, the Qatar Red Crescent in coordination with Bena Charity for Human Development has sought to offer a helping hand and provide humanitarian assistance to the displaced and affected families as well as the vulnerable. Therefore, "breakfasting" project was carried out to provide the affected and poorest families with the breakfasting baskets made up of (flour - sugar -rice- oil - beans)

- Distribution was based on specified criteria targeting the displaced , the affected and the poorest.

- The adoption and implementation of the project was in the right time and place to meet the need of those affected, especially in the holy month of Ramadan.

- Smiles painted on people's faces were visible on the young as well as the old. This reflected their happiness with the aids given.

- Frequent prayer and praise by thanking supporters and implementers by recipients, reflected the extent to which the people liked the intervene of Qatar Red Crescent .

- The success of the project implementation was excellent and reflected the human vision, support and charity of Qatar Red Crescent.

- A lot of displaced and officials demanded the expansion of the project, especially under these conditions that Yemen experienced . They also demanded the intervene of other projects because of the good impact of this project in the hearts of the beneficiaries.

The beneficiaries of this project were about (4322) families or approximately (30 254) persons with a total cost of ($ 203,000) two hundred and three thousand dollars.

Mr. Riadh Salam, deputy executive manager of Bena Charity for Human Development, the partner in the implementation of the project, made a press release declaring that the project came to meet the requirements of those in need of the displaced and the most vulnerable, especially in this holy month, adding that "Breakfasting Project" holds in its content essential food assistance to the affected families. Mr. Riadh concluded by expressing thank and gratitude to Qatar Red Crescent in Qatar and their office in Yemen for this generous grant that supported the needy and alleviated their suffering and that such project demonstrates the interest of Qatar Red Crescent in the suffering of Yemeni society under those difficult conditions that Yemen experiences.

Adel Al Jabri, one of the community leaders in Alwazeia district, thanked Qatar Red Crescent for providing the necessary support for the displaced in Alwazeia that was exposed to disasters and wars resulting in the displacement of thousands of families, adding that the project came at the right time in the month of Ramadan when many displaced families living tragic situations and are in dire need of such support, inviting all charities and relief organizations to be guided by Qatar Red Crescent.

Testimonies of beneficiaries? (beneficiaries' consent to publish their testimonies must be obtained )

Ali Talbi Zaghir , aged 40 years and with a family of three males and four females, thanked the Qatar Red Crescent for implementation of this project and wished more food aid projects because of the large number of people affected and the aggravation of poverty.

Another beneficiary named Abdo Saad Mohammad, aged 58 years, said he got a food basket from the project contains the basic items of flour, rice, sugar, oil and beans and he was happy because it relieves the burden of the difficult conditions they were going through, especially in the month of Ramadan, expressing thanks to the Qatar Red Crescent.

Fatima Ahmed Yahya, aged 60 years old, one of the beneficiaries of the project says: "We displaced from Alwazeia to Almazareba because of the war in our village, we are afflicted, and this project has helped us to provide the necessary requirements for a living . "

(4322) families and (30,254) people benefited from the project. In this aspect, the following was provide:

1) (4322) food basket containing (25 kg flour, 10 kg of rice, 10 kilos Brazilian sugar, oil of 2 liters, 4 kg beans)

The total cost of the project was ($ 203,000), only two hundred and three thousand dollars.

Distribution has also been done with the participation of tens of volunteers from the people of the target areas.
