Justice in Afghanistan Rebuilding Judicial Competence After the Generation of War Livingston Armytage* This article describes the challenge of rebuilding judicial competence in the courts of Afghanistan after almost thirty years of war. It outlines the principal findings of a national research study undertaken for the Supreme Court in early 2006.1 In two parts, the article analyses the deficiencies in the quality, competence and professionalism of the judiciary as a direct legacy of the degradation of the in- stitutional and human capacity (A.), and outlines initiatives to develop long-term education and training strategies to rebuild these capacities (B.). A. Assessment The organization and jurisdiction of the courts of Afghanistan is governed by the Afghanistan Constitution adopted on 4 January 2004 and by the subsequent Law of the Organization and Authority of the Courts of Islamic Republic of Af- ghanistan (Law of the Courts) adopted in April of 2005.2 Chapter VII of the Con- stitution sets forth that the judicial branch is an independent organ of the state. The Western Interstate Commission for Higher Education (WICHE) was founded more than twenty-five years ago to assist member states provide high-quality, cost-effective higher education for their citizens. WICHE's goals are in access - increasing the availability of higher education in the West; manpower - assisting states to have the technically and professionally trained persons they require; and quality - helping states increase the effectiveness and efficiency of their higher education programs. Member states are Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming. Conflict Snapshot – Yemen
Funded by the European Union COVID-19 SNAPSHOT in December 2020 Yemen Conflict Introduction The ongoing conflict in Yemen is complex and multi-layered, with the involvement of rival regional powers adding a geopolitical dimension to the war. As the national framework has disintegrated, local rivalries have intensified, leaving more room for foreign state interference in the country.1 Since March 2015, a dangerous combination of factors, driven by conflict and economic decline, and now exacerbated by COVID-19, have compounded the dire situation for over 24 million Yemenis, as reported by the UN, international non-governmental organisations (INGOs), and local sources. The country has been de facto split into two since several years: the North, controlled by the de-facto authorities of Ansarullah “Al-Houthi”, and the South, which is controlled by the internationally-recognised Hadi government (IRG). Data collection and analysis Data for this first COVID-19 snapshot report in Yemen Conflict was gathered from 31 October to 10 November 2020 in the following target zones: Tuban and Toor Al-Baha districts in Lahj governorate (located in the South, under IRG control), and Al-Mawasit and Jabal Habashi districts in Taiz governorate (located in the North but under IRG control). This report was prepared by an independent consultant and the Search for Common Ground (Search) Yemen team, with T support from Search’s COVID-19 Response Programming Team and Institutional Learning Team. On Conservation and Development: The Role of Traditional Mud Brick Firms in Southern Yemen* Deepa Mehta Graduate School of Architecture, Planning & Preservation** Columbia University in the City of New York New York, NY 10027, USA [email protected] ABSTRACT A study of small and medium enterprises that make up the highly specialized mud brick construction industry in southern Yemen reveals how the practice has been sustained through closely-linked regional production chains and strong firm inter-relationships. Yemen, as it struggles to grow as a nation, has the potential to gain from examining the contribution that these institutions make to an ancient building practice that still continues to provide jobs and train new skilled workers. The impact of these firms can be bolstered through formal recognition and capacity development. UNESCO, ICOMOS, and other conservation agencies active in the region provide a model that emphasizes architectural conservation as well as the concurrent development of the existing socioeconomic linkages. The primary challenge is that mud brick construction is considered obsolete, but evidence shows that the underlying institutions are resilient and sustainable, and can potentially provide positive regional policy implications. [PEACEW RKS [ PRISONS IN YEMEN Fiona Mangan with Erica Gaston ABOUT THE REPORT This report examines the prison system in Yemen from a systems perspective. Part of a three-year United States Institute of Peace (USIP) rule of law project on the post-Arab Spring transition period in Yemen, the study was supported by the International Narcotics and Law Enforcement Bureau of the U.S. State Department. With permission from the Yemeni Ministry of Interior and the Yemeni Prison Authority, the research team—authors Fiona Mangan and Erica Gaston for USIP, Aiman al-Eryani and Taha Yaseen of the Yemen Polling Center, and consultant Lamis Alhamedy—visited thirty-seven deten- tion facilities in six governorates to assess organizational function, infrastructure, prisoner well-being, and security. ABOUT THE AUTHORS Fiona Mangan is a senior program officer with the USIP Governance Law and Society Center. Her work focuses on prison reform, organized crime, justice, and security issues. She holds degrees from Columbia University, King’s College London, and University College Dublin. Erica Gaston is a human rights lawyer with seven years of experience in programming and research in Afghanistan on human rights and justice promotion. Her publications include books on the legal, ethical, and practical dilemmas emerging in modern conflict and crisis zones; studies mapping justice systems and outcomes in Afghanistan and Yemen; and thematic research and opinion pieces on rule of law issues in transitioning countries. Abdulghani AlShawafi2, Huda BaSaleem3, Iman Ahmed Saleh Al-Gawfi2, Fouad Othman4, Fouzia Shafique5, Eman Al-Kubati5, Nuzhat Rafique5 and Paul Spiegel1 Abstract Background: Armed conflict, food insecurity, epidemic cholera, economic decline and deterioration of essential public services present overwhelming challenges to population health and well-being in Yemen. Although the majority of the population is in need of humanitarian assistance and civil servants in many areas have not received salaries since 2016, many healthcare providers continue to work, and families continue to need and seek care. Methods: This case study examines how reproductive, maternal, newborn, child and adolescent health and nutrition (RMNCAH+N) services have been delivered since 2015, and identifies factors influencing implementation of these services in three governorates of Yemen. Content analysis methods were used to analyze publicly available documents and datasets published since 2000 as well as 94 semi-structured individual and group interviews conducted with government officials, humanitarian agency staff and facility-based healthcare providers and six focus group discussions conducted with community health midwives and volunteers in September–October 2018. Results: Humanitarian response efforts focus on maintaining basic services at functioning facilities, and deploying mobile clinics, outreach teams and community health volunteer networks to address urgent needs where access is possible. Attention to specific aspects of RMNCAH+N varies slightly by location, with differences driven by priorities of government authorities, levels of violence, humanitarian access and availability of qualified human resources. -

Subsequent breeding in the interior due to good rains in April-May led to an outbreak. As control operations were not possible because of insecurity and beekeepers, hopper and adult groups and small hopper bands and adult swarms formed.
