Victor Steinbrueck was Seattle's best known advocate of historic preservation. He led the battle against the city's redevelopment plans for the Pike Place Market in the 1960s. In 1959, the City of Seattle, together with the Central Association of Seattle, formulated plans to obtain a Housing and Urban Development (HUD) urban renewal grant to tear down the Market and everything else between First and Western, from Union to Lenora, in order to build a high rise residential, commercial and hotel complex.

This article takes up the concept of urban blue space from a design perspective, extending and exploring it through a critical social science lens. Using the reconfiguration and redesign of the central Seattle waterfront as a case example, the idea of “doing justice” is enlisted to examine not just the design opportunities and formal characteristics of the site, but also the patterns of privilege, access and regional socio-ecological equity that are raised through its redesign. After situating the extraordinary design opportunity presented by this iconic urban blue space, and the imperative to do justice to the waterfront’s physical situation, the article presents the site from four additional and discrete perspectives: economic justice, environmental justice, social justice and tribal justice. By thus foregrounding the urban political ecology of the waterfront, the article demonstrates that the most important challenge of the site’s redevelopment is not technological, financial or administrative, although these are real, and significant challenges, but rather, the need to construct a place that works to counter established patterns of local and regional injustice.

At the public meeting held on November 16, 2011 the City of Seattle's Landmarks Preservation Board voted to approve designation of the Palladian Apartments (formerly the Calhoun Hotel) at 2000 Second Avenue as a Seattle Landmark based upon satisfaction of the following standards for designation of SMC 25.12.350: D. It embodies the distinctive visible characteristics of an architectural style, period, or of a method of construction; and E. It is an outstanding work of a designer or builder. PHYSICAL DESCRIPTION Site, Setting and Urban Context The former Calhoun Hotel, which is now commonly known as the Palladian Apartments, is prominently located at the NE corner of Second Avenue and Virginia Street near the southern edge of the Belltown neighborhood. The building is formally oriented toward both of the side streets and occupies the southernmost lot on the half block oriented toward Second Avenue. A north-south oriented alley bisects the entire block and runs along the east or rear elevation of the building.
