Much praise has been heaped upon The Federalist since it appeared as a series of essays in the New York newspapers in 1787-88. Thomas Jefferson wrote in 1788 that it was “the best commentary on the principles of government, which ever was written.”2 Alexis de Tocqueville commented in his Democracy in America, “The Federalist is a fine book, and though it especially concerns America, it should be familiar to statesmen of all countries.”3 Gottfried Dietze has called it “the outstanding contribution to the literature on constitutional democracy and federalism, a classic of Western political thought.”4 Clinton Rossiter observed, “The Federalist is the most important work in political science that has ever been written, or is likely ever to be written in the United States.”5 Edward Gaylord Bourne commented, The Federalist is “the most important contribution of our country to the literature of political science.”6 Even critics, such as Charles Beard, have acknowledged that the Federalist is a “wonderful piece of argumentation by Hamilton, Madison, and Jay” and “is in fact the finest study in the economic interpretation of politics which exists in any language.”7 Although written in great haste for the very practical purpose of seeing to the Constitution’s ratification in New York, commentators are right to point to the essays’ timelessness.

EPSTEIN* Most political writers and legal thinkers regard The Federalist Papers as one of the great texts of political theory. While I do not disagree with that overall estimation, it is important to re- call that The FederalistPapers was not a single document of sys- tematic thought that represented years. of struggling for a single coherent vision of constitutional law. It was a collection of essays hurriedly written under publication deadlines that would throw panic into the heart of any academic.1 The saving grace for the authors of the paper was that they had a particular task in question: to persuade the worthy citizens of New York to ratify the Constitution whose provisions they sought to ex- plicate. But I doubt that our three authors-Hamilton, Jay, and Madison-ever had time to reflect on the overarching task fac- ing Publius, their collective nom de plume.

Most secondary school U.S. history textbooks include less thanone page on the Northwest Ordinance and it is not a part of the standard secondary school courses in civics an-i government. There also isa need for improvement in the quality and quantity of course content on the Constitution. Recent studies recommend using the concurrent anniversaries of the two documents as an opportunity to promote and emphasize both documents in the core curricula of secondary schools. Basic Causes of the Revolution The historian must be more than a chronicler, a mere lister of events. For his real task is discovering and setting forth the causal connections between events in human history, the complex chain of human purposes, choices, and consequences over time that have shaped the fate of mankind. Investigating the causes of such a portentous event as the American Revolution is more, then, than a mere listing of preceding occurrences; for the historian must weigh the causal significance of these factors, and select those of overriding importance. Constitutional Conflict Historians What, then, were the basic and overarching causes of the American Revolution? The older view, dominant in the first two or three decades of the twentieth century, laid greatest emphasis on the conflict of constitutional ideas, on the fact that the American colonists saw the actions of Great Britain after 1763 as interfering with their constitutional rights as Englishmen. Cooke's variorum edition for Wesleyan University Press, which established the texts of the essays as they first appeared in the newspapers of New York City in 1787-1788; Benjamin F. Wright's John Harvard Library edition for Harvard University Press, which featured Wright's extensive and learned introduction; Roy P. Fairfield's abridged edition for Anchor Books/Doubleday, which included an extensive bibliography of Federalist scholarship; and Clinton L. Rossiter's edition for Mentor Books of New American Library. The Cooke edition immediately became the standard edition for scholars, due to the accuracy of its text; the Fairfield edition remains notable for its extensive bibliography, and has been updated and revised for Johns Hopkins University Press; and the Wright edition, though having fallen out of print for more than two decades, has been restored to print by Barnes & Noble's publishing division. Ironically, Rossiter's edition, the most modest of the four, has had the longest uninterrupted life and the widest use.     THE PLACE OF CONGRESS IN THE CONSTITUTIONAL ORDER KEITH E. WHITTINGTON* It is no accident that the Constitution begins with Congress. The Founders understood that the legislature would be central to the new constitutional project. Congress would be the foun‐ dation stone upon which the rest of the governmental edifice would be constructed, and so it necessarily came first in the constitutional document and absorbed the bulk of the dele‐ gates’ attention at the Philadelphia Convention in the summer of 1787. Getting the national legislature right, they believed, was their most important task if the government they were constructing was to be successful. Beginning with Congress was the natural choice for those de‐ signing a new government for the American republic. The first American constitution, the Fundamental Orders of the Connecti‐ cut colony, began by establishing two general assemblies.1 Even the royal charters granted to the colonists settling the North American wilderness tended to begin by setting out a council for the “ruling, ordering, and governing” of the inhabitants, as the Charter of Massachusetts Bay put it.2 When the revolutionaries announced, as in Virginia, that “the government of the country, as formerly exercised under the crown of Great Britain, is TOTALLY DISSOLVED,” their plans for new state governments began with the legislative branch.3 The Articles of Confederation government consisted of nothing but a legislature.4 In Britain, the power of Parliament had to be wrested from the king. The growth of parliamentary authority gradually trans‐ formed the British kingdom and secured new liberties for Eng‐ lishmen.
