Bus Operations, Performance & Operators Meeting – A105 Mini Holland and other significant roadworks/event

1. Introductions/Apologies: Apologies from Mark Freeman (Regional Operations Manager, TfL London Buses), Peter Reucroft (Senior Performance Manager, TfL London Buses), Andy Corbett (Tower Transit).

2. A105 Mini Holland: A105 Mini Holland scheme recently RSPG- approved. Programmed to start originally 22nd August 2016 but now moved to 5th September 2016. This could move again but SS will go by this date for now.

Phase 1 starts from Green Lanes – Aldermans Hill – Enfield Town.

From December 2016 to March no programme available but start narrowing of Green Lanes with cycle lane from Green Dragon Lane Green Lane/Bridge Gate to Berkeley Gardens.

AV enquired whether there would be side road closure like in Waltham Forest or just along the carriageway. SS confirms that works will not put everything onto the main road. There will be some raised junctions but not affecting Green Lanes.

September – December 2016 - Christmas programme. Next section may come in during this section.

Works on Green Dragon Lane starts with 5 days off-peak four-way temporary traffic lights, followed by 5 days of lane restrictions, then 2 days of off-peak four-way temporary lights.

There will be more temporary lights as the programme progresses. SS will email phases in due course. Off-peak 09:30-15:30 and lane restrictions will be 24/7.

WM enquired about parked cars to which SS confirmed parking will be suspended and two- way traffic maintained.

Green Dragon Lane-first section until York Road just before Church Street. Alderman Hill – narrowed junction. Email received on keeping Hedge Lane stand for which SS had been fighting all the while to keep.

Fords Grove-125 stand remains. Roundabout going to become signalised junction as part of Mini Holland Scheme.

This scheme will go all the way up to Lincoln Road just past Village Road.

SS to email Phases 1, 2 and 3 (September – December 2016).

Borden Avenue to Bush Hill Section 13 starting late September 2016. SS was provided 5 sections.

From October 2016 to February/March 2016 works from Bush Hill to Cecil Road.

Fords Grove, Firs Lane, Oak Tree Avenue are north of the Mini Holland. Dates to be confirmed.

Bridge Gate with Oxford Gardens build out on Devonshire Gardens for 2 ½ weeks with temporary traffic signals only.

All the rest Ridge Avenues- Percy Road – bus stop build out with two-way temporary traffic signals off-peak request for manual controls for 2 weeks. Percy Road/Oxford Gardens.

WM enquired about impact of route 329 where it turns right on Church Street, sets down on Ridge Avenue back onto A10/Bury Street. Requires mitigation for turning route 329 else could it use the 125 stand? SS queried the option of Hedge Lane stand but TP stated that would take out two-thirds of the journey. Green Dragon Lane stand had already gone due to highway furniture. Other than using the 125 stand implication and if no turning point identified north of Winchmore Hill this would mean no buses on route 329 serving Turnpike Lane. Arriva to discuss with Peter Reucroft some kind of mitigation or service change for bus route 329.

NH advised WM to email herself and Peter Reucroft at this point for ideas on mitigation to allow time for base releases incorporating changes.

WM needed the drafts to present a case to Peter Reucroft. SS could have sent traffic management plans but reiterated that it is just a draft which had already be changed 4 times with comments from Enfield revising the plans so best to check Enfield’s website.

CI enquired about dates for works in Alderman Hill with narrowing of the layout. SS confirmed as not currently in this section but dates to be confirmed when available.

WM enquired whether Network Development had been involved with the scheme. SS confirms Nathaniel Chin from Network Development like SS has been actively involved attending meeting even supporting the retention of Hedge Lane stand.

WM asked about adding say 5 minutes for service change to which NH highlighted that operators would still need to get together with herself and Peter Reucroft to present to NDM. SS also added that Forward Planning look at traffic counts, predictions to journey time, before it is presented to RSPG and if unfavourable with caveats then forward planning reject the proposals of the scheme.

NH encouraged WM to bring ideas in now as Performance needs to work with releases now for September. WM wanted to prepare for March. SS has been trying to gather as much information – pushing for subsequent plans hopefully she will attain in the next couple of weeks.

A1010 (S) probably the next scheme From Fore Street stopping just short of Lincoln Road with narrowing with removal of parking. Edmonton Green Roundabout to stay but signalised will be going to RSPG possibly commencing October 2016- early January.

A1010 (N) Hertford Road/Nags Head but Sara to confirm how far it goes up.

Enfield Town has received loads of objections to drawings with single lane Church Street especially with buses serving stops without being able to overtake. Enquiries also been made about how often buses break down. Looked at emergency kerb mounting like in Bexleyheath. There were even objection to changing the one-way system to two-way traffic flow on Church Street.

Southbury Road plan has gone back to the drawing board given the increase in journey time and parking. May look at instead A105-A1010 quiet way without impacting upon Southbury Road.

3. Event on 6th August 2016 (Tottenham):

5th anniversary procession as community healing in Tottenham with procession to Tottenham Police Station with gathering for the ‘4 Fallens’ at around 4pm followed by screening at Bernie Grants Art centre in the evening. Events team had issued EP16/185. Any amendments to be made by Events Team following on from operators to email SS who will relay to Events Team. Arriva requested details of weekend duty manager as well as NTC on duty to liaise with on the day so buses not stuck with passengers during the event. This follows on more from concerns that were raised when buses were not put on diversion during Kurdish Demo last weeks along with the historical aspect of the sensitive area.

4. Forthcoming significant road works (Enfield and Haringey)

Northumberland Park Bus Stand due for exit redesign to be closed within the window of 27th August – 18th September 2016 not during a Spurs match (on 27th August 2016). Looking at standing W3 outside and 476 on Willoughby

Closure on A406 Bulls Lane with 2 night closure by North Middlesex Hospital 4th/5th September 2016 - 444 diversion.

10 night lane closure on A406

Church Street-Bury Street northbound diversion for 2 nights tentatively 22nd/23rd September 2016 but to be confirmed. SS to check impact on Mini Holland Scheme.

Signal upgrade on Sterling Way/Silver Street with lane closure September/October 2016.

A10/Empire Parade night time lane closure. Two lanes closed one of the nights. No Traffic management during the day. NOE already issued yesterday.

Betstyle Circus one night diversion for anti skid works on 23rd August 2016.

Coppetts Road pavement works with two-way temporary traffic lights 8th – 22nd August 2016 follwed by three-way temporary traffic lights until 19th September 2016 affecting 234 service.

Spurs Ground redevelopment with 3+5 games in September-October 2016. High Road resurfacing when Tottenham Stadium construction finishes-maybe using bus lane as part of traffic management during the works to facilitate traffic flow.

Date of next meeting:- TBC. Look at holding 4 weekly meetings for Mini Holland. TP favourable with idea of holding joint meeting at Tottenham Garage. Next meeting to be held sometime a week after the Mini Holland Scheme commences in September. SS to keep all posted on amended/new dates of existing and subsequent phases.
