Practice: Per RSC guidelines there will be no practice on Wednesday by any institution. This is to accommodate the two day meet and minimize missed class time. Warm-ups are permitted on the artificial turf/football field after the track closes each day.

Restrooms/Showers: Restrooms and Locker rooms are located in the building behind the stadium near the finish line.

Weigh-Ins: Athletes are expected to provide their own implements. Implements will be inspected and weighed in for compliance prior to competition. Implements will be weighed in and then impounded until the competition. Thursday: 11:00 AM until 3:00 PM

Meet Fee: All entry fees were paid with the annual Dues and Sport Fees billing last summer.

Admissions: There will be no admission charged

Masks: All persons are required to wear a mask while indoors, in the bleachers or when in proximity to others outdoors. Competitors for running events may remove their mask right before the event and replace it right after the race. Competitors for field events may remove their masks for each attempt, but should be masked between attempts.

Awards: Individuals and relay teams winning each event will be considered conference champions. The top 3 individuals and relay teams will be declared All-Conference and receive medals. These awards will be handed out on the half-field line as soon as possible following each event. Please ask athlete to listen for their event to be called to awards and report immediately. Coaches will vote on the Outstanding Men’s & Women’s Track Athlete, Outstanding Men’s & Women’s Field Athlete, Newcomer of the Year for each gender and Coach of the Year for each gender. Ballots will be provided at the coaches meeting. Team awards will be given to each conference champion and conference runner- up. All other awards will be presented shortly after the final event. Teams may gather on the track in front of the awards stand for this presentation. Teams are asked to stay for the final awards presentation.

Parking: Teams may drop off at the pull-in area next to the track. Parking in this area is restricted to handicap and designated meet officials. After unloading team vehicles are to follow the route towards the parking lot and park on the far side. School will be in session during our meet and we have been asked to limit use of the main lot.

Tents: Team tents/areas shall be located on the grass areas in locations that do not interfere with spectator/official traffic. Tents are not permitted near the Hammer, Discus or Javelin areas. No tents are permitted inside the fence surrounding the track or on the artificial turf/football field.

Officials: Officials will be USATF certified and selected by Mick Harris. We expect to have at least two certified officials at all throws and jumping events. Athletic Training: Athletic Training will be by the IU East contracted provider. Please bring your own supplies. The designated athletic trainer for the meet is the only one that can clear an athlete to continue to compete if they are not able to complete an event. An athletic trainer will be available beginning at the times below and will stay until each day has concluded and athlete needs have been met. If you have specific needs please contact the IU East Athletic Training Department. Please let them know if you will be traveling with your own Athletic Trainer. Packet Pickup: Packets will be available by 11 AM on Thursday in the meeting room located in the building. Go through the main entrance and the room will be identified.

Coaches Meeting: Promptly at 12 PM in the meeting room located in the building

Scoring: Will follow River States Conference bylaws. Top 8 places will receive points. 1st- 10pts, 2nd- 8 pts, 3rd- 6 pts, 4th- 5 pts, 5th-4 pts, 6th- 3 pts, 7th-2 pts and 8th-1 pt.

Entries: Will be done through www.directathletics.com. Only times/marks from 2020-2021 indoor or outdoor seasons will be accepted. Athletes without a performance in an event will be entered as NH, ND or NT and placed at random in the slowest/weakest section or flight. Entries open April 12th and are due Monday April 19th at 5:00 PM EST. Each team may enter up to four (4) athletes per event and all four may score.

Performance Lists: Heat sheets will be available on Tuesday; April 20th and they will be distributed by the commissioner or host designate.

Clerk/Check-In: The Clerk tent will be located near the 100 meter start area and near or in the track shed. Athletes need to check in at first call.

Bib Numbers: Bib numbers are required for all competing athletes. They must be worn on the front for all athletes except for the Pole Vault which can be worn on the back.

Hip Numbers: Hip numbers will be provided by the clerk for each running event that requires them. Instructions for placement will also be provided and athletes should pay attention and adhere them to the proper location.

Coaching boxes: Per the guidelines Two (2) Coaches Boxes on the infield on opposite sides along the straightaways, as well as designated coaches’ box for ALL field events shall be used. Coaches will be required to stay within the designated coaching boxes for field events. No electronics will be allowed within these boxes including cell phones, cameras and watches. Violations of this rule is grounds for disqualification of your team’s athletes and revocation of your coaching credentials. Only credentialed coaching staff will be allowed in the boxes. Media personnel NOT allowed access to the coaching boxes. Filming is restricted to the grandstands. There should be no filming in or around any field event. For the long and triple jump events coaches should remain outside the fence. For the Shot Put, Hammer and Javelin events coaches must remain outside the flagged area. A coach is allowed in the concrete area to the southeast of the high jump and in what would be the endzone of the football field for the pole vault.

Concessions: Is at the discretion of the host facility and may not be sufficient for athlete meals.

Hospitality Room: Is available to credentialed coaches and officials only. This will be located in the same room as the coaches meeting.

Opening Heights: Per the RSC guidelines the set standard for vertical jumps at the RSC Outdoor Championship meet are: HJ: 1.7m for Men, and 1.4m for Women, PV: 3.05m for me, and 2.45m for women. PV will use 15 cm progression HJ will use 5cm progression up to 1.65m for women and 2.00m, then progress by 3 cm.

Horizontal Jump Boards: Triple Jump Women: 28’ and 32’ Triple Jump Men: 36’ and 40’ Long Jump Women: 4’ Long Jump Men: 8’

Spikes: No longer than 1/4” spikes will be allowed.

Starting Blocks: Starting blocks are being provided for all eight lanes. Please do not bring your own starting blocks. Outside starting blocks are NOT permitted.

Javelin: The Javelin will be contested on the grass area adjacent to the parking lot.

Finals: Running events will include a mix of Prelim/finals and Timed finals based on distance and the number of entries. Field events will include three attempts with the top nine going to the finals. Athletes competing in finals will receive three more attempts. Race Walk Cut Off: Men, 38:26 and Women, 43:10 Relay Cards: Turned into clerk not later than 1st Call.

Rules: The NCAA Rulebook will be followed. In addition, the NAIA Honest Participation Rule will be enforced (if an athlete does not compete in an event, the athlete is scratched from any further participation).

Jury of Appeals: The Commissioner will work with the Games Committee to select three head coaches and two alternates to serve on the Jury of Appeals. Timing: Crossroads Timing will perform the timing services. Coaches are not permitted in the timing area. Results will be posted as soon as possible following the scoring of each event. If there is a question or protest regarding the results this must be made to Meet Referee.

Relay Cards: Relay cards are located in your coach’s packets and should be turned into the clerk not later than the final call.

Lap Counters: Each team must provide lap counters for distance events. Individuals need to report to the finish line at least 15 minutes prior to the start of the race. Lap Counters need to be aware of camera placement and not interfere with the results. If no Lap Counters are identified it is up to the athletes to ensure they complete the required number of laps.

Protests/Appeals: Follow the Appeals Procedure located after the meet schedule of this manual. An appeals form is included in your packet. Checks if necessary, should be made out to River States Conference. A receipt will be provided for cash receipts.

River States Conference Track & Field Appeals Procedure

1. Any questions regarding a race or event are brought to the appropriate referee (field or running). a. After consulting with the appropriate officials, decide all questions, take such actions and make such decisions, including those for which the rules make no specific provision, that provide each contestant a fair and equal opportunity. (Rule 3, Section 4, Article 2 a.)

b. Protests relating to singular matters that develop during the conduct of the meet should be made at once and shall not be later than 15 minutes after the results have been announced or posted for the section involving the protest. (Rule 4, Section 1, Article 12 a.)

c. Any such protest may be immediate and oral by a competitor or a competitor’s coach in order to protect and preserve evidence used in determining an appropriately filed written protest. Any communication by the athlete that requests the preservation of the evidence shall be deemed a protest. (Rule 4, Section 1, Article 12 b.)

d. The referee shall review the protest or report leading to a disqualification and shall render a decision after determining and considering available evidence. For track and field, concurrence of two referees is required when no jury of appeal is appointed. Evidence specifically excluded is all visual material, except that produced:

i. For public broadcast, public streaming or public video board presentation. ii. By an organization specifically employed for the purpose of providing video review. iii. In conjunction with officiating an event. iv. For official photo-timing. v. As additional official video designated by the games committee before the meet. (Rule 4, Section 1, Article 12 c.)

e. Results revised because of a protest or disqualification shall be posted and announced. Coaches of competitors affected by any referee’s decision shall be notified. (Rule 4, Section 1, Article 12 d.)

f. Protests relating to Rule 4-3 shall not interrupt an event, nor result in a disqualification, once the event begins. (Rule 4, Section 1, Article 12 e.)

2. A head coach who disagrees with a referee decision may appeal that to the appeals committee. a. As part of the protest process, a referee’s decision may be appealed through an appointed jury of appeal, in writing, not later than 30 minutes after the referee’s decision has been announced. (Rule 4, Section 1, Article 13) 3. To file an appeal the Head Coach must complete the official appeal form, citing the specific detail and rule they are protesting, and pay the $50 fee. Checks are payable to River States Conference. The check and form must be submitted together to the Commissioner or AD Liaison.

4. The Jury of Appeals would then be convened with the three coaches previously selected or with one or two alternates if there is a conflict related to the teams involved.

a. The referee must be interviewed and any official evidence available to the referee may be reviewed. If such evidence is not conclusive, the referee’s decision shall be upheld. No further appeal is available. The result of an appeal shall be posted and the affected coaches notified. (Rule 4, Section 1, Article 13)

b. The Commissioner or AD Liaison will determine the alternate to participate if a member of the jury has a conflict of interest with the appeal. They will not vote, but will participate with the jury of appeals to ensure the process is fair, assist with information gathering and to facilitate the appropriate communication of the result of the appeal once a decision is rendered.

5. The Jury of Appeals will rule and that decision is final.

a. If the referee’s decision is upheld the fee is forfeited to the conference

b. If the appeal is upheld the fee is returned to the coach filing the appeal
