ACTIVITY OVERVIEW The Balkan country of Bosnia and Herzegovina (BiH) is experiencing an estimated 3.2 percent annual growth in Gross Domestic Product (GDP)1. Increasing exports and collaborating with market actors will further this growth, drive innovation, and increase opportunities for new employment and high-growth enterprise expansion. Closer interaction with the European Union (EU) and regional markets is key to the stability, growth, and renaissance of this important intersection for trade, relations, and culture between the East and West.

The Workforce and Access to Higher Markets (WHAM) Activity is stimulating job creation by advancing BiH’s trade integration with, and expansion into, the EU and regional markets. The Activity is accomplishing this goal primarily via a grant program for BiH private enterprises. Grants prioritize high- growth, exporting, or export-ready enterprises aiming to expand capacity, reach more markets, and generate employment. The Activity’s efforts focus on BiH organizations and enterprises working in, or linked to, four main sectors: wood processing, metal processing, textile/apparel, and information and communications technology (ICT). The Activity includes smaller high-growth enterprises by ensuring qualifying participation criteria can be measured as a percent of growth, not just the overall value of growth.

The WHAM Activity includes the following three key intervention areas:

Intervention 1: Workforce Development. The objective of this intervention is to help the BiH workforce gain the skills needed for employment in high-growth enterprises.

Intervention 2: Access to Markets. The objective of this intervention is to support high-growth enterprises in identifying and accessing new customers in existing or new markets to increase exports from BiH.

Intervention 3: Product Quality and Capacity Building. The objective of this intervention is to enable enterprises to meet the product and quality requirements of target markets in the EU and the region.

The WHAM Activity is a United States Agency for International Development (USAID) funded activity implemented by the International Executive Service Corps (IESC), in conjunction with local sub-recipient ENOVA. The WHAM Activity is governed under Cooperative Agreement No. AID-168-LA-17-00001. The period of performance for the award was originally from June 9, 2017 to June 8, 2020. On October 24, 2019, USAID approved a two-year extension to the Cooperative Agreement, the end date of the Activity is now June 8, 2022.

In the extension period, the WHAM Activity included additional two intervention areas:

Intervention 1: Workforce Training Grants. The workforce grants will serve immediate, specific training needs with capacity building packages that are completed in three to six months time.

Intervention 2: Educational Centers of Excellence Grants. The excellence grants will help develop and showcase cutting edge workforce training and re-training learning centers in a targeted sector.

This quarterly Activity performance report is submitted in accordance with Attachment A, Section A.5 Reporting and Evaluation, of the Cooperative Agreement.

This report covers the period of January 1 to March 31, 2020.

EXECUTIVE SUMMARY During this quarter, WHAM negotiated and signed three grant agreements. The Activity also achieved most of the results from the activity indicators, notably including number of new jobs created, this quarter reaching 1,571 new full-time jobs and surpassing the Year 3 target of 1,545 jobs. Considering that WHAM continues to have a number of active grants, results are expected to be higher by the time all active grants are completed.

Several grantees completed all activities and were successfully closed. Grantees such as Drvoprodex and Boksit participated in trade fairs and presented their newly developed products. Several others received certifications, such as ISO 9001, EN ISO 3834 and EN 1090 that will allow them to become A-rate suppliers or gain new customers. The majority of them trained new workforce from basic skills in textile industry to advanced international welding engineer certifications in metal.

Unfortunately, the COVID-19 pandemic and government rules on social distancing and international travel restrictions created challenges and some delays for the majority of current WHAM grantees. Planned trainings for the Faculty of Mechanical Engineering Sarajevo, MBT from , and INTERA from , among others, all had to be stopped. Certifications and final certification audits that companies planned to finish by March, could not be completed due to travel restrictions, so companies such as TRI Best and Novoform have had to wait. Furthermore, grantees that were making new products such as Kovan and Edengarden could not import parts from Italian suppliers and complete their products on time. Lastly, grantees that were planning closing ceremonies to mark the successful implementation of their grant activities had to cancel previously planned events. As a result, WHAM approved 21 active grant extension requests in order to complete grants activities.

Similarly, volunteer activities had to be postponed and/or canceled as a result of the COVID-19 pandemic. Specifically, four events for which eight expert volunteers were supposed to provide their technical expertise were cancelled by the organizers.

Starting March 16, the WHAM team in Sarajevo had to move to remote work and stopped all planned travel and in-person site visits.

During this reporting period, the Activity has disbursed around for grant activities. Out of the original grant funds WHAM has disbursed as of March 31, 2020.

This grantee completed all planned activities, including taking companies to the IZB fair, establishing an office in Wolfsburg as well as workforce expansion. In the end, beneficiary companies hired 84 new workers during the time this grant was active. The FBIH Chamber spent a total of .

A closing ceremony was originally planned for March 24 prior to the outbreak of COVID-19 however, due to the pandemic and consequent rules on social distancing the event was canceled. WHAM finalized all payments and the grant is closed as of March 28, 2020.

2. REGIONAL DEVELOPMENT AGENCY OF CENTRAL BIH (REZ) The Regional Development Agency (REZ) operates in the Central BiH Region and was established in 2004 through a partnership between governmental and non-governmental institutions. Its ultimate goal is the transformation of the Central BiH Region into a modern European Region. On October 15, 2019 WHAM signed a grant agreement with REZ to support the “Raise Up the Standards Fund.”

The “Raise Up the Standards Fund” grant agreement supports SMEs in central BiH in obtaining the necessary certifications for products and processes to verify they are in-line with EU technical regulations and standards. The REZ grant agreement was valued at a total of (approximately ).

REZ spent , completed all planned activities, and was refunded for the cost of certifications for 17 companies. As a result, beneficiary companies created 117 new jobs, generated 61 new transactions / orders, generated a increase in sales and in exports. The closing ceremony was organized in on January 25, 2020.

The grant with REZ Agency officially closed on February 29, 2020 and all payments were completed.

6. CHAMBER OF ECONOMY OF FEDERATION OF BOSNIA AND HERZEGOVINA (COE FBIH) On April 17, 2019, WHAM signed a grant agreement with the Chamber of Economy of Federation of BiH to support the development of the BiH Automotive Industry. Through this grant, WHAM supported the exhibition of BiH companies at the renowned Global Automotive Components and Suppliers (GACS) Fair, in Stuttgart, Germany. The fair gave participating BiH companies an excellent opportunity to network and build relationships with future buyers. The award is valued at .

After attending the GACS fair last year, the companies that participated were able to continue establishing relationships with new customers, securing new orders, and hiring new employees. By the time the grant was closed, there were 23 new transactions documented and completed by companies that attended the fair. Remarkably, among the companies that attended the fair, 130 new employees were hired.

The grantee spent a total of and completed all planned activities in the previous reporting period. The grant officially closed on February 28, 2020.

7. NOVA AMBIENTA On April 23, 2019, WHAM signed a grant agreement with the company Nova Ambienta Sarajevo, which specializes in the production of kitchen furniture. Through this grant, WHAM supported Nova Ambienta and its partner company Bosnian Beech Board (BBB) d.o.o. to present a joint exhibition at the renowned MOW Furniture Fair on September 15-19, 2019, in Bad Salzuflen, Germany. The grant is valued at

After attending the fair, the grantee continued to work with new customers, prepare offers and sell products to the European market. Nova Ambienta expended a total of and the Activity officially closed this grant on January 23, 2020 as all the activities and reports had been completed.

8. SENEX D.O.O. On April 22, 2019, WHAM signed a grant agreement with the company Senex d.o.o. Tuzla which specializes in the production of bathroom furniture. Through WHAM assistance, Senex’s specific goal was to increase its sales and exports by 30-40 percent while also hiring 15 additional workers. The award was valued at ). SENEX expended a total of over the life of the grant.

Senex completed all activities in 2019 and on February 20, 2020 the grant was closed. They hired 11 people in total and achieved excellent results in sales and export. During this reporting period, Senex d.o.o. hired new employees and completed all grant reports.

9. FACULTY OF MECHANICAL ENGINEERING UNIVERSITY OF SARAJEVO On June 12, 2019, WHAM signed a grant agreement with the Mechanical Engineering Faculty of the University of Sarajevo. Through this grant, WHAM has supported the establishment of an educational center in the field of wood processing technology, wood product development, CNC management, and Computer-aided Design and Computer-aided Manufacturing (CAD/CAM) technology. The aim of this grant is to help support the education and professional training of unemployed adults and workers in the

wood processing industry. The grant is valued at To date, the grantee has expended .

The Faculty finalized the procurement process of the CNC machine. There were some delays in the transportation, but the machine, pictured below, was assembled and delivered to the Faculty in early March 2020.

The equipment will be used for training purposes for the already existing group of trainees that completed theoretical trainings in the previous period. Due to COVID-19, the Faculty had to stop training activities and requested an extension of the grant. WHAM approved the extension until June 30, 2020 to allow the grantee to complete its planned activities when social distancing restrictions are lifted.

10. TERMO KLIMA On May 3, 2019, WHAM signed a grant agreement with the company Termo Klima, Laktaši. The award aimed at supporting a program called, ‘‘Training of CNC operators, welders and other production skills for new and current employees,” and was valued at To date, Termo Klima has expended .

Through this grant, WHAM has supported Termo Klima in increasing the skills and competencies of 30 existing employees and 30 new employees working on CNC machines/lines. The goal was to train them in welding and CNC as well as other areas relevant to the organization’s production processes.

Termo Klima conducted trainings for welders, operators on paint robots, CNC bending machines and several other operations. During this period trainings were organized for both new and existing workers. The grantee completed all activities and hired new employees. Upon finishing the trainings, the grantee requested an extension until April 1 in order to complete payments, trainings and reporting. WHAM approved the request for extension.

11. AMERICAN CHAMBER OF COMMERCE (AMCHAM) On July 12, 2019, WHAM signed a grant agreement with AmCham, Sarajevo. This grant came as a result of an unsolicited application. AmCham received in funding to support workforce development of its members in the ICT sector. To date, AmCham has expended

As a result of these trainings, AmCham members are expected to hire 43 new workers. Thus far, AmCham has signed agreements with five SMEs that will receive support in their internal trainings. The beneficiaries include: Authority Partners Sarajevo, Lanaco Banja Luka, Mistral Technologies Sarajevo, LINK Sarajevo and MIBO Communication Sarajevo. Some of the companies continued with planned activities, while others began internal trainings during this reporting period, and WHAM expects 35 new employees to be hired as a result of these efforts.

Due to COVID-19, previously planned in-person trainings had to be postponed in March due to social distancing restrictions. Consequently, AmCham requested and WHAM approved a grant extension until June 30, 2020 to allow AmCham to finalize previously planned grant activities.

12. MANDEKS MOLDING On July 4, 2019 WHAM signed a grant agreement with Mandeks Molding, Laktaši. The company was granted in order to design a new tool for the injection molding of a new electro-component product. This grantee expended a total of over the life of the grant.

Mandeks Molding completed all planned activities, including the development of a new tool that helped them learn new skills and train more employees within the company. The grant was closed on February 20.

13. NOVOFORM On July 17, 2019, WHAM signed a grant agreement with NovoForm . NovoForm was granted to fund the process of CE mark certification for its new product – a security and fireproof door. To date, NovoForm has expended

Activities related to the CE mark have been completed by the company, however, due to travel restrictions related to COVID-19, the external certification audit cannot be performed at this time. Due to the unforeseen travel restrictions, Novoform requested a grant extension. WHAM approved the extension until June 30, 2020.

14. DEDINA Dedina PZ is a company from that signed a grant agreement on July 4, 2019. The grant agreement totaled to support the company in the development of a demo park for its products, workforce development training, and development of an e-commerce platform.

Dedina has not yet implemented any of the activities for which they were seeking WHAM support. So far, they have completed activities related to the cost share such as development of the demo park. The

company is now moving its operations to a different factory away from the rented space in town. All of these activities did not allow the company to begin working on the previously planned web platform and trainings. Consequently, the grantee requested an extension until May 1, 2020 in order to complete planned activities. WHAM approved this request and granted the extension. WHAM staff supported Dedina with the grant extension and before that with suggestions on how to move forward with project implementation.

15. VIGMELT On August 8, 2019, WHAM signed a grant agreement with Vigmelt from Banja Luka. Grant funding of is being utilized for new product development, CE marking for the new product, and the development of marketing materials. Vigmelt has expended to date.

Vigmelt prepared a catalogue to showcase the products (cabinets, lockers and furniture) they make, and the company plans to print and begin distribution of the catalogue in April 2020. Vigmelt has continued to have a hard time finding new qualified workers, as they had planned to hire 15 and so far, have only hired 5. WHAM Business Facilitators are continuing to support grantee efforts and the grant has been extended until June 1, 2020.

16. STANDARD FURNITURE FACTORY WHAM and the Standard Furniture Factory, Ilijaš signed a grant agreement on September 24, 2019 for the creation of a new catalogue for innovative ceramic plate tables and case goods. Specifically, the purpose of this catalogue was to showcase a new product the company was seeking WHAM support in marketing. The total grant amount for Standard Furniture Factory was

This grantee completed the development of their new product, a ceramic plated table, and finished designing, creating, and printing their new catalogue. Additionally, the company hired 26 new employees. Standard Furniture Factory expended a total of and completed all planned activities. The grant was successfully closed on March 1, 2020.

17. BONTEX Bontex is a textile company from that signed a grant agreement with WHAM on August 26, 2019. This grant supported marketing efforts for the expansion of their brand to additional foreign clients. With this support Bontex enhanced their own brand line “Pierre Collar” and hired 30 new employees. The total grant amount for Bontex was for the development of the product line.

Bontex completed their training of new workers, work on branding activities for their product line and hiring of new employees. The company expended a total of , completed all planned activities, and the grant successfully closed on March 1, 2020.

18. BOKSIT Boksit Milići is a mining company that recently started furniture production. WHAM signed a grant agreement with them on August 16, 2019 to fund the development of three new collections of solid wood furniture. Their funding totaled . Boksit expended a total of for the achievement of their planned activities.

In January 2020 Boksit attended IMM fair in Cologne German and presented their Soligna collection. This international fair was a great opportunity for the company to showcase their product and build new relationships with potential customers.

During the course of the grant, Boksit hired a total of 10 new workers, and completed printing of a new catalogue in additional to the fairs they attended. In 2019 they attended the Bad Salzuflen fair, another opportunity to achieve new export transactions and sales. Both fairs provided excellent presentation opportunities for Boksit to present their new line of solid wood furniture “Soligna.” Boksit completed all planned activities and the grant was closed during this reporting period on March 1.

19. DRVOPRODEKS Drvoprodeks, Banja Luka signed a grant agreement with the WHAM Activity on September 20, 2019. The total grant amount was for The grant supported training for Drvoprodeks’ new production line; marketing activities for their new product, and recertification of FSC/ISO 9001. This grantee expended a total of .

During this reporting period in January, Drvoprodex presented at the Domotex fair in Hannover Germany and completed recertification of the FCS certificate for the next five years. Additionally, they hired a total of 40 new employees. Their final significant achievement was the completion of a catalogue featuring all of their products.

The company completed all planned activities and successfully closed the grant during this reporting period on March 1.

20. MANDEKS MOLDING Mandeks Molding signed a grant agreement on August 29, 2019 for support in achieving ISO EN 9001 and ISO EN 14001 standard certifications. The grant agreement was for a total amount of .

Over the life of the grant, Mandeks Molding expended a total of and successfully realized all planned activities. The company implemented both certifications as well as conducted trainings of its workers. In addition, procedures and relevant company documents were updated to reflect the new standards they have achieved. This grant was successfully closed during this reporting period on March 1.

21. FACULTY OF MECHANICAL ENGINEERING BANJA LUKA The Faculty of Mechanical Engineering Banja Luka signed a grant agreement with the Activity on September 20, 2019 for support in the development of a hydraulic press in partnership with the company Tri Best, Banja Luka. The grant agreement for the development of the prototype totaled To date, this grantee has expended .

The Faculty worked on the development of the second prototype that was successfully developed. The first prototype was installed at the Faculty of Natural Science and following by a presentation in 2019. Since then, designers were able to recognize areas for improvement and consequently developed a newly improved prototype. This new prototype features several improvements compared to the first one developed. The second prototype was installed in front of the Faculty of Mechanical Engineering building and has been used to collect plastic garbage on- site.

In additional to the significant achievement of the newly developed product, the partner company, Tri Best that manufactured the product, hired one worker and is currently negotiating with several local institutions to sell them this machine.

The grantee planned for a promotional event on March 13, but unfortunately, this event had to be canceled due to COVID-19. The grantee has requested an extension until April 1 to complete all the Image 5: Second prototype press by Faculty of Mechanical Engineering. documentation required to close the grant. WHAM has approved the request for extension.

22. SIK Sik d.o.o. Mostar signed a grant agreement on September 26, 2019 for support in new product development and workforce training. The grant amount was for . As of the end of this reporting period, SIK has expended .

SIK completed all planned grant activities including training, new product development, the creation of a short video and the hiring of 18 new employees. Due to a lack of workforce capacity to complete grant activities on time, the grantee requested an extension until April 1 to complete the reporting requirements on time.

23. PMP JELŠINGRAD PMP Jelšingrad from Gradiška signed a grant agreement on October 2, 2019 for support in the amount of . The grant was aimed at supporting the development of a new product, an outrigger that incorporates new materials and welding techniques.

PMP Jelšingrad also completed their development of the outrigger, as well as training of workers, and developed technical documentation for the entirety of their new product. In addition to the development of this new product, the company also managed to implement new welding technology and train employees on working with new materials. PMP Jelšingrad expended a total of and the grant was closed during this reporting period, on March 1.

24. KOVAN On October 3, 2019 WHAM signed a grant agreement of with Kovan MI from Gračanica. This grant is aimed at supporting new product production of heat pumps for heating, combined with boilers on pellet. This grantee has expended to date.

Kovan was ready to finalize production of the prototype and present it in late April, however, due to COVID-19, some logistical supply-chain problems arose with their Italian supplier and components some of the required components for their new product did not arrive. For this reason, Kovan requested and WHAM approved a grant extension until June 30, 2020.

25. DIZART Dizart, Sarajevo signed a grant agreement on October 30, 2019 for support in the development of an educational CNC machine, the first of its kind in BIH. In addition to the development of this new product, the company has also trained new employees. The total WHAM funding for this grant is . To date, this grantee has expended .

Thus far, the company has finalized the CNC machine design and purchased most of the basic raw material (steel) and various electric and mechanical components that will be used in the development of the CNC machine. Currently, the basic machine structure is being developed, and the necessary components are being assembled.

Similar to some other grantees, Dizart has had some difficulties with their supply chain due to COVID- 19. Some of their electrical components were supposed to come from Italy and have been significantly delayed. Additionally, due to social distancing, the company is not currently working in full capacity and only two workers are able to work on-site at a time. This has slowed down the completion of planned grant activities. Consequently, Dizart was granted an extension until June 30, 2020.

26. KIS PRODUKT Kis Produkt d.o.o. is a small family owned company established in Laktaši in 1993. The company signed a grant agreement with the WHAM Activity on October 3, 2019. As part of this grant, WHAM has supported web page development and new marketing materials for the company. The grant amount totals This grantee has expended to date.

Kis Produkt has completed planned catalogues, however, they have experienced some design setbacks in the development of their new web page. Due to this delay, the grantee requested an extension until May 1 to complete all activities and reports. WHAM has approved the extension request.

27. CROMEX Cromex Prijedor signed a grant agreement on October 9, 2019 for WHAM support in funding the digitalization of work processes within the company. Cromex will upgrade their use of technology and digitalize work orders, inventory and other segments of their operations. Total funding for this grant is in the amount of . This grantee has expended to date.

Cromex has completed most planned activities related to digitalization (both software and hardware). However, due to the COVID-19 pandemic they have had to postpone training activities that were planned as well as the installation of an individual PC. The grantee requested an extension until May 1, and WHAM has approved the extension request.

28. DRVNA GALANTERIJA MILINKOVIĆ Drvna galanterija Milinković from Ćelić signed a grant agreement on November 26, 2019 for funding in the amount of . Milinković has purchased two new milling machines that will be used for practical trainings and computers with 3D modeling software with the goal of creating a wood sector training center. This grantee has expensed to date.

During this period, the newly purchased computers came as part of the training center. Both machines were installed and significant progress was made towards the completion of the center.

Another previously planned grant activity was the installation of fireproof filters for the ventilation of the practical centers. This installation was planned to be a cost share contribution by the grantee. Due to the COVID-19 pandemic, these parts have not yet arrived from Italy, delaying the company’s ability to complete cost share requirements. 29. EDENGARDEN Edengarden d.o.o. is a company from East Sarajevo that WHAM signed a grant agreement with on November 7, 2019 for a total amount of . The company plans to employ 10 new people and train 45 people as well. WHAM support will be for ISO 9001:2015 ISO 3834 certifications, catalogue development and Internet ads. To date, this grantee has expended .

Similar to some of the aforementioned grantees, Edengarden has experienced unforeseen delays in their ability to conduct trainings, as well as needed component arrivals from Italy and Slovenia due to the outbreak of COVID-19. As of this reporting period, the company was able to complete all the activities for certifications and CE mark, but their audit cannot be completed due to current travel restrictions. Edengarden requested, and WHAM approved, an extension until June 30, 2020.

30. FORMINO Formino d.o.o. Teslić is a furniture company that signed a grant agreement on November 11, 2019, for a total funding amount of . This grantee expended a total of .

Formino completed all planned activities in the previous reporting period. Their most significant achievement was the development of a new product, the “Curved chair” has been produced and all other planned results have been achieved. During this period, the company completed final reporting and cost-share payments and the grant was successfully closed on February 10.

31. JODDY DREAMS Joddy Dreams is a company from Ćelinac that signed a grant agreement on December 9, 2019. The grant will be used for implementing new standards and technologies within the company. Total funding is in the amount of . Unfortunately, Joddy Dreams did not complete their planned activities and thus did not spend any of the planned grant funds.

Despite continuous efforts by the WHAM Business Facilitators as well as direct follow-up from the CoP, Joddy Dreams did not implement any planned grant activities. WHAM efforts included several site visits by the Business Facilitator and COP, in addition to continued suggestions and consultations the company leadership. Despite best efforts by the WHAM team, the grant ended up expiring with no funds having been used by the grantee.

32. TIKT MANUFAKTURA On January 3, 2020 WHAM signed a grant agreement with TIKT MANUFAKTURA. The grant is aimed at supporting the digitalization of processes for the company. Total funding is in the amount of . TIKT will receive support in the purchase of software and hardware, with the ultimate goal being the complete digitalization of their work process at the major points of their factory production. To date, the company has expended .

In March, the company requested a grant extension as training activities and the supply of the equipment were affected by the COVID-19 pandemic. WHAM approved a grant extension until June 30, 2020.

33. TRI BEST Tri Best is a company from Banja Luka. On November 21, 2019, they signed a grant agreement with the WHAM Activity for a total amount of . To date, Tri Best has expended .

This grant supports the company in the development and certification of a special purpose machine (pictured below) that will be used for tractor transmission testing services. In addition to developing this testing platform, the company will also obtain CE mark for this new machine.

Tri Best has completed product development for the special purpose machine, however, certification processes have had to be postponed due to COVID-19. Currently Tri Best’s Italian partner is unable to confirm design and complete a certification CE mark audit, thus the grant has been extended until June 1.

34. DRVOMONT Drvomont is a company from Šipovo. On March 23, 2020 WHAM signed a grant agreement for the amount of . As of this reporting period the grant agreement has just started. As such, the company has not yet used any funds.

The grant will support Drvomont in the development of a protype eco house. Additionally, the company plans to hire ten new employees in addition to increasing their sales and exports with the support of the WHAM Activity.

35. BIT ALLIANCE BIT Alliance is a non-governmental organization that gathers IT companies from Bosnia and Herzegovina. The Activity signed a grant agreement with Bit Alliance on March 5, 2020 for a total amount of . Because the grant has only recently begun, BIT Alliance has not yet expended any funds.

The grant will support training costs for new employments in the ICT sector. The plan is to have 96 people trained and at least 18 employed by various BiH ICT companies.

Thus far, BIT Alliance has selected the following three companies as beneficiaries of their support: Eko Technology Solutions, Way 7 technologies and Authority Partners. Authority partners has already been able to begin ICT trainings as they are able to conduct the trainings remotely. The other two beneficiary companies will begin trainings in the first week of May.

B. VOLUNTEER ASSIGNMENTS During this period, WHAM had planned to implement a number of volunteer activities, with events planned for both March and April.

The Network conference was planned for March 25-27, 2020. This is an annual event held for ICT professionals from BIH. WHAM planned to bring in two ICT expert volunteers from abroad, Johan Delimon and Spencer Harbar, to present at the conference. This event was postponed and rescheduled to November 2020 due to the COVID-19 pandemic.

WHAM also planned to bring an expert volunteer to present at the TIMOD EXPO 2020 fair and conference. Mrs. Brigitte Heuser from Germany was selected. This event was planned between May 28- 30, 2020 but was canceled due to COVID-19 as well.

Rewriting Fashion was another planned conference event by FBL Magazine in partnership with numerous fashion designers and textile professionals. This event was planned for March 22, 2020 in Sarajevo. WHAM planned to bring several expert volunteers from the region and Italy to participate in the event as keynote speakers and workshop organizers. Unfortunately, the event was canceled in response to COVID-19 travel restrictions.

Finally, the Faculty of Mechanical Engineering Sarajevo planned a forum for wood companies in April 2020. WHAM planned to bring two expert volunteers, Mr. Dick Sandberg from Sweden and Mrs. Manja K. Kuzman from Slovenia to provide their insights and expertise at the forum. Similarly, this event was canceled due to COVID-19 travel restrictions.

Due to event postponements and cancellations, all WHAM volunteer activities are currently on hold. If events are rescheduled, WHAM will work with selected volunteers to reschedule their participation in the previously planned events.

C. ACTIVITY RESULTS Thus far, the WHAM fund commitment totals around . Therefore, the remaining amount of the original fund is estimated at around .

During this quarter, WHAM grantees hired 200 new employees. So far, total new employments have reached 1,571 people or approximately 101% of the target for phase I (Years 1 – 3) of the Activity, or 66% for the lifetime of the Activity (Year 1 – 5). Except for the “number of SME receiving technical assistance” indicator, all other indicator targets have been reached or are on track (such as youth and women). For sales and export results, the data is not yet available and the information on results achieved will be updated in the next reporting period.

D. GRANT APPLICATIONS During this reporting period, WHAM signed three new grant agreements, with one planned for signing on May 1st. In January 2020, WHAM signed a grant agreement with TIKT Manufaktura. On March 5th, the Activity signed a grant agreement with BIT Alliance. The grant agreement with Drvomont was signed on March 23rd. Finally, WHAM conducted grant negotiations with PREDA and the grant agreement will be signed on the next reporting period.

KEY ACTIVITIES In addition to monitoring and assisting the current grantees, WHAM also completed regular visits to associations, regional development agencies, and individual enterprises throughout BiH. Due to COVID- 19, on March 16, 2020 the WHAM office moved to teleworking.

ORGANIZE REGULAR VISITS TO EXISTING GRANTEES TO MONITOR ACTIVITIES AND COLLECT DOCUMENTS AND DATA During this period, WHAM completed over 70 site visits and meetings across BiH to visit existing grantees and monitor ongoing activities.

The purpose of most of the meetings was to visit existing grantees, ensuring they were completing planned grant activities and required reporting standards. Additionally, the WHAM team also had several meetings regarding volunteer assignments. Since mid-March, the WHAM team has stopped all travel and in-person meetings with grantees due to COVID-19 social distancing restrictions. However, Activity monitoring has continued remotely via phone calls and teleconferencing.

EFFECTS OF COVID 19 ON WHAM TEAM Due to the outbreak of the COVID-19 pandemic and BiH governmental decisions to reduce social interaction, on March 16 the WHAM staff moved to telework. The team agreed to regularly check the office for bills and regular mail as well as conduct administrative work (one at a time) when office resources are needed. The team meets regularly online and all communication with grantees is conducted via phone and email.

The current COVID-19 situation has had an impact on WHAM plans in several areas. The WHAM team reacted proactively, identifying risks and potential impacts of the pandemic. On March 25th, the Activity submitted the first version of the Activity Mitigation Plan to USAID. The plan has yet to be approved. However, lockdown rules have affected WHAM grantees and their ability to implement activities, thus resulting in extension of the necessary grants to ensure that grant agreement goals and plans are still achieved. Moreover, previous plans to publish an RFA with extension funds for workforce development have been postponed, since trainings cannot take place. Finally, some WHAM results for funds disbursement, new jobs and success stories will have to be delayed.

PROMOTE WHAM ACTIVITY TO SOCIAL MEDIA WHAM continues to promote its activities via LinkedIn and Facebook platforms. WHAM published 18 posts on social media highlighting successes and new grantees. Additionally, the whambih.org web page

was redesigned and now has a home page both in Bosnian language and another in English. During this period, two success stories for Termo Klima and REZ were prepared.

The total budget above includes the funding of the initial period of performance as well as the additional funds approved by USAID for the two-year extension period.

The cost-share amounts are primarily in-kind contributions from the grantees themselves, which include costs such as employee salaries, transportation for trainees, per diem for participants attending foreign trade fairs, certification fees, office space, and other costs related to the implementation of grant activities. These costs are now included with the donated services provided by volunteer experts who provide short-term and long-term technical assistance to the Activity and grantees.

CHALLENGES, LESSONS LEARNED, AND RECOMMENDATIONS The most significant challenge during this reporting period was certainly related to affected operations from COVID-19. Though WHAM still achieved peak performance in the number of active grantees, there were also significant delays in the approval of new grants due to the Environmental Review Checklist (ERC) forms.

COVID 19 PANDEMIC Due to the outbreak of the COVID-19 pandemic, many planned activities were not realized during this reporting period.

The previous WHAM plan has been to close the majority of the grants by March or April 1. However, many activities had to be prolonged due to travel restrictions and social distancing rules that prevented certification audits from being implemented, trainings being completed or key supplies arriving from abroad.

This situation created a challenge to our grantees that resulted in the extension of the grants and a delay in spending available funding.

Currently, as detailed above, many grantees have requested extensions, in most of the cases until June 30, 2020. This will result in a large number of concurrent grants the WHAM team will need to monitor.

The second COVID-19 challenge is related to grantee expenditures. WHAM expected to spend most of the grant funding for phase I by the end of April. Expenditures will be delayed until grantees can resume delayed activities that were halted due to the pandemic. When social restrictions begin to lift, grantees will resume activities and continue spending funds.

ENVIRONMENTAL REVIEW CHECKLIST The delay in ERC approvals continued to be a challenge which in turn prolonged the approval of two potential WHAM grantees. Although the number of affected grants is small; it is worth noting that the delays for both PREDA and Drvomont accounted for at least two months.

ACTIVITIES PLANNED FOR THE NEXT REPORTING PERIOD

PROMOTE AND EVALUATE APPLICATIONS FOR RFA 009 WHAM plans to publish a new RFA with remaining funding from the original USD, estimated at around USD. RFA 009 will target companies in metal and textile sector to develop new products. The WHAM Activity intends to publish RFA 009 to support new and innovative product development in BiH. SMEs in the BiH metal and textile/footwear have succeeded in achieving record results in sales and exports during the past few years, however, very few companies export their own products. RFA 009 will target SMEs that are high-growth, exporting or export-ready enterprises, and/or individual enterprises operating in the metal and textile/footwear sector aiming to expand capacity, reach more markets, and generate greater employment. The goals of this call include supporting companies in achieving a higher percentage of revenue from their own products, supporting companies in exporting their new products to foreign markets, and supporting the development of products that can be sold in the local market with the potential for export.

Because travel restrictions and social distancing will continue to be imposed for at least part of the next reporting period, instead of traditional road shows, WHAM will organize individual online meetings, direct one on one phone calls and conduct other similar events in which interested applicants are able to ask questions and find out more about funding opportunities.

NEGOTIATE AND SIGN AGREEMENTS PREDA grant agreement is planned to be signed on April 1, 2020. With RFA 009 published, WHAM expects that some grantees will finish the negotiation process and sign grant agreements during the next quarter.

CLOSE THE MAJORITY OF GRANTS BY JUNE 30 Currently, all but two grants (PREDA and Bit Alliance) are planned to be completed by June 30, 2020. We expect to adhere to these deadlines unless the COVID-19 situation requires a further extension of grants. As activities continue, WHAM will continue Activity promotion with success stories and grant closing events.

WHAM will submit success stories on Termo Klima and REZ grants to USAID at the beginning of April. During the following quarter WHAM will submit additional success stories depending on grant activity progress and the impact on implementation due to COVID-19.
