Activity Purpose:  Individuals and CSOs representing underrepresented groups are constructively engaged in civic/political issues, will ensure that the government recognizes them as necessary and respectable partners in policy development.

The Development Hypothesis:  Constructive engagement in civic/political issues of individuals and CSOs representing underrepresented groups will be achieved by supporting the activities of groups of local organizations that advocate for the rights and dignity of underrepresented groups, building capacities of local NGOs and USAID implementing partners and providing grants to local CSOs that provide services to beneficiaries.

Results achieved since last Review (Briefly summarize achievements made since January 2018):

 Grants: o Signed grant agreements with 8 organizations: 1. Association “ Open Centre - SOC” (Sarajevo); o SOC will continue building the movement and empowering the LGBTI community in BiH through: maintaining unique LGBTI web portal lgbti.ba, advancing organizational abilities to influence and interact with relevant stakeholders (meetings, campaign and info sessions with opinion makers) for achieving changes in strategic documents and society, sub-granting and capacity development of local partners advocating LGBTI rights in two regions in B&H, mentoring new LGBTI activists. o SOC also will strengthen the local groups working on LGBTI human rights in and Prijedor to have more influence on their local decision-makers. SOC will sub-grant to Tuzla Open Centre (Tuzla) and Association Kvart (Prijedor) to work on sensitizing the representatives of local institutions and bringing local LGBTI community closer to the local institutions offering different services for projects. These local groups, their members and activists will also take part in SOC’s advocacy campaign and other action in relation to freedom of assembly, same-sex partnership and legal gender recognition. o SOC will include an internship program for the volunteers as well. SOC shall raise new generation of LGBTI activists, who will be trained in different aspects of work and activism for the human rights of LGBTI people. o Grant amount is up to 108,000.00 USD. o Period of performance is up to 15 months: September 14th, 2018 – December 13th, 2019.

2. Association “SOCI” (Tuzla): o Through this grant (grant #2) we continued support to 4th Service Center for families of children and persons with disabilities in B&H. This SC in Tuzla run under same model as other SCs in established in B&H. Grant was planned to last up to February 28th, 2020, total amount is 30.000 USD. o Beneficiaries of SC in Tuzla are children and PWDs and their families from . o Total number of direct (primary) beneficiaries was (as of November 30th, 2018): 142 (number of families of PWDs from Tuzla region). o Total number of services provided to beneficiaries (as of November 30th, 2018): 9000 services. o Expected period of performance: March 1st, 2018 – February 29th, 2020.

3. Union of paraplegics and polio survivors of FB&H Sarajevo; o USAID supported organization of International Open Championship and 15th Paraplegic and Polio Games in B&H. o Grant amount: 9,300.00 USD.

o Total number of beneficiaries (as of June 30th, 2018): 135 (PWDs from B&H and abroad). o Period of performance: May – June, 2018.

4. Association „Srce puno osmijeha“ (Sarajevo); o This association implement smile-therapy workshops, sports workshops, music therapy sessions for children with developmental disorders in institution “Mjedenica” as well. o In the period April - June, 2018 we supported extension of project completed by the December, 2018. o Beneficiaries were children with developmental disorders in Institution “Mjedenica” (29 PWDs), as well as families, members, youth, volunteers of this CSO (89 youth volunteers). o Grant amount was 3,800.00 USD. o Period of performance was 3 months: April 1st – June 30th, 2018

5. Association “Zemlja djece u BiH” (Tuzla); o Survey on the prevalence of violence against children in B&H o Association “Zemlja djece u BiH” (Tuzla) for grant amount of $ 45,000 will conduct an epidemiological survey on the prevalence and incidence of various forms of violence against children in BiH, including: physical violence, psychological violence, sexual violence, child neglect, violence in the digital environment (cyber bullying, grooming, sexting, sextortion, live stream). Focus will be placed on processing cases where children witnessed violence (in the family and the community) to place emphasis on children’s exposure to this type of violence and the importance of recognizing children as the primary victims. o This survey is also intended to show the prevalence of violence against children in marginalized groups (children with disabilities, Roma children, children without adequate parental care and children placed in residential institutions). o The survey will use the stratified cluster probability sampling of 4% of children aged 6, 11, 13 and 16, children placed in institutional care, and Roma children who live in isolated Roma communities. The planned scope would be a minimum of 5000 children. The survey will include primary and secondary schools, homes for children without parental care, residential institutions and Roma communities in both BiH entities and Brčko District. o Grant amount is up to 45,000.00 USD. o Period of implementation is December 17th, 2018 – December 16th, 2019.

. In February, 2019 we will award another grant related to this research to Association “ProMente” (Sarajevo) . ProMente for amount of $ 5,000 will be engaged as a partner on this survey and will perform a review of the current methodology for researching violence against children, analyzing questionnaires, research protocols, sampling procedures, and

provide suggestions and guidelines for their improvement to create the Modified research protocol and questionnaire for evaluating the incidence of violence against children. The Association will be involved in pilot survey implementation. . Grant amount is up to 5,000.00 USD. . Period of performance is up to 4 months.

6. Women University Volleyball Club “Student UNTZ” (Tuzla); o The Women University Volleyball Club “Student UNTZ” gathering young women and/or female students of Tuzla University. Among club members many of them are Roma ethnicity, socially endangered or marginalized in Tuzla region. o Club gathering more than 70 young women from cities and local communities in Tuzla Canton and wider since there are students on Tuzla University that are from other places in B&H. o Through this in-kind grant we provided sports equipment necessary for trainings to Roma women / members of the club and other socially marginalized athletes: trainers, t-shirts, balls, and other professional sports equipment. o For this purpose we donated 5.100 $ to buy equipment. o Duration of this in-kind grant was 4 months: April – July, 2018.

7. Association Swim Club “SPID” (Sarajevo); o PPMG donated swimming equipment to Swimming club “SPID” from Sarajevo. The SPID Swim Club is the first and only swimming club for people with disabilities in . o The SPID Swim Club is the first and only swimming club for people with disabilities in Bosnia and Herzegovina. The aim of the club is rehabilitation, resocialization and inclusion of persons with disabilities through swimming and water sports, development and improvement sports for people with disabilities, encouragement and promotion of athletes with disabilities. o The Club have 79 active club members and all of them are persons or children with disabilities. Club members coming from all over the country (Sarajevo, East Sarajevo Lukavica, , Živinice, Gornji Vakuf, …) and all club activities and trainings are free of charge for PWDs. o Through this in-kind grant PPMG provided sports equipment necessary for trainings: buoy, shoulders, swimming balls and flippers, swimming glasses, caps, snorkels, swimming trunks, sets of crutches, t-shirts and shorts. o For this purpose PPMG donated 3.500 $ to buy all the equipment. o Duration of this in-kind grant was 6 months: April – September, 2018.

8. Volunteer-based Fire Department “Vogošća” (Semizovac-Vogošća, Sarajevo); o Volunteer based Fire Department “Vogosća” through their project provides education and training classes for children in elementary schools (children between 1 to 4 grades) on topics related to danger of fire and protection against fire.

o Even in the first grade of elementary school, children need to get acquainted with the concept of smoke, fire and fire through interesting presentation and demonstration methods. Kids meet firefighters with full equipment and introduce them to prevent the occurrence of fear when encountering firefighters. Also, firefighters explain to kids their fire paths through the game to increase the school leaving. Children need to be explained how to avoid accidental fire, what to do if they notice fire and how to call for adult help. It is also necessary to explain to them how to call the fire service and how to talk to the person whom they report the danger. o Through this in-kind grant PPMG provides necessary equipment and materials for fire education and trainings with children such as: firefighters children’s helmets, brochures with information about fires, security procedures etc., educational materials (images), promotional materials (pencils, notebooks,). o For this purposes we donated 3,998.00 $. o Duration of this in-kind grant will be up to 5 months, and workshops started in October, 2018 (expected to complete all workshops in February, 2019). It is expected that up to 1000 elementary school pupils take part on this workshops. o PPMG continued support to ongoing projects and grantees: 1. Association “Dajte nam šansu” (Sarajevo); o Focus: On February 27, 2018, the Association “Dajte nam šansu” celebrated their birthday and launched the campaign “Families Rule!”. The event was attended by representatives of municipal, cantonal and federal authorities, and representatives of partners – US Embassy and USAID. The campaign will be implemented in several cities in B&H (Sarajevo, Foča, Tuzla and ). o Last year two Service centers in Sarajevo provided over 13,500 services to beneficiaries and had registered 537 families. o Period of Performance: December 1st, 2017 – November 30th, 2019. o Funding: $ 176,000.00

2. Association “Tračak nade” (Foča): o Last year Service center in Foča provided over 11,000 services to beneficiaries and had registered 86 families. o Period of Performance: December 1st, 2017 – November 30th, 2019. o Funding: $ 40,000.00

3. Association “Dajte nam šansu-Zvjezdice” (Banja Luka): o Last year Service center in Banja Luka provided over 9,200 services to beneficiaries and had registered 143 families. o Period of Performance: November 1st, 2017 – October 30th, 2019. o Funding: $ 44,000.00

o In total, 5 Service Centers in 2018 provided over 43,000 services and had registered 908 families as regular beneficiaries of Service Center services. 6

o Also, USAID Mission to B&H applied to Washington for additional funds for support to Service Centers and received new grant in amount of $ 350,000 for development of existing and opening of 2 new Service Centers in 2019.

4. Association “EDUS – Education for all” (Sarajevo): o In 2018 EDUS organized big symposium on early child development and growth on Jahorina. This was opportunity to show first draft data on 2 of 3 studies funded by PPMG. o Also, EDUS prepared draft papers on study 1 and study 2 for publishing in 2019. o First study is about first scientifically proven diagnostic protocol for autism and other developmental disorders in B&H. EDUS developed diagnostic protocol and in next few months it will be evaluated and data finalized. o Second study is about development biological test for autism based on miRNA analysis. Complete results will be available in March, 2019. o Third study is evaluation of EDUS Early development and disorders treatment approach and during second half of the 2018 EDUS collected data for analysis for this study. Final results will be available in March 2019. o Final presentation of results of 3 studies will be in March 2019 in cooperation with the Academy of Sciences and Arts of Bosnia and Herzegovina. o Period of Performance: August 1st, 2017 – March 31st, 2019. o Funding: $ 298,000.00

5. Association “ Rock School” (Mostar): o Mostar Rock School in last year delivered almost 4000 hours of education to 135 students in academic 2017/2018. o Also, MoRS delivered 4 program concerts and 1 final concert at the end of the school year (June 21st, 2018). o In this academic year 2018/2019 MoRS enrolled almost 130 new students and delivered over 2500 hours of education during period September – December, 2018. Also, in the same period they organized 2 program concerts with 130 musicians. o Period of Performance: May 16th, 2017 – March 15th, 2020. o Funding: $ 100,000.00

o Women's Entrepreneurship Support Fund for marginalized groups; . During 2018 PPMG issued a public call for local governments to apply to the RFA within the initiative Support Activity for Marginalized Groups of Women in Developing Businesses and establishing Entrepreneurial Fund for Women (Phase 2), . This fund will be jointly financed with the municipalites, the local government applied for USAID funds in the amount that they intended to match themselves and invest in

women-owned startup businesses (USAID match 1 USD of the governments with 1 USD). . In total 40 local self-government units applied to the RFA before the stated deadline. Out of 40 local communities PPMG selected 9 that will establish Entrepreneurial Fund for Women (Phase 2). . These local communities are: Živinice, Žepče, , Prozor-Rama, Berkovići, , Istočna Ilidža (RS), Foča, Novi Grad / Bosanski Novi. . These municipalities offered about 160,000 USD for Entrepreneurial Fund for Women and total funds available for businesses of marginalized women will be up to 320,000 USD. . In February PPMG will sign grant agreements with these 9 local communities. . In 2019 PPMG in all 9 local communities will held a preparatory workshops on writing business plans for potential applicants for public calls from local stakeholders. The monitoring will be continued by PPMG of each business.

 Events: o Organized important events: . PPMG supported and co-organized (together with Association “Dajte nam šansu”) consultation meeting of the Network of five Service Centers in BiH, held on June 2018 in Sarajevo. On this meeting was presented the first version of the Standards Manual / The book of Standards of Service Centers. . PPMG organized event in Tuzla and on this occasion delivered sport equipment to University Women’s Volleyball Club “Student UNTZ”. . PPMG organized event in Sarajevo and on this occasion delivered swim and sport equipment to Swim Club SPID from Sarajevo whose beneficiaries are persons and children with disabilities. USAID Mission representatives participated as well. . PPMG funded and assisted (together with Union SUMERO) in organization of the workshop “Empowering the process of deinstitutionalization of persons with disabilities in ”, held in ;

. Assisted in the Opening Ceremony for 5th Service center for families of persons with disabilities in Sarajevo (SC Sarajevo #2) in municipality Stari Grad; . PPMG supported and organized media promotion of the two-day conference “Achievements and Perspectives in Improving the Early Growth and Development of Children – Early Detection and Intervention” (organized by EDUS); . PPMG supported and organized media promotion of the official launch of the campaign “Family Rules” (initiated by Association “Dajte nam šansu”); .  One-on-One Capacity Building Support to Grantees: o PPMG provided one-on-one coaching to: . LEARNING AND ADAPTING

Describe how the “items for action” from the last portfolio review have been addressed:

Identify any significant “lessons learned” from monitoring, evaluations, or other sources of evidence during the reporting period: . The Model of Support to Entrepreneurship of Women in Phase 1 showed us that period of performance for complete process should be about 24 months, and not 12 months. . PPMG needs time to develop local requests for business plans together with every local community. Also, period for developing applications of potential applicants (women) should be more than few weeks. . Local communities should pay tranches to all beneficiaries (women) in same percentage (50% to all beneficiaries). . PPMG will provide more support to Service Centers related to monitoring and administering of the activities, services, beneficiaries. . Service Centers do not have enough developed capacities in data collecting, processing, monitoring and administering of their activities and PPMG will be on disposal to all Service Centers on solving this issue in 2019.

Key Implementation Challenges (please note strategic, political, sectoral, management, design, financial, and/or other implementation challenges that are affecting performance): . Leading political party in Republic of Srpska (SNSD) had very negative pre-election campaign toward US funded organizations:  The consequences of this negative campaign have been reflected on all our grant beneficiaries from the entity Republic of Srpska.  Our grantees for RS were subjected to pressures, non-official audits and unannounced visits by representatives of certain ministries who carried out additional audits of their business, activities, sources of funds, etc.  After finishing the process, pressures, visits and revisions stopped and there were no severe consequences for grantees.

Identify any opportunities to adapt the activity or its implementation (as a result of learning and/or contextual changes): . None.

PROCUREMENT/CONTRACTUAL ISSUES

Identify any potential procurement/contractual issues: None, in the last year procurement actions taken: . Ceiling increase approved in the August, 2018.  Issuance of 2 new Task Orders (TO#9 and TO#10) and one Task Order Modification (TO#3 Modification in August, 2018).  Period of performance of these Task Orders is up to the end of 2021. . In 2019 the contract should be fully funded since ordering period end in February 4, 2020.

CROSS-CUTTING THEMES

Briefly describe how activity has contributed to addressing the following cross-cutting initiatives in FY18 and describe any significant interventions planned for FY19:

a.) Anti-corruption . PPMG do not allow grantees to employ on projects personnel from public companies or public institutions. Through this mechanism, we reduce the possibility that people working in public institutions and companies have any conflict of interest regarding the organization and project we are funding. . The model of support for businesses of women from marginalized groups (Phase 2.) has predicted that all funds of the Fund will be allocated on the basis of public calls. Additionally, the PPMG representatives and representatives of local community businessmen will be members of Commissions for selecting the best business plans. In this way, the possibility of manipulation of funds and the allocation of funds to persons who are eligible only for the representatives of the administrative bodies will be significantly diminished. We have developed this kind of selection and assignment model (through Phase 1.) to reduce the likelihood of corruption when allocating funds from the Fund.

b.) Reconciliation . Our contribution to reconciliation is reflected in supported activities in the area of Foča. o Our grantee Association “Tračak nade” (managing organization of Service center for families of persons with disabilities) from Foča (Republic of Srpska) provided services to beneficiaries from Foča and local communities surrounding Foča. Some of these communities are located in Federation of BiH and some are located in Republic of Srpska. o This is important since Foča is mostly settled by Serbs and few neighboring communities are mostly settled by . o Service Center provides services to all beneficiaries, regardless of whether beneficiaries comes from one or another entity of B&H or their religion, nationality, etc.

c.) Countering Russian Influence

. In all our grant agreements and other sorts of agreements we included clauses that partners (organizations or physical persons) can not use any sort of software or products developed or produced (or partially developed or produced) by Kaspersky Lab. . All our partners are forbidden to use and have to deinstall or delete all application (if they have it) related to Kaspersky Lab or they should not be able to receive USG funds. . In this way, we have improved the security of documents and deliveries that organizations and partners funded by the US government should produce or deliver. o There is a reduced risk that documents will be compromised and accessible to third parties, including Russia.

d.) Women’s Empowerment . PPMG supported Women’s Volleyball Club “Student UNTZ” which gathers marginalized women and girls from Tuzla area. We donated sport equipment to this club and through this donation club will be able to continue with trainings and sport activities intended for young women from Tuzla Canton. . Also, on our trainings attended 134 women who were empowered to advocate human and women rights in their local communities and were sensitized to the problems of women in B&H. . CSOs who were attended to our trainings and which have women issues in their focus are renown among non-governmental organizations. One these CSOs is “Centar ženskih prava / Women Rights Center” from Zenica which have in focus problems of women victims of violence, family-based violence and mobbing. . Also, another CSO attended to our trainings is Association of Roma women “Bolja Budućnost / Better Future” from Tuzla. In their scope of work are Roma women issues in Tuzla area. . Marginalized Populations Support Activity (PPMG) will establish a Fund for supporting businesses owned by marginalized women (Phase 2.), which contains funds provided by USAID and 9 local communities. The total amount in this Fund will exceed USD 320,000. Municipalities match every USD 1 from USAID with USD 1 of municipal funds, all of which will be invested into the Fund for a particular local community.

e.) Youth . The Marginalized Populations Support Activity (PPMG) supported Association “Srce puno osmijeha” and 4 service centers worked on improving the skills of their volunteers through trainings on different topics and mentoring programs. o Association “Srce puno osmijeha” trained their volunteers to work with children with disabilities. In total 240 volunteers (in two projects) were engaged in workshops with children with disabilities from Public Institution “Mjedenica”, passed training program developed by the Association “Srce puno osmijeha” on different topics and became capable of delivering workshops for PWDs, leading youth, their peers in different occasion and activities. . PPMG was facilitating and coordinating process of development of Strategic Plan of Youth Council of Federation of B&H. Youth Council of Federation of B&H is the umbrella organization of young people in Federation of B&H and they are gathering all local and Cantonal Youth Councils in FB&H. PPMG’s experts facilitated strategic planning workshops, analyzed drafts of Strategic Plan and will provide final comments and help YC in development of final Strategic Plan document. . YC of FBiH through their Strategic Plan will define the main directions of action and policies for improving the position of young people in FB&H. This will be umbrella document for solving youth issues in FBiH in next few years.

. Our service centers in Banja Luka, Sarajevo, Foča and Tuzla trained their volunteers to work with children with disabilities. Also, the SC “Dajte nam šansu” in Sarajevo is authorized by the Ministry of Education of Sarajevo Canton to train in-class assistants (young student volunteers) who work with children with disabilities. . Also, the Association “Rock School Mostar” in this academic year (2018/2019) enrolled 111 new young students in their rock music school program, which is very popular in the Herzegovina region. This number is not final since they still receiving applications and new students are enrolling their program on weekly basis. . Last academic year (2017/2018) MoRS academic programs were attended by 132 students. . They learned how to compose, play, produce music, form groups, jazz/blues/soul session bands and create original audio materials (songs and compositions). . This academic year enrolled more than 120 students. . PPMG donated equipment to University Women’s Volleyball Club “Student UNTZ” from Tuzla. . The donation was contained of sports requisites and equipment necessary for regular training program of this club. Members of the club are young women, most of them are students and many of them are from socially vulnerable or Roma families.

. PPMG’s training were attended by 9 CSOs whose primary scope of work are youth and youth issues. Four out of 9 CSOs were local Youth Councils from Jablanica, Ključ, Široki Brijeg and . Total number of persons from these CSOs attended our trainings is 63.

f.) Stigma Reduction . According to a 2018 survey on the knowledge, attitudes and practices of BIH citizens towards inclusion of children with disabilities, the percentage of people who would not accept their child to be best friends with a child with disabilities, decreased to 11% (compared to 50% in 2013). This major change in attitudes was achieved in less than 5 years. . PPMG supported Swim Club SPID whose beneficiaries are persons with disabilities and donated them sport equipment necessary for regular training sessions and competition. . Also, we supported Women’s Volleyball Club from Tuzla whose members are also Roma women and they are included in regular training session together with all other trainees.

LOOKING FORWARD

Trainings conducted in accordance with the annual plan for grantees and partners:  5 trainings for partners and grantees; . Signed one grant agreement with Association “ProMente” related to review of research methodology developed for research on violence against children in B&H; . Support to persons with disabilities in Western Herzegovina region and Public Institution “Education and Rehabilitation Center for Children, Youth and Adults with Developmental Disabilities” in Ljubuški and delivering equipment procured through in-kind grant.

PUBLIC COMMUNICATIONS

Lessons learned from outreach over the past year: . Success stories were interesting to media in last year. . We had strategic approach in promoting success stories and published them with specific plan so PPMG appeared in the media on regular basis in first half of the 2018. . In reporting period PPMG had about 90 important media appearances in newspapers, TV shows, web sites, radio shows etc.
